Rules Exam Requirement for CoachesCoaches Online Test – October 13, 2021 thru November 24, 2021

All senior high coaches whose teams participate in swimming/diving must successfully complete the NFHS Exam I. A gradeof90%orbettermustbescored.Thosecoacheswhodonotreceiveagradeof90%orbettermusttaketheKSHSAATestII.Iftheydonotscoretherequired90%orbetterontheKSHSAATestII,theirschool’snamewillbepublishedintheActivitiesJournal.Schoolsnotsubmittingatestwillalsobeidentified.Any school whose coaches do not complete an online test by November 24 will pay a penalty of $100.

Contact the KSHSAA directly if your school’s girls coach has not been hired prior to November 24, so they can complete the rules exam at a later date.

KANSAS STATE HIGH SCHOOL ACTIVITIES ASSOCIATIONSTATEMENT ON PERFORMANCE ENHANCING DRUGS AND NUTRITIONAL SUPPLEMENTS

In order to promote the health and safety among all student-athletes, reduce health risk, maintain ethical standards aswellasreduce liabilityrisk,studentsshouldnotuseanydrug,medication (over-the-counterorprescription)or nutritional supplement, as defined by the World Anti-Doping Agency, for the purposes of performance-enhancement.Allschoolpersonnel,includingcoachesandschoolnurses,shouldneverrecommendtheuseofanydrug,medication(over-the-counterorprescription)ornutritionalsupplement,asdefinedbytheWorldAnti-DopingAgency, for the purposes of performance-enhancement.

School personnel should not dispense or administer any drug, medication (over-the-counter or prescription)or nutritional supplement, unless the student-athlete is under the direct care of a licensed health professional, licensedtopracticeinthestateofKansasandpracticingwithintheirscopeofpracticeasdefinedbytheKansasBoardofHealingArts,andonlyasprescribed.

Werecommendthatcoaches,athleticdirectors,nursesandotherschoolpersonneldevelopstrategiesthataddresstheprevalenceandgrowingconcernsofusinganydrug,medicationornutritionalsupplementforthepurposeofperformance-enhancement.Athletesshouldbeencouragedtopursuetheirathleticgoalsthroughhardwork,appropriaterest,properhydrationandgoodnutrition,notunsubstantiatedshortcuts.Schoolpersonnel,coachesand parents should allow for open discussion about dietary supplement use, and should strongly encourageobtainingoptimalnutritionthroughawell-balanceddiet.

Believingthatmineisanimportantpartinthenationwideschoolactivityprogram,Ipledgetoactinaccordancewiththeseprinciples:

1. Iwillhonorcontractsregardlessofpossibleinconvenienceorfinancialloss. 2. Iwillstudytherules,observetheworkofothercoaches,directors,adjudicators,judges,orofficialsandwill,at

alltimes,attempttoimprovemyselfandtheactivity. 3. Iwillconductmyselfinsuchawaythatattentionisdrawnnottomebuttotheyoungpeopleparticipatinginthe

contest. 4. Iwillmaintainmyappearanceinamannerbefittingthedignityandimportanceoftheactivity. 5. Iwillcooperatewiththenewsmediaintheinterpretationandclarificationofrulesand/orotherareasrelating

togoodsportsmanship,butIwillnotmakestatementsconcerningdecisionsmadeduringthecontest. 6. IwillupholdandabidebyallrulesoftheKSHSAAandtheNationalFederation. 7. Iwillshapemycharacterandconductsoastobeaworthyexampletotheyoungpeoplewhoparticipateunder

myjurisdiction. 8. IwillgivemycompletecooperationtotheschoolwhichIserveandtotheKSHSAAwhichIrepresent. 9. Iwillcooperateandbeprofessionalinmyassociationwithothercoaches,directors,adjudicators,judgesoroffi-

KSHSAA POLICIES

CPR/AED Training Required for All Head and Assistant CoachesInApril2019theKSHSAABoardofDirectorsadoptedarulerequiringanyheadorassistantcoach/sponsorforanyKSHSAAsanctionedactivitybecertifiedortrainedinCardiopulmonaryResuscitation(CPR)andAutomatedExternalDefibrillator(AED)administration.

Components of the rule are as follows:

1. Followinganinitial30-daygraceperiodfromthestartoftheseason,personnelarenoteligibletoworkasacoachorsponsorfortheirschooluntilproofofcompletionofCPR/AEDtrainingisonfilewiththeirschool.

