Community Advisory Committee For Balboa Reservoir Project Established~Estelle Smith

On April 8, 2015 Mayor Ed Lee signed legislation establishing the Balboa Reser-voir Community Advisory Committee (CAC). President’s MessageIt’s a busy spring in Sunnyside. The school year is almost over and summer is just around the corner. The big issue for our community is what is going to happen with the Balboa Reservoir? As you can see from this issue, we are trying to keep you up to date on this important issue. Supervisor Yee has formed a Citizen’s Advisory Committee to ensure greater community voice in the process. The Sunnyside Neighborhood Association has a designated place on this nine person committee. The project is in its very early stages and the role of the SNA is critical.

This project is one of the biggest issues of our time and will have an impact on our neighborhood for generations to come. We need to focus our efforts on growing the SNA membership as it is the formal voice for this project for Sunnyside. Please ask your neighbors to join us at the May 4 membership meeting to learn more and encourage them to become members. I recently noticed that NextDoor, the social media site for our neighborhood, has 1000 members and yet the SNA has approximately 200 households. We need everyone in Sunnyside to be members of the SNA as there is power in numbers and we will need to exert our power as a community in the coming months.

Also please note the Balboa Reservoir Site Study meeting on May 5th at City College’s Multi-Use Building (more information on Page 3). This meeting is a chance for you to learn more about the project as well as meet key leadership.

Finally, I want to thank Rita Evans, Jennifer Heggie, Jon Winston and Howard Scheiman who served as community representatives at a recent design lab hosted by the Presidio Institute for Cross Sector Leaders. Also participating were Matthias Morino from Supervisor Yee’s Office, Yolanda Martinez from the SFPUC and Mark Miller from the Mayor’s Office and Planning. The 24 national leaders had the opportunity to use the issue of the Balboa Reservoir to conduct a human centered design process. It was a lively afternoon and the process clearly underscored the importance of community engagement and how we need to build community trust if this Balboa Reservoir Project is to succeed.

Thank you again for being great neighbors and looking forward to our continued work together on behalf of our community.

Circular Greening Update~Pat Moore

Thanks to neighbors generosity, we made several improvements to the Circular Avenue Park this quarter. Evelyn Nichols contributed a flagstone bench with several plants and some concrete flags from her garden redesign in January, which were trucked to the Congo triangle site by Gomez Construction. Also in January, A. Silvestri, contributed pots and bins along the corridor. Silvestri’s forklift got the pieces onto the CCSF truck, but it took a number of husky men to off-load them on site. Steven Brown, head of the horticulture dept. at CCSF, loaned the department truck, and a helper, while others from the community loaned their strength with the very heavy pieces.

Your help is needed! With their weight, we thought all these pots would not disappear, but we were wrong. We would like to ask Circular Avenue neighbors to keep an eye out not only for people who dump, but also for anyone who steals plants and artifacts. If you see thieves, try to get a license number and report the problem to SFPD.

Balboa Park Station Plan CAC Update~Rita Evans

Lighting, safety and access improvements slated for the next few years were the focus of the Balboa Park Station Com-munity Advisory Committee’s (CAC) March 25 meeting. BART Planning Manager Tim Chan described East Side im-provements which eliminate a dangerous pinch point and provide a real Muni platform. A new glass canopy will replace plywood, opening up the area to skylight and there will be better access from Ocean Avenue to Geneva Avenue. At street level, real-time arrival information sign will be available for bus, BART and MUNI.

We should see landscaping improvements over the next year. Plans will incorporate sustainability and drought-tolerant plants. Tim hopes to organize community work days once or twice a year. Prior to Tim Chan’s presentation, the committee discussed priorities for the CAC for the coming year. Many agencies, including SFMTA, SFCTA, BART, Caltrans, and the SF Planning Department have been involved in planning projects for the station and the surrounding area for years and many of these plans are finally being implemented or are close to it. In addition to station improvements, new housing is slated for the Upper Yard and the underused Kiss-and-Ride lot, which will need to find a new home.

While outside of our neighborhood, these developments nextdoor to Sunnyside will have impacts, some positive, some negative. With part of the Balboa Reservoir also slated for development (see accompanying article), our part of San Fran-cisco will see an acceleration of the changes we’ve seen the past few years.

It’s important for residents to be informed and seize any opportunity to participate in the discussion and planning process. The Balboa Park Station CAC will begin meeting monthly in April at CCSF’s Multi-Purpose Building on Phelan and all neighbors are invited to attend and provide input as these projects unfold.

