When completed, the county will own and maintain the bridge, which the County Commissioners have already renamed Veterans Memorial Bridge. Designated for $127 million through the American Recovery and Reinvestment Act of 2009, the contract for this design/build project is $64.1 million. The engineering, surveying, permitting and inspection (CE&I project oversight, conducted by CardnoTBE) contract is $8.5 million. Right-of-way acquisition, including home purchases, required $31.5 million. Martin County issued $29.7 million in bonds for the FDOT acquisition program. ARTBA challenged the reasoning of increasing the regulatory reporting burden on America’s work force at a time when overall death and injury rates are falling, and questioned whether the agency is pre- pared to receive the additional information stream generated by the proposed changes. The association believes the increase in paperwork — particularly for newly regu- lated sectors with low injury rates — will dilute OSHA’s ability to quickly target trou- ble spots and will channel limited resources away from programs that actually improve health and safety. Elton Long Joins Construction Equipment Hall of FameElton Long, best remembered for designing and manufac-

turing the first tractor backhoe/loader integrated from thefactory and warranted by a single OEM, was inducted inNovember into the Association of EquipmentManufacturers’ Construction Equipment Hall of Fame, theindustry’s highest award.Long’s credits go beyond being the primary engineer

responsible for designing the Case 320 backhoe/loader; heearned dozens of patents during his career, and his legacy ofinnovation and success continues to influence the construc-tion equipment industry. Long lived from 1921 until 2003.“Elton Long’s induction into the Construction Equipment

Hall of Fame is a great honor for his family, as well as his‘extended family’ at Case,” said Jim McCullough, presidentand CEO. “We are pleased to accept this distinguishedrecognition of Mr. Long’s many significant contributions, hisinnovation and his leadership.” AEM added Long to its Construction Equipment Hall of

Fame at an induction ceremony in Miami, Fla., during itsannual conference.A judging board comprised of impartial representatives

and experts from major industry associations elected Long tothe Construction Equipment Hall of Fame. The judgingpanel evaluates nominees based on the extent to which theyexemplify the Hall of Fame’s five guiding principles: inno-vation, industry contributions, leadership, corporate citizen-ship and sustainability.Long made his biggest impact on Case and the industry

when he led the team that developed the first factory-inte-grated backhoe/loader, shipping the first unit — the Model

320 — on Feb. 27, 1957. With the backhoe/loader, Long and his team created a

machine that provided many advantages over the retrofitapproaches of other manufacturers. The integrated back-hoe/loader was compact and easy to handle in a variety ofapplications, including jobs previously done by hand. Its

integral design accommodated the different types of loading,digging and carrying requirements the machine would expe-rience, and resulted in a manufactured product tough enoughto withstand the combined stresses of various construction,agricultural and industrial applications. Prior to the Case backhoe/loader introduction, typical

loaders and backhoes of that era were not used in heavy con-struction. Loaders were mostly used in agriculture, rarelylifting anything heavier than manure or hay bales. Neitherloaders nor backhoes had much digging capacity. The integrated backhoe/loader helped contractors reduce

costs, increase productivity and handle more work with lessequipment. Upon his retirement in 1984 as vice president of engi-

neering at Case, Long had received 46 patents for his workin designing and improving construction equipment, includ-ing the hydraulic Extendahoe extendible dipper stick thatadded 2.5 ft. (.7 m) to the backhoe’s dig depth. It continuesas a popular option more than 40 years later.Among other Long inventions were the first hydraulic

system for a construction machine that could be controlledfrom the operator’s seat, the first dozer blade controllablefrom the operator’s seat, the over-center backhoe, load stabi-lizers and swing mechanisms.Born in 1912 in Springfield, Ill., Long came of age during

one of the most difficult and defining periods of Americanhistory. In 1940, he enlisted in the army as an aircraftmechanic. He later attended flight school and received hiswings as a P-47 fighter-bomber pilot in 1943. Long went onto earn 16 Air Medals, a Purple Heart and the DistinguishedFlying Cross after flying 100 missions over France, Belgiumand Germany. In 1945, Long left military service as a high-ly decorated captain, but continued serving for 35 years inthe Air Force Reserves. Long accumulated many industry honors during his dis-

