Preparing Students For External Professional ExaminationsPCs undertake to provide classes with tutorial support for students and prepare them for the external examinations set by the local or foreign examination boards which will award students with the qualification upon their examination success. Some of the qualifications are from:

Professional associations (Malaysian Association of Certified Public Accountants, Engineering Council )

Semi-professional associations (Institut Bank-Bank Malaysia, LCCI Examination Board-UK, National Computing Centre-UK, ACCA-UK)

External English programmes (University of Cambridge Local Examination Syndicate)

Bachelor Degree Programmes From UK, US, Australia, NZ, Canada and Malaysian UniversitiesStudents can do their bachelor degree programmes at PCs, which have an inter-institutional collaborative arrangement with host-universities. Students can select to pursue a local public university degree programme or those which are awarded by foreign universities from various countries.

The common arrangement that PCs have with host universities leading to a degree qualification is either the Split Degree or the Entire Degree Arrangement.

A. Split Degree Arrangement: This comes under the Twinning Degree, Credit Transfer Degree or the Advance Standing (Validated) Programmes.

Twinning Degree programme allows the student to partially complete the programme at the local PCs with the remaining years at the specified foreign partner-university, which will then award the degree.

Credit Transfer programme means the PCs have a linkup with different foreign universities and students having met the required credit hours of the subject studied locally, can transfer to the foreign university of their choice. This flexible arrangement is most popular among US university system.

Advance Standing Programme requires students to study 1 or 2 years in the local PCs and the courses offered are validated and moderated with ÔAdvance Standing' status by a group of overseas universities. This means the courses are recognised in part or full and will be awarded a diploma for admission into a foreign university, which will then award the degree to the students upon successful completion of the remaining portion of the degree programme.

B. Entire Degree Arrangement:The following manners of operation allow the entire bachelor degree programmes to be done in PCs.Ô3+0' Foreign University Degree Franchised Programme- Local Public University Degree Franchised Programme- External Programme,- Distance Learning Programme

'3+0' Foreign University Degree Franchised Programme Under this arrangement, the PC is permitted by the foreign partner university to conduct the entire degree programme in Malaysia for the foreign-partner university, which will then award the degree qualification.

Local Public University Degree Franchised Programme The degree programme of the Malaysian local public university is conducted by the appointed PCs.

External Programme for Degree Qualification (local and foreign)A student registers for the external programme at the PC which functions as a tutorial centre preparing the student to sit for the final examination. The degree obtained is no different from the internal students of the foreign university.

Distance Learning Programme Similar to the external degree programme, students study through the Internet, video-conferencing, television, radio and audio-visual materials. The PCs provide tutorial support to the students.

Master Degree and Post-Graduate ProgrammeIn collaboration with foreign universities and local public universities, PCs in Malaysia offer students a wide range of master degree and post-graduate studies with relatively cheap cost of tuition fees combined with international standards of education. The tuition fee is very competitive ranging from RM19,000 (US$5,000) to RM32,000(US$8,500).

Private Universities and Branch Campuses of Foreign Universities-Types of Courses OfferedStudents can either study full-time or part-time at these universities to earn their qualification awarded by the universities at both bachelor degree and post-graduate levels. The relatively cheap course fee combined with worldwide recognised qualification make these campuses a much sought after places by local and international students. The areas of study ranging from business, engineering, IT to medicine.

POLYTECHNICS IN MALAYSIABACKGROUNDThe Ministry of Education is upgrading its polytechnic system to meet the growing demand for skilled manpower. The training capacity of the existing polytechnics is being upgraded while several polytechnics are under construction and in the planning process. Courses offered range from Engineering, Commerce, Tourism, Hotel & Catering, Graphic & Industrial Design, to Apparel & Fashion Design. The duration for all certificate courses is 2 years (4 semesters). 

The duration for all diploma courses is 3 years (6 semesters), except for Diploma in Marine Engineering (3 ½ years) and Diploma in Secretarial Science (2 years). Courses commence in June and December each year. Course fee is about RM200 per semester.

Quality education and training is ensured through commitment and total involvement of highly qualified and well-trained team of lecturers. The teaching and learning process is conducted through lectures, tutorials, practical work and individual project work. Assessment is based on a combination of coursework and written examination at the end of each semester. All courses require students to undergo an Industrial

Training for one semester. The training exposes students to the realities and demands of work conditions.

