Subject: Climate Change Adaptation, Mitigation and Disaster Risk Reduction (CCAM-
DRR) for the President’s SONA Report
Date: May 29, 2018
Coverage: Five major accomplishments from July 2017 – May 2018 with textual
descriptions and photos in terms pf how they contributed to any or a
combination of the Outcome Objectives of the CCAM-DRR Roadmap. With sited
geographical areas, numbers, if applicable.
Way Forward: Target Milestones for CY 2018 to CY 2019; CY 2020; CY 2021; and CY 2022
INPUT
I. As stated in the Revised Appraisal Manual and Enhancement to the Revised Appraisal Manual
approved by SMC dated December 10, 2014 and October 10, 2016, respectively, negative and/or
positive factors relative to climate change and disaster resiliency may be considered in the appraisal
valuation, by giving 5% to as much as 20% adjustment, depending on applicable factors that is present in
the subject property:
A. Negative Factors like: a) fumes, smoke, and other toxic wastes from nearby factory; b) industrial
dust; c) proximity to garbage dumpsites; d) along lahar path flows; e) near riverbanks and
floodplains; f) prone to flooding; g) proximity to landslides; h) radiation; and i) proximity to fault
lines
B. Positive Factors like: a) Energy Efficiency (i.e., using energy efficient glass on building envelope,
providing natural ventilation, and energy efficient mechanical and electrical systems); b) Water
Efficiency (i.e., using water efficient fixtures, rainwater harvesting system, recycled water
system); c) Solid Waste Management (provision of Material Recovery Facility); and d) Site
Sustainability (open space utilization)
II. A Memorandum regarding the Availment of Pag-IBIG Housing Loan for the Acquisition/Installation
of Solar Panels was issued on May 19, 2015, which allows acquisition/installation of solar panels as part
of home improvement or as a component of the housing unit to be purchased subject to the prevailing
Pag-IBIG Fund retail housing loan programs. And that the loan shall be secured by a collateral that shall
consist of the same residential property to which the loan proceeds are applied.
III. As stated on the 2018-2022 Strategic Plan under Strategic Initiative No. 10. Environment-friendly
Programs on Pag-IBIG-led projects, which aims to have approved a number of housing projects as
enumerated below:
