September 26, 2011 Dear Parent/Guardian:

You can help your child succeed in school by signing up for Supplemental Educational Services (SES) “FREE ACADEMIC ASSISTANCE”. As a result of the federal No Child Left Behind Act, your child can receive extra academic help in the areas of reading/language arts, math, and English language proficiency. You can receive this free academic assistance because your child’s school is a Title I school in its second year or later of “school improvement.” Your child’s school has been identified for improvement because it has not met adequate yearly progress on state measures of academic achievement for at least three years.

If you are interested in supplemental educational services, review the enclosed booklet and the list of the State-approved SES providers, complete the Supplemental Educational Services request form by selecting your first, second, and third choice of SES providers, place the mailing label on the request form if your child’s information is correct, detach the form, and mail it to State and Federal Grants Management, Dayton Public Schools.

Dayton Public Schools will offer two enrollment periods to give parents and guardians the opportunity to enroll their children in the Supplemental Educational Services program. The first enrollment period is September 26 – October 17, 2011 and the second enrollment period is October 17 – November 7, 2011. Ensure you sign your child up for supplemental educational services during one of the two enrollment periods!

When deciding which SES program is best for your child, you may want to ask these questions:

When and where supplemental educational services will take place (at school, home, a community center, etc.)?

How often and for how many hours in total will your child receive services?

What programs, by grade levels and subject areas, are available for your child?

What type of instruction will the instructor use, small group, one-on-one, or an online/web-based application on the computer?

What will be the student/instructor ratio?

What are the instructors’ qualifications?

What is the SES provider’s evidence of effectiveness?

Can the instructor help if your child has disabilities or is learning English?

Is transportation available to and/or from where services will take place?

Supplemental Educational Services expand Dayton Public Schools’ program offerings to guarantee that every child receives a quality education.

WHAT ARE SUPPLEMENTAL EDUCATIONAL SERVICES? Supplemental Educational Services are additional academic instruction designed to increase the academic achievement of students in Title I schools in the second year or more of being identified as being in “school improvement.” These services, which are in addition to the instruction provided during the school day, may include academic assistance such as tutoring, remediation and other supplemental academic enrichment services that are consistent with classroom instruction and are aligned with the Ohio academic content and achievement standards. SES must be high quality, research-based, and specifically designed to increase student academic achievement.

WHO IS ELIGIBLE FOR SUPPLEMENTAL EDUCATIONAL SERVICES? Dayton Public Schools’ students who are enrolled in a Title I elementary school that is in its second year or more of being identified as being in school improvement are eligible to receive supplemental educational services. However, if the requests for supplemental educational services exceed the maximum number of slots available, the lowest achieving students in Reading and Mathematics in grades 3 – 8 will be given the priority. You will be notified by State and Federal Grants Management of your child’s status.

WHERE WILL SUPPLEMENTAL EDUCATIONAL SERVICES TAKE PLACE? Supplemental educational services will take place in many locations throughout the city. Supplemental educational services may occur in a tutoring center, in your home, the public library, or in Dayton Public Schools. Some SES providers offer online supplemental educational services so that your child may receive academic assistance anywhere with internet access. Check the provider descriptions to see where the program you want will offer services or contact the SES provider.

WHEN WILL SUPPLEMENTAL EDUCATIONAL SERVICES BEGIN? Your child’s actual SES program should begin late December 2011 for the requests received and processed during the first enrollment period and late January 2012 for the requests received during the second enrollment period. All supplemental educational services will occur outside of the regular school day. The actual days and times of supplemental educational services will vary depending on the SES provider you select for your child; however, when you meet and consult with the SES provider a definite schedule will be decided upon at that time.

IS TRANSPORTATION AVAILABLE? Some SES providers offer transportation; however, transportation for supplemental educational services is not provided by Dayton Public Schools. Please review the program descriptions to see which SES providers will be offering transportation or contact the SES provider directly to confirm.

MY CHILD HAS AN IEP, IS HE/SHE ELIGIBLE FOR SUPPLEMENTAL EDUCATIONAL SERVICES? Children with an IEP are eligible for supplemental educational services. However, not all SES providers can accommodate children receiving Special Education services. Providers able to provide supplemental educational services to students receiving Special Education services and have an IEP are listed as experience teaching students with specific disabilities in the Special Qualifications section. Check the program descriptions or contact the SES provider to confirm.

