Litter Critter Program The Litter Critter Program provides a large brush collection truck for no additional charge. To qualify for this program, two or more neighbors must sign up in order to have a truck delivered to your neighborhood to dispose of brush and small household items. For more information: call 361-826-2489 Penalties Illegal dumping could be a State Jail Felony (Up to 2 year jail term and up to $10,000 fine), or Class A misdemeanor (1 year jail term and up to $4,000 fine). City officials also have the authority to issue citations up to $2,000 per violation. Discarding trash that weighs more than five pounds is considered illegal dumping. Litter is trash that is not disposed of properly in a trash can. Trash that flies out of a car window or truck bed, even accidentally, is still litter. Tobacco trash is the most common form of litter. Tire debris is the second largest component of litter in Texas. Littering and illegal dumping can take place on roadways, land, and water.
