Emergency Procedures

All Emergency Procedures Reference Guide should be posted by the classroom door. Notify the office if you need one for your classroom. Teachers should instruct their students in the proper procedure for emergency drills. It is especially important to review the procedures at the beginning of the school year and continue throughout the school year. The signal to evacuate the building is an intermittent bell with a flashing light. Remember to take your class roster and disaster accountability cards to the assembly area. (Extra cards can be found in the lounge.) The Emergency SEMS plan will detail staff members’ roles and responsibilities. Fire Alarm – When in the classroom, teachers should lead their students from the building when the fire alarm sounds. Take your disaster accountability cards and proceed in an orderly fashion to the assembly area. Once there, teachers should take roll and keep the class together pending further instructions. Should a child be missing, do not re-enter the building. Note the child on your card and notify the operations chief. *Fire Drills are monthly. Earthquake – Immediately take cover under the tables/desks wait for any aftershocks, calmly evacuate the building, following the procedure for a fire drill. If people are hurt and/or trapped in the room, the first order of business is to get everyone else to safety, then notify the administrator that people are hurt or trapped and their location. Keep the class together pending further instructions. Stay away from power lines, poles, trees, and buildings. Utilities should be shut off, and no one should re-enter the building unless it has been declared safe. *Earthquake Drills are 2x a year. Lockdown Procedures – If advised by law enforcement to go into lockdown due to activity near the school, the office will make an announcement over the PA system. Staff members must direct students to move away from direct line of the classroom windows or interior door windows. Interior doors MUST be locked. Turn off all lights. Students need to get under their desks or low to the ground. Everyone should remain quiet. Do not allow students to use the classroom phones. It must be kept free for communication with the office. Staff with mobile phones should ensure they are turned on and should check them frequently for messages. The office staff will call 911 and the Superintendent’s office immediately. *Lockdown Drills are 3x a year. If students are outside at recess or lunch, they will be directed to the nearest classroom. If teachers are in the classroom at that time, please quickly open the door and allow students in. Teachers must phone or email the office to report the names of students you allowed in. If you are missing students, call or email the office with the names of students who are missing so that we may find out in which classroom they are. If you are a rotation teacher or other staff member who pulls students for services, please contact the office to advise who or which class you have under your supervision. It will probably be better to email the secretaries as phone lines may be busy. Until lock down is called off, no one is allowed to roam the campus. To avoid a hostage situation, the doors must remain locked at all times. Custodian and/or other designated

staff may be asked to check and lock bathrooms and double check all external doors. Should you hear the fire alarm sound, do NOT evacuate the building UNLESS you have first-hand knowledge that there is a fire in the building OR you have been advised by the police or principal to evacuate the building. If the lock down occurs close to the end of the school day, students may not be dismissed until the all clear is announced. If we are asked to only dismiss to parents/emergency contacts, the names of students will be called through the intercom system or by phone. Only those students should be sent directly to the office. Designated staff will be available to escort them. Special instructions will be announced to gather remaining students on campus so that teachers and/or other staff may be dismissed. Above all, remain calm and try to continue with your planned activities. You will receive updates by phone, email or the intercom system. The ‘lockdown’ will remain in effect until law enforcement officers verify it is safe to resume school. Hostage Situation – All Visitors/Volunteers will sign-in at the office and wear an identifying ‘Visitor’ or ‘Volunteer’ badge during school hours. If a hostage crisis occurs in your room, try to communicate calmly with the perpetrator. Try to get the person to let you relay his demands to the office, thereby alerting the office to the situation. Follow lockdown procedures. If a hostage situation occurs at another location in your building, your responsibility is for the safety of your students. Follow the directions of the principal or designee.

***If an emergency were to arise during students’ recess or lunch times, the supervising adults will take students to the nearest classroom and follow the same procedures.

Responsibilities

Medical Operations (Triage/First Aid)

Triage Comes before First Aid! These are separate functions performed by different teams! The Medical Operations team should group

Triage Responsibilities

Determines a patient’s injury and makes a determination regarding their need for medical care: Is medical care 1) IMMEDIATE (immediate care or die), or 2) DELAYED (can wait 2 hours). Everything must be this “organized”! This reduces chaos and the ability to provide care to the patients who needs it the most!

First Aid Responsibilities

Two areas are designated as Immediate Care victims and Delayed Care victims.

Patients should be placed into rows in a head to toe alternating pattern. This pattern will reduce victims ability to: 1) talk to each other, 2) not see the pain and suffering of another patient, 3) create increased noise levels, 4) exposure to the vomit from the head of the another patent which could set-off a chain reaction.

Visits their patients at least every 15 minutes to ensure that they do not slip through the cracks.

Sample Formula to determine the number of rows of patients per staff member: 600 students 10% injuries 60 injured, divided by 6 = the # Rows

Search & Rescue Responsibilities

Search & Rescue must wait until they are deployed by the Incident Commander or Operations Chief.

Conducts damage assessment of buildings prior to entering; must walk around and review the entire building before deciding to enter.

Follow the Standardized List of Procedures to follow in completing the damage assessment and report. The district will be following this same list of damage assessment protocol. This list will be forthcoming to all schools. The District Office will be basing its status reports on this list of protocol and procedures when it calls each school to retrieve a school’s Status report.

TEACHERS must report to the Operations Chief about students left in classrooms. The Operations Chief will then let the Search & Rescue Group

Leader know who they need to rescue. The Group Leader then communicates to the group members.

Group members retrieve injured victims and transport them to the Medical Operations Area

o Will not move dead bodies. Dead bodies are to be left in the buildings. We do not want to traumatize the students in the assembly areas. If a morgue is to be set-up it should be outside, away from the view of the student assembly area. Dead bodies are NOT a priority for the Search and Rescue Teams: Injured students are!

STUDENT ASSEMBLY AREA Responsibilities

Completes the Disaster Accountability Report Cards (missing students and/or injured students) and turn them into the Operations Chief. If other teachers in your grade level need to report for other duties, you must cover for them and keep track of their Disaster Accountability Report Cards.

Supervises students during times of emergency and keeps them calm

Releases students to the reunion gate when parents arrive. The Group Leader will coordinate this communication with the Operations Chief.

STUDENT RELEASE GATE Responsibilities

Follows the “Mc. Donald’s Principle”: Separate the parents’ orders from the students’ releases.

o Have small groups of parents check in within the gate and then have them wait for a runner to get their children.

o Reunited families exit through a separate area

Sends runners to retrieve students from the assembly area.

Checks off students as they leave with parents.

LOGISTICS CHIEF Responsibilities

Reports to Incident Commander

Coordinates and assists Security & Utilities group (custodians shut off utilities and perform safety checks of buildings, etc…)

Coordinates the distribution of all emergency supplies

Assists Operations Chief when Logistics duties are complete
