PLANNING METHODOLOGYI-I The objective of strategic planning

According to the Law on Local Self-Government (Article 31. and Article 32., paragraph 2), Law on Regional Development and the Statute, municipalities are required to make their own plans and programs as well as to engage in activities that provide a better environment for entrepreneurship development and promotion of economic activities.

The main objective of strategic planning is to use on the best possible, rational and sustainable manner resources of Municipality. Therefore, the strategic plan is based on comparative and competitive advantages of the local community. The strategic plan should not have an impact only on certain sectors of the local economy, but on the whole economy of the community and the neighboring environment, because primary aim is strengthening of the economic competitiveness of a particular area.

Since that it is a basic planning document for the sustainable socio-economic development of each unit of local government, the main directions of development (objectives and priorities) must be in compliance with the objectives and priorities defined by the Development Strategy of Montenegro, as the basic planning document at the national level, which it sets out the objectives and policies of regional development. Therefore, this document should provide a consensus of relevant national, regional and local partners on the development needs of local government units (hereinafter referred to as LGU), and to serve as a basis for proposing, coordinating and funding of defined activities. The document specifies the guidelines for the preparation of development projects agreed with neighboring local government units (LGUs).

I-II The content of the strategic development plan

Regulations on the methodology for the preparation of the Strategic Development Plan (SDP), local government units (LGUs), issued by the Ministry of Economy 20.07.2011. years (Article 2, paragraph 1) determines the procedure, method of making, content and implementation of the Strategic Plan. The strategic plan is divided into seven chapters and 3 appendices:

I-III The principles of strategic planning

Municipality of Niksic has previously adopted a Strategic Development Plan (SDP) for the period 2009 - 2014, but in accordance with government guidelines it has to adjust own document to the current regulations for the preparation. The principles of strategic planning are:

Cooperation and openness for collaboration - This principle implies acceptance of the suggestions and opinions of others, willingness to cooperate as fully equal access to all interested parties. Collaboration with other side must be directed at achieving the final goal, which is in the interest of everyone involved in the work. Also, it is very important collaboration between the public and private sectors.

Transparency - All affairs in all segments performed in public. In this way, the public has access to the work of institutions, reacts, if necessary, acts as corrective factor, and in this way increases the confidence of citizens in the work of local stakeholders in all areas.

Professionalism - This principle implies compliance with the obligations, deadlines, accuracy in carrying out assumed obligations, all of which leads to the quality of work.

Creativity - The behavior that derives from this principle implies keeping concentration on the task, finding new ways of solving them.

Objectivity - This principle is characterized by a realistic assessment of the potential and opportunities that are available to the community. Thus community adjusts its plans with options, so there is no discrepancy between these two categories. An objective approach, the Municipality of Niksic will actually observe problems with real basis and in the same way to access their resolution. Aware of its features is easier to achieve the planned objectives.

Respect of legality and the rule of law - Operations are performed in accordance with national and EU regulations. In addition, it is necessary to respect and implement both existing planning documents and strategic plan. In this way the productivity of labor increases, and thus the community strengthens in all spheres.

I-IV Methods of strategic planning

During the preparation of the Strategic Development Plan of the Municipality of Niksic it is used a combination of several methods, of which the most important are the following:

a) Analytical method – as far as time and space allow, numerical and other indicators were analyzed for a number of numerical data was comprehensible to users of this plan;

b) Statistical methods – rate of growth or decline, the index calculation, structures, etc;

c) Comparative method – representative development indicators were compared with comparable indicators in time and space;

d) The historical method – collecting data from secondary sources. As a database for the purposes of this document were used: Statistical yearbooks – Monstat;

Data collected empirical studies of relevant subjects - with the development of the economy, public services, infrastructure, local government, state bodies, public enterprises and institutions.

1. ANALYSIS OF CURRENT SITUATION

1.1 REVIEW

Position

Niksic is located in the homonymous karst field in the central part of Montenegro. Height above sea level of field is from 600m in Slivlje to 660m on Vidrovan. Geographical coordinates are 18°57'28'' egl and 42º46'29'' ngl. It is the second Montenegrin town by size. From the Adriatic Sea, it is away only thirty kilometers by the air line, but due to the completion of the road Risan - Zabljak, it is an important point in linking the coast and the north of the country.1

By the occurrence of civilization in this area are inhabited by the Illyrians, Romans, Eastern Goths, and Slavs from the sixth century.

The Roman fort Anderba, formed in Niksic field in I century, was destroyed by the Eastern Goths in V century and they built their fortress Anagastum, according to which the Slovenian village was named Onogost later. The Turks conquered it in mid-fifteenth century and early eighteenth turned into a fortress. The present name of the town was named after the tribe Niksici. After several attempts throughout history, the Montenegrin army freed it in September 1877. After that, there followed his rapid development.

The Municipality of Niksic is the largest in Montenegro, it covers area of 2,065 km2, which makes 14.95% of its territory. It is bordered by six Montenegrin municipalities: Kotor, Cetinje, Danilovgrad, Kolasin, Savnik and Pluzine. In the west is the border with Bosnia and Herzegovina.

Relief

In the geological composition and structure limestones of Cretaceous age prevail,

and in Niksic’s Parish of upper triassic age. Pleistocene sediments, accumulated in flows of Zeta and Gracanica, have thickness around 17m. On the upper triassic limestones and dolomites there are deposits of bauxite, with several active mines.

Relief of Niksic field, in which the city is located, is characterized by a relatively flat bottom, a very jagged edge and quite steep slopes. From its bottom, which is of Quaternary sediments, protrude numerous limestone - dolomite hills and small hills, of which the highest Trebjeska small hill, which is high 762 m above sea level. The rim of Niksic field is so jagged that has a large number of passages and several smaller fields that have their local names (Upper Field, Krupačko field, Slansko field and the central part of the field). The field as a whole has a triangular shape and it is surrounded on all sides by mountains, so it is a closed depression. It is separated from the valley of Zeta limestone separated by limy narrow barrier Budoš - Kunak. On its eastern and northeastern part are mountains Prekornica, Stitovo, Maganik, Zurim and Vojnik. To the west, there is the mountain Njegoš, but in the south-west there is plateau of Old Montenegro, with whom mountains Budos and Pusti Lisac are hoisted. The field is caught between the mountains and its surface is 66.5 km2. Its longer axis is 18.5 km and width is an average of about 3.5 km.

Climate

Climate of Niksic field is pleasant, since they feel coastal impacts, and the impact of continentality is most evident in major daily and annual temperature ranges. The average annual air temperature is 10,7◦, and the average annual precipitation is 1,993 mm. Temperatures reach the highest level in July and August, and the lowest in January and February. Maximum amounts of precipitation are in November and December, while the minimum are in July and August. The average relative air humidity is 68.6%. Niksic has a high value of insolation, about 2,220 hours per year. The dominant winds are north and south. On the Pleistocene impermeable layers of fine sand and marl clay it is developed a relatively dense network of short watercourses that sink on the edges of field.

The longest and most important river of Niksic field is Zeta. Its largest tributaries are Bistrica, Mrkosnica and Gracanica. Because of the low permeable capacity of the abyss, part of Niksic field during abundant winter’s precipitation is occasionally flooded.

In the field is located about 300 wells, 30 smaller and larger flows and a large number of the abysses, even 886. In the Municipality of Niksic there are artificial lakes: Krupac, Slano, Vrtac, Liverovici, Grahovsko lake and Bilecko lake.

BiodiversityDue to its biogeographical position and very specific geomorphological, geological,

hydrological, hydrogeological, soil, climate, biodiversity and other characteristics, the Municipality of Niksic represents, especially from the aspect of protection of the environment, an extremely valuable area. The Secretariat for Spatial Planning and Environmental Protection of the Municipality of Niksic proposed to be put under the protection of the following objects of nature: Studenacke glavice, estavela Gornjepoljski vir, intermittent well Vidov potok, locality Bjelosevska swamp (typical example of preserved traces of glaciation - valley glaciers), district Zabran King Nikola in Morakovo, endemic species of maple Acer intermedium, district Orijen with the White Forest, locality

Velika Osjecenica, Lukavica, plant community Dioscorea Carpinetum orientalis, forest of whitebark pine (Pinus heldreichii) on the Stitovo, Prekornica, community forest Acer Tilietum mixtum.

The population is concentrated in urban area (58 358 inhabitants), noting that the city, except heart of the city consists from suburban areas Klicevo, Strasevina, Kocani, Dragova Luka, Cemenca, Glibavac and Mokra Njiva. Size of villages is very unequal, ranging from 2 residents as there are in Stuba and Bubrezak, to 1,511 as there are in Rastovac, or 1,952 in Ozrinici. Administratively, the population is organized in 32 local communities.

1.2.2 Employment and Unemployment

Number of employees in the Municipality of Niksic was, according to the 2003 census 20,096 (according data from Monstat). As the privatization process was conducted in Niksic’s more companies after this period, the number of employees significantly reduced and it was 18.684 in February 2009.year. Number of employees in 2013.year was 13,959 (according data from Monstat).

Social policy

Social policy in the Municipality pays considerable attention. Centre for Social Welfare, in cooperation with the local government, tries to as much as possible meet the needs of direct and common interests of the local population in accordance with the Law.

Competence of Centre for Social Work in social and child protection is reflected through various forms of cash benefits, types of rights and implemented measures. The most important types of financial assistance are:

material family support; child allowance; fees for assistance and care; personal disability benefit and short term financial assistance.

In January 2014, personal disability received 186 persons.

The Centre for Social Work includes other activities in the field of social protection, which are very important for vulnerable population: family and residential care, adoption and guardianship, protection of children from abuse and neglect, work to improve the troubled family relationships, engaging in purpose of reducing juvenile delinquency. Also, it is important their participation in the refunding of funds for the stay of children in preschools, maternity benefits, benefits for the transport of disabled persons, costs for recreation students, providing textbooks and school supplies and other types of assistance.

In the Municipality of Niksic health care is organized through the PHI Health Center, PHI General Hospital, PHI Special Hospital for Pulmonary Diseases "Dr Jovan Bulajic" as well as through specialized private institutions.

PHI Health Center

PHI Health Center is public health institution that provides primary health care of the citizens. Primary health care is achieved through a selected team of doctors or selected doctor of medicine, which the citizens themselves choose.Health Centre is organizationally divided into organizational units, as follows: A - Ambulance of chosen doctor

Chosen doctor for children up to 15 years - Pediatrician Chosen doctor for adults Chosen doctor for women.

B - Support Centers Center for Pulmonary Diseases and Tuberculosis Diagnostics Centre - microbiology laboratory Center for Mental Health Center for Children with disabilities Center for Prevention, which consists of:

a) Counseling Center;b) Youth Counselling Center;c) Counseling center for reproductive health and d) Hygienic and epidemiological service.

C – The support units Unit for patronage and Unit for medical transport.

D – Other activities of the Health Center Medicine of Work and Sport’s Medicine.

Compliance with applicable standards of personnel of PHI Health Center Niksic should have: - 10 teams chosen doctors for children - Pediatricians, - 29 teams chosen doctors for adults (only for the Municipality of Niksic) and - 4 teams chosen doctors for women - gynecologist.In the organizational unity, Chosen doctor for children, work 7 pediatricians and 4 doctors of general medicine. The possibility of choosing a doctor for children until now have used 12,683 or 88.97%. In the organizational unity, Chosen doctor for adults, work 26 teams of chosen doctors, while 3 doctors are on specialization in family medicine. For now, the possibility of choosing a doctor for adults have used 48 599 of insured, or 82.58%. In the organizational unity, Chosen doctor for women, in accordance with applicable norms of personnel are required 4 doctors gynecologist. Currently, there are 2 doctors, while two are on specialization.So far, the possibility of choosing a doctor for women - gynecologist have used 14,439 of insured females, or 53%.

PHI General Hospital

General Hospital Niksic is the largest General Hospital in Montenegro, not only by their spatial capacities, but also for gravitational area that covers. It was established in 12.11.1877. with name of Princess Zorka. General Hospital Niksic performs specialist-consultative and inpatient medical services at the secondary level of health care. Its activities performs in four (4) basic and specialist services:

general surgery internal medicine gynecology with obstetrics and pediatrics

organized as divisions, departments, specialist clinics and diagnostics for the needs of hospital departments. Within the General hospital there are: Cabinet for gastroscopy, Department of Radiology and Ultrasound, Department of Physical Medicine and Pharmacy for the needs of hospital departments. General hospital Niksic today is a modern institution, whose human resources are 404 employees of which 61 doctors (51 specialist doctors, including three medical subspecialists and 10 doctors on specialization), 217 nurses, 9 physiotherapists, 1 BA. pharmacist, one biologist-subspec. of medical biochemistry, 1 psychologist. Statsionar is equipped with 283 beds, which is annually treated more than 10,000 patients, 2,000 to do the surgery, bring to the world around 1,000 babies, performed more than 3,000 dialysis and carry out more than 80,000 medical visits. In the diagnosis is done annually about 18,000 graphy, 15,000 ultrasound examinations, 300 mammograms, 4,000 CT scans over 600 gastroscopic examination and more than 100 colonoscopy examinations.

In the part of training of staff in the last six years has trained 21 specialist doctor, currently ten doctors are on the specialization, and the competition for admission are open for four doctors on specialization. In the part of technical and technological modernization the Institution, it was made a remarkable step forward in terms of acquisition of modern highly sophisticated equipment for the needs of all departments, sections and agencies for smooth performance of diagnostic and therapeutic procedures in the secondary health care level, starting from multislice scanner which for many years has been the only device of its kind in the health system of Montenegro, to the other apparatus for the normal functioning of all departments, sections and agencies. General Hospital is a teaching and scientific and practical bases for the purposes of Secondary School of Medicine and practical bases of Department for Psychology, Faculty of Philosophy in Niksic.The value of equipment procured and installed in the period 2007 - 2013 amounted to € 2,600,000.00. All of this is accompanied by parallel and improvement of accommodation facilities in the institution.

PHI Special Hospital for Pulmonary Diseases "Dr Jovan Bulajic"

Specialized Hospital for Pulmonary Diseases in Brezovik was founded in 1951. There was also registered as a unique health institution with a clinic and pavilions in its composition as organized units and performs specialized, polyclinic and hospital health activities in the field of pulmonary medicine. In addition to health care in this institution is done and educational and scientific research. The institution is a teaching base of the Medical Faculty in Podgorica.