given to all and three pairs of Georgia-GeorgiaTech football tickets were given to three luckyattendees. Everyone had the chance to winSEC championship tickets to be given away ata later date. Hendrick Construction Inc. won acontract to expand the North CarolinaZoo’s polar bear exhibit to create spacefor new polar bears, as well as allowcaretakers to establish a breeding pro-gram.The $6 million project will feature a

new exhibit with a splash pool, coolingareas and digging pits, as well as a newvisitors’ plaza. Hendrick will build a5,500-sq.-ft. holding facility with amaternity den, a 4,500-sq.-ft. visitorbuilding and an 800-sq.-ft. interpretiveviewing shelter for visitors. The purpose of the exhibit is to edu-

cate visitors about the plight of polarbears and the broader issues of habitatloss and global climate change.“Polar bears are and always have

been our most popular animal at thezoo, and they’ve been in quite a lot oftrouble in the wild,” said NorthCarolina Zoo General Curator KenReininger. “Not many people get to goto the Arctic and see polar bears or theimpacts of global climate change, and

our exhibit will help people draw aconnection between the two.”The project requires renovating

2,000 sq. ft. of the existing polar bearholding facility, which is part of thezoo’s Rocky Coast attraction.Hendrick will make improvements tothe life support systems for the polarbears, as well as the seals and sea lions.And, Hendrick will upgrade the polarbear pool and viewing glass, and builda new shade structure over the existingexhibit overlook.“We’re thrilled to be involved with

another exciting attraction for the zoo,”said Roger Hendrick, president ofHendrick Construction. “It’s a chal-lenging project because we need toplan our construction activities so asnot to disrupt the other animals.”The expansion project was designed

with environmentally sustainable fea-tures, such as recycled materials, stormwater drainage strategies, and energy-efficient fixtures and mechanical sys-tems.

“This is a landmark project for ourstate,” said Kristen Hess of HHArchitecture, the Raleigh, N.C.basedproject architect. “Polar bears areposter animals for global climatechange, and we’re thrilled to beinvolved with something that will edu-cate our children about the importanceof the issue.”The project is scheduled to begin

Wellons Construction’s VP Feels GPSInvestment Drives Company’s FutureSeth Thompson, vice president of

Wellons Construction, believes that hiscompany’s investment in GPS andmachine control equipment is drivingits future.“It is my goal to put as many Topcon

systems on our equipment as possible,”said Thompson. “Our day-to-day oper-ations have seen a major change sincewe purchased our first system threeyears ago. Like many companies, wehave multiple generations working forus — and there is definitely a genera-tion gap between the 50-year-olds andthe 35 and younger guys. But onceeveryone sees the advantages to havingGPS on our jobs, it speaks for itself.”So much so, that Thompson has pur-

chased a system every year since hefirst bought a 3D-MC2 system for adozer in 2008, adding an additional3D-MC2 system to a dozer and, mostrecently, a X-63 system to his excava-tor. “Federal and state laws have

changed in the last few years regardingthe Clean Water Act,” explainedThompson. “With these changes wehave seen the increased size and designfor permanent sediment basins orBMPs. We needed an advantage whenexcavating these ponds to their strictdesign grades. Topcon’s X63 systemhas allowed us to grade these pondsone time. This system has taken a manand a machine out of the scenario whenbuilding these ponds, cutting cost andincreasing production.“It’s difficult to put a number on our

increased productivity,” he added.“Let’s just say, it’s noticeable. Whenyou can turn projects over for theowner in half the time, you know yourproductivity and efficiency are up.What used to take us two months tocomplete, now takes one. It has provento be a very good move for us.“We are seeing more and more own-

ers and general contractors ask if weuse GPS and machine control,” saidThompson, “All of our competitorshave it and we know that it makes usmore competitive on both schedule andpricing.”By using the 3D-MC2 system