Record sales prices fueled by severely low inventory were the story of the San Francisco market for the first quarter of 2015 so far. The continued price surge included all seven Bay Area counties, posting the strongest February average home sales price ever. Sales volume generally saw a slight rebound from January’s drastically low numbers. Still, supply simply is not keeping up with demand in the nation’s most sought-after real estate mecca. As a result homes moved quickly, and at peak prices.

Home sales are expected to steadily increase as the spring selling season heats up moving forward. A “normal” market—or a more accessible one than we’ve seen in the past few years—should not be expected by buyers. However, those willing to provide all-cash offers above list price will likely continue to have more opportunities made available to them. Those looking to pioneer into areas of San Francisco that they might not have previously considered may also be rewarded a less-exhaustive buying experience.

Sunnyside had a record breaking sale of $1,900,000 ($451,000 over asking) for 238 Mangels (asking $1,449,000). This 4 bedroom, 3.5 bath monster 2,700 square feet view home on Mangels near Congo had multiple “competitive” offers. There were 3 other sales in first quarter over $1 million with several Pending sales in escrow dramatically over asking. There were only 8 closed sales in first quarter, inventory remains very low. The median sales price set a new record at $954,000 with a very low DOM (days on market) - deals are closing very fast with many cash offers out there often with little or no contingencies. Similar record breaking sales activity is occurring all over San Francisco, especially in the southern neighborhoods (Noe Valley, Glen Park, Bernal Heights, Mission Terrace & Sunnyside) where there are many new tech bus routes being added with/ easy freeway access.

Glen Park Farmers’ Market Opens~Lisa Spinali

Glen Park Village Farmers’ Market opened on Sunday, March 29th with a ribbon cutting! The market, located at the Glen Park BART Station parking lot at Bosworth and Arlington, is open every Sunday from 10 a.m. to 2 p.m., and runs through November 22. Along with Northern California’s freshest fruits and vegetables, there will be live music and fun activities for all ages. The market also provides a stroller parking area, as well as a dog “barking” (parking) station. This year, the market will welcome several new producers, as well as favorite producers from past seasons. These local farms will offer a constantly changing variety of seasonal California produce, including earthy asparagus, flavorful mushrooms, juicy strawberries, and Asian greens. In addition, the market will feature locally-grown dahlias, locally-caught fresh seafood, and locally-made sauces, tamales, and empanadas. All PCFMA farmers’ markets accept WIC-FMNP (Woman, Infants, and Children Farmers’ Market Nutrition Program) coupons and CalFresh EBT. PCFMA is a nonprofit organization that establishes and operates community-supported certified farmers’ markets and other direct marketing outlets throughout the San Francisco Bay Area.

400 Block of Edna Street Becomes One-Way~Richard Goldman

St. Finn Barr and Sunnyside Elementary school parents dropping off their children were surprised when, in early March, the one-way signs went up on the 400 block of Edna Street, without fanfare or much notice on the part of the city. Local neighbors noted the signs over the weekend, and the first week was somewhat chaotic as locals and commuters, parents and teachers alike adjusted to the new traffic direction flow.

Due to increased car traffic, staff of Sunnyside and St. Finn Barr schools, as well as neighbors and the Pedestrian Safety Advisory Committee (PSAC) of San Francisco Municipal Transportation Agency (SFMTA), requested the change. On October 21, the SFMTA had unanimously approved the change and made the 400 block between Hearst Avenue and Flood Avenue one-way northbound. It joins the 0 - 99, and 100 blocks, as well as the 500 block of Edna in that same one-way northbound direction. Only the 200 and 300 blocks remain two-way.

Well on its way to calming traffic and making the street safer for pedestrians, motorists and bicyclists alike, neighbors have observed slower and less traffic, as well as less and less cars going the wrong way down Edna. An additional one-way sign was put up on the corner by the city. One neighbor who has lived in Sunnyside her entire long life remembered when the 500 block of Edna, be-tween Hearst Avenue and Monterey Blvd. become one-way. The city put a large “One-Way: DO NOT ENTER” sign on Monterey Blvd., clearly visible to cars coming in both directions, to avoid mishaps. Requests have been made to 3-1-1 to install larger and more signs, and both schools have conducted outreach to par-ents to advise them of this important change.