2. Everycoach/sponsormustcompleteCPR/AEDtrainingeverytwo(2)years.

3. ThetrainingshallbecoordinatedbyacertifiedCPRinstructor.

4. Online only training courses are not accepted.

5. Theremustbeahands-oneducationalcomponenttothetrainingprocess.

6. Onanannualbasisbyactivity,aschooladministratormustacknowledgethroughtheKSHSAAwebsitethateachcoach/sponsoriscurrentlytrainedinCPR/AEDadministration.Toacknowledgerulecompliance,aschooladministratorshouldlogintotheKSHSAAwebsiteandgototheCoach/SponsorRequirementspage.SelecttheactivityandenterthedateofCPR/AEDtrainingnexttoeachcoach/sponsorname.Ifyoudonotseethecoach/sponsorlisted,addthatpersonthroughtheUpdateDirectoryprocessonline.Allheadandassistantcoaches/sponsorsshouldbelistedforeveryactivity!

KSHSAA Pre-Activity TimeoutPurpose:Asaproactivecommunicationmeasure,schoolsareexpectedtodesignateatimepriortothestartofanyinterscho-lasticcontesttoshareeventcriticalinformationwithstakeholders.

Thefollowinginformationshouldbeshared/reviewedpriortothefirstcontestateachlocation:

1. Introductionofhomeandvisitingadministrationonduty(identifyprimarypointofcontact).

2. Identifythelocationofathletictrainer(s)orotherqualifiedmedicalprofessionals.

3. IdentifythelocationoftheAED(s).

4. Identifyemergencyentrance/exitsforthefacility.

5. Identifythestormshelterlocationandcommunicationplanforevacuation.

6. Identifytherapidbodycoolingplan(locationofcold-waterimmersiontub).

7. Identify the communication plan for leadership.

8. Identifythecommunicationplanforrespectivegroups(students,coaches,fans).

9. Identifyanyspecialeventsorconcernsrelativetotheevent.

Thesenineitemsaretobereviewedpriortotheeventbytherankingschoolleaderofeveryschoolinvolvedinthecontest.Eachparticipatingschoolistoberepresentedinthispregamemeeting.Ifanadministrativerepresentativeisnotinattendance,thisresponsibilitybelongstotheheadcoach.

Summer MoratoriumJuly4-10,2022isthesummermoratorium.ThereshallbeNOschoolrelatedathleticactivities.Duringthistimecoaches(licensedteachercoachesandcoachaidesemployedbymemberschools)shallbeprohibitedfromengaginginanytypeofactivityin-volvingstudentathleteswhetheritbepractice,training,weightlifting,conditioning,competitionortravel.Allmemberschoolathleticfacilitieswillbeclosedduringthisperiodtoschoolpersonnelandstudentsgrades7-12.Ifmemberschoolathleticfacili-tiesalsoserveasnon-schoolcommunityrecreationfacilities,thesefacilitiesmayremainopenduringthemoratoriumsolongasnoschoolteamsareplayingandnoschoolcoachesarecoachingtheteams/individuals.Duringthisoneweekdeadperiod,studentsmayattendcampsorcompetitionsbutmaynotdosowiththeirschoolcoaches.Thismoratoriumdoesnotimpactfineartsorspiritactivities.

Rationale:ThelastfewyearstherehasbeenagrowingconcernwithintheKSHSAAmembershipthatstudentsandcoacheswerenotbeingabletohavetimetothemselvesduringthesummer.ItwassurveyedanddiscussedattheOctoberRegionalBoardofDirectorsMeetingin2017andthenvotedonattheApril,2018KSHSAABoardofDirectorsmeetingtoestablisharuletoallowstudentsandcoachesaweekoffduringthesummer.

Concussion ReportingIfastudentsuffers,orissuspectedofhavingsuffered,aconcussionorheadinjuryduringasportcompetitionorpracticesession,thestudent:(1)mustbeimmediatelyremovedfromthecontestorpracticeand(2)anurgentreferraltoahealthcareprovidershouldbearranged(ifnotalreadyonsite).Thestudentmaynotagainparticipateinpracticeorcompetitionuntilahealthcareproviderhasevaluatedthestudentandprovidedawrittenclearanceforthestudenttoreturntopracticeandcompetition.TheNationalFederationandtheKSHSAArecommendthatthestudentshouldnotbeclearedforpracticeorcompetitionthesamedaytheconcussionconsistentsign,symptomorbehaviorwasobserved.