Wellons is able to make more efficientuse of its dozer. Along with speedincreases, 3D-MC2 means fewer pass-es resulting in more work completed inless time. Less time equals less fuel andless machine wear. The X63 excavator

system eliminates over excavation andallows crews to control material usage,saving time and money, according tothe company.Wellons currently is using Topcon’s

HiPer Lite base and rover system, 3D-MC2 and X63 systems on the HarnettCounty Hospital Central Campus proj-ect in Lillington, N.C. The site meas-ures 15 acres and will house a new 50-bed hospital slated for completion inthe fall of 2012. Wellons contract is anestimated $1.8 million and includesgrading and utilities.“Utilizing GPS on the hospital proj-

ect has kept us ahead of schedule fromday one. It’s important on a project likethis to stay as far ahead of the verticalconstruction crews as possible.Knocking out the grading quickly haskept us a solid two weeks ahead ofschedule.”Thompson asserted that using this

technology has saved him countlesshours in the field.“Before we moved to the Topcon

systems, we may lose a half day in thefield waiting for a survey crew,” saidThompson. “Now, our downtime isalmost non-existent. If we do needsome help in the field, we pick up thephone and call Mike Gaillard withBenchmark and he can typically walkus through any issues we have over thephone. We may lose a few minutes,rather than that half day.”The vast majority of Wellons’ equip-

ment is Caterpillar, and Thompson issold on the Topcon systems as well.“Topcon systems are very easy to set

up and use,” he explained. “We havehad great product and technical support

from Benchmark — their staff ishands-on, from the beginning. Theseguys absolutely know the ins and outsof each product, from the guy that sellsit to you, to the guy who installs it onthe machine.“This business is built on accuracy,”

he added. “From putting numbersdown on your estimate to droppingcurb on the job, you have to be accu-rate. Using these systems, I am able tobe precise on my billing and to forecastschedules for our crews — now that ittakes a grading crew half the time to doa job, I know that we can take on morework and I can double my production.”Wellons Construction is based in

Dunn, N.C. and provides full servicesite development and utility construc-tion services.

New Holland Construction announced that TrevorWehage, Saskatoon, Saskatchewan, earned the title ofNorth American Skid Steer Champion. Wehage, whoworks for Don Wehage & Sons Trucking & ExcavatingLtd. in Saskatoon, defeated more than 30 of the most tal-ented compact equipment operators in the United Statesand Canada in a series of skill-testing challenges using aNew Holland 200 Series skid steer loader. The champi-onship event took place during the 2011 GIE+EXPOshow in Louisville, Ky.The field consisted of more than 2,000 participants

begin, activities such as clearing and grub-bing, survey and utility relocation, craneassembly, assembling test piles and drivingtest piles were required. In addition, a tem-porary trestle is currently being assembled toprovide a platform for workers to constructthe bridge.According to Beth Zsoka, public informa-

tion officer of the Indian Street Bridge, dur-ing the permitting discussions, the agenciesdecided that due to the shallow water andenvironmental sensitivity, the bridge wouldnot be allowed any place but the mainOkeechobee Waterway Channel. “Concerns about propeller dredging and

damage by barges on the bottom promotedthe trestle option,” Zsoka stated. The trestle is an $8 million temporary

bridge made of steel capable of carryinglarge cranes and materials to create a perma-nent bridge adjacent to it. It will be removedupon completion of the permanent bridge.September saw a total of 122 people

working on this project, reported BarbaraKelleher, public information director ofFDOT District Four. An average of between25 and 30 workers are on site daily, with anexpected 696 full-time workers over the lifeof the project — significantly less than the3,586 predicted when the project was award-ed in February 2009 and fewer than the 825applications received just in March of thisyear. According to Recovery.gov, since 2009there have been 67.88 hires for surveyingand engineering.