MY CHILD IS AN ENGLISH LANGUAGE LEARNING, IS HE/SHE ELIGIBLE FOR SUPPLEMENTAL EDUCATIONAL SERVICES? English language learners and children in English as a Second Language (ESL) program are eligible for supplemental educational services. However, not all SES providers can accommodate children learning English. SES providers able to offer supplemental educational services to students who are English language learners are listed as experience teaching LEP students in the Special Qualifications section. Check the program descriptions or contact the SES provider to confirm.

THE ROLE OF THE PARENT/LEGAL GUARDIAN

How do parent/legal guardian’s select SES providers? In choosing a SES provider from this booklet, review the SES providers’ program descriptions. Contact the SES providers you are interested in providing academic assistance to your child with specific questions or you may utilize our prepared questions below to ensure that you have selected the SES provider that will best meet the needs of your child. If you need assistance in making a SES provider choice, you may contact State and Federal Grants Management at (937) 542-3333.

Questions to ask when selecting a SES provider for academic assistance:

What is the effectiveness of your program?

How often will my child receive your services?

How long is each session?

What is the student/tutor ratio?

What happens if my child fails to attend or participate in your services? How will you monitor and report attendance?

How will my child’s progress be reported to me and the school?

How will you coordinate services with my child’s daily program at school?

What tests or other tools do you use to monitor and assess my child’s progress?

How do your assessment measures reflect state content/performance standards?

How are teachers or other instructors selected?

What programs, materials, and instructional strategies do you use as part of your program?

Do you service students with disabilities? If so, how will your services be connected to my child’s IEP or Section 504 plan?

Do you give primary language instruction?

How are English language learners supported?

Once I’ve selected my top three (3) SES providers, what do I do next? Once you’ve made a decision on the SES providers you feel best meet the needs of your child and you’ve placed them in rank order (1 – 3), complete the Supplemental Educational Services Request Form, remove the label from the back of the booklet and place it on the request from in the area provided, tear it out of the booklet, fold, and mail to State and Federal Grants Management, Dayton Public Schools. The form is a business-reply format, so no postage is necessary. The request form should be completed, handled, and returned by the parent or legal guardian only. No SES provider should complete your child’s SES request form.

What is my responsibility once my child has been approved for the free academic assistance? 1. Ensure to meet with your child’s school and the SES provider for a consultation meeting to

establish your child’s academic achievement goals and for the completion of your child’s Individual Achievement Plan. The Individual Achievement Plan is a contract among you, the SES provider, and the Dayton Public Schools;

2. Ensure when supplemental educational services begin that your child is present for each session or make-up any sessions that may have been missed;

3. Ensure to verify and approve your child’s attendance at their sessions at least monthly. This means reviewing their monthly attendance sheet, then signing and dating it that you agree that they have attended on the dates and times listed.

4. Ensure you receive regular progress reports and updates from the instructor or the SES provider concerning your child; and

5. Ensure you complete Dayton Public Schools’ SES Parent Survey at the end of the program year providing the school district with valuable feedback concerning you and your child’s experience under supplemental educational services.

THE ROLE OF THE SUPPLEMENTAL EDUCATIONAL SERVICES (SES) PROVIDER What is required of the SES provider?

1. To provide instruction and content that is aligned and consistent to Dayton Public Schools’ and Ohio’s academic content standards.

2. To enable the student to attain his or her specific achievement goals (as established by Dayton Public Schools, in consultation with the student’s parent and the provider).

3. To provide instruction and content this are secular, neutral, and non-ideological. 4. To measure the student’s progress, and regularly inform student’s parents and teachers of

that progress. 5. To adhere to a timetable for improving student’s achievement that is developed by Dayton

Public Schools in consultation with the student’s parents. 6. To ensure not to disclose to the public the identity of any student eligible for or receiving

SES without the written permission of the student’s parents. 7. To provide SES consistent with applicable health, safety, and civil rights laws. 8. To respond to parents of qualified children’s requests for services equally and without

restrictions. 9. To not apply additional admission criteria on eligible students. 10. To assure that all tutorial staff meet minimum federal/state standards of an earned

secondary school diploma and have two years of college, or an Associate’s Degree, or have passed a local (school personnel only) or state paraprofessional academic assessment.

11. To not consider selection as an Ohio Department of Education endorsement or a guarantee of work, if selected as a provider.