REPORT THE HEAD INJURY ON THE KSHSAA CONCUSSION REPORTING PORTAL IF:

1. Thisisaheadinjurythatrequiredthestudentparticipanttoberemovedfromparticipationduetothestudentexhibitingsigns/symptomsofaconcussion.*

**AND**

2. Theheadinjurywassustainedduringaschoolsponsored,preseasonorin-seasonpracticeorcompetitioninthefollow-ingKSHSAAsanctionedactivities:Baseball,Basketball,Bowling,CrossCountry,Football,Golf,Gymnastics,Soccer,Softball,Swimming/Diving,Tennis,Track&Field,Volleyball,Wrestling,Cheerleading,DanceandMarchingBand.

*Ifthestudentwasremovedfromparticipation,butafteramedicalexaminationitwasdeterminednoconcussionoccurred,DONOTREPORTtheinjury.

Concussion and Head Injury Education RequirementOnanannualbasisandPRIORtothefirstpracticeoftheseason,ALLcoaches,studentparticipantsandschooladministratorsresponsibleforeventcoveragearerequiredtocompleteaconcussioneducationprogram.Thisrequirementincludescheeranddancesponsorsandparticipatingstudents.Studentsandcoachesinvolvedinmorethanonesportonlyneedtocompletethistrainingonetimeeachyear.Itisrecommendedtheprogrambecompletedpriortothestartofpracticeduringpreseasonteammeetingsorcoachingin-service.Schoolsmaychoosetoutilizethefree“Concussion in Sports”andthe“Concussion for Students” courses found at www.nfhslearn.com.

Medical Appliance StatementNationalFederationofStateHighSchoolAssociations(NFHS)andSportsMedicineAdvisoryCommittee(SMAC)

Althoughstillrelativelyrare,theuseofinsulinpumpsbyathleteswithdiabeteshasbecomemorecommonplaceoverthepastfewyears.Withthewideruseofinsulinpumps,aswellasothermedicaldevicessuchasheartmonitoringequipment,concernshavebeenraisedregardingthesafetyoftheathletewearingthedevice,teammates,opponentsandthedeviceitself.TheNFHSSMAC has discussed these issues and come to the following conclusion:

Whenitisnecessaryforanathletetowearamedicalappliance(suchasaninsulinpump)duringathleticcompetitions,thede-viceshallbepaddedandsecurelyattachedtotheplayer’sbodyunderneaththeuniform.Devicesattachedtothehead(suchashearingaidsandcochlearimplants)donotneedtobepadded,butshallbefirmlysecuredtothebody.Nomedicalapplianceshouldposeariskofinjurytoothers.Itisrecommendedthattheathletenotifytheofficialofthepresenceofthemedicalap-pliance prior to a contest.

Rule 26 - ANTI-TRYOUT AND PRIVATE INSTRUCTIONA student who violates this rule shall be ineligible in that activity for a period of one year from the date of the violation, unless reinstated by the Executive Board.

Art. 2:Astudentmayreceiveprivateinstructionatanytimeoftheschoolyear.Duringthetimeastudentisamemberofaschoolathleticsquad,startingwiththestudent’sfirstdayofschoolpracticeandendingwiththestudent’slastdayontheschoolathleticsquad,astudentmayreceiveprivateinstructionsubjecttotheconditionssetforthinthisrule.

Art. 3:Otherindividualsmaybepresentatastudent’sprivateinstructionsessionaslongastheyarethereinasupportivecapac-ityonlyandnotgivingorprovidinginstructionstothestudent.

NOTE:Privateinstructionisdefinedasonestudentreceivinginstructionfromonepersonduringtheperiodofinstruction.

Agroupisdefinedastwoormorestudentsreceivinginstructionfromaninstructorduringthesameperiodofinstruction.

Supportivecapacityisdefinedasparticipatingintheperiodofinstructionwithoutprovidinganyinstructiontothestudentorinstructororinacompetitivesituation/capacity.

Art. 4: Astudentshallnotparticipateingrouptrainingsessionsortryoutsheldbycollegesorother outside agencies in a sport whileheorsheisamemberofaschoolathleticteaminthatidenticalsport.

Exception:TheKansasLegislature,inthe2011session,enactedthefollowinglaw:

a. “TheKansasStateHighSchoolActivitiesAssociation(KSHSAA)anditsmemberhighschools,andadministrators,principals,coaches,teachersandothersaffiliatedwithsuchassociationandmemberhighschools,shallnotadoptany rules and regulationsor interpret anyexisting rule and regulation in anymannerwhichwouldprohibit astudent-athlete from training with any Kansas state high school league-sponsored sport or competition while the student-athleteisparticipatinginnonschoolswimmingathletictrainingordivingathletictraining,orboth,duringthe high school sport season and throughout the year if:

1. Thenonschoolswimmingathletictrainingordivingathletictraining,orboth,isunderthejurisdictionofandsanctionedbythenationalgoverningbodyofthesport,U.S.A.Swimming,Inc.orU.S.A.Diving,Inc.,andisconductedinamannerwhich protects the health and safety of the student-athlete; and

2. Thestudent-athletemeetsthereasonableandordinaryschool-establishedrequirementsforparticipationinthestudent-athlete’shighschoolswimmingprogramordivingprogram,orboth,includingrequirementsdesignedtoprotectthehealth and safety of such student-athlete.

b. ThissectionshalltakeeffectonandafterJuly1,2011.”