“Currently, crews are working five-dayweeks, a schedule expected to continueunless there are ‘schedule slips,’” Zsokasaid. “If that situation arises, six-day weekswill be necessary.” During the project, crews expect to pour

24-in. (60 cm) concrete piles — a 48,000-ft.(14,630 m) total, Zsoka calculates, requiring26,000 yds. (23,774 m) of concrete and 4million lbs. (1.8 million kg) of reinforcingsteel. Major concrete pours will occur atnight or early in the morning. Other materials required include 30,000 ft

(9,144 m) of precast beams; 15,000 ft.(4,572 m) of 14-in. (35.5 cm) precast piles;46,000 sq. ft. (4,273 sq m) of MSE wall;17,000 small plants and 4,300 large plants,12,000 sq. yds. (23 acres) of sod; 14,000 tons(12,700 t) of asphalt, 10,000 ft. (3,048 m) ofdrainage pipe and 127 drainage fixtures. Inaddition, 130,000 yds. (118,872 m) of exca-vation is scheduled.To do the work, crews will use four

cranes, including a 230-ton (209 t)Manitowoc 888 and two Grove 60-ton (54 t)RTs. Two PC 300 diggers (excavators), twooff-road dump trucks, two bulldozers, threeloaders and one low boy (or semi) will beused to move dirt, materials and equipment.

The bridge has been a pet project of sev-eral commissioners since the 1980s, and ademonstrated need for it reaches back to1965, when the necessity of a second cross-ing between Stuart and Palm City was firstmentioned in county documents. It wasapproved by County Commissioners as partof the long-range comprehensive plan in1982 and named the county’s No. 1 road pri-ority in 1993, when projections forecastcompletion before 2000 at a cost of $40 mil-lion. In 1987 the Martin County Long Range

Transportation Plan confirmed the need for a

second crossing of the South Fork of the St.Lucie River. However, named the Palm CityAlternative Corridor in 1997, the bridgemoved from the top to the bottom of thefive-year improvement plan, with construc-tion rescheduled from 2001 to 2003. Oneyear later, the State Road 714/Palm CityBridge Feasibility Study reaffirmed the needfor four additional or alternate lanes crossingthe River.In 2001, the commissioners returned the

structure to a priority position and askedstate legislators to secure funding. Thennamed the Indian Street Bridge, its cost wasestimated at $84 million.A Project Development and Environment

Study was performed between 1998 and2006, determining that the best location for anew bridge to Palm City would connectIndian Street in Stuart to 36th Street in PalmCity, although some commissioners opposedthe location until concluding that an alternatelocation to the north would be too expensive. In 2007 the Martin County Metropolitan

Planning Organization segmented the con-struction of the corridor making Mapp Roadto Kanner Highway Segment #1, whichincludes the bridge.

Bridge Over Troubled WatersAlthough many business leaders and

politicians have pushed for the project fornearly three decades, not everyone was infavor of the new span. The $72 million fed-eral stimulus project has been criticizednationally as a waste of federal money.The controversial structure is viewed by

proponents as a means to relieve traffic onthe existing Palm City Bridge, improveemergency response and create jobs. Butopponents claim that the new bridge, 1.5 mi.(2.4 km) south of the Palm City Bridge, willadd to western sprawl and cause further traf-fic problems along Kanner Highway, dis-rupting the neighborhoods in Old Palm Cityand along Martin Highway.Even CNN and Fox News aired critical

reports of the project after it was marked forfederal stimulus funds in March 2009.Martin County Commissioner Sarah Heard,who campaigned against the bridge beforebeing elected in 2002, went on NBC’s“Today” show to question the use of stimu-lus money for the bridge. Provoked by accu-sations of wasteful spending from U.S. Sen.Tom Coburn, R-Okla., the White Houseconducted a four-day review in June 2009,reaffirming the placement of the bridge onthe stimulus list. Funding hasn’t been the only point of con-

tention slowing construction. According toZsoka, challenges by local citizens to envi-ronmental permits delayed the project start