The hospital complex now consists of six organizational units as follows:

1. pavilion - Oncology Department (hospital section with daily hospital),2. pavilion – Department of atypical pulmonary diseases, 3. pavilion – Department of TB, 4. pavilion – Department of obstructive diseases and the Center for Sleep

Medicine,5. pavilion – Polyclinic in which is made complete diagnostics of pulmonary patients, 6. Administrative building with laboratory (biochemical, microbiological and immunological).

The hospital employs 133 workers, of which 20 doctors.Annually, the hospital hospitalized 2,200 patients and outpatients views about

8,000 patients. Each year, the hospital performed 12,000 X-rays, ultrasound examination of 1500,

through diagnostics pass 10,000 patients for testing respiratory function.

Registered private clinics

In recent years, in Niksic it is opened a significant number of private health institutions that largely complement diagnostic treatment of patients. In the Municipality were registered 16 private institutions of health care in the field of dentistry and nine

private institutions in other areas (internal medicine, ultrasound diagnostics, pediatrics, gynecology, etc.).

EDUCATION

Education in any society has a significant function, through the establishment of social norms and values as well as the construction of a feeling of belonging to their community, social group, religion.

Number of educational institutions in Niksic is important, and education in organizational terms is satisfactory. In Niksic work 44 educational institutions and they are: 11 kindergartens, 25 primary schools, primary and secondary music school, four secondary schools and higher education institutions (Faculty of Philosophy, Faculty of Sport and Physical Education), and preparations are underway to extract the Faculty of Philology as special faculty unit.

Faculty of Philosophy includes study programs for basic studies:

Faculty of Sport and Physical Education consists of three (3) programs of study:

At Faculty of Philosophy there are specialist, master's and doctoral studies.In order to complete the development of scientific research, integration,

application and use of knowledge, scientific training of teaching staff at the university are organized and normatively regulated:

Institute of Philosophy and Sociology Institute for language and literature and Institute of Geography.

For pupils and students is available student dormitory "Brothers Vucinic." The plan is its enlargement.

The time in which we live requires a higher level of of technical equipment of classrooms, the need for spaces for workshops, playgrounds, computer science and internet clubs, as well as teaching staff that is able to monitor progress and go hand in hand with it. In accordance with this, preparations are underway for the construction of the future building of the Faculty of Philology.

Niksic is a city of rich cultural and historical heritage, on its territory there are many cultural and historical monuments from the Illyrian and Roman periods. It is not only in Montenegro, but also the regional framework, recognized as a city of culture and sport. In support of that fact speaks not only numerous institutions which deal with culture, but also significant cultural workers, artists, actors, musicians and writers that they were affirmed in the city under Trebjesom. We are witnesses that for the dynamic development of culture it is necessary to create preconditions and quality infrastructures, in order to fans of cultural events in our city have the opportunity to see a variety of program contents. For this purpose, activities were intensified in the creation of the mentioned conditions through reconstruction of hall CIC “18. September", whose completion will get a modern space for displaying multimedia content in the field of theater, film and music. Capacity of the new hall, as well as the technical conditions with which it may dispose, allows for more intense cultural impetus that Niksic is more than needed, considering that in the past few years, due to lack of finances, due to lack of adequate space, cultural events were few. Parallel with solving the problems of infrastructure, thanks to good cooperation with national cultural institutions, such as the Montenegrin National Theatre, Royal Theatre "Zetski dom", the National Museum of Montenegro, the Library "Djurdje Crnojevic", the Montenegrin Film Archive, the Music Center of Montenegro and others, as well as support of competent ministry through the project "Support to the development of culture in Niksic" by the end of 2014 will be realized near 190 different programs. It is planned that this project lasts for four years. In addition to these activities, we should mention the traditional cultural events that take place in our city, which are recognizable by their quality, not only locally but also worldwide. We especially recommend:

„ September days of culture“ – manifestation with which celebrates September 18, Day of the Municipality of Niksic, and thanks to it our citizens have the opportunity to visit extremely rich and diverse cultural events during the month of September

„Guitar fest“ – a unique opportunity for lovers of musical arts performances to enjoy in the bout of the world's finest guitarists; This festival has competitive character

„Lake fest“ – rock music festival, which has, with its quality offerings, became extremely popular throughout the region, it takes place on one of the most beautiful Niksic resorts, Lake Krupac, which particularly distinguishes from festivals of this type

„Bedem fest“ – manifestation that provides an opportunity for affirmation of Niksic rock bands, which takes place on the big stage at the City's fortress Besides these events, which are held every year and have more and more visitors, cultural expansion in Niksic will further contribute to the recovery of events that are due to the economic crisis that was current in recent years, were broken by force. These are the following events:

„ International Festival of Actor“ – theatrical feast, which is basically dedicated to acting and actor "as bases of drama and theater in general“. Until now mentioned festival in various forms experienced ten editions, and restoring of the theater, audience in Niksic will again be able to enjoy the best theatrical creations from the region.

„ Niksic’s literary meetings“ – literary event that has for many years been extremely popular, and its restoring, Niksic - the city of poets, again will be the center of gathering the best literary authors from the region.

„ Youth Biennale in Niksic“ – manifestations of which restoring, the young artists get the chance to meet, share experiences and aexperience an affirmation.

In the coming period, it will be implemented very important projects of valorization of cultural heritage and reconstruction. It will be reconstruction of the bridge on Mostanica and Emperor’s bridge, and then they will work 27 restorations of memorials, as well as works on archaeological sites Rred rock and Rijecani.A very important project in the future will be working on conservation and adaptation of rather dilapidated building of Castle of King Nikola.Holders of cultural activities in Niksic are the following institutions:

PI „ Centre for Culture“

Center for Culture is a complex public institution consisting of several organizational units: Native Museum, Gallery "Nikola I" and Galleries "Ilija Sobajic", cinema on the stage 213, hall CIC “18. September" (whose reconstruction and renovation is in progress)", Public library "Njegos" with the department for children. The Center is deals with the publishing activities. Museums, galleries and libraries are located in the Castle of King Nikola. Native museum consists of four collections: archaeological, historical-artistic, ethnographic and historical. Of particular importance is the archaeological material from Red Rock. Gallery "Nikola I" has an area of 130 m2, gallery, "Ilija Sobajic" has area of 40 m2. It has an extremely valuable collection of art exhibits. In addition to exhibitions in galleries take place and other events such as concerts, literary events, promotions and others.

Center for Culture also deals with cinema business, which currently takes place on the stage 213. They represent the latest achievements in world cinema. At the scene 213 as a multimedia space, Center independently or in cooperation with other institutions and individuals realize diverse cultural and artistic programs. As part of the National Library "Njegos" exist two parts: Unity for adult and Unity for children.

PI „Niksic’s theatre“

PI "Niksic’s theater" inherited rich theater tradition, long 129 years (it started in 1884) when it performed the first theater performance "Slobodarka", written by Manojlo Djordjevic Prizrenac, and only a few months after the first Montenegrin theater premiere in Cetinje, December 1883. Two years later, in Niksic it was premiere of the "Balkan Empress" Nikola I Petrovic Njegos, during whose reign the city under Trebjesom got a theatrical stage. From then until now, generations of local theater professionals, through various art forms have written the remarkable chronicle of theatrical life. Public institution "Niksic’s theater" since its restoration in 1999, after nearly half a century break, offered sixteen premieres to own audience , and during this time it hosted nearly fifty performances from the region per year. An important project is the "International Festival of Actor", "which was through various forms in the previous period, organized and initiated by "Zahumlje ".

Performances from the repertoire of the Niksic’s theater (with all the latest premieres) were guests in all centers of Montenegro, and had the honor to play in the "National Theatre" in Belgrade, "Belgrade Drama Theatre," "Atelje 212", in the "Serbian National Theatre" in Novi Sad, "Montenegrin National Theatre", thus occupying a place on the map of elite theater productions.

Theatre, beside drama production, deals with the publishing, in which it has implemented several significant projects.

In the coming period, "Niksic’s theater" plans to implement a number of projects, which will be by its content fully answer on basic programming tasks - theater and publishing activities. "Niksic’s theatre" will present in the coming period to the audience its earlier productions, and guest performances are planned in other cities of Montenegro and in the region, as part of the exchange program and festival appearances.

PI „Zahumlje“

Cultural - Artistic Society "Zahumlje" - Niksic, today the Public Institution "Zahumlje", was founded in 1898 as a singing society, which activated immediately after the founding and work of the Theatre Ensemble (Drama Studio), after whom would later be recognized in the wider area of Yugoslavia.

The founders of "Zahumlje" are our ancestors, enthusiasts, dreamers and visionaries of a future, modern Montenegro.

For more than 110 years of existence, into the cultural structure "Zahumlje", own effort and energy are incorporated and built over 8,000 artists, writing on that way a special history of Niksic.All these years, "Zahumlje" not only enrich the cultural life of Niksic, but their programs affirm our cultural and artistic expression throughout the former Yugoslavia, but also in the cultural capitals of Europe and in the world, carrying the noble messages and keeping Montenegrin heritage from oblivion.

From the earliest days it maintained quality links with similar institutions in the region and beyond, and it was open stage for the promotion of other and different theatrical and artistic expressions. It is therefore home "Zahumlje" decorate with many different notable prizes, awards, letters of thanks and praise, obtained in the country and abroad, which have deserved numerous individuals spiritually formed in this society, which was and still is a true temple of culture Niksic.

Theater "Zahumlje" is more than 110 years long history of this institution is one of the most creative segments and Ensemble, which has created an exceptional artistic reputation which this institution enjoys today in the Balkans. He has won the most important Montenegrin and Yugoslav theater awards.

One of the most active and most creative segments of today's "Zahumlje" is the Folk Ensemble, which was founded in 1975 in order to expand the scope of work "Zahumlje". Thanks to the exceptional quality and a very high artistic level of their programs this ensemble is member of CIOFF - a (World Organization of folklore and traditional arts) for years.

Today, "Zahumlje" takes place own activities through several different segments of art: Theatre "Zahumlje" Youth and Children's drama studio, folk ensemble "Zahumlje" (Large, youth and pioneering ensemble), Children's Choir, rhythmically and Ballet Ensemble, the National Orchestra, Music studio, School of Ballet, School of recitation and cultivated (beautiful) speech, School of flamenco, modern dance school and other activities.

Due to favorable conditions for work and development of amateurism in all areas, long-term program scheme of "Zahumlja" is that the creators of artistic ways of expressing allow creative expression, with special emphasis on the younger population.

In recent times "Zahumlje" puts significant emphasis on the revitalization of Performing Arts in his creation, providing excellent cooperation with a number of well-known theater makers, primarily with excellent pedagogue and theater director Petar Pejakovic, so it has only in the last two seasons in their production, realized four theatrical projects that have left a lasting imprint on theatrical and cultural map of Montenegro.

Today, after more than eleven decades of its existence, "Zahumlje" is a symbol of cultural life in Niksic, a link between tradition and modern times, the participant and the heir of many events that have marked a century, and institutions of international renown.

PI „Old town – Anderva“

PI "Old town - Anderva" deals with the improvement of cultural offer of the town Niksic, program’s concept is based on the affirmation of Niksic artists, musicians and writers. Activities covered by the PI "Old Town - Anderva" are: production and performance of film, art, music, dance and other forms of artistic creativity, organizing symposiums, academies, promotions, conferences, panel discussions, lectures, panel discussions, literary evenings and other events, production and publishing activities, organization of multimedia programs, audio and video screenings, fashion shows and other entertaining programs.

The most important activity from establishment was focused on the revitalization and development of urban fortress and its contents (three towers: octagonal, Eastern and side part, two open air stages, small and large scene, access paths with stone staircase that is built from the stone of old flooded houses from the Slano lake and Krupac lake, as well as a stone that was found during the excavation urban fortress and walls that connect the contents of fortress).

At decorated and renovated space of fortress in the previous period, was organized a series of cultural, artistic and entertainment events. The plan is that in the future intensify cultural events at this location, particularly in summer months.

Sport as an activity of public interest occupies a very important place in each state, and thus with us includes:

By assuming that the physical education is complex system that involves different age groups with different abilities and ambitions, the national program as well as municipal focused on:

When we talk about Niksic in any context, an inevitable fact that our city is a city of young people and sport. An inexhaustible source of young talents and experts in the field of physical culture and still sports enthusiasts, as well as well-developed sports infrastructure, give us the right that we can safely say that this is the environment in which the sporting success in any branch is guaranteed.

Niksic is a city with a huge sports tradition where the decades long continuity was achieved top sports results in many sports such as:

Public Company "Sports Center" has a multi-purpose sports facility where different sporting events take place. This building has an area of 18,500 m² of covered space and 700 m² of open space with sports facilities. Within the center are:

Sports hall with 2,700 seats, with additional room Olympic swimming pool with 500 seats (currently unavailable) Automatic shooting range with 25 seats A field for mini football 2 tennis courts Gym with hall for aerobics Dispensary of sports medicine The restaurant with 150 seats.

From major sports infrastructure facilities in the Municipality of Niksic are: The complex of four football fields area of 22,000 m², with the city's

stadium capacity of 8,000 spectators and athletic track from rupkor with the pits for jumping and throwing areas

In Niksic there are several sports organizations in various fields of sport and four

sports federations and society. Total active sportsmen has about 3,500.

NON-GOVERNMENTAL ORGANIZATIONS

In the previous period, the local government has intensified cooperation with NGOs, in order through the development and realization of common projects and strategic documents, as well as through the institution of "empty chair" in the local parliament, to actively participation in public debates, participation in the Commission for the allocation of funds to NGOs. As a proof of good cooperation between Municipalities of Niksic and NGOs, our Municipality has won award for the best cooperation with NGOs in 2006, awarded by the Centre for Development of NGOs in Montenegro and the Union of Municipalities of Montenegro.

The two biggest projects that were implemented in cooperation with NGOs are, "Construction of building for primary and secondary music education" and construction of PI "Daily Centre for children with disabilities Niksic".

NGO representatives participated in the drafting of the following documents: Local Environmental Action Plan, Local Plan of Action for Children, Program and action plan for combating corruption in local government, Local plan of involvement REA population in the Municipality of Niksic, Local Action Plan for Gender Equality and Local Action plan on disability and other strategic documents.

In accordance with the Statute and Regulation on the principles and criteria of allocation of funds to NGOs from the municipal budget, is established institution "The day of open door" in which members of the Commission learn representatives of NGOs with the terms of the competition.

