water and sanitation for all (Uttar Pradesh)

Access to safe water, adequate sanitation, and proper hygiene education, can reduce illness and death, and also impact poverty deduction and socioeconomic development. Considering importance of water in life, NITI Aayog has set a goal to "ensure availability and sustainable management of water and sanitation for all". For faster implementation of programme to attain Sustainable Development Goals (SDG), NITI Aayog suggested mapping of goals qua centrally sponsored schemes (CSSs), new initiatives and various targets.

Target: By 2030, achieve universal and equitable access to safe and affordable drinking water

Under National Rural Drinking Water Program (NRDWP)

Goals-

• Every rural person has enough safe water for drinking, cooking and other domestic needs as well as livestock throughout the year including during natural disasters.

• By 2022, every rural person in the country will have access to

70 lpcd (litre per capita per day) of water within their household premises or at a horizontal or vertical distance of not more than 50 meters from their household without barriers of social or financial discrimination.

• Basic piped water supply with a mix of household

connections, public taps and hand pumps (designed for 55 lpcd) -with appropriate costing as decided by States taking affordability and social equity into consideration.

• Piped water supply with all metered, household connections (designed for 70 lpcd or more) - with appropriate cost ceilings as decided by States taking affordability and social equity into consideration.

• In extreme cases, hand pumps (designed for 40 lpcd), protected open wells, protected ponds, etc., supplemented by other local sources – preferably free of cost.

Implementation-

• 1518 pipe water supply schemes are being implemented in the state out of which 158 schemes were made operational in 2015-16 and 400 schemes are proposed to be completed in 2016-17. In addition to this a total of 4228 pipe water supply schemes are being maintained by Gram Panchayats /UP Jal Nigam and Jal Sansthan Jhansi/ Banda.

• Construction of 558 Check-dams with total sanctioned

amount of Rs. 20421.05 Lacs have been under taken. Out of this 515 no of Check-dams have been completed and remaining 43 no. of Check-dams are expected to be completed by 31.12.2016

• Restoration of 263 ponds has been under taken with total sanctioned cost of Rs. 5590.65 Lacs. Out of this 17 ponds have been completed and remaining 188 no of ponds are expected to be completed by 31.12.2016.

Target: By 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations.

Under Swachh Bharat Mission (Gramin)

• Panchayati Raj Department is presently trying to facilitate basic services to rural community like, construction of Individual Household Latrine (IHHL) for rural families.

• As per rough estimates, 2.4 Crore toilets has to be constructed by 2nd of October 2019. To achieve the targets, approximately 42.18 Lacs toilets has to be constructed per year. To achieve the targets up to 2030, approximately 12.05 Lacs toilets shall be constructed each year, for next 14 years.

• Government is promoting production of Low-cost sanitary napkins and Maternity Pads through Panchayat Udyogs. Fund for establishing production unit is made available from Swachh Bharat Mission (Gramin) Revolving Fund.

• Considering the safety, security and needs of women and girls and those in vulnerable situations State Government has made provision of Bathroom facility along with toilets in 05 Pilot Districts namely- Azamgarh, Sonbhadra, Etawah, Kannauj and Firozabad during Financial year 2015-16. Similarly in the current financial year 2016-17 state Government has selected 05 more districts Namely- Banda, Hamirpur, Mahoba, Basti and Mirzapur

Target: By 2030, improve water quality by reducing pollution, eliminating dumping and minimizing release of hazardous chemicals and materials, halving the proportion of untreated wastewater and increasing recycling and safe reuse by [x] percent globally. • Under Swachh Bharat Mission (Gramin) Panchayati Raj

department is planning to cover nearly 5000 Gram Panchayats (GP's) every year for implementing solid and liquid waste management in a phased manner to cover all 59073 GP's by 2030.

Under Namami Gange Integrated Ganga Conservation Mission

• 14 STPs in Allahabad, Anoop Shahar, Kanpur Nagar, Bulandshahar, Garmukteshwar, Kannauj, Muradabad and Varanasi are proposed.

• Restoration and Development of 11 Ghats & 2 Crematories in Kanpur City and 10 Ghats & 6 Crematories in Allahabad City is being done by Engineers India Ltd (CPSU) and state of UP jointly.

• Mo DWS scheme for all Ganga bank Gram Panchayats to free from open defecation by 2022.

Target: By 2030, substantially increase water-use efficiency across all sectors and ensure sustainable withdrawals and supply of freshwater to address water scarcity and substantially reduce the number of people suffering from water scarcity. • There are 179 Over-exploited & Critical Blocks in the State. A focused

scheme of Augmenting/Recharging of ground water is being implemented in stressed areas of the state by Minor Irrigation department.

• For water use efficiency, Minor Irrigation department provides subsidy on water conveyance system (Deep & Medium Boring- Rs. 10,000/- , Shallow Boring-Rs. 3000/-) on all boring schemes. To cover existing tube wells in phased manner with sprinkler/drip and pipe irrigation system is being considered.