At an industrial zoned site inForest Hill, Md., Celtic Demolitionoperates a recycling yard that con-verts construction debris to usablematerial at the same time it helpsmaintain air quality. The latterenvironmental feature is a conse-quence of Celtic’s switch to a pieceof machinery powered by a TierIV-standards engine. Celtic’s huge, rumbling

mechanical crusher that spews outshattered concrete in sorted piles ofaggregate is a Terex PowerscreenXR400S, a latest generationmobile recycling crusher weighingalmost 50 tons (45.3 t). The crush-er was one of the first Powerscreenunits sold in the United States witha Scania engine, which meets TierIV standards in this country as wellas European Union Stage IV stan-dards. Predecessor Powerscreenmodels used Caterpillar power-plants.Scania is a Swedish manufactur-

er that turns out some 80,000industrial, truck, bus, and marineengines every year. Scania-pow-ered trucks and buses are common-place in Europe and other parts ofthe world, but are relatively rare inthe United States. “I was familiar with Scania in

Europe,” said Ross Tumulty, co-owner and president of CelticDemolition. Tumulty is a nativeIrishman who came to the UnitedStates in the early 1980s. “You seea lot of Scania trucks and equip-ment there. From everything Ihear, the engines are very good.They are very successful inEurope.”

Celtic RootsTumulty was a paving contrac-

tor in Ireland, but when he arrivedin New York, he switched to con-struction. He worked as a laborer

for a couple of years. Shortly afterthe general contractor transferredhim to the Washington, D.C., areaafter opening an office there,Tumulty noticed that the contractorwas subbing out its demolitionwork. He decided in 1985 to try tocapture part of the business andstarted Celtic Demolition.Two years later, he met in the

Kavanagh, a native of Dublin, whojoined Celtic and is a co-ownertoday. The firm is headquarterednow in Alexandria, Va., and hasgrown from demolishing andextracting materials from theinside of buildings to taking downentire buildings and bridges. Aused John Deere 792 excavatorwas the young company’s firstpiece of equipment.

“Now we have a bunch of bigtoys to take down big buildingsand bridges,” Tumulty said. Probably the biggest — and cer-

tainly the tallest — piece of Celticequipment is a 260,000-lb.(117,934 kg) Hitachi 850 with ahigh-reach boom that fractures andsnatches apart structural elements13 stories above the ground. Celticthus introduced to the D.C. area

multi-story boom demolition, asopposed to the traditional methodof demolishing tall structures usinga wrecking ball swinging from acrane.The demolition company oddly

enough also performs historicpreservation work, wherein his-toric facades are preserved or care-fully taken down before the rest ofa building is leveled. Celtic per-forms excavation work as well, butonly in conjunction with demoli-tion. Often a cleared site needs sub-basement or footing work com-pleted before a new building canrise and Celtic segues into thatphase of new construction as partof an all-in package of site servic-es. Stand-alone excavation projectsare not solicited.The other mainstay business

activity for Celtic, whose annualbusiness volume exceeds $8 mil-lion, is bridge demolition. One ofthe company’s highest-profilebridge projects was the dropping ofa half-mile of the WoodrowWilson Bridge connecting Virginiaand Maryland. Bridges typically are 100 per-

cent recycled, Tumulty noted. Thesteel usually ends up at SuperSalvage, a D.C.-area yard thattakes most of the steel, aluminumand copper refuse that Celtic col-lects in its operations.Celtic recycles an estimated 90

percent of the debris from all itsdemolitions, according to Tumulty,and that’s where the Powerscreencrusher comes into play. WhileTumulty doesn’t know how manytons of concrete his recyclingequipment processes each year,virtually all the chunks of demol-ished buildings are turned intousable aggregate for backfillingand similar functions. The recy-cling occurs either on site at a gen-eral contractor’s request, or inCeltic’s Forest Hill yard.