Despite the large number of registered non-governmental organizations (about 400), active cooperation with the Municipality has about fifty of them, who through their work contribute to the development of conditions for better quality of life in our Municipality.

Resource base, which is reflected in the significant quantities of water resources, forests, mineral resources of arable land, the natural beauty and cultural heritage are extremely favorable conditions for economic development of the Municipality of Niksic.

Forests and forest land in the Municipality of Niksic are 149,426.28 ha or 70.1% of the total municipal territory. The ratio of ownership is arranged so that at this moment 52.1% of forests and forest land owned by the state, while 47.9% is privately owned.

Dominant species of trees in forests are: Beech 56% Fir 16% Black pine 6% Whitebark 8%.

The total timber volume is estimated at 5,603,870.00 m³.

THE ECONOMY

The total development of an area significantly is determined by the degree of development of its economy. So it is Niksic looked better or worse depending on the state of its economy. The economic recession in the nineties together with inefficiencies and structural unconformity, inherited from the period of self-management of the economy, have contributed to the unsatisfactory situation in Niksic economy.

In the second half of the nineties, the decline in economic activity has stopped. After 2000, it leaded to a faster recovery of the economy. Economic growth is a more dynamic and stable.

In the period from 2006 to 2009 Economy of Niksic experienced significant changes compared to previous years, and are reflected in the growth of gross domestic product, growth of investments, real estate development, suppression of the gray economy and reduction of unemployment.

The period from 2010 to 2013. year brought to Niksic stagnation and decline in economic activities, which resulted in the closure of a number of enterprises, growth of unemployment rates, reduction of fiscal revenues also in the final declining of the level of investment.

Economic reality of Niksic in the past year was marked by the privatization of the largest companies, some of which were implemented successfully and some not. All countries in transition were faced with the initial restrictions for development of entrepreneurship of small and medium-sized enterprises, such as: the low level of business knowledge (especially in the field of management), regulatory and administrative barriers, limited access to available sources of financial resources, inadequate access to sources of business and market information and restrictions on the availability of specialized business services.

Considering that the largest number of SMEs operates locally, the role of local government is important in fostering the development of SMEs. This is particularly reflected in the establishment of a favorable business environment at the local level, providing the necessary local institutional infrastructure that provides business information, services and training for SMEs, as well as various forms of financial support. In this regard, the common action of local governments and public institutions at the national level, as well as the just associating of local governments, it is necessary to establish a comprehensive support to SMEs, with a policy of increasing competitiveness and reducing this imbalance in regional development.

The prospect of future social and economic development of Niksic lies in the general implementation of those principles, which are dominant in the European Union, ie. competitiveness based on knowledge, innovation and entrepreneurship. It is necessary to strengthen regional development in accordance with the existing structures and regional comparative advantages. It is recommended that industrial buildings developed mainly within the already built-up areas, with the reconstruction of old industrial areas, areas of former military facilities or former traffic facilities (brownfield development). The formation

of industrial facilities outside built-up areas (greenfield development) should be limited to the absolute necessary minimum.

Economic resources and potentials of Niksic: already established industrial complexes; built power capacity; established social functions with university units; technical construction stone; services and zone equipment; reserves of quality bauxite; important complexes of agricultural land; nursery production and medicinal herbs; availability of highly qualified labor force.

Priorities of development: Industry, especially metal-processing and in mechanical engineering taking over the role of carrier development of metal processing in Montenegro on the basis of steel; valorization of mineral resources; intensification of agricultural production; tourism; food industry.

Conflicts in development: The most important conflict can appear between urban and industrial expansion and protection of agricultural land.

The economy of Niksic through statistics

In the Municipality of Niksic were registered and worked actively 3,203 companies (state on the day 31.12.2013., according to the data of the Central Register of Business Entities).

According to records that are kept at the Secretariat of Finance and Entrepreneurship Development, part of the small companies in the period from 2009 to 2011 could not hold out the competition in the market, and all because of inability to pay the expense involved in bankruptcy proceedings or liquidation. Since the beginning of 2012.year there was a slight increase in requests for opening companies in Niksic.

1.3.1 Industry and services28


The current state of the economy of Niksic by sectors:

The epithet of economically developed municipality Niksic was once worn, primarily thanks to the development of industrial capacities in the area of metallurgy, energy, mining, construction, wood processing, mechanical industry, food industry and the development of trade and catering. Economic growth and development, technological development and growth, employment growth and standards were the main characteristics of the local economy.

Today the economic situation in Niksic is differently, as a result of the transition process that they went through of economic entities.

˝ Steel Factory˝ Niksic

The metallurgical sector was a key branch of industry in the territory of Niksic and was an important segment of the Montenegrin economy. Steel Factory Niksic was the bearer of this industry not only in Montenegro, but also in the former state. Modern equipment allowed Steel Factory to become a producer of almost all kinds of high quality steel needed to industry of the former state of Yugoslavia.

With over 50 years of tradition „Steel Factory Niksic” now produces alloyed and unalloyed quality steels, alloyed and unalloyed special steels.

After the sale, conducted through bankruptcy process in June 2012, “Steel Factory” became the property of the Turkish company "Toscelik", which is a member of "Tosyali" group in Istanbul.

The new owner has launched a five-year investment cycle worth 35 million euros, he has the plan to increase the number of employees from 300 to 550, and the annual production from 120,000 tons to 400,000 tons and reaches an annual revenue of 500 million euros.

“Steel Factory” was in bankruptcy and liquidation, and now has an owner that will, with one patient process, be able to realize a serious investment cycle for a better life in Niksic and stronger Montenegrin economy.

Mechanical Industry

In sector of metal and mechanical industry the most important company in Niksic is ˝Montavar Metalac˝ L.L.C.

The company produces various steel constructions, hydro-technical and other elements for hydroelectric power plants and thermal power plants and windmills, housing for transformers, equipment, facilities and equipment for metallurgy, tanks and silos for the transport of cement and other materials, platforms for the exploration and exploitation of oil.

“Metalac” in 2004. year was privatized by the Slovenian company “Metalna 29


Nova” and the company changed own name to “Montavar Metalac". In the period from 2004 to 2013, the company has successfully operated on local, national and regional markets. However, in 2013 the problems started in the operation due to problems with provision of operations, which resulted in the adoption of the restructuring plan of the company.

Starting from the tradition, existing capacities, workforce training and references, there is a real possibility that in the future comes to recovery and securing new jobs for ˝Montavar Metalac˝.

Energetics

The electric power system of Montenegro was part of the unique technical and technological power system of the former Yugoslavia, and in accordance with it and built. Basic electricity network was built with voltage power 400 kV, 220 kV and 110 kV and the corresponding distribution network that allows almost all settlements in Montenegro to supply electricity.

The energy problem is not just a problem of energy resources, their exploitation, transformation and use, but also the interdependence of three E: (Energy, Ecology and Economy). Thus, EEE in Montenegro, as well as on the broadest international level, have become one of the most important, unique and multidimensional problems of development.

Lack of energy represents the lowest threshold of development and therefore the provision of sufficient quantities of electricity is one of the most important prerequisites for the growth and development of Niksic economy. It is important to properly exploit the potential of surface water of Niksic in the function of higher electricity production, as well as the use of alternative energy sources in greater.

Wind power plant Krnovo

Wind power plants are the types of plants that use wind energy, which is a renewable source of energy. The advantages of wind power plants are: - Increasing the supply of electricity from renewable energy sources and reducing the production of electricity from plants using coal and other fossil fuels to reduce emissions of harmful gases, such as CO2 emissions of air pollutants and similar negative factors that cause climate changes; - Providing a reliable and safe supply of electricity in Montenegro; - Employment growth during the construction, operation and maintenance of wind power plants.

Currently on the location Krnovo, international investor is in the implementation phase of the project of construction of wind power plants. This investment will contribute

to reducing the deficit of electricity in Montenegro, fulfilling the European standards in the field of energy and investment growth.

˝ Electric Power Company of Montenegro˝ Corporation Niksic

Electric Power Company of Montenegro is national electric power company that is engaged in the production and distribution of electricity at all voltage levels, all consumers in Montenegro. Its headquarters is in Niksic. The main activity is the provision of electricity to consumers, whether it is on households, small, medium or large enterprises. Electricity activities are regulated by the Law and licenses of Regulatory Agency for Energy and its Statute.

Electric Power Company of Montenegro in 2009.year received a strategic partner in Italy. With the Recapitalization Agreement between the Government of Montenegro and the Italian company A2A, was sold minority share package in state ownership for 192 million euros.

Besides the aforementioned electric power activities, Energy Law, licenses of Energy Regulatory Agency and the Statute of EPCM prescribed activities of the Company are as follows: production and distribution of electricity, electricity supply, sale and purchase of electricity distribution network operator, construction and maintenance of power facilities, design and supervision and other activities prescribed by the Statute of EPCM.

EPCM has facilities to produce electricity total installed capacity of 868 MW, of which 657 MW (76%) relates to the power "Perucica" and "Piva" and 210 MW (24%) of the power plant "Pljevlja".

˝ The bauxite mines˝ Niksic31


„The bauxite mines” Niksic were established in 1948. and their main business is mining and processing of bauxite, the construction of tunnels and road construction. Formerly in this company 1,500 employees worked, and today the figure is around 300.

Russian Central European Aluminium Company (CEAK), in 2005 bought majority package of shares „The bauxite mines” for ten million. However, the contract with the strategic partner was canceled in 2013 and managing this company took over the domestic management, which was set up by the Government of Montenegro.

In „The bauxite mines” was introduced bankruptcy 19/11/2013. year due to debts, which amounted to about 130 million euros, a bankruptcy was declared 26.02.2014. years. The state of of bankruptcy is the result of decline in economic activity in the overall reproductive chain, of which is part this company. Nowadays is such a situation with The Aluminium Plant Podgorica, which is a leading company in the aforementioned reproductive chain, it would conclude a new strategic partnership that would be able to bring new value of the entire national economy.

„The bauxite mines” with entire property at their disposal, professional staff and the markets in which they are present and where they were present, looks into the future with optimism.

Wood processing

Wood processing as an economic branch is based on significant natural basis. Bearing in mind the potentials that Niksic has in the field of wood processing, it is necessary to provide support focused on the modernization of production, new construction and higher utilization of existing production capacities, the use of domestic resources and the introduction of new technologies.

Area of forests and forest land in the municipality of Niksic is 149,426.28 ha or 70.1% of the total municipal territory. The ratio of ownership is arranged so that at this moment 52.1% of forests and forest land are owned by the state, while 47.9% is privately owned. Considering that 70.1% of the territory of the municipality Niksic is covered by forests, the proper valuation of of this resource would provide a significant stimulus to employment growth, investment and economic growth in the local economy.

Dominant species of trees in forests are: - beech 56%, - fir 16%, - black pine 6% and - whitebark 8%.

The total volume of wood is estimated at 5,603,870.00 m³.In the area of wood processing in Niksic there is a number of companies of which are

according to size and scope of production the most important are: MI-RAI Group (which has in its own “Javorak” from 2011.year), “DIT Duga” LLC, “Gitanes les” LLC, “Mil – com” LLC,

“Radovic plus” LLC, “Loris” LLC and others.The concessionaires that work in the municipality of Niksic are:

- “MI – RAI GROUP” (multiyear concessionaire for 15 years – from 2008. to 2022. year)

- “DUGA” (one-year concessionary – 2013.)- “OBZOVIK” (one-year concessionary – 2013.).

Through retail sales, for the purposes of the rural population in 2013 was cut down and shipped 5,530 m3 fuel woods, while cutting and shipping in private forests in the same year amounted to 19,025 m3.

Besides cutting and shipping, are realized activities of afforestation, or the introduction of artificial plants. During 2013 in the state forests is forested 125,000 pieces of seedlings (85,000 pieces of spruce and 40,000 pieces of black pine). In private forests were planted a total of 12,000 seedlings.

Construction industry

In the construction industry, as well as in other areas leads to the development of private enterprises, which replace large systems. Among them the most important is Mehanizacija i programat.

This company as a primary business ha construction and construction-craft works on the civil engineering: main, regional and local roads, urban roads, landscaping of neighborhoods and other.

The company has modern asphalt base that fulfills all environmental standards.

Tourism and Catering

Tourism

The favorable geographical position and natural conditions made that Niksic become a crossroads and a hub for connecting the mountain, central and coastal parts of Montenegro, as well as neighboring countries. A chance for better and more intensive development of tourism products and activities in Municipality of Niksic is recognized in the Tourism Development Strategy of Montenegro until 2020. With optimum valorisation of existing resources in accordance with the principles of sustainable development is possible to create a tourism product and devise appropriate tourist offer for supporters of different types of tourism.

Rest in nature, hiking, walking, cycling and other forms of active stay in nature are tourism products that are more attractive and more popular on the European tourism market. Although there are in the Montenegrin tourist offer, our municipality is also working on the development of this product. Montenegro and Niksic have a chance that untouched mountain landscapes and autochthonous rural architecture in the whole area of our Municipality, use for the development of sports, recreational, cultural and nature-oriented offers.

Niksic is especially attractive to visitors because of the rich and nature conservation. On its eastern and northeastern part are the mountains: Prekornica, Stitovo, Maganik, Zurim i Vojnik. To the west lies the mountain Njegos, but in the south west there is a plateau of Old Montenegro with whom very close lay mountains Budos and Pusti Lisac. In the near Niksic there are highlands Morakovo and Krnovo, famous picnic areas, which are suitable for dealing with different types of sporting activities. The waters of the municipality Niksic are the most important natural resource of the area. Niksic's field is imbued with a rich network of watercourses, of which the most important is river Zeta, and then another 300 wells, 30 smaller and larger streams and even 886 abysses. Estavela Gornjepoljski vir is the largest estavela in Dinaridi with a depth of 56 m. Besides Zeta, the largest underground river with best used hydropower, should emphasize the artificial lakes as one of the symbols of the city - Krupac, Slano, Vrtac, Liverovici, Grahovsko and Bilecko lake. Forest Park Trebjesa was by the Decision of the Municipal Assembly Niksic in 2000.year placed under protection as a unique natural area.

Natural Monument Arboretum in Grahovo covers an area of 1 ha with 127 different plant species, it was placed under state protection in 2000.year.Rural tourism, staying in the countryside, active participation in the life of rural households engaging in nature activities, participation in folk dances and tasting of local products are a great opportunity for the development of the municipality of Niksic.