AnAnti-TryoutandPrivateInstructionrequirement:

a. Protectstheschool/coach-student-athleterelationship;

b. Establishesguidelinesunderwhichastudent-athletemayreceiveprivateinstruction;

c. Helpspreservetheschool’sstaffingintegrity;

d. Promotesandhelpsprotectthestudent-athleterelationshiptotheschool’steam;

e. Providesopportunityforspecializedindividualtraining;

f. Prohibitsstudent-athletesfromtryingoutfornon-schoolteamsduringtheschoolseasonofthesamesport;

g. Maintainsafaircompetitiveenvironmentforschoolteams;

h. Protectstheparent/childrelationship.


Rule 4 - UNITED STATES OLYMPIC COMMITTEE-SPONSORED NATIONAL TRIALS AND COMPETITIONS Section 1: General Regulations (apply to grades 7-12)

Art. 1:NotwithstandingtheotherrulesoftheKSHSAA,astudentmayparticipateasanindividual(notrepresentinghisorherschool)withoutlossofinterscholasticeligibility:

a. asamemberofaNationalTeam(andtheactual,directtryoutstherefore),whichisdefinedasoneselectedbythena-tionalgoverningbodyofthesportonanationalqualificationbasiseitherthroughadefinedselectiveprocessoractualtryoutsforthepurposeofinternationalcompetitionwhichrequirestheentriestoofficiallyrepresenttheirrespectivenations,althoughitisnotnecessarytherebeteamscoringbynation;or

b. inanOlympicDevelopmentProgram,whichisdefinedasatrainingprogramorcompetition:

1. conductedorsponsoredbytheUnitedStatesOlympicCommittee(USOC);or

2. directlyfundedandconductedbytheUSOCmembernationalgoverningbody(NGB)onanationallevel(e.g.NGBnationalchampionshipcompetitionandthedirectqualificationstherefore);or

PROVIDED,HOWEVER,participationasdescribedin(a)and(b)aboveisanexceptiontotheotherrulesoftheKSHSAAonlyif:

1. theparticipation,ifduringtheschoolyear,isapprovedbythestudent’shighschoolprincipal,andtheKSHSAAisnotifiedinwritingbytheprincipalatleast30dayspriortothestartoftheprogram;and

2. thestudentmakespriorarrangementtocompletemissedacademiclessons,assignmentsandtestsbeforethelastdayofclassesofthecreditgradingperiodinwhichthestudent’sabsenceoccurs;and

3. thestudentmissesnoKSHSAA-sponsoredpostseasonathleticeventinvolvingateaminthatsport.

Requirements for Ejected CoachesRequirecoacheswhoareejectedfromacontest(atalllevelsgrades7-12)tocompletetheNFHS“Teaching and Modeling Behavior” coursepriortocoachingintheirnextevent.(Nexteventwouldbedefinedasthenextregularlyscheduleddayofcompetition.)Anejectedcoachcouldcompleteatournamentinprogressbeforecompletingthecourserequirement.Thecoursefeeis$20andcanbecompletedinonehour.TheschooladministratorisresponsibletoprovideKSHSAAwithacopyofthecoach’scertificateprovingcompletionoftheonlinecourse.(Coachmayprintthisasthefinalstepoftheonlinecourse.)Recurringejection(s)resultin a requirement to repeat the course.

Safety During the Warm-Up PeriodCoaches,pleasediscussthefollowingsafetyguidelineswithyourathletes.ThisinformationispublishedintheWinterissueofthe KSHSAA Activities Journal.

1. Swimmersshallenterthewaterfeet-firstexceptforstartswhicharelimitedtospecifiedlanes.

2. Placeaconemarkerorsimilaritemonstartingplatformsinlanesnotspecifiedasone-waysprintlanes.

3. Specifycenterlanesforcircleswimmingtwo(2)lengthsofthepoolbeginningatthestartingendofthepool.

4. Specify the outside lanes as pace lanes (swimmers swim one or two lengths from an in-water push-off position from the starting end of the pool).