New XR400S Brings More Power, Mobility to Crusher LineBigger and Stronger

The company’s XR400S replaced asmaller — 70,000-lb. (31,751 kg) — crush-er of another brand. That the new unit is larg-er than the one it replaced is in itself a goodthing, Tumulty said: “Bigger is better. Wealways go by that in demolition. Bigger isbetter.”Sheer weight usually translates into heav-

ier, stronger components. In a crusher, thatmeans it can more quickly gulp downchunks of concrete. “It just has a great appetite for concrete,”

Tumulty said of the XR400S. “It is very fastat what it does, twice as fast as the previousunit, and that’s important. You don’t want tobe spoon-feeding these things.”Speed can pose some hazards for crush-

ers, however. Sometimes bound into largerchunks of concrete are rebar and I-beamfragments, the steel reinforcement structuralelements that no crusher can crush. The “R”in XR400S addresses this problem. The “R” stands for “release” and alludes

to a hydraulic feature that Powerscreen pio-neered. When an uncrushable element isencountered by the jaws of the crusher, thejaws automatically and hydraulically spring

apart and drop the offending object and con-vey it out of harm’s way. Then the machineoperator hits a reset button and the crusherrecalibrates itself and resumes its work.“What happened in the past,” explained

Mark Keenan, of Powerscreen Mid-AtlanticInc., which sold the XR400S to Celtic tocomplement their Powerscreen Warriorscreener, “was that if the operator didn’t seethe steel and extract it, it would cause majordamage to the jaw of the machine. All of asudden, all the inertia of the jaw’s closingwould fire back to the bearings and shaft andalmost break it.” Considering how muchviolence is involved in the fracturingprocess, such a sequence is easy to imagineThe Powerscreen unit also features a

direct drive instead of the hydraulic drivefound in most competitors’ equipment.Consequently, about 95 percent of the powergenerated by the Scania engine is directedtoward the crushing process, compared to 75percent in machines using the less efficienthydraulic drive.Coincidentally, Keenan also is from

Ireland, the headquarters of PowerscreenInternational, where Keenan began workingfor the company. The Powerscreen Mid-Atlantic Inc. dealership opened inKernersville, N.C., between Winston-Salem

and Greensboro, in 1996 and Keenan hasworked there since 2002. He has helped thebusiness grow in North Carolina, Virginia,South Carolina, and West Virginia. Mid-Atlantic also carries auxiliary equipmentincluding Telestack Ltd. Conveyor systemsand Kiverco recycling systems.Mid-Atlantic operates a rental/leasing

yard in Ashland, Va., where area contractorscan get hold of crushers, screens, and con-veyors for on-site recycling work. “As opposed to digging up the rock and

trucking it away, then paying quarries foraggregate to use on site, contractors rent ourmachines, pull out the rock, crush it, screenit and make the correct size gravel they needright on site,” Keenan said.

Portable and MobileThe portability and mobility of crushers

makes such on-site applications possible.Keenan notes that Powerscreen made thefirst tracked crusher in the late 1990s “andthe market exploded. All of a sudden con-tractors were all about it. With the price ofaggregate going up, more and more contrac-tors don’t want to spend so much moneywith the quarries.”In these ways does Celtic Demolition use

its Powerscreen crusher, either on site or in

its recycling yard, whichever best suits aproject and general contractor.Tumulty said the recession’s impact on

construction has been felt in the demolitionindustry. “Usually one (construction) affectsthe other (demolition),” he observed.“Project owners usually don’t tear downsomething until they are ready to build rightbehind it, and finance it all in one package.”After private sector work dried up for his

50 employees, Tumulty and Kavanagh tar-geted government entities for demolitionprojects — including bridges and otherinfrastructure in the District, northernVirginia and southern Maryland. Traveling to other areas in the Atlantic

region is not something the Celtic ownerswill be doing in these tough economic times.The company once took on a project nearPhiladelphia, but Tumulty said that they con-cluded it wasn’t the best business model forCeltic. “We have the contacts here. We havethe dump sites here.”And now the company has there in its

recycling yard a crusher with a voraciousappetite for concrete debris.