A variety of cultural - historical monuments testifies to the rich many centuries old history. In the municipality of Niksic there are 25 immovable cultural monuments under the auspices of the Institute for Protection of Cultural Monuments of Montenegro.According to forecasts by the World Tourism Organization by 2020, as one of the leading

segments of the tourism market in the future, is marked cultural tourism. Cultural tourism of the territory of the Municipality Niksic includes the complex of individual segments of cultural heritage.Tower, built on the foundations of an ancient Roman - Gothic citadel, which the Turks rebuilt in the early eighteenth century, today serves as a summer stage.Castle of King Nikola, Renaissance's style, was built at the same time as the Congregational Church and is one of the most valuable cultural heritage of Niksic and Montenegro.

The Church of St. Peter and St. Paul is the only more significant surviving monument of medieval Onogost, was built at the end of the XII century, but described through lifetime at the end of seventeenth century.Congregational church, dedicated to St. Vasilije Ostroski from 1899.year, is a magnificent sacral building that dominates the panorama of Niksic.

The great importance of cultural and religious tourism has vicinity of the Monastery Ostrog, the shrine of St. Vasilije Ostrosk that is the largest center of pilgrimage in Montenegro and wider.Roman Bridge on the River Mostanica was built in the eighteenth century on an important road that linked the Roman cities: of Skadar, Niksic, Risan, Cavtat and Narona (Roman town in the valley of Neretva).

Caesar's bridge on Zeta is one of the most beautiful stone bridges in southeastern Europe. This impressive building with 18 large arches originates from 1894.year and is named by the Russian Emperor Alexander III. Red rock in the village Petrovici is a very important archaeological site, whose research has until now discovered 31 cultural layer and material remains from the prehistoric era. Acropolis tombstones originate from XIII, XIV and XV century and are connected with the development of Bogumilism as a religious process..

Tourist organization of Municipality of Niksic

By adopting the Strategy for Sustainable Tourism Development until 2020.year, as well as work on the implementation of this document, all within the framework of the Law on Tourism and the Law on Tourism Organizations, Municipality of Niksic founded Tourism Organization. Activities of Tourism Organization are:

- enhancement and promotion of authentic values of the Municipality Niksic in aim of developing tourism,

- creating the conditions for activation of tourism resources,- cooperation with legal entities and individuals, who have for the subject of business

tourism and hospitality or complementary activities in order to implement policies for the development of tourism in the Municipality,

- initiating, coordinating and organizing cultural, artistic, entertainment, business, sports and other events that contribute to the enrichment of the tourist offer,

- implementation of the program of activities of stay study groups and journalists on the territory of the Municipality that are in the function of the development of tourism and marketing,

- organization of work of tourist information bureaus,

- encouraging and organizing actions aimed at protecting and preserving the environment and cultural heritage,

- providing services and information to guests,- registration and monitoring of tourist turnover on the territory of the Municipality,- cooperation with the institutions and bodies of the Municipality for the purpose of

adoption and implementation of local measures to improve the conditions of stay of tourists within the municipal territory,

- cooperation with local associations and NGOs,- preparation and issuance of tourist promotion materials in order to promote the

Municipality,- conducting polls and similar studies in order to improve the offer,- cooperation with the Ministry of Tourism and National Tourism Organization, as well

as cooperation with similar organizations outside the state and the like.

Hotels

Significant facilities that provide accommodation and food services are:

Hotel “Onogost”Hotel "Onogost" has 256 beds. The hotel consists of a restaurant with 210 seats, a

terrace for 60 people, a cafe with 300 seats plus 450 on the terrace, 2 banquet halls, where one of them can accommodate 45 and the other 75 guests. Because of bad business results of the company "Onogošt" in early 2012.year was introduced bankruptcy.

Hotel “Trebjesa”****Surrounded by mountains and pine forests, this hotel is situated on a hill Trebjesa,

above the Niksic. Hotel "Trebjesa" has privatized and reconstructed the firm "Helada Mont" in April 2012.year. The hotel is characterized by unique architecture and covered viewpoint, which offers a view of the city. It has 14 beds, a restaurant and café.

Hotel ” Sindcel” ***Hotel "Sindcel" is located in the city center. It has 13 rooms, of which 2 are

apartments 8 double and 3 single rooms. Sindčel has 2 restaurants of open type, with 30-40 seats and 1 indoor restaurant with about 20 seats, a special conference room for 20-25 seats, a theater hall - SCENE 213, which is often the venue for various cultural and artistic events in the city.

Hotel „Vukov bridge“ ****Hotel "Vukov bridge" is located at 1 km from the town of Niksic, offers exclusive

accommodation and a restaurant with a large summer terrace. It has 8 luxurious rooms and one apartment. It fulfills Bed & Bike standards.

Hotel "Marshal" is about 3 km from the city center. It offers 16 exclusive rooms with 34 beds, a restaurant, a separate VIP room with modern design and technology ideal for business meetings, seminars and conferences.

Hotel “Vucje” ***Ski center Vučje is away from Niksic, 20 km. It is situated on slopes of highlands

Krnovo at an altitude of 1300 m. As part of the ski center is the hotel which has 60 beds, which are arranged in 7 suites and 9 rooms (double, triple and with four beds). Within the hotel there is a restaurant, but there are also fireplace room and a playroom for children.

Trim centerTourist complex "Trim Center" is located at the base of the forest park Trebjesa, at a

distance of 500 m from the center. Within this center is being built hotel which has 36 beds, a sports hall, a restaurant with 80 seats, a gym and a gallery. Nearby there are tennis courts.

Tourist settlement ‘’Koliba’’Tourist settlement 'Koliba' is located 5 km from the Mmonastery of Ostrog. From the

capital Podgorica is 40km away, and from Podgorica airport Golubovci 52km away. From Niksic is 14km away and is located on the famous pilgrim road that from Bogetici leads to the famous Orthodox holy place, the Monastery of Ostrog. Within the tourist complex there is a restaurant, "Koliba" with four stars. It was built in recognizable Montenegrin style, on the model and characteristics of traditional architecture. It is conceptualized as a national restaurant, it affirms and propagates healthy food, and returns to the menu everything that our ancestors used to eat. Difficulties in the business economy, the problems in the HTP "Onogost" lack by category of different accommodations, the economic crisis and lack of investments, so that tourist visits and the number of overnights of guests (Monstat) in Niksic would be significantly lower than expected.

- Activity that has experienced an expansion in Niksic is catering activity through private initiative, which is reflected in the opening of a large number of coffee bars (about 220), nightclubs (6), restaurants (15) and fast food objects (10). Gastronomy represents a particular aspect of the cultural heritage that can also bring great

benefit to tourism. Recognition of typical dishes that in certain areas prepare in the traditional way, can lead to their evaluation and catering offer. In the municipality of Niksic have already developed certain events that promote local gastronomy and products, but should enrich and expand new. Cooperation with the agricultural sector, particularly the production of organic food in the future must be intensified.

COMMERCE

Changes in the economic structure significantly are reflected through the development of trade. On the basis of large commercial enterprises in the privatization of the economy, sprouted small private trading companies, all kinds of commercial goods. Commerce has significantly become branch of private, small and medium businesses.

Large international and local market chains, through which they perform a significant volume of traffic and that have significant (warehouse and retail) facilities on the territory of Niksic are: “Djurković company”, “Roda“, “Voli “, “Delhaize” “Tempo” , NTC etc.

The banking system

In the Municipality of Niksic has a large number of banks, of which only domestic is First Bank of Montenegro.

The first bank was established in 1901.year in Niksic. Today, the First Bank is modern, market-oriented bank, focused on identifying the needs of clients, which monitors global trends in banking. It is equipped with the latest technology in the banking business and it is a combination of experienced banking professionals on the one hand and the young, highly educated people on the other side. In its business applies the standards of ISO 9001: 2000, which was certified by the "BSI - British Standards Institution" from London.

In addition to these banks in Niksic there are a number of branches of other banks: Erste Bank, Montenegrin Commercial Bank, Hypo Alpe Adria Bank, Commercial Bank AD Budva, Societe Generale Montenegro, NLB Montenegro Bank, Atlas Bank, Hipotekarna Bank AD.

1.3.2 Agriculture and FisheryAgriculture

Analysis of the state of agriculture

The importance of agriculture in an area is not only reflected in its economic value, but is perceived parallel with other benefits that it brings. This primarily relates to the irreplaceable role of agriculture in maintaining the rural areas, sustainable management of natural resources, then support to the development of other activities (tourism, manufacturing industry, related branches of the economy - production of equipment and packaging, transport, services), as well as the contribution to the preservation of cultural and the natural heritage of the country and etc.

All the important functions of agriculture and its specificity are valid for Montenegro as a whole, and for the area of Niksic. In the Municipality of Niksic agricultural production is one of the main activities of most of the rural population, which is more often the only source of income.

The last two decades, due to expressed economic transition and changes and collapse of numerous industrial capacities, and poor employment opportunities in other sectors, agriculture has had and still has an important role of social shock absorber (stabilizer).

On the scope and structure of agriculture in an area the available agricultural resources have a decisive influence, primarily available and used agricultural land, then the structure and representation of the agricultural population and farms, processing facilities and etc. In this regard, also one of the specificity of Niksic’s agriculture that marked the last decade is the expansive growth of cow milk production. However, this increase in breeding of dairy cows did not follow the increase in the use and processing of agricultural land with the aim of providing livestock feed from domestic sources, which implied feeding with imported concentrated substances. Therefore, the logical sequence is to increase the starting of production costs and reduce the competitiveness of our farmers. Also, the low level of processing results in recultivation of agricultural land and all the changes that it pulls in terms of loss of soil quality and biodiversity changes. From the mentioned reasons, with this plan it must affect on the change of agricultural land management and overall attitude towards agriculture, which must be based on modern knowledge and good practices in accordance with national and EU strategic orientations.

Agricultural land

Municipality of Niksic covers an area of 206,500 ha or 14.95% of the total surface of Montenegro, where the agricultural areas are covering 54,441 ha or 26.3% of the territory of the Municipality. In the structure of agricultural land is dominated by pastures and meadows (about 93%), while arable land, gardens, orchards and vineyards accounted for only 7% of total agricultural land.

The main flat agricultural areas are located in karst areas, such as Niksic field (approximately 4000 ha), Zupa niksicka (700 ha), Grahovsko field (about 700 ha), as well as northern part of the valley Zeta. It must be emphasized that the last ten years, significant flat surfaces of these fields have usurped by residential and partly industrial construction, especially Niksic field, including Parish niksicka. Significant whole surfaces are mountain pastures of Krnovo, Lukavica and Konjsko, and higher valleys that have the character of smaller fields, as well as coves, valleys and karst valleys and that of the larger fields until very fragmentized. Transitional zone consists of hilly slopes and mountain areas around fields and valleys. You can often see higher slopes and plateaus of grassland and pastures that interrupt the continuity of forests and forest complexes, which are very suitable for grazing, and some can be potentially processed.

The structure is dominated by natural rocky land of red soil type and rendzine and eroded terrains with brown lands. Natural conditions are favorable for the production of fodder crops, field crops and vegetables. Some parts are suitable for fruit production, while the most common dominantly pasture meadow areas can make use only through animal production and growing of ruminants.

Analyzing the aspect of availability of surfaces which are used or can potentially be used for agricultural activities, primarily animal husbandry, it is important to mention the participation of underbrush and small sprout forests that dominate in the eastern and north-eastern part of the territory of Niksic (area of Banjani and Grahovo). These areas, together with areas categorized as pastures are used for grazing purposes, or for extensive animal husbandry, which is quite prevalent.

A significant limiting factor when it comes to the use of agricultural land, especially flat arable land, which is not only present in the Municipality of Niksic, but in Montenegro in general, is fragmented plots and the lack of large complex except in the three above-mentioned fields and mountain highland of Krnovo.

As a result of unregulated water regime in the field of Niksic significant flat surfaces are susceptible to floods, which limits their exploitation, while on the other hand, it is emphasized aridity or lack of water in the area of karst, eastern and north-eastern part of the territory of the Municipality.

Results of the Census of Agriculture from 2010 indicate that a total of 6,886 family farms 6,760 of them has about 38,000 ha of agricultural land, while the share of utilized agricultural land, according to the same source, is at a level below 1,000 ha (Table 24). The largest number of farms has up to 0.5 ha (45%), which best indicates fragmentation of holdings, that often represent a limiting factor for the development of agriculture. It should be noted that the Census of Agriculture are not covered by the commercial companies so it is not registered land that is owned by company or state.

Rural population

The total population in the Municipality of Niksic between the two censuses (2003. and 2011.) has been reduced by approximately 4%, while the number of rural - agricultural population (population that spends a lot of time working in agriculture and that's his only activity) increased by 1,2%. In the same period, the number of households with agricultural holdings, according to the results of the agricultural census of 2010, increased by more than 50%, from 4,179 households in 2003 to 6,886 in 2010. This is the best indicator of the role of agriculture as a social buffer, where agriculture is an alternative and additional, and often the only source of income for almost one-third of Niksic households (Table 25). This is particularly evident in times of transition and restructuring or termination of other economic activities. The number of agricultural holdings has increased particularly in the area of suburban areas, while drastically decreased in the rural areas, especially in the most distant villages Banjani, Grahovo, Golija.

From 6886 of the farm households in the area of Niksic, 1,916 of them are engaged in field crop and vegetable production, only 62 orchards and vineyards, 3,830 livestock production, and 522 households combined aspects of livestock and plant production.

Primary agricultural production

Animal husbandry

From the particular branches of agriculture, animal husbandry has the greatest economic importance, both at the level of Montenegro, as well as in the area of the Municipality of Niksic, which is confirmed by the fact that 60% of agricultural holdings engaged in animal production. The importance of animal husbandry is particularly reflected in the fact that with ruminant breeding exploit less productive areas (pastures and meadows), which predominate in the total agricultural area, which contributed to the livestock industry as the leading develop cattle breeding, sheep and goats. In recent times, poultry production gets actuality, while in the swine breeding are presented frequent oscillations.