A, Human Resource Development - Skill Training Programmes under the 8th Malaysia Plan

Developing Skilled WorkforceThe Government is committed in producing a pool of trained workforce with the potential and ability to optimize the use and development of new technologies and materials in ensuring the growth and resilience of the economy during the Eighth Malaysia Plan (8MP, 2001 - 2005).

During the plan period, the Government will increase investment in human capital, with greater emphasis on nurturing creativity and cognitive skills to provide the impetus for the knowledge-based economy. The education and training system will incorporate programmes aimed at producing multi-skilled and knowledgeable manpower that is versatile, willing to learn continuously, technopreneurial as well as with the ability to acquire and apply knowledge, particularly in modern technology.The thrust of human resource development in the 8MP is therefore, to generate manpower equipped with the required academic and technical skills and imbued with positive attitude and creativity as well as possessing knowledge-seek culture. Education and skill training programmes will focus on increasing accessibility, enhancing quality and lifelong learning through the use of ICT and reducing the performance gap between rural and urban areas. The ultimate goal is to realise Vision 2020 - of Malaysia as a developed nation.

Number of Skilled Workers Required Public institutions will continue to play a major role in training skilled manpower, especially in new emerging technologies. The private sector is expected to assume a significant role in generating knowledgeable workers by offering less capital intensive type of programmes. The public and private institutions are expected to produce 42,057 and 33,111 skilled workers respectively by the end of the Plan period i.e in year 2005 as shown in Table 4-8 of 8MP.

Allocation for Human Resource Development under 8th Malaysia PlanThe development allocation for education and training programmes is shown in Table 4-9 of 8 MP, which represents 20.6 per cent of the total development allocation of the Plan. This indicates the continued priority given by the Government to education and training. The combined effort by the public and private sectors will ensure that the education and training systems meet the demand for educated and trained manpower, thus contributing to the achievement of the development objectives of the nation.

C.1 MLVK Accredited Centres leading to the award of SKM/MSC Qualifications

The National Vocational Training Council, NVTC (Majlis Latihan Vokasional Kebangsaan, MLVK) was established as a department under the Ministry of Human Resources serves as the sole Awarding Body for Malaysian Skill Certificates, evaluates and approves an organisation as an Accredited Centre for undertaking training and assessment leading to the award of the Malaysian Skill Certificates (Sijil Kemahiran Malaysia, SKM) , the national skill qualification.

Malaysian Skill Certificate (MSC) or Sijil Kemahiran Malaysia (SKM), a government skill qualification, is awarded for Levels 1, 2, 3, 4 & 5 (Sijil Kemahiran Malaysia, SKM Tahap 1-5) in which MSC/SKM Level 4 is intended to be the skill qualification at the diploma level, whilst MSC/SKM

Level 5 is at the advanced diploma level.

The primary focus of the MSC/SKM awards is to provide a nationally-recognised skill qualification for the purpose of gaining employment into the Malaysian industry.The National Skill Certification has participation from both public and private training providers, as shown in FIGURE 1 and 2 .

The Objectives of the department are: • To provide and conduct pre-employment skill training programmes to fulfill the industrial sector requirement• To upgrade the skill levels of workers in the industrial sectors

C.3 Apprenticeship Schemes Of Human Resources Development Berhad (formerly known as Human Resources Development Council)

IntroductionThe Human Resources Development Council, HRDC (Majlis Pembangunan Sumber Manusia, MPSM) was established in 1993 under the Ministry of Human Resources and now known as Human Resources Development Bhd (HRDB). The main objective of the HRDB is to encourage employers to train and retrain its employees to constantly upgrade skills.

Apprenticeship training schemes is sponsored by HRDB and HRDB registered companies/employers to school leavers (PMR/SPM) for specific training to meet the industry requirements. The sponsored apprentices will have to sign an “Apprenticeship Contract” and will be required to serve the sponsor for the period specified upon completion of training. Through this scheme, the selected apprentice will undergo Off-The-Job Training at training institute and On-the-Job-Training at the sponsoring employer’s premise/workplace.

i) Mechatronics Apprenticeship Scheme Objective

To provide school leavers with opportunities for skill upgrading and career development in the manufacturing industry, as well as providing recognized academic qualifications for further education.  

