Programme Overview In Vietnam
“Sustainable Sanitation andHygiene for All” (SSH4A) aimsat district-wide sanitationcoverage and access tohygiene promotion. For this effective linkages withgovernance issues, as well asgender and social inclusionare made. National-levelmulti-stakeholder processes
and learning are alsointegrated in the approach.
Regionally Sustainable Sanitation andHygiene for All (aims to increase the healthand quality of life of 122,000 rural people inve countries (Vietnam, Lao PDR, Cambodia,Nepal and Bhutan) through enhancedaccess to sanitation and hygiene practices.With support from AusAID and the Dutchgovernment, it reects a partnership betweenSNV Netherlands Development Organisation,
the IRC International Water and SanitationCentre and local partners in each country.
The programme reaches11,000 households across
149 rural villages in theNorthwest region with someof the highest ethnic diversityand households living inpoverty in Vietnam. Opendefecation is commonlypracticed and accessto improved sanitationis as low as 21%. In thisregion, partners includethe Provincial Departmentof Health’s Centre forPreventative Medicine
(CPM) and the InformationEducation Communication(IEC), along with the VietnamWomen’s Union and partnersin the private sector.

To effectively promote change, whole communitiesneed to be engaged. The community-led total
sanitation approach (CLTS), introduced to Vietnamin 2008, provides a rst step through an innovativeapproach to increasing household demand forsanitation. It requires follow-up in the form of information about sanitation options, behaviourchange communication and access to low-costsupplies and services to help households move upthe sanitation ladder. The programme is alreadymaking a signicant impact, both in eliminatingopen defecation and in changing the way thehealth departments approach behaviour changecommunication.
