Attention Mayor and City Council,
I would like to express my concerns on the following issues in the South Fort George District;
• Cowboy Ranch Neighborhood Pub o Live entertainment on the premises has created a well-above standard noise level for the immediate
residents beyond midnight. o Numerous complaints to the RCMP have failed to resolve current issue from re-occurring. o Owners have now applied for extra seating capacity and an outdoor patio which will only worsen the
noise issue.

It has come to my attention that a request from the Cowboy Ranch Pub to expand their liquor license and hours is being considered by the city. I am a resident of South Fort George, and I would like to voice my opinion that I don't believe this is in the interest of our community and would have substantial repercussions.
The people of S. Ft. George are trying to overcome a negative and undeserving reputation by proving that this is a safe, friendly, and quiet neighborhood "to raise a family and enjoy life in Prince George. Allowing the Cowboy Ranch establishment to significantly increase its capacity and extend its hours, thereby increasing late night noise pollution as well as night-life traffic would work against this effort.
As a regulary performing musician who has benefitted from establishments such as and including the Cowboy Ranch, I can appreciate what kind of positive impact the approval of this request would have on the entertainment industry in town. However, I also know there are many other bars and pubs in the city whose operations do not so directly impact a residential area.
South Fort George is one of the most unique and beautiful communities in Prince George, and the city would do well to support the people who are trying to keep it that way.

To Mayor Shari Green and city council members (and all others concerned),
We are residents across the street from the Cowboy Ranch. This letter is written to voice our
concerns regarding the expansion of the number of seats and hours of operation. We are
opposed to any expansion of the liquor license as we know it will certainly mean more late night
noise. The fact that we have two young toddlers amplifies the situation. The late night yelling,
screaming, fighting, and cursing is a disruption that will obviously get worse, especially with the
proposed patio being directly across the street. Even a moderate chatter in the proposed location
will be a disruptive noise at our home, no matter what the time of day.
Property value is also a concern. We believe an increase in seats and an outdoor patio across
from us, negatively affects the quality of life in the neighbourhood and therefore the property
value.
Privacy has also been a concern in the past and will only get worse with this
expansion. People using the residential street as a parking lot and gathering area, with no respect
for those who live nearby, has been a frequent occurence on busy evenings. It's obvious that
increasing the number of seats and extending the hours will produce more of these evenings.
We have been at this address for seven years now and want to keep South Fort George a nice
place to live and raise a family. We feel this expansion is something that would work well
downtown but does not belong in a residential neighbourhood. Thanks for your consideration,

Hi Mandy,
I am emailing in regards to the proposed expansion of the Cowboy Ranch. We are
neighbours (2633 Inlander St) to this establishment and I feel that this expansion would be
of detriment to our neighbourhood. The increased level of noise in the evenings would be a
disruption to an otherwise quiet area. I worry about increase traffic that this would bring to
Queensway and the potential erratic driving/possibility for accidents etc that can occur
especially with the sharp curve at Queensway. This establishment also has the potential to
reduce property value to future home buyers due to the stigma of a bar/night club in the
area. We don't need any additional pre-concieved notions about our neighbourhood. Also I
feel that this would encourage a potentially more rowdy crowd to frequent the area which
can bring problems with vandalism, theft and overall noise (fights, cars peeling away, loud
music etc). I feel that the owner should focus their intentions on making this a nice
neighbourhood pub that the locals would like to frequent instead of turning a family
neighbourhood into a nightclub scene. I hope that our concerns will be considered when this
comes up for discussion.

Re: Liquor License Application for Cowboy Ranch, 2595 Queensway
We understand that Cowboy Ranch is applying for changes to its liquor license to increase the number of seats at the establishment and its hours of operation. We do not support this application.
During its days as first Steamer's Pub and more recently as Cowboy Ranch, this location has been operating as a neighbourhood pub. With the application to more than triple the number of seats in the pub and proposed patio, it will be a much busier place especially on weekends. The added patrons and longer hours will bring more noise later into the morning as patrons go outside to smoke their cigarettes, and as they leave to go home. There are a number of residences on both sides of Queensway that already are affected by the noise of the pub patrons on Friday and Saturday nights. With more than three times the patrons, does that mean more than three times the noise? Actually it probably means more than that as to date there is no patio at the pub, and this proposal shows quite a number of patio
seats.
We can appreciate that Mr. Gable has tried to run a neighbor friendly business. When Mr. Gable spoke with us about his application, he likened it to Boston Pizza and Moxie's, saying that they too are next to residential areas. It should be noted that neither Boston Pizza nor Moxie's have a stage and dance floor like is being proposed at Cowboy Ranch. Boston Pizza and Moxie's serve both food and alcohol, but typically their patrons go for a bite to eat and maybe a couple of drinks before leaving. Mr. Gable explained that he would like extended hours at Cowboy Ranch because he believes that his patrons would probably want to stay later than the 12:30 last call and he would like to be able to accommodate them.
Mr. Gable advised that he plans to play country music which he believes will bring a quieter clientele into his establishment. Once the liquor license application has been approved, he can very easily change his mind and bring in rock music or whatever other type of music that brings in the business. That change in itself would make a difference in the noise level inside and outside of the establishment as it brings a different clientele into the residential community, and brings other issues that usually accompany that type of business.
This no longer sounds like a neighbourhood pub, perhaps more like a club of some sort with dance floor and a stage. It will change to a busier and noisier establishment, one that may be better suited in the downtown business district away from residents trying to enjoy their back yard on summer evenings or getting some sleep later at night.
Thank you for hearing our concerns and we encourage you to consider them during your decisions on this Liquor License Application. We urge you to not support this application.

I am writing you today to express my concern over the Liquor Primary Amendment Application No.
LL100121.
My family and I are nearby residents of the Cowboy Ranch. Our home is located on La Salle Ave a
stone's throw away. We strongly feel that any Amendment to the Liquor Primary Licence would in no
doubt be a detriment to the sanctity of our home. If the application for longer hours, more seating and a
patio (that would face my child 's bedroom) were to be approved it would mean more traffic, loud music
more often and late into the wee morning hours just to name a few.
My husband is a corrections officer and works shift work and I work Monday to Friday 8:30am to
4 :30pm at a financial Institution; my point is that we are a hard working family that would not benefit in
any way from the proposed expansion.
Currently on the weekends we (I speak only for my family) can hear loud thumping music and the
people smoking outside until about 1:00am and then we start to hear all the party goes leave the pub.
The people leaving the pub don't seem to care much that they are in a residential neighborhood and
they are loud and unruly. We have been assured by Mr. Brock Gable that he would do all he could to
mitigate the noise but considering that nothing seems to be done now to control the noise it seem
unlikely.
Indeed, Mr. Gable has a plan. He would propose to put a parking lot behind The Cowboy Ranch; in our
neighbors' back yards. They would have zero privacy.
Please; before you make your decision consider that a Pub in a residential neighborhood essentially
wants to become a night club with a patio . This would no doubt lower our property value; create
unwanted traffic, noise pollution and many more disruptions to our home life.