Training Programme & DurationThe Mechatronics Apprenticeship Scheme is a multi-skill training scheme which includes theoretical and practical training. Trainees will undergo training for a period of 18 months.

The training covers Mechanical, Electrical and Electronic skills at the following levels: - Preparatory : Preparatory English, Mathematics and Science at Work, and Team-Work Training- Specific : Basic Mechanical Skills, Electrical System, Electronic Circuit, Basic Technical Drawing, Quality Control, Introduction to PLC etc. 

Certification Trainees who complete the training programme successfully will be awarded the Malaysian Skill Certificate (MSC)/ Sijil Kemahiran Malaysia, SKM Level 1 and 2 from the National Vocational Training Council, NVTC (Majlis Latihan Kemahiran Vokasional, MLVK) and Apprenticeship Certificate from the HRDB. 

SponsorshipTrainees will be jointly-sponsored by the HRDC and the Employer throughout the duration of training. The HRDB will pay training fee of RM 5,190 through the Apprenticeship Scheme Fund.

The employer will pay the Apprenticeship Sponsorship Cost as the following:- Monthly Allowance - Between RM 350- 500 a month;- Insurance - Covering accident protection during training period; and- Training Materials - Used-up training materials.

ii) Hotel Industry Apprenticeship Scheme Objective

To meet the increasing demand for skilled workers in the rapidly developing hotelindustry. 

Training Programme & DurationThe hotel industry apprenticeship scheme is a structural form of training conducted based on the HRDB requirements. Through this scheme, the selected apprentice will undergo Off-The-Job Training at training institute and On-the-Job-Training at the sponsoring employer’s premise. The Ministry of Youth and Sports provides skill training through its Skill Department. It provides skill training opportunities and trains youths between ages 17 to 25 who have a minimum qualification of SPM in various fields through various approaches - short and long term, institutionalised and non-institutionalised training.

D.2 National Youth Apprenticeship Scheme Introduction

The National Youth Apprenticeship Scheme is a training method involving the cooperation of the private and government sectors. Through this scheme, the Employer sponsors apprentices and provides On-The-Job Training, while the Government provides advice and incentives.

The scheme is aimed at school leavers with PMR, SPM or STPM, who are unemployed, unskilled and unable to further their education at any formal educational institute. It is also aimed at those working in the private sector who are interested in acquiring a skill or interested in upgrading their skills. 

Training Programme and DurationThe scheme emphasizes practical training and exposure to the skill field. The practical training is conducted at factories, buildings or training centres owned by the private sector. The training is conducted in stages in each district in a state, according to the skill field required by the industry.

These Institutes were established as a joint venture projects with specific international training agencies to get technical expertise in high technology skills.

The 3 MARA Advance Skills Training Institutes are:- German-Malaysian Institute (GMI)- British-Malaysian Institute (BMI)- Malaysia France Institute (MFI)

These Institutes offer diploma courses for graduates of MARA Skills Training Institutes and SPM school leavers.

Malaysian Teaching Diploma Course (Kursus Diploma Perguruan Malaysia, KDPM)

The Malaysian Teaching Diploma Course was introduced by the Ministry of Education in 1996 to replace the Basic Teaching Certificate Course to provide training for pre-service teachers for primary schools. It is a 3-year (6-semester) course conducted at the local teacher training colleges. Trainees are required to select a major and first elective subjects as stated in the Application Guidebook. The fields of study offered are:

• Special Education• Malay Studies• English Studies• Chinese Studies• Tamil Studies• Islamic Studies• Music • Mathematics• Science• Physical Education

Entry Requirements:• Malaysian citizen• Below 30 yrs of age• Academic qualifications:- SPM/SPVM or equivalent to ‘O-Levels’ with 5 credits, including B.Melayu, major and minor subjects and 2 other subjects- STPM full-certificate obtained in one examination or 2 combined certificates in 3 continuous years, with 4 credits at SPM/SPVM level

Selected pre-service teacher trainees sponsored by the Ministry of Education will not be required to pay the course fee and they will be paid a monthly allowance of RM345. However, they will be required to sign an agreement and must be willing to serve as required upon completion of course.

Other candidates, private or sponsored by private institutions will be required to pay the course fee and accommodation cost accordingly. Upon completion of course, these candidates will not be posted to a government school to teach. They have to hunt for the teaching post at private institutions.