Construction Equipment line of pipelayers. With its excavator-based configuration,

the machine offers a 360-degree swing withfull lifting performance and functionality atall radius positions — a solution unattainablewith conventional sideboom pipelayers. To increase productivity, the Volvo

Judges Dismiss Environmental Suitsby nearly a year. Plans call for 1.29acres (.5 ha) of wetlands to be perma-nently cleared for the bridge and 0.779acres (.3 ha) to be temporarily clearedfor construction.In 2007 Palm City residents Odias

and Kathie Smith led a group of resi-dents in filing a federal lawsuit, accus-ing state and federal transportation offi-cials of violating the NationalEnvironmental Protection Act bydownplaying the environmental dam-age the bridge would cause to the St.Lucie River, wetlands, fish habitat andneighborhood parks.U.S. District Judge Jose Martinez

rejected the group’s federal lawsuit inMay 2010; but their appeal to the U.S.Circuit Court for the 11th Circuit inAtlanta put planning on hold whilethey challenged the South FloridaWater Management District’s permitfor the bridge, contending the projectwill harm wildlife in the South Fork ofthe St. Lucie River, area wetlands,water quality and the quality of life inOld Palm City. They also claimed thatthe project violates local growth and

federal environmental protection regu-lations by affecting the county-ownedKiplinger Tract in the South Fork.By December, Administrative Law

Judge D.R. Alexander recommendedthat the contested South Florida WaterManagement District permits for thebridge be approved. Litigation added$116,312 to Martin County’s tab. Recently, an appellate judge dis-

missed a last-minute attempt byCitizens for Smart Growth for aninjunction to halt the work.Construction finally began March 28,2011, nearly a year after it was sched-uled to commence. Other causes of delay included the

weather and the need to relocate sever-al gopher tortoises. “Weather has played a significant

role in the first six months of the proj-ect,” Zsoka reiterated. “Significant rainamounts have hampered roadwaywork.” Barring any other unexpected

delays, estimated completion date issummer 2013.Hal Smith, a civic activist from the

Whispering Sound subdivision onMartin Highway in Palm City, and

Kathie Smith told local media that res-idents living along the proposed routeof the span remain unhappy about thebridge. They believe the state shouldhave waited for the appeal to be decid-ed before starting work. Instead, theywatched as workers began clearingbrush so utility lines and a temporaryfence used to keep construction materi-als from the waterway could beinstalled along the Palm City bank ofthe South Fork of the St. Lucie River.Mike DiTerlizzi, a Palm City busi-

nessman who advocated for the bridgeduring his eight years as a MartinCounty commissioner, told localmedia, “When this is done, and thepark-like setting along 36th Street isthere with the trees and the landscap-ing, and the water retention areas, itwill be great for the people who live onthat part of Palm City. And it’s a bless-ing to the people on the north side ofPalm City. There will be less trafficaround the existing bridge.”

The American Society of SafetyEngineers (ASSE) released a revised A10.7standard for construction and demolitionoperations, titled, “Safety Requirements forTransportation, Storage, Handling and Useof Commercial Explosives and BlastingAgents.” The American National Standards

Institute (ANSI)/ASSE A10 AccreditedStandards Committee serves the construc-tion and demolition industry and the A10standards serve as guides for contractors,labor and equipment manufacturers in theconstruction and demolition industry to helpmake work practices safer for all. The A10.7 standard is applicable to the

storage, handling and use of commercialexplosives and blasting agents in the con-struction industry. The standard should not,however, be applied to pyrotechnics, small-arms ammunition or explosive power packsin the form of explosive-activated or explo-sive-charged construction devices such as

explosive rivets, explosive bolts, charges fordriving pins or studs, and cartridges forexplosive-activated power tools. The stan-dard provides best practices for use of com-mercial explosives and should be used toguide handling and use in a construction anddemolition environment.Chair of the A10.7 subgroup, Lon Santis,

stated, “Knowledge of the state-of-the-artbest practices found in A10.7 is vital for anyoperator wanting to provide adequate explo-sives safety and security.” ASSE currently serves as the ANSI secre-