Cattle production is the most important branch of animal husbandry. The most common are the cattle population of Holstein, Brown and Gray Tyrol race, but the great participation is crossbreeds. In the area of suburban areas and Zupa niksicka is a major orientation for milk production, which is induced by the presence of two dairies (Srna and Nika) and organized the purchase of milk. In this part of Niksic it can say that this is an intensive cattle production or milk production based on the cultivation of highly productive breeds (mainly holstein, something brown and simmental), so that the Niksic is municipality with the most developed milky cattle production. As indicated by the data of control productivity, which in 2011 were included 287 farms with 2,060 cows or 7.2 milking cows in average per farm and the average milk yield of 6,600 kg per cow, which are the largest averages in Montenegro. In distant mountainous areas of the Municipality, especially the area of karst, cattle production is half extensive character, based on the maximum use of pasture, where the main products are milk, which is mainly processed into cheese and meat that is sold mostly as veal, beef and meat of older cows. If you take the national average of milk production per cow of approximately 2,800 kg of milk and 100 kg of meat, we have fact that in the territory of Niksic annually it produces about 18,000 tonnes of milk and 600 tons of meat, which gives the value of cattle production of close to 10 million euros.

Growing of sheep and goats is very important, especially if one takes into account that a significant part of the territory makes karst rocky area with lots of small bushes that best exploit and valorize of these two species. In growing of sheep the main product is lamb meat, and milk to a lesser extent is exploited and processed into milk products, while in the growing of goat besides respected goatling's meat is very significant production of milk that is processed in cheeses, which in the market achieve a high price. The value of sheep production is estimated at about 2 million a year, a value of goat production to about 1 million. In the last few years in the Municipality of Niksic significantly increases the number of goat farms.

For many years, the Ministry of Agriculture provides support to breeding of ruminants (cattle, sheep and goats), which aims not only to strengthen the production, but also the use of available grassland and pasture resources. Support is implemented through annual breeding premiums that every breeder receives, who breeds more than 3 cows, more than 20 sheep or more than 10 goats. In 2011, the breeding premiums included: in cattle production 610 farms (breeders) that they breeded 4,645 cows and heifers, 284 sheep breeders with a total of 16,455 sheep and 108 goat breeders with a total of 3,660 goats. Data about the number of animals that are included in the breeding premiums indicate that the data obtained by the agricultural census is much closer than the real numbers of the data of the Statistical Yearbook.

A very important measure of incentives for cattle breeders - especially ruminants is an incentive for the use of mountain pastures, which is implemented by the seasonal migration of livestock to the mountain summer pastures. This contributes to a more rational use of available land, the preservation of mountain pastures, and in particular the preservation of traditional the summer pasture and typical mountain environment. In 2011, 190 breeders of livestock (cattle, sheep, goats or horses) performed the seasonal migration of livestock and acquired the right to these incentives. The most important summer pastures on the territory of the Municipalities of Niksic are: Krnovo, Lukavica, Lola, Konjsko, then Vojnik, Vucje, Bare Bojovica, Duga, Javorak, Njegos, Stirni Do, Bijela Gora etc.

Pig production is the most represented in the form of seasonal fattening for household needs and in lesser scope for the market. On this fact is best shown by the Census of Agriculture data, by which is in the territory of Niksic recorded 10,300 swine, of which approximately 9,500 swine of various age categories intended for seasonal fattening, and the rest are breeding animals. Fattening material is produced in part on the territory of Niksic, but a larger volume is imported.

The poultry production is based on the cultivation of hens and chickens, and occasionally other poultry (turkeys and geese). Currently in Niksic, there are eight registered commercial farms for breeding hens and egg production for consumption capacity of 1,000 to 16,000. There are a number of mini producers of poultry meat based on the cultivation of chickens, which produce for the needs their households and for the market.

Beekeeping is a very interesting and attractive rural branch. In the Municipality of Niksic is grown to about 8,000 beehives, which at an average yield of honey from only 12 kg gives a production of about 100 tons of honey, which is about 1 million per year of market value. Besides honey significant revenue is realized and from other bee products, such as wax, pollen, royal jelly, propolis, and indirect benefits of bees (pollination of fruit and field crops) are many times greater than direct. Beekeepers are well organized in Niksic through

Beekeepers Association, which brings together more than 300 active beekeepers. This society is one of the largest and most organized in Montenegro.

Fishery, given the available water resources, could be one of the most important activities. This primarily refers to the trout breeding, but also to other aquaculture organisms (crabs and frogs). In the area of Niksic currently there are five fishponds in which it is grown trout and salmon, and two flowing fishponds (up to 100 Rastovac with capacity of 100t and Vir with capacity of 50t), a cage fishpond (on the lake Krupac with capacity of around 10 tonnes) and two cage fishponds near Glava Zete. Organizing cage's fish breeding in the existing lake capacities is limited due to the large variation in water levels (from complete discharge during the summer to overflow and flooding during the winter). However, there are great opportunities for greater fishing (trout) production on the water flows. Besides intensive fattening fishing is realized through individual and sport fishing on rivers and lakes.

It is important to mention the activity of hunting crabs and frogs from water surfaces, especially channels that drains water from accumulations Krupac and Slano to the hydroelectric power plant "Perućica". New economic activity before the transition period brought significant income of Niksic population that gravitates these water surfaces. In that period were active purchase stations and companies were active and they were exporting crabs and frogs on the markets of European countries. Today, these activities actualize again. Crop production

Bearing in mind the available agricultural land, as well as its other conditions, it can be said that the relatively low share of arable land is in total agricultural areas. Arable land is mainly used for crop-vegetable production.

According to official statistics, corn is the most widely field crop, if the real impression in the field is greater representation of grain (barley, rye, wheat) and potatoes. According to available data, it is declining interest in growing of wheat, but certainly growing interest in growing of rye and barley. These grain types are more grown and as required culture in parallel commercial production of potatoes.

It is more noticeable interest in the growing of buckwheat, which has contributed to higher demand for buckwheat and products from it, especially in the affirmation of national cuisine, healthy food etc. Most of the produced quantities of wheat, barley and corn are used in the milling industry, and partly for animal feed.

In total crop - vegetable production by the total value commercial potato production dominates (mercantile and seed), which is otherwise the last ten years on the rise. Very good agro-ecological conditions for the production of mercantile and seed potatoes provide mountain plateau of Krnovo and Lukavica, where the last 10 to 15 years of steadily increasing areas under this crop and increases the number of manufacturers.

From the vegetable cultures are represented cabbage, beans, onions, carrots, peas and others, which is mainly grown for household needs and to a lesser scope because of placing on the market. According to statistical data, it can be seen that the surface under certain vegetable cultures generally decreased, but the volume of production generally maintained or even increased, which means that the yields increased due to better application of necessary agro-technical measures. An increasing number of farms, especially those in the lowlands raise less plastic greenhouses and organize the production of vegetables in a protected area (mostly salads, onions, spinach, chard, as well as peppers and tomatoes). Part of this production ends up in restaurants in the local markets and minimarkets. However, in vegetable crops by Census of Agriculture are registered significantly less area than the statistical data are in Table 26 (eg. potatoes on 170 ha, and other vegetables on 87 ha).

Significant support to the development crop-vegetable production is given by the Ministry of Agriculture and Rural Development of Montenegro, which, after the adoption of the National Programme for the development of agriculture and rural areas in 2008, provides incentives for the establishment of annual or perennial crops, potatoes and fodder crops for the areas over 0.5 ha, with the condition that they use seeds of certified producers.

Production of fruits

Orcharding has declining trend in production in quantitative and qualitative terms. The most common types of fruit are plums, apples and pears. Statistical data indicate an increase in the number of bearing trees of pear and apple, as well as grapevines, while with the plum it is presented decline in the number of bearing trees caused above all of diseases (Table 27). Bearing in mind that the results of the agricultural census in 2010.year with fruit production similar to the vegetable crop indicate a significantly lower number of bearing trees of all kinds of fruit and grape vines, it is realistic to assume that the volume of fruit production is less than the statistical data.

The aforementioned fruit species are mainly grown in gardens or on a small area for planting, often without the use of appropriate agricultural practices (processing fertilization, pruning, protection from disease and frost, irrigation), so fertility is low and often alternative (every second or third year). This is beside the weather, the main reason for the fairly large variations in yield. Orchards are mostly mixed with a large number of varieties for each fruit species. Plum as the dominant fruit species, significantly and pears are mainly used for the production of brandy while the lower part is processed into jams and delicacy, dried and consumed or sold on the market in fresh condition.

When it comes to fruit production should be noted that in the last 7-8 years significantly affirmed growing of berries and stone fruit, primarily raspberries, blackberries and cherries. This contributed to the support measures of the Ministry of Agriculture and Rural Development, before through the allocation of free seedlings, and in the last five years through support to plant of perennial plants, where is applied payment per hectare. Through the work of advisory services should provide a stronger technical and professional assistance for selecting the type, plant and maintenance of crops.

Growing grapevine on the territory of Niksic is present mainly in the eastern part of the Municipality (Nudo and environment), in the karst climate, which is influenced by the mild Mediterranean climate. Many old vineyards in that climate in the last few years are revitalized or established new. In the last 5-6 years in our community has come to the affirmation of some old fruit varieties. An excellent example of rural development, good practices of sustainable resource management, conservation of genetic resources, employment in rural areas and increase household income is the affirmation of self-grown fruit species Cornelian cherry. By promoting this kind of fruit is engaged Association "Days of cornelian cherries", who animated a large part of the rural population to the preservation of trees on their properties cornelian and organized them for ransom. This example in our community can serve as an example of good practice in the region.

Medicinal and aromatic plants and fruits of the forest in spite of significant natural resources and floristic richness of meadow, pasture and forest areas are still not sufficiently exploited. Collection of medicinal herbs and forest fruits (blackberry, sipurak, etc.) is generally disorganized and individual character. In addition to significant natural potential for the collection of wild medicinal and aromatic plants, there are very good conditions for plantation cultivation of, for example, sage, wild thyme, lemon balm, heather, cantarion, mallow, etc. There are minor, temporary purchase stations and checkpoints for seasonal collecting mushrooms (porcini and chanterelle) and other forest fruits, but no adequate facilities for drying, processing and packaging. In Niksic, there were several distilleries of essential oils that may have been responsible for the development of this activity in our rural areas. There are positive signals that even this year could open a large company for the purchase, processing and export of medicinal herbs.

STATE OF AGRICULTURAL INDUSTRY - PROCESSING CAPACITIES

In Niksic is produced the most food of all municipalities in Montenegro. Food production, despite positive developments in recent years, is still characterized by a low level of finalization of agricultural products, significiant share of self-supply of the rural population, and placement of agricultural products through unregistered channels. Primary agriculture and food industry make up an indivisible whole in food production. It is therefore vital and competitive food-processing sector and it is an important factor in the development of agriculture and rural areas.

In the Municipality of Niksic in the past 15 years, were opened or reactivated more food-processing capacities that were significantly contributed to a better vertical connections in the food chain in this area and beyond.

So in the dairy sector established dairy "Srna" that buys milk from the territory of Niksic (about 350 subcontractors), as well as from other municipalities. Daily it processes 10-12000 kg of milk and produces more types of milky-acidic products and pasteurized milk, and the same sells in almost all cities of Montenegro.

Dairy "Nika" was privatized and restructured of former state dairy ("Agroprodukt") that in his possession has a cow farm of 300 cows (Kapino field). Besides its own production of milk, extra quantities of milk it purchases from about 250 farmers and processes daily 8-10000 kg of milk. Besides milky-acidic products, it produces several types of high-quality cheeses from conventional production, it has produced even organic dairy products (organic yogurt and organic cheese). This production has been certified with the "Monteorganica" national certification company. Besides these dairies there are several registered mini factories for the production of cheese, craft’s type, but with good perspective.

Very important industrial capacity represents the meat industry 'Goranovic' 'which is a leader, not only in Montenegro, but among the better meat industries in the region. Besides modern processing plants they have modern slaughterhouse for all types of livestock. A significant part of the needs in meat processing or placement in fresh condition they are supplied with repurchase from farmers from Niksic, Pluzine, Zabljak, Savnik and even other municipalities in Montenegro. It produces a wide range of products (over 100) and sells them not only in Montenegro but in almost all countries of the region.

There are more registered entrepreneurs, who possess butcher’s shops and who also perform the purchase of livestock from farmers, the most important among them are the butcher’s shops ‘Radovic’, ‘Miljanić’, ‘Bijelic’ and others.

The company "Monteziv" has modern well equipped facilities for fattening of chickens and for the production of eggs for consumption, as well as modern slaughterhouse for poultry and poultry meat processing. These capacities in recent years are not exploited, but can be a driver of further development of poultry production in the area of Niksic and beyond. ‘Brewery Trebjesa’ was founded in Niksic in 1896. It has always been known for Niksic beer, one of the oldest and most respected brands, whose quality and tradition represent a symbol of both the Brewery and the town of Niksic

Owner of Brewery Trebjesa is an American-Canadian company Molson Coors. ‘Molson Coors’ Brewing Company (Molson Coors Brewing Company) is a leading global brewing company with extraordinary brands that amaze beer lovers around the world. The company produces, sells and advertises range of leading premium brands such as: Coors Light, Molson Canadian, Carling, Staropramen, Blue Moon, and Cobra in North and South America, Europe and Asia. It has operating segments in Canada through Molson Coors Canada; in the US through MillerCoors; in the UK and Ireland through Molson Coors UK; in Central Europe through Molson Coors Central Europe; and in international markets through Molson Coors International.

More than 90 percent of the beer sold in Montenegro comes from Niksic, Brewery Trebjesa and produces are exported to many countries of which the most important

markets are Serbia, Albania, Bosnia and Herzegovina, Kosovo, Australia and the United States. The Brewery today employs about 300 workers of various profiles.

The company "Neksan" offers modernly equipped distillery for the production of spirits and wines. In recent years, part of the demand for grapes for wine production, the company supply purchases from primary producers, and intends to expand the network of purchase.

"Niksic mill" AD for several decades engaged in cereal processing and production of various types of bread flour and by-products, so the market surplus of cereals can be sold through the mill. The company was privatized and successfully operates in compliance with all standards.

Bakery has always occupied an important place in Niksic agro-industry. Besides, the oldest ‘City bakery’, now in Niksic successfully operate several of them, including "Uniprom", "Trend", "Miljanic", "Bozovic", "Ivaleks" and others. In addition to meeting the needs of breads and baked goods of Niksic, these company cover part of the market of Podgorica and Montenegrin coast.