• Under RIDF-XX (Nabard), constructions of 193 Check-dams are proposed in 4 districts. After completion of above project irrigation potential of 3560 Hectare will be created in the area and ground water will be improved. For this budget provision of Rs. 3733.36 Lacs has been made in financial year 2016-17.

Target: By 2030, implement integrated water resources management at all levels, including through trans-boundary co-operation as appropriate. Inter-Linking of Rivers-

Out of identified Interlinking of river projects by National Water Development Agency (NWDA), the DPR of Ken-Betwa Link, Sarda-Yamuna link and Yamuna-Rajasthan Link has been prepared and received for comments.

– Ken- Betwa Link Project, Phase-I: Cost of the project is approximately 9393 Crore (Year 2008 price level). GoUP is considering principle approval/ no-objection to make available Ranipur Wildlife Century and Mahaveer Swami Wildlife Century for Panna Tiger Reserve of Madhya Pradesh.

– Sarda-Yamuna Link Project:Total cost of the project is Rs. 35405.77 Crore (Year 2003-04 price level).

– Yamuna- Rajasthan Link Project: Total cost of the project is estimated as Rs. 17414.16 Crore (Year 2010-11 price level).

• Currently Rs. 121.00 Crore has been allocated for Uttar Pradesh under National Hydrology Project.

• Under UP water sector restructuring project-II, flood management information system (FMIS) is being developed for Rapti River Basin. Under this system real time hydrological data of the basin will be acquired and used for flood management and water management.

• Hydrograph Stations at 821 blocks and at 75 stations in urban areas established and being used to monitor underground water level. Automatic Piezometers are being installed under Uttar Pradesh Water Sector Restructuring Project- II for extensive monitoring of groundwater.

Target: By 2020, protect and restore water-related ecosystems, including mountains, forests, wetlands, rivers, aquifers and lakes. Repair, Renovation and Restoration of Water Bodies

• Work on total 20 water bodies of districts Mahoba, Banda, Jhansi and Lalitpur has been approved. Cost of all 20 works is Rs. 49.50 Crore and Rs. 41.26 Crore has been incurred up to March 2016.

• Project for 16 water bodies of districts Mahoba and Lalitpur has been submitted and yet to be sanctioned by Central Water Commission. Cost of all 16 works is Rs. 42.60 Crore.

• Project for 54 bandhis in Sonbhadra district has been sanctioned. Total cost of the project is 3390.61 Lacs, out of which 339.063 Lacs has been spent up to March, 2016. Formation of WUA is under process.

• Construction/Renovation of 100 ponds in Bundelkhand region under Samajvadi Jal Sanchaya Yojna.

Target: By 2030, expand international co-operation and capacity-building support to developing countries in water and sanitation-related activities and programmes, including water harvesting, desalination, water efficiency, wastewater treatment, recycling, and reuse technologies.

• Necessary training programme for capacity building/ skill development shall be conducted on international level as per requirement.

Target: Support and strengthen the participation of local communities in improving water and sanitation management.

Uttar Pradesh Water Sector Restructuring Project

• Total 8375 Water User Associations (WUAs) at the minor levels have been established through Uttar Pradesh Participatory Irrigation Management Act (2009). Out of this more than 800 are registered and members of these WUAs has been elected by stakeholders in the command area of canal under UPWSRP-I. Training programs and field visits of WUAs are being conducted by WALMI, Uttar Pradesh and SIRD, Uttar Pradesh on regular basis.

• Farmers Schools have been planned for training and awareness of water user’s under UPWSRP-II.

Pradhan Mantri Krishi Shinchai Yojana (PMKSY)

• Saryu Nahar Project- Cost of the project under national project is 5855.55 Crore and Revised Cost of the project is Rs. 7270.32 Crore.

• Bansagar Nahar Project- Sanctioned Cost of the project is 2842.82 Crore and Revised Cost of the project is Rs. 2148.91 Crore.

• Madhya Ganga Stage 2 Project- Sanctioned Cost of the project is 972.49 Crore and Revised Cost of the project is Rs. 2865.11 Crore.

• Arjun Sahayak Project- Cost of the project is 806.50 Crore and work amounting Rs. 966.11 Crore is balance.

Note- Above projects were previously funded under AIBP.

• In the scheme Per Drop More Crop- Other Intervention, Minor Irrigation department has prepared a plan to renovate 312 no of ponds (size more than one hect.) in 87 Over Exploited/Critical blocks spread over 32 district of U.P. in the year of 2016-17 with cost of Rs. 81.66 Crore. There are more than 25000 ponds of area more than 1 hectare to be covered under the scheme.

• Construction of Check-dam on streams/nullahs on community basis for Rain Water Harvesting, Ground Water Recharge and Irrigation are being proposed under PMKSY.

• Under MNREGA ponds less than 1 Hectare are being constructed/ restored. A total no. of 4435 ponds have been constructed/restored against a target of 20081 ponds in 2016-17. The work on 15646 ponds are in progress.