5. May specify lanes for relay practice during the last 10 minutes of the warm-up.

6. Coachesshouldstandatthestartingendofthepoolandverballystartswimmersforsprintorpacework.

7. Swimmersshouldnotbeallowedonastartingplatformwhenabackstrokerisexecutingastartinthesamesprintlane.


Webcasting Postseason ContestsByKSHSAAExecutiveBoardadoptionthehometeamwillnowdetermineoneschooltobethewebcastproviderforthecon-test.

Ithasbeenalong-standingpolicythatmemberschoolsmayelecttowebcasttheirpostseasongameatnochargeforarightsfee.Thesearemeanttobeeducationalinnatureforstudentswhohaveinterestinthebroadcastrealm.Thenochargeoptionformemberschoolsisstillavailable,howevernowitwillonlybegrantedtoeitherthehostorthevisitingschool.Asstreamingbecomesmoreefficient,manyschoolshavebeguntostreamtheirgameshomeoraway.Duringthepostseason,thehostschoolathleticdirectorhasmanyitemstocoordinate.Narrowingdownwebcastscanaidinthelogisticsofhostingpostseasonplay.

Thehostschoolhasfirstrightofrefusaltowebcastthegame.Iftheyelecttowebcastthecontest,thennootherschoolmaydoso.Ifthehostschoolturnsdowntheopportunity,thenthevisitingschoolmaywebcastthecontest-allatnochargeasinpreviousyears.

Forcompetitionsthatinvolvemultiplegames,ifthehostschoolchoosestowebcasttheentiretournament,theymay,andnootherschoolswillwebcast.Otherwise,itwillbehandledonapercontestbasis.Eachschoolshouldcoordinatewhowillbroad-cast,ifany,thenfillouttheproperformandsendintotheKSHSAA,attention:JeremyHoladay,[email protected].

KSHSAA GUIDELINES FOR LIGHTNING SAFETY

1. WHEN THUNDER IS HEARD OR CLOUD-TO-GROUND LIGHTNING IS SEEN, THE LEADING EDGE OF THE THUNDERSTORM IS CLOSE ENOUGH TO POSE A LIGHTNING RISK. SUSPEND PLAY AND TAKE SHELTER IMMEDIATELY.

2. ONCE PLAY HAS BEEN SUSPENDED, WAIT AT LEAST 30 MINUTES FROM THE LAST SOUND OF THUNDER OR LIGHTNING STRIKE WITNESSED BEFORE RESUMING THE ACTIVITY.

3. ANY SUBSEQUENT THUNDER OR LIGHTNING STRIKE DURING THE 30 MINUTE WAITING PERIOD RESETS THE CLOCK, AND A NEW 30 MINUTE WAITING PERIOD BEGINS.

ANYTIME LIGHTNING CAN BE SEEN OR THUNDER HEARD, RISK IS PRESENT!

At night, under certain atmospheric conditions, lightning flashes may be seen from distant storms. In these cases, it may be safe to continue an event. If no thunder can be heard and the flashes are low on the horizon, the storm may not pose a threat. Independently verified lightning detection information would help eliminate any uncertainty. SCHOOL CONSIDERATIONS: 1. A documented plan for handling severe weather situations such as lightning should be in place.

2. The persons responsible for monitoring weather activity and determining when to suspend practice or competition should be identified. Ideally this person will NOT be a coach or an official involved in the game or practice, as they may to too involved with their other duties to monitor the weather.

3. There are many different methods of monitoring the weather. The internet and mobile device weather applications are one option. Weather radios are available through the National Oceanic and Atmospheric Administration (NOAA) and the National Weather Service. The Weather Channel can also provide good information on storm movement and strength. Each school will need to determine their most effective means of monitoring the weather. No matter how weather is monitored, hearing thunder or seeing lightning should always take precedence in decision making over information obtained from other sources.

National Weather Service contact information, areas of coverage, and weather radio frequencies are provided on the back of this document.

4. All personnel, athletes, and spectators should be clearly informed in advance of available safe structures or shelters in the event of severe weather.

5. The most ideal safe structure is a fully enclosed building with plumbing, electrical wiring, and telephone service which all aid in grounding the structure.

6. Fully enclosed automobiles with metal roofs, including school buses, provide adequate shelter as well.

7. Avoid using bathrooms or showers as shelter areas as the plumbing pipelines provide a path for the lightning to enter the structure. Also avoid using corded telephones or headsets during a thunderstorm, and avoid standing near utilities.

8. If communication is necessary during the storm, cellular and cordless phones are considered reasonably safe. National Federation of State High School Associations.