A large number of agricultural holdings organize the processing of agricultural products within their own households, especially when it comes to fruit in various types of brandy, then processing into jams, processing and canning vegetables etc. Part of these products are sold on the market.

INCENTIVES IN AGRICULTURE

Ministry of Agriculture and Rural Development through strategic documents: Strategy for development of agriculture and rural areas in 2006 and the National Programme for the development of agriculture and rural areas in 2008 defined the extent of agricultural policy, whose three main objectives are: sustainable development of agriculture, raising the competitiveness of our producers and rural development. For this purpose, a number of incentives for primary agricultural production and processing sector are realized through the following agro budget lines:

- Breeding premiums in cattle, sheep and goats production (per head of breeding animals),

- Support to development of market milk production and delivery of milk to dairies (per kg milk supplied),

- The premiums for the slaughter of cattle and support the placement of the registered slaughterhouses,

- Support to husbandry-vegetable production (per ha seeded area of cereals, potatoes and fodder crops),

- Support to planting of perennial crops (per ha of area), - Support for organic agriculture, - Support to the conservation of genetic resources in agriculture, - Supporting investments in agriculture (purchase of equipment and machinery,

construction, construction of greenhouses and processing plants, procurement breeding animals, etc.),

- Support to the use of mountain pastures, through migration of livestock on summer pastures,

- Support to the improvement of product quality (introduction of HACCP system and standards for food safety).

OBJECTIVES OF THE MUNICIPALITY NIKSIC FOR AGRICULTURE AND RURAL DEVELOPMENT

The main objectives of agricultural development at the municipal level shall be in accordance with the basic principles in the development of agriculture, which are defined with strategic documents at the state level, such as: increasing competitiveness, sustainable management of resources and a comprehensive program of rural development. It has to start from the fact that agriculture has multifunctional character, ie. importance of agriculture is far greater than the amount of production some quantities of food. In this sense, agriculture has an irreplaceable role in sustainable development and the preservation of rural areas, the economic role by providing a source of income and employment, then as a very important link in the development of tourism, ecological role in protection against erosion, preservation of landscapes, etc.

Bearing all this in mind, for the main objectives in the development of agriculture Niksic can be outlined:

- Protecting existing potential of agricultural land from further degradation and conversion to construction land,

- Education of farmers and rural population about modern trends in agriculture and good rural practices,

- Development of agricultural activity as a main or additional source of income for the rural population and the population in suburban areas,

- Improving the complete infrastructure in all villages where the population is kept, in order to stop the trend of further depopulation (good road infrastructure, schools, infirmary and other facilities),

- The affirmation of traditional technologies and products from this area, improvement of organic agriculture in all areas,

- The development of rural tourism,- Diversification of activities in rural areas (encouraging traditional handicrafts, crafts, etc.), - Firmly connect with tourism and sales of products (especially traditional) almost

exclusively through tourism, which significantly completes the tourist offer, - The creation of large goods producers and their associating in the association -

cooperative for the joint appearance on the market, - Strengthening the role of agriculture as an important component in the preservation of

the cultural heritage of the Montenegrin village, - Development of activities for the processing and packaging of agricultural products, - Strengthening of horizontal and vertical connections in the food chain and others. - Support to organizations that are engaged in the promotion of local natural and

agricultural resources and rural development.

1.4 TRANSPORTATION AND COMMUNICATIONS

Road transportation

Municipality of Niksic belongs to the central region of Montenegro and has a very favorable traffic - geographical position in relation to the entire road network in Montenegro. The road network consists of major, regional, local and unclassified roads. On the main road network in the Municipality of Niksic affect limiting factors: unfavorable topography and geological structure of the field, prominent seasonal cyclicality in the use of road infrastructure and reduced permeability of traffic in the urban area, through which it passes. In line with the strategic objective (National Transport Development Strategy), safe and secure transport, in the last period have been taken measures to increase the quality of transport infrastructure: the construction of new sections, resolving of bottlenecks - construction of bypasses and traffic lanes for slow driving and reconstruction of critical sections.

In the previous period, the following activities were realized to improve transportation infrastructure, or creating conditions for the safe and secure transport:

The new main road: Priboj (town in Serbia) - Pljevlja – Zabljak – Niksic – Boka Kotorska, section through the Municipality of Niksic, from Grahovo to Vilusi was built a new road; from Vilusi to Niksic is used existing main road M-6.

Phase II of the bypass, which represents a section of the main road M-18.

In the Municipality of Niksic activities are underway on the construction and reconstruction of roads:

On the main road M-18, the construction of a bypass around Niksic (Phase III) in the length of about 10 km, which represents the completion of road Podgorica - Niksic - Pluzine;

On the main road M-6 Vilusi - Niksic, the works are performed on the reconstruction part of the road with a length of 5.50 km including the construction of a third lane, in Kuside in the length of 2.75 km. For the area of the Municipality of Niksic are significiant the following roads that

have regional significance: R-5 Djurdjevica Tara – Zabljak – Savnik – Niksic (on the most part is covered by the

newly completed section of the main road Pljevlja - Boka Kotorska), R-6 Vir – Krstac (town in BiH) R-11 Risan – Grahovo – Vilusi (on the central part is covered by the newly completed

section of the main road Pljevlja - Boka Kotorska), R-12 Vilusi – Deleusa (town in BiH) R-15 Cekanje – Cevo – Ridjani R-23 Danilovgrad – Markovina – Cevo – Resna – Grahovo – Nudo (town in BiH).

The road network of regional roads in the Municipality of Niksic is quite worn out, making it difficult to maintain, so there are plenty of critical points, especially at higher altitudes. The exception is the regional road R - 12, where it is completed reconstruction of section Vilusi - Petrovici.

In the Municipality of Niksic, from the aspect of integration of transport in the European road network is particularly important Adriatic-Ionian direction.

Municipal and unclassified roads

Bearing in mind that the Municipality of Niksic is territorially the largest municipality in Montenegro, intentedness of the road network is satisfactory in terms of connection with the city, suburban and rural areas of the Municipality.

The largest part of the road network is asphalt pavement surface, while the lower part is with macadam surface.

Streets in settlements were formed in parallel with the construction of settlements. They are constructed of asphalt pavement surface, and many are without sidewalks and curbs. They are mostly equipped with public lighting, while other infrastructure was not performed. The development of the suburban settlements were not accompanied by the construction of road infrastructure in accordance with the standards and technical documentation.

City roads are generally constructed as modern roads, with associated road infrastructure, with asphalt pavement surface, curbs and sidewalks, street lighting, arranged green areas, urban furniture, fecal and atmospheric sewerage and telecommunications installations.

Public transport of passengers In the Municipality of Niksic is provided as a public passenger transport as bus

suburban transport (public mass passenger transport -PMST) and the taxi transport. City transportation is not organized.

The system of urban and suburban passenger traffic in the Municipality of Niksic was organized on lines that were established in the plan of urban and suburban roads transportation on the territory of the Municipality of Niksic, and that to carriers are assigned by public competition. By this plan, lines are grouped on the basis of profitability and territorial affiliation into 5 groups of 18 lines and 26 individual lines. The plan is for each line specifies the number and name of a line, the maintenance period, the length of the line, turnaround time, the route line, order number and name, as well the minimum departures with specific time of departure and the minimum number of vehicles required to perform this form of transportation with an indication by which lines transport will perform with small buses. Transportation on these lines performs companies and entrepreneurs.

Traffic in the standby mode

Construction of new residential, commercial, and residential and commercial buildings as well as the increased level of motorization in recent years has opened the issue of lack of a sufficient number of parking spaces. Problem is expressed not only in the most narrow part of the city, where there is the greatest density of attractive content, and the largest concentration of users' requirements for traffic in the standby mode, but also in other city neighborhoods. Planning of these capacities represents urban problem that requires a methodical approach in order to provide the necessary number of parking spaces and access to the city core to everyone who wants that.

This problem will be solved by applying the Decision on public car parks in the Municipality of Niksic, which prescribes the establishment of parking zones and parking fee in those zones, as well as the construction of new parking lots and garages provided by planning documentation.

The pedestrian and bicycle traffic

The system of footpaths consists of sidewalks along roads (in line with available space), the paved area in front of buildings, as well as independent landscaped paths and squares.

Pedestrian streets or pedestrian corridors are partly formed in the city center, where pedestrian movements are the most intense. On the formation of pedestrian flows in the center has the greatest impact location of public facilities (municipal building, hospital, hotel ...). It can be concluded that in recent years on the newly constructed roads achieved

good continuity and quality of pedestrian traffic, but it is necessary to continuously work on improving existing pavement (with special reference to the city core).

Infrastructure for the conduct of bicycle traffic in the municipality is not well developed, although there are initiatives for its introduction, especially for recreational purposes. Construction of bicycle paths and lanes requirements studious approach, which does not refer only on the bike paths but also the construction of parking spaces for bicycles, renting system development, development of a network of bicycle paths, training of participants of this type of traffic and its promotion.

Railway traffic

Condition of the railway network in Montenegro is not satisfactory by density and not by quality.

The existing railway network in Montenegro consists of single-track line, normal width:

Vrbnica – Bar Podgorica – Tuzi Podgorica – Niksic.

In May 2006.year works began on the modernization and electrification of the railway Niksic - Podgorica. Works on repair and electrification of the railway line, was completed in 2012, allowing the transport of passengers and cargo. The railway Podgorica - Niksic is categorized as a railroad B2 (maximum permissible load is 18t / axle or 6,4t / m').

Air transport

Sports airport Kapino field is located about 3 km from the center of of Niksic. It was built 80 years ago and for decades was the center for training of pilots and skydiving. Once it was the only one in Yugoslavia who owned a certificate for training pilots from abroad.

The choice of Montenegro, or municipality Niksic for the host the 31st World Parachuting Championships in classical disciplines and 5th Junior Championships in parachuting, which were held in 2010, required the reconstruction of the airport. Then the grass runway replaced by asphalt runway length of 1,450 m and width of 30 m, connector was built from the runway to the hangar with a length of 350 m and a width of 15 m, also parking area length of 60 m and width of 22 m, and the access road was reconstructed and set the fence. It was completely reconstructed hangar area of 1926.95 m2, within which are located office premises, classrooms and three rooms for the night, and was also built a small restaurant.

Construction of airports has continued through projects financed from IPA funds, namely the CBC IPA Adriatic. Within the project "Strengthening and networking of small airports in the Adriatic area" (A3-NET), were built two taxiways and two platforms. The implementation of the project "Cross-border networking aero" - CAN is in progress in which it was planned construction of PSS earthy-grassy pavement constructione and two

administrative couplings. How after two tenders were not received acceptable financial offer, request was sent to modify the activities and the construction of the tower and administration building.

Aero Club "Niksic" which was established in 1928, in addition to aviation activities, training of pilots, gliders, parachutists and aircraft modelers successfully organizes aviation events, aero rallies and competitions. Until now they have organized tens of competitions, national championships in motor flying, gliding, parachuting and others.

Airport of Kapino Field is an ideal destination for light aviation. On the track can be performed landings and take-offs of all aircrafts of general aviation. In due time the airport can be used for taxi transport, business aviation flights, and in the long term has the option of performing public transport in regional transport by aircrafts with capacity up to 50 seats.

The prevailing wind directions and speeds indicate that the location is ideal for a wide range of recreational and educational flight. The location is perfect for skydiving, ultra-light aircraft flying, ballooning and other related activities.

At the airport of Kapino Field, lovers of avio sports can rent a plane, jump with a parachute, fly with ultra light plane or enjoy in panoramic flight.

Telecommunications

In the Municipality of Niksic operate three mobile operators: M-Tel, Telenor and T-mobile; two fixed telephony operators: T-Com and M-tel (which offer internet services) and cable TV operators: Elta mont, BBM, T-Com, Total TV, M - kabal.

Local public broadcaster RTV Niksic

Local public service monitors the activities of citizens and reports about current events in the Municipality. Radio and Television of Niksic are two independent sections of the media system. Radio Niksic was started in 1973.year, and Television Niksic was started in 1995.year. Television of Niksic since May 2013.year is networked to the cable system - Extra TV, so with this signal it covered 85% of the territory of Montenegro. Technical equipment of RTVNK is not in accordance with modern standards. This media company owns the broadcasting car with 4 chains of camera, 5 studio and terrain cameras, a program is emitted with 5 transmitters. According to the Law on electronic media, RTV of Niksic is funded partly from the budget of the founder - the Municipality, but part of marketing services, projects, competitions. The process of transition from analogue to digital broadcasting must be completed by 2017.year.

1.5 ENVIRONMENT

The environment is a natural environment: air, land, water and sea, flora and fauna; phenomena and effects: climate, ionizing and non-ionizing radiation, noise and vibration, as well as environment created by man: towns and other settlements, cultural and historical heritage, infrastructure, industrial and other facilities.

Environmental protection ensures integrated preservation of environmental quality, biodiversity and landscape diversity, rational use of natural resources and energy in the most favorable way for the environment, as a basic condition for the healthy and sustainable development.

1.5.1 Management of waste

Jobs of collection, transport and disposal of municipal waste in the Municipality of Niksic are the responsibility of the Public Utility Company. Collection of waste is done with 70℅ territory (urban area and suburbs, where the largest concentration of population) and is currently being stored in temporary landfill Mislov do, whose area is 2 ha and is located 6.5 km south of the city. Guardian service was organized for 24 h.

In order to reduce the negative impact of waste on the environment and increase economic benefits of waste management through the transformation of waste into a resource, the Municipality of Niksic will in the following period implement sustainable modern waste management system, which is in line with European legislation (the conversion of waste into thermal and electrical power ).

Underway is development of local Waste Management Plan for the period 2014-2018. years.

1.5.2 Water management

Water supply

Municipality of Niksic is supplied with drinking water from the central city water supply system managed by PC "Plumbing and Sewerage". The system of water supply sources are included:

- Upper Vidrovan average yield of approximately 350 l / s;

- Lower Vidrovan average yield of approximately 300 l / s;

- Two wells on the location of Lower Vidrovan capacity of 20 l / s and

To improve water supply, it is necessary to pay special attention to losses and water consumption. Losses in the water network must be reduced, both physically, timely repairs and reconstructions of network and administrative eliminating any arbitrary consumption. It is necessary to take more actions to eliminate improper, excessive and illegal consumption.