Who are the SES providers? Supplemental Educational Services providers are not Dayton Public Schools’ employees. SES providers contract with Dayton Public Schools to provide supplemental educational services. They are approved by the Ohio Department of Education to provide this service. The SES providers, in turn, hire their own staff and employees to provide instruction and transport your children and are not hired by Dayton Public Schools. THE ROLE OF DAYTON PUBLIC SCHOOLS What is Dayton Public Schools’ responsibility? The Office of State and Federal Grants Management have the role of facilitating, implementing, monitoring, and ensuring accountability of Supplemental Educational Services for Dayton Public Schools. State and Federal Grants Management facilitate SES between the parent and the SES provider. State and Federal Grants Management implement all aspects of SES for the school district. State and Federal Grants Management monitor and ensure accountability of SES by reviewing and processing all SES request forms, individual achievement plans, SES Academic Activity/Progress Reports, attendance sheets, and invoices.

What are the responsibilities of Dayton Public Schools in implementing the SES requirements? State and Federal Grants Management must. . .

1. Notify parents about the availability of services, at least annually. 2. Help parents choose a provider, if requested. 3. Apply fair and equitable procedures for serving students, if not all students can be served. 4. Ensure that eligible students with disabilities and LEP students receive appropriate services. 5. Enter into an agreement with a provider selected by parents of an eligible student. 6. Protect the privacy of students who are eligible for or receive SES.

WHAT ELSE DO I NEED TO KNOW. . .

Dayton Public Schools is providing this booklet to ensure that parents and legal guardians may make an informed choice about the SES provider they select for their child.

The program descriptions in this booklet were given to Dayton Public Schools by the SES providers. We have made every effort to ensure that all the information is accurate.

Only the child whose name appears on the address label of this booklet is eligible to enroll for

Supplemental Educational Services, providing that this student is still enrolled in one of the eligible Title I Dayton Public Schools listed in this booklet.

Your child’s school can help you with this booklet if you do not speak or read English well.

Please ensure that the Office of State and Federal Grants Management always have the most

current contact information.

The SES request form must be returned to State and Federal Grants Management, Dayton Public Schools, only. Do not give to SES providers, SES provider representative, or leave at your child’s school.

The availability of SES providers is subject to change.

Supplemental Educational Services Terminology Definitions Adequate Yearly Progress (AYP): The federal mandate that holds schools accountable for the performance of subgroups, as well as all students. The goals for schools, districts, and the state are to meet or to exceed the annual objective or to make progress over the previous year. The final goal is to have 100% of all students at or above proficient by 2013-12 in reading and math. Highly Qualified Teacher (HQT): The federal No Child Left Behind Act of 2001 requires that all teachers teaching core courses are highly qualified by the 2005-06 school year. There are three parts to meeting the HQT requirement:

1. Teachers must have at least a bachelor’s degree; 2. Teachers must have a certificate/license that is appropriate to the grade and subject they are teaching;

AND 3. Teachers must be able to demonstrate their subject area expertise in the core academic subjects they

teach. School Improvement Status: A school or district enters improvement status after missing AYP for two consecutive years. Being in improvement status due to missing AYP for two years means students have the option of School Choice. Being in improvement status due to missing AYP for three consecutive years means in addition to School Choice, the students have the option to receive Supplemental Educational Services, such as tutoring.

Academic Content Standards Terminology Definitions

Academic Standards are clearly defined statements and/or illustrations of what all students, teachers, schools and school districts are expected to know and be able to do. Educators generally discuss three types of standards.

Content Standards describes the knowledge and skills that students should attain, often called the “what” of “what students should know and be able to do.” They indicate the ways of thinking, working, communicating, reasoning and investigating the important and enduring ideas, concepts, issues, dilemmas and knowledge essential to the discipline.

Performance Standards are concrete statements of how well students must learn what is set out in the content standards, often called the “be able to do” of “what students should know and be able to do.” Performance standards specify “how good is good enough.” They are the indicators of quality that specify how adept or competent a student demonstration must be.

Curriculum is the way content is designed and delivered. It includes the structure, organization, balance and presentation of expected or recommended study topics that address content standards. A curriculum contains three primary elements: substance, purpose, and practice:

Substance communicates what should be taught. It is the field of instruction. Purpose communicates why a topic should be taught. It is the context of instruction. Practice communicates how a topic should be taught and learned. It is the methodology of instruction,

(including the methodology of collecting and using evidence of students’ learning to inform and to adjust instruction).

A Curriculum Model recommends topics for student that reflect and are aligned with the adopted academic content and performance standards.
