REPORT Council’s business plan for 2015/16 indicates that council will focus on a number of areas including the building of relationships to enhance economic opportunities for the region and the facilitation of economic development that will help to deliver the outcomes listed in Council’s strategic plan. In the current budget Council allocated funds to work with a consultant on economic development as well a fund to encourage entrepreneurs/innovators in the district. This task has commenced and we are working with Emily White of Local People Local Solutions who has generated a number of ideas that we can progress as well as developing a criteria to enable Council to implement the “innovation chest” idea. The consultant has started from the assumption that the Naracoorte Lucindale district’s potential growth will most likely come from small independently owned businesses rather than large corporations. Following council’s lead she has pursued our focus on innovators in the district providing us with a definition of an Entrepreneur to give us focus.

Definition of 'Entrepreneur' - An individual who, rather than working as an employee, runs a small business and assumes all the risk and reward of a given business venture, idea, or good or service offered for sale. The entrepreneur is commonly seen as a business leader and innovator of new ideas and business processes. Entrepreneurs play a key role in any economy. These are the people who have the skills and initiative necessary to take good new ideas to market and make the right decisions to make the idea profitable. Below is the list of projects that we have asked the Consultant to work up for Council. Some projects will be managed by council personnel, others will require the engagement of a facilitator to deliver the training/programme.

Through the Door (working title based on State brand) – showcase of Naracoorte Lucindale businesses and industry. This showcase would be targeted at State and Federal Government Ministers and Officers and held in-region

Do at a regional level with RDA etc. (Have been discussing with PIRSA the possibility of running this event during the Country Cabinet).

DISCUSSION Dr Macdonald provided an update on economic development. Council has funds available. Mentors should be considered; similar to the Red Meat Cluster Project to provide business advice. Mentoring makes a large difference to local businesses. Retailers aren’t using trading hours available to them. Requests have been made to retailers to stay open during special events. Difficult to meet need with demand. Suggest retailers have a roster system for staying open during hours not usually open.

Consultative Implication:

REPORT The Strategic Asset Management Committee at their 7 October 2015 resolved: “It is recommended Council explore the potential purchase of land identified as CT6009/907 on the Riddoch Highway / Clarkson Road intersection for future development purposes.” The SAM Committee also suggested the item be referred to this Committee for consideration and to provide additional advice to Council, prior to the recommendation being presented to Council’s October meeting. Discussion arose at the Strategic Asset Management Committee meeting regarding 34 Clarksons Road, Mount Light. (Refer SAM Minutes, link below.) The allotment is currently for sale and was recently passed in at auction. The allotment is located on the corner of Riddoch Highway and Clarksons Road and is 28 hectares in area. Located within the Primary Production zone, the allotment comprises a single dwelling and two outbuildings. The allotment is bordered to the north and east by a Rural Living Zone and a Primary Production Zone to the south and west. Any land division on the allotment would be considered non-complying, as the land is less than 40 hectares (only 28 hectares) and comprises a dwelling. Further to the suggestions from the Strategic Asset Management Committee, a Petrol Filling Station is a non-complying form of development within the zone and a truck depot would be considered a merit category 3 development. Council officers are also aware of drainage issues on Rotary Avenue raised at the meeting. These have been addressed and no further work is deemed necessary at this point in time. Council’s Structure Plan identifies the above-mentioned parcel of land as a long term priority. The expansion of rural living land is not supported in the medium and short term. The structure plan also identifies Clarksons Road as a potential bypass option and is included in the Development Plan as a concept. A bypass is for the town is not supported in the short-term, but should be discussed with DPTI in the future should the Naracoorte township require one in the future. This item has been brought to this committee to provide additional comment to Council. Some issues that need to be considered include;

Long term investment before any return

If a bypass is required through this section of land then Council also has powers to acquire land under legislation.

A clear plan on how the land is to be developed, whether this is feasible under the Development Plan and how it will be funded

DISCUSSION Members need to be aware and cautious of adding to Council assets by purchasing land. Development such as this is not Council’s core business. Compulsory acquisition could be enforced if Council needs to acquire land for road widening for a future by-pass. Cr Rayner stated that other Councils purchase land for future development. Council officers have told a number of potential purchasers of land division restrictions. Council’s Structure Plan identifies that Council has an abundance of Rural Living Land. Cr Schultz identified that a petrol station and truck parking should be located on the corner. Potential for Council to put money into industrial zone near Teys Australia. Need more investigation to convince Mayor Vickery. Council cannot make people invest in something. Council needs DPTI support for a by-pass. Council isn’t quite there for a by-pass at this stage. By-pass not realistic within 10 years. Members noted recommendation by the Strategic Asset Management Committee.

REPORT The Strategic Asset Management Committee at their 7 October 2015 resolved: “The SAM Committee recommends that Council develops a concept plan for Riverside Drive including access to McDonnell Street and Sandstone Avenue.”

The SAM Committee also suggested the item be referred to this Committee for consideration and to provide additional advice to Council, prior to the recommendation being presented to Council’s October meeting. There are two items that need to be considered with this proposal; connections to McDonnell Street and Sandstone Avenue, and land purchases required to implement it. Land purchases Council owns the current length of Riverside Drive and a small section of park adjacent to McDonnell Street. The park is identified as being community land and it is a Crown Reserve. Access to McDonnell Street will need to keep clear of the Naracoorte Creek and will push into privately owned land. The likely exit point would be near Ormerod Street / McDonnell Street intersection to maintain suitable clearance from the bridge. Creating a T-junction intersection at MacDonnell Street and Riverside Drive could be problematic due to the location of the MacDonnell Street Bridge, also the curve in the road will limit sight lines for drivers potentially creating a potentially dangerous intersection. The exit point of Sandstone Avenue is suitable. Land purchases Council does not own all of the land required to implement this concept. Creating an egress point onto Sandstone Avenue will require Council to purchase land from the Naracoorte RSL and District Bowls Club. The western end of Riverside Drive would

require purchase of part or all of a number of parcels of land. The cost of these is yet to be considered. Summary

Requirements to create the extensions to Riverside Drive.

Negotiations with landowners to purchase the road.

Concept designs for the road (including infrastructure identification) storm water design.

Approvals from SE NRM if there are any impacts to the Naracoorte Creek

If land is acquired, and detailed designs completed, construction of new kerbing, footpath and road at a yet to be determined cost.

Ongoing maintenance and an increase in Council’s assets.

The concept requires further investigation as to its feasibility, and potential costs if the project was to proceed.