The sources of the Upper and Lower Vidrovan can fully meet the needs of all consumers in the city and suburbs around 10 months of the year, while the source Poklonci provides about 200 l/s in the dry season i.e.. during the summer 1-2 months.Besides the public water system on the territory of Municipality there are a number of rural - local water supply systems: Grahovo, Zupa, Bogetici, Sipacno, Orah and Sume that are connected on the city plumbing. Coverage of the population and the economy from a public water system is 90%. Local water systems cover 10% of the population.

Urban water supply system is managed by PC "Plumbing and Sewerage". This system is based on the abstraction ground waters from the source of the Zeta River on localities Upper and Lower Vidrovan with variable total capacity of over 1500 l/s (maximum) up to 300 l/s (minimum) during the dry season. An inability to available quantities of water regularly supply all consumers during the dry season (August - September), it is provided additional amounts of water from the sorce Poklonci in the coastal area of Lake Krupac up to 200 l/s.

Gravity steel pipeline with profiles 1.000 mm has a permeability of about 1,200 l/s. This water is transported by pipeline to the pumping station Duklo, but further with distribution network to consumers and reservoirs on Trebjesa, which have a capacity of 3 x 2500 m3.

The distribution network consists of pipes of different materials and profiles 50-700 mm in diameter, with a total length of over 400 km. The largest part of the network is old of 20 to 40 years. The losses in the system according to analyzes are 35-40%. The biggest losses were identified on household connections, old galvanized pipes and other pipes of smaller profiles in the distribution network. There were also losses in the manhole. On the main transportation pipes of larger diameter there are no significant losses. In 2011.year, through the IPA fund, Plumbing has received equipment for determining losses.

Wastewaters

Sewage network for wastewater was built in the central city area on the surface area of about 350 ha. All waste water evacuate to the main collector to the treatment plant at the site of Studenac. Completion of construction of wastewater treatment plant is scheduled to end in 2014.year.

By the Master Plan, the waste waters from a specialized hospital for pulmonary diseases, "Dr Jovan Bulajic" in Brezovik are defined as one of the major environmental problems of the Municipality, primarily because of protection of Zeta River. In this sense, a facility for wastewater treatment plant (WWTP) of specialized Hospital for Pulmonary Diseases "Dr John Bulajić" was built, which was completed in 2007.year.

1.5.3 The control of air

Systematic automatic measurements of emission concentrations of pollutants inthe air in Niksic is continuously implemented since mid-2009. Location automatic measuring station in the yard of the high school "Stojan Cerovic", which is used for automatic measurement of sulfur dioxide, ground-level ozone, nitrogen monoxide, nitrogen dioxide, total nitrogen oxides, PM10 particles, heavy metal content, benzo (a) pyrene, relevant representatives PAH- s (markers of benzo (a) pyrene), total PAHs in PM10 and meteorological parameters.

By analyzing the results of the measurements for the period from 2009 to 2013, it was noted that the main pollutants: sulfur dioxide, nitrogen dioxide, carbon monoxide and content of lead, nickel and arsenic in PM10 particles were below the prescribed limit values, while cadmium in PM10 particles and benzo (a) pyrene, calculated as the average value, were above the prescribed target value.

Overdrafts are the result of traffic and industrial processes.On the basis of the Law on Air Protection ("Official Gazette of Montenegro", no. 25/10,

40/11) Secretariat for Spatial Planning and Environmental Protection has issued Plan of air quality.

1.5.4 Natural heritage, management and conservation of natural resourcesSecretariat for Spatial Planning and Environment engages in the state of the

environment in Municipality of Niksic. The highest levels of air pollution in Niksic are related to industrial production, utility area and traffic.

Radioactive burden of the population, caused by exposure to radon, is at the level of the European average.

Based on monitored parameters, it is evident that almost the entire watercourse of

river Zeta is loaded with the content of phosphate and nitrite, which is a clear indicator of the impact of municipal wastewater and organic load of industrial waste water.

Municipality of Niksic, as a territorial the largest Municipality in Montenegro is characterized by a very specific geomorphological, climate, biodiversity and other characteristics from the aspect of environmental protection.

In the Municipality of Niksic until now are protected only two objects of nature: Botanical Garden (arboretum) of Kovacevic family in Grahovo (as a monument of nature) and the park-forest Trebjesa as a unique natural area.

As the potential objects of nature for protection have been proposed: Orijen with Bijela gora, the prohibition of King Nikola, wellsprings of Gracanica, Lukavica with large and small Zurim, puddle on Big Osječenica near Grahovo (habitat of small newts - Triturus vulgaris), community forest of Balkan dioskorea and white hornbeam (Dioscorea Carpinetum orientalis), community forest munica pine (Pinetum heldreichii mediterraneo - montanum) on Stitovo and Prekornica, community forest of maple and linden tree (Acer obtusati-Tilietum mixtum), in the locality of Gradina near Grahovo (above Nudo), forest communities of bear’s hazel tree and hornbeam (Cory colurnae- Ostryetum carpinifoliae) on the locality of Jasenovo field to the Great Javorak, gigantic tree Pancic transitional maklen (Acer intermedium) in Brocanac near Niksic, Bjelosevska bara (near upper Morakovo), intermittent source (potajnica) Vidov potok in Gornje Polje and Estavela Gornjepoljski vir. This is the most famous and largest estavela (source-abyss) in the Dinaric mountain system.

1.5.4.1 Parks, hunting and fishing, forest management and biodiversity protection

ParksPublic green areas in our city maintained by PUC Niksic. Under the lawns there is

about 176 000 m². Number of trees in the green areas as well as in the framework a row of trees is about 5,600, about 5,500 bushes.

Hedge is planted in the length of 3.358 m, roses were planted on 370 m², and seasonal flowers and Perrin (perennial flowers) on 620 m². Central City Park is situated within the boundaries of the protected object of nature park-forest Trebjesa.

On city greenery particularly negative impact has air pollution.

Hunting and fishing

Wild animals are renewable natural resource of general interest owned by the state, which enjoy special protection. The government establishes hunting grounds and they are the basic unit of management in hunting because they represent natural and rounded hunting economic entity for breeding of wild animals and successful development of hunting.

The hunting grounds "Niksic" and "Grahovo" are typically mountainous hunting grounds, while hunting ground "Bratogošt" is hilly and mountainous. They are favorable habitat conditions for: chamois, bears, wolves, deers, wild pigs, rabbits, partridges, wild ducks and other species of wildlife (mammals and birds).

In the aim of sustainable management and use of natural resources is necessary to take measures for maintenance, renewal and reaching number and quality of wildlife to natural and other resources of hunting grounds. It strives to achieve optimal population density of population, the vitality of individuals in good health and reproductive ability, as well as achieving good trophy value. Hunting tourism is important segment of hunting as an economic branch, which is in our country so far been ignored. By developing of hunting of Montenegro provided a significant increase in the number of wild animals, which requires investment of funds on breeding of wild animals (food, arranging of hunting grounds, protection of wildlife, personnel in hunting, etc.). It is necessary valorization of the value of wildlife through hunting tourism, meat of wildlfe and of wildlife pieces (skin, horns, etc.). Modern hunting tourism development requires specific guidance of hunting development. One of the development guidelines was set by regionalization space and the establishment of hunting areas, as planned - organizational units. As users of hunting grounds, which provide hunting - tourist services, professionals will monitor tourist hunters in hunting and enable a successful hunt. For big wild animals, a successful hunt means the appropriate trophy value for which the hunter showed interest. The plan is to develop hunting tourism economy in accordance with the Law on wild animals and hunting and other laws. Return of our country to the international tourist market, and bearing in mind that this region represented one of the most important hunting areas in the region, creates a presumption that hunters from Italy, Germany, Austria, etc. Again form the basis of a foreign tourist turnover in the hunting ground.

Monitoring the status of biodiversity in the Municipality of Niksic performs significantly since 2000.year in the objects of nature that are proposed for protection based on expert analysis of the Department for the Environment, Nature Protection Institute of Montenegro and other institutions and individuals.

The protection of biodiversity should be directed towards the establishment of a system of protected areas in accordance with international criteria, then it is essential to the sustainable use of resources of wild flora and fauna, which includes the establishment of control hunting wild animals and gathering wild plants and control of rare and endangered species of wild fauna and flora.

Flora and fauna

From a total of 3,250 species of vascular plants (ferns and flowering plants) of Montenegro in this area are represented more than 2,000 species, which represents compared to some European countries (United Kingdom 1,500 species, Netherlands 1400, Hungary 2200) outstanding natural resource. Index S / A for vascular plants of Montenegro is 0.837 and represents the highest recorded value of all European countries and at the global level Montenegro belongs to the Mediterranean "hot - spot" of biodiversity.

On the territory of the Municipality of Niksic are concluded a great number of endemic, tertiary-relic and rare plant species. Many of these species are of international importance, and some are protected by CITES convention. A special stamp to flora of area of Niksic gives extremely presence of wild herbs which provides a good basis for the development of the pharmaceutical industry, as well as the presence of honey plants, and also many species in this area are used for biologically highly valuable fruit.

Area of Niksic is characterized by specific fauna within the noted presence of endemic and rare species, and species of international importance. Some of the species are found in European and world red lists for which are established risk categories. It is

particularly important to note that certain areas of the Municipality as well as the accumulation of Niksic, mountain Golia and Zeta river valley belong to the IBA areas.

It may be noted insufficient exploration of certain parts of the territory of the municipality, which has resulted in a large variety of data relating to the distribution of species and with it on biodiversity in general. Some parts are very good from the aspect of flora and fauna investigated and known, while about the other very little is known, mainly on the basis of old and scarce data. This has the effect and may have inadequate making of decision, keeping, monitoring and management of biodiversity due to the lack of data in certain regions.

Mountain Golija is due to the great biological diversity, which was confirmed by international scientific - research expeditions that have remained in this area in the last few years, was nominated to enter into two ecological network NATURA 2000 and EMERALD. It is important to point out that with these studies found a rare and endemic species that are by statements of these scientists completely new to science.

1.5.4.2 Contaminated sites and soil pollution, natural hazards and technological risks

Dangerous and harmful substances in soil

Test results of soil pollution in 2010.year indicate that in some locations there is a deviation from the norms prescribed by the Regulations regarding the content of inorganic pollutants (chromium, nickel, arsenic, copper, zinc, cadmium, plumb and boron) and organic pollutants (polyaromatic hydrocarbons and polychlorinated biphenyls ), while the content of other inorganic and organic pollutants are below MAC standardized regulation.

Soil contamination from the atmosphere

In investigations of possible soil contamination from the atmosphere (emissions that occur as a result of industrial and technological processes, combustion of fossil fuels in industry, as well as the work of individual and local boiler houses) and achieving the most realistic picture of the degree of contamination, the cause was present at the location specified on representative manner showed the impact of Steelworks on surrounding land. Results did not show the negative effects of operation of the plant in 2011.year, in terms of increased content of organic and inorganic pollutants in the soil.

The results of the analysis of the impact of emissions from motor vehicles have shown that concentrations of lead are (which is an indicator of inorganic exhaust gases) and polyaromatic hydrocarbons (which represent organic indicators of exhaust gases), in the soil along roads, in the MAC limits.

showed that the concentrations of lead (which is an indicator of inorganic exhaust gases) and polyaromatic hydrocarbons (which represent organic indicators of exhaust gases), in soil along the roads, are in the MDC limits.

Unselected and improper disposal of industrial or communal waste

The degree of soil contamination in some locations is increased due to unselected and improperly disposed of industrial and communal waste at specific locations in the Municipality of Niksic, primarily in the vicinity of industrial waste landfill of Steelworks.

Local government includes the right of citizens and local authorities that within the limits established by the Act, regulate and manage certain public and other affairs under their own responsibility and in the interests of the local population. In accordance with the Law on Local Self-Government (Official Gazette of Montenegro 42/03, 28/04, 75/05, 13/06), it is established the functional structure of local government for Municipality of Niksic.

For the performance of local government established by law, the Statute of the Municipality and other regulations have been established authorities and local authority services. Local government bodies have been established as secretariats, directorates, departments and bureaus.

Based on the analysis, SWOT analysis and identified potentials for the development of the Municipality, within the Strategic Development Plan for period 2014 – 2019.year, defines the objective of development of the Municipality of Niksic:

Description

Municipality of Niksic is in the process of improving and expanding the collection and treatment of wastewater from the city. For this purpose it is necessary to build a new plant for waste water with an average flow of 15,422 m³ / d and maximum BOD equivalent load of 2 x 55,000 ES (population equivalent). It is expected that the maximum flow rate is 18,864 m³ / d for the biggest BOD load of 6,233.5 kg / day.

Description

The Municipality of Niksic in 2012.year, adopted the Decision on the Establishment of Business zone with the intention of stimulating business development. This business zone aims to give impetus to the development of manufacturing enterprises in infrastructure equipped land, increase employment in the city, as well as activate the capital of domestic and foreign investors who would have recognized interest in the implementation and promotion of the project. By programme of Business zone are given guidance on actions to be taken in order to allow investors adequate conditions for easier operation. The Municipality of Niksic is the largest by area in Montenegro. It is very jagged and very rich with various natural resources. A large number of people due to transition lost their employment and they constitute a strong capacity to develop new workplaces in agriculture, and non-agriculture activities in rural parts of the Municipality. They need to provide technical assistance, as well as the availability of credit and funds for financing business start-up (start-up support) in these areas with special emphasis on rural tourism. Description

Our municipality is the largest producer of milk in Montenegro. In our community, none of the farmers do not produce silage. Silage is the most economical and useful animal food prepared in their own households. Silage except nutritional properties has a great impact on the health and condition of dairy cows. Niksic has good conditions for growing the necessary crops for silage. This project is planned training of farmers for the production of silage, so as to professionals working with them on the farm, and examples of good practice will be seen in the north of Montenegro during the study visit, which is part of this project.

Description

Niksic has all the spatial and urban conditions for the realization of this project aimed at providing additional stimulus to the economic development of the city. The project should encourage the development of entrepreneurship through the establishment of micro, small and medium enterprises. Description

High unemployment is one of the major economic and social problems in Niksic. In order to achieve sustainable increase in employment is needed for an integrated approach to achieve this objective. The temporary landfill on the site "Mislov do", which is located about 5km south of the city, and was given to the PUC - in Niksic on management. The landfill is 2 ha and is naturally surrounded. The security guard was organized for 24 h. On the existing temporary landfill "Mislov do" disposed of the waste that has the character of non-hazardous waste from all entities in the municipality of Niksic. The landfill was started to be used in 2003.year.

Organized collection is made in metal containers and volume 1.1m³ 5m³, but in some places due to the high concentration of traffic, a large number of commercial and residential entities is very difficult to adequately collect and transport waste using existing equipment and machinery. Also, due to the specifics of individual objects (cultural and historical monuments, squares, etc.), does not appropriate put the existing waste collection in containers. 6. MONITORING

Monitoring is a very important component of the strategic and in general planning. It implies the involvement of all stakeholders in all stages starting from information gathering up to giving information on the implementation of the plan or individual measures and projects. The main actors of monitoring system are units of local government. In that order, the Municipality has established a municipal consultative group for the development, review and implementation of a strategic development plan.

The components of monitoring are:

Collecting information by sources Defining the input and the resulting indicators Monitoring reporting.

For each planned measure is formed by the implementing team composed of people from entities that are implementers and local government representatives, but depending on the project, the team where appropriate, includes the appropriate profiles of professionals and institutions specialized in the type of project. Depending on the project, the team includes representatives of national and international institutions.

At the municipal level will be established team (teams) for the project management of professional people whose task will be to develop programs and plans for their implementation.

The system for collecting information

The system for collecting information consists of exchange of information between municipalities and other entities that are involved in the implementation of development strategy. The main indicator is monitoring report that the municipality will send to other subjects, primarily to the Ministry of Economy. This report shall be submitted in electronic form via the platform for development management (PLUR). It should contain the following components: 1. Prerequisites of the potential project:

- Belonging to the project;- Economic category.

2. Details of the project:- The project proposal,- Type of investment,- NACE investments,- CEI sector,- The benefits of investment,- The level of significance of investment,- Status,- Target groups,- The responsible Ministry,- The responsible directorate / sector,- General Director od directorate / Assistant of Minister,- Partner to investors,- Planned beginning and completion of preparation of documentation,- Planned beginning and completion of implementation,- The actual beginning and completion of implementation.

Type of report is adapted to the type of project. The report will periodically send to other entities that need to collaborate and provide advices to municipality, when the implementation will be certain.

2. Monitoring indicators

This segment of the monitoring consists of financial, physical and process’

indicators. Financial indicators are used to monitor progress in terms of commitments and

disbursements of available funds for any operation, measure or program in relation to the eligible costs in accordance with applicable regulations and appropriate accounting supporting documents.

The physical production indexes and the results are indicators that realize Strategic plan. They provide information on behaviors, capabilities and effect of direct beneficiaries.

Process indicators show the process of developing programs and projects. These are gradual steps that one project achieves. This particularly refers to the infrastructure or service project contracts and grants.

Monitoring report

The final product of monitoring system is a monitoring report which Municipality implements in cooperation with local consulting group. The purpose of the report is to analyze and verify collected data by the monitoring body. Physical, financial and procedural indicators must be presented at measurable levels in order to inspect and display the whole process of implementation of the Strategic Development Plan. The collection of data is done by each measure in monitoring table that is given in the appendix.

Monitoring Report will be made annually in accordance with the rules of the local consulting group which is an integral part of the Strategic Plan (Chapter VI). The report should show the overall state of the implementing for the past year and will submit in May of this year. The report contains:

Interested representatives of companies, institutions, entrepreneurs, local communities, NGOs and citizens were able to meet with the draft document on the premises of the Department of manager. Also, interested legal entities and individuals are enabled to their proposals, comments, suggestions and opinions on text of the Draft Strategic Development Plan of the Municipality of Niksic for the period 2014 – 2019.year, submitted in written form or by e-mail to the Department of manager.

Public debate was held on 28. 02. 2014.year with the beginning at 14 o'clock.During the preparation of draft of the Strategic Plan, cooperation was established

with the Ministry of Economy, UNDP representatives and representatives of consulting companies, GOPA, HCL and WYG.

8. FINANCING

As the volume of funds available to municipalities limited, investment from local government budget will be in accordance with available financial resources, so there is a need for additional sources of funding. Potential partner to investors in the realization of projects may be state funds, EU funds and other international institutions and donors. Another model of investment funding relates to projects that will be funded exclusively by the state, EU funds or individual donors, and the Municipality will carry out the realization of projects.

In order to take advantage of all the opportunities that exist, the local government must work continuously to strengthen administrative capacities in order to be able to timely prepare the necessary documentation and compete for funding from potential donors, including the EU, as well as to fulfill all the necessary requirements for project financing from the state budget. For projects that plan to develop in the framework of the Strategic Plan, besides the sources from its own budget, the local government has defined potential partners with whose support (financial and technical), it will be possible to realize the above mentioned projects.

In determining priorities in the implementation of projects, in addition to funding opportunities from capital budget, or from the state budget or donor funds, local government will take into account the following criteria:

The impact of the project in the implementation of the strategic objectives of the Municipality Feasibility The timeframe for implementation The impact on investments and creating new job opportunities The participation of the business sector Compliance with other priorities and projects.

The Strategic Plan provides an overview of the projects for which the local government, in accordance with the applicable procedures, will adopt the Action Plan. The Action Plan will identify priority projects and the dynamics of implementation of

projects, depending on the availability of funds and the interest of the citizens and the business sector, as well as the possible realization of projects through public-private partnerships, which will be given special attention.

REPORT OF EX-ANTE EVALUATION OF THE STRATEGIC DEVELOPMENT PLAN OF THE MUNICIPALITY OF NIKSIC

2014 – 2019.

INTRODUCTION

Ministry of Economy of Montenegro, in order to improve the quality of drafting the strategic planning of local government units, has engaged an independent evaluator that will carry out ex-ante evaluation of the Strategic Development Plan of the Municipality of Niksic 2014-2019.year. Obligation and work of ex - ante evaluator include monitoring of drafting the strategic development plan, make changes, additions and modifications and suggestions, so that together with the members of the municipal consultative group was improved quality of the Strategic Development Plan. Ex-ante evaluation includes an assessment of the conformity of the Strategic Development Plan and the Regional Development Strategy of Montenegro, as well as the respect of the Regulation on the methodology for drafting a strategic plan for the development units of local government.

Besides, the main goal of of ex-ante evaluation is to assess the possibilities of implementation of the Strategic Development Plan of the Municipality and its transparency, a way of achieving various policy issues, on which it is needed deliver opinions, proposals, specific suggestions and desirable changes.

Strategic Development Plan of the Municipality of Niksic contains seven chapters: Analysis of the current situation, SWOT analysis, Strategic development objective of the Municipality (vision), Priorities and measures, Projects, Monitoring and Financing. This structure of the Strategic Development Plan is in accordance with the Regulation on the methodology for the development of SDP ULG.

THE PROCESS OF DRAFTING OF THE STRATEGIC DEVELOPMENT PLAN

Municipality of Niksic initiated the process of drafting the Strategic Development Plan 2014 – 2019.year with the aim of careful planning of the use of available resources in order flowed faster economic and social development of the Municipality. This whole process is proceeding, however, in accordance with: the Regional Development Strategy of Montenegro 2010-2014, the Law on Regional Development and Regulation on methodology for development of SDP ULG.

Respecting the relevant legislation and using best practices in strategic planning, was formed a municipal consultative group of representatives of different social groups in the Municipality. This structure was open to the opinions of all stakeholders and it agreed with most of the issues identified, accepting a significant part of the proposal.

Public debate was organized for a period of 15 days, or from 14. 02. to 28. 02. 2014. Year. During the public debate, citizens and interested representatives of companies, institutions, entrepreneurs, local communities, political parties, NGOs and other interested public were able to meet with the draft document on the premises of the Department of manager. Also, interested legal entities and individuals are enabled to their proposals, comments, suggestions and opinions on text of the Draft Strategic Development Plan of the Municipality of Niksic, submitted in written form or by e-mail to the Department of manager. Public debate was held on 28.02. 2014.year.

PHASED EX-ANTE EVALUATION

The process of developing the strategic plan of development was carried out in phases, according to the chapters by submitting opinions and proposals of evaluators.

Analysis of current situation

Analysis of the current situation is, in whole, comprehensive and harmonized with the initial structure analysis of the current state of the proposed Regulation on Methodology for drafting strategic plan for the development of local government units. The present data provide a clear picture and sufficient information on the current socio-economic situation in the Municipality. Data are logical and focused on the key advantages and disadvantages, or possibilities and dangers. They are based on the principles of impartiality, objectivity and credibility. Maximum are used available methods of comparative data. We compared data from different time periods, which allowed the identification of trends of observed phenomena at the municipal level.

SWOT analysis

Comprehensive analysis of the current situation is a good basis of the second chapter - SWOT analysis. The content of SWOT is shown in a very transparent and clear manner. It is created a direct link and complete alignment between analysis of the current situation, where it shows socio-economic situation and the SWOT analysis. It is clear that the SWOT analysis derived from analysis of the current situation. Also clear is the difference between internal and external factors, so SWOT analysis provides good information about the resources and problems in the Municipality, as well as on those who have external character. They are clearly emphasized the advantages and disadvantages, or possibilities and dangers. The analysis includes all five chapters of the Regulation and it is relevant justified.

Strategic development objective of the Municipality (vision)

Strategic development objective of the Municipality (vision) is set widely and provides a good basis for the development of the Municipality in accordance with the priorities of the development of the central part of the Regional Development Strategy and other national strategies. This objective is very realistic set and defined, in

accordance with the Regulation on the methodology for the development of SDP ULG. According to the above, the vision corresponds with real opportunities and possibilities of the Municipality.

Priorities and measures

In the fourth chapter it is presented a framework for achieving defined strategic objective of development. These are the priorities and measures to be taken for the development of specific development projects with whose realization is realized the vision. Measures are clearly derived from the set of priorities and a clear focus on achieving strategic objectives and are logically related, since they are derived from analysis of the current situation and SWOT analysis.

Projects

Within five determined priorities, it was transparent and clearly set up overview of the proposed projects. Each proposed project, 73 of them, has a lot of information about the implementation of the project. It was performed a brief description of each project, proposed activities and expected results. It was indicated partners, indicative budget for project implementation, the main partners who will participate in the financing, as well as the time when the project will be implemented. In connection with the financing of the projects above, structure of investment or participation of potential partners in projects is missed. For adequately monitoring of implementation of the SDP, as well as to measure the effects achieved through the implementation of planned projects it is necessary to define indicators.

Monitoring

Chapter of Monitoring is an important element of strategic planning, which contains sources of information on the phase of implementation projects, financial, physical and process indicators for each project according to priorities and measures. In all projects of this SDP available indicators are measurable, sources for data verification are indicated, so that they can be control smoothly. The Municipality will form working team for project development and the Consultative Group for the development, review and implementation of the strategic development plan. At the municipal level it will be formed a team to manage projects, whose task will be to develop programs and plans for their implementation. Because of that, chapter of Monitoring has its essential importance.

Financial planning

When it comes to financial planning of the proposed projects that includes the municipal budget, the State budget, funds on the basis of EU funds, public institutions and public companies, private entrepreneurs, public-private partnerships, citizens, IPA funds, grants and other international institutions. The Municipality will in future

continuously work to strengthen the administrative capacities in order to be able to timely prepare the necessary documentation and compete for funding from potential donors, including the EU, as well as to fulfill all the necessary requirements for project funding from the state budget.

ANALYSIS OF COMPLIANCE

External compliance

Strategic Development Plan of the Municipality of Niksic is not in contradiction with the Spatial Plan of Montenegro until 2020.year, which provides that the economic development of Niksic should be based on the development of metal-processing, mechanical industry, agriculture and food industry. Also, the Strategic Development Plan is in accordance with the National Strategy for Sustainable Development of Montenegro, which is based on the three pillars of sustainable development: economic development, environment and natural resources and social development. All three pillars of sustainable development were identified through the priorities and measures of SDP.

With the Law on Regional Development of Montenegro (Official Gazette of Montenegro 20/11) it is prescribed that the strategic development plans should be coordinated with the Regional Development Strategy of Montenegro from 2010 to 2014, which is the basic document of the regional development planning. Table 1 provides an overview of compliance of priorities and measures of the Strategic Development Plan of the Municipality of Niksic 2014-2019. with the Regional Development Strategy of Montenegro 2010-2014.

Based on the tabulation, it can be concluded that the priorities and measures of the Regional Development Strategy of Montenegro taken into account in the preparation of priorities and measures of the Strategic Development Plan of the Municipality of Niksic. Considering that the priorities and measures are adapted to their own needs of municipal development, priorities of the SDP correspond with measures from different priorities of the Regional Development Strategy of Montenegro.

The content and structure of the Strategic Development Plan of the municipality of Niksic are in accordance with the Regulation on the methodology for drafting a strategic plan for the development of local government units. It is obvious that most of the initial proposals of the structure and working methods are comply.

Based on the analysis of external compliance it is concluded that the strategic development plan of the Municipality of Niksic 2014-2019. Is in accordance with the Spatial Plan of Montenegro until 2020.year, the National Sustainable Development Strategy, the Regional Development Strategy of Montenegro 2010-2014., as well as with the Regulation on the methodology for the development of strategic plans for the development of local government units.

Internal compliance

As shown in the description of phase ex-ante evaluation, there is compliance between analysis of the current situation and SWOT analysis. The potentials and limitations of development that are identified in the analysis of the current situation are directly reflected in the SWOT analysis, on the basis which specified development priorities of the Municipality of Niksic. It is planned to implement 43 projects by 2019.year, which will be financed from the municipal budget, the state budget, public institutions and public companies, private entrepreneurs, public-private partnerships, international donor institutions, investors, EU funds, etc. From the above it can be concluded that it is achieved internal coherence of the strategy, since no significant synergy among all the priorities and measures.

CONCLUSION

Based on all the above, it can be concluded that the Strategic Development Plan of the municipality of Niksic set realistically. It is concluded on the basis of the number of planned projects, the content of specific proposals and solutions of current problems. As such SDP of the Municipality can respond to challenges that it faces, and with optimism, based on relevant indicators can expect achievement of the major strategic vision of the Municipality. Based on the analysis of compliance, it can be concluded that this document fulfills the requirements of internal and external compliance. In defining the vision and expectations are defined, which are aimed at improving the socio-economic conditions in the municipality, with the ultimate aim of improving and increasing the level of competitiveness.

Implementation of presented activities in the Strategic Development Plan of the Municipality, in addition to the impact on sustainable development and environmental protection, will operate primarily on demographic trends and economic progress.
