A Guide to the Process of Registering a Ship on the South African Ship Register
TO SHIP OPERATOR’S, SHIP OWNERS, CHARTERERS, SHIP OPERATORS, MANAGER’S AND
SHIP’S AGENT’S AND PRINCIPAL OFFICERS.
Summary
This Marine Notice serves as a guide to advise the maritime industry of the SAMSA Ship Registration
Process for Bareboat Charter Registration as well as full Ship Registration on the South African Flag.
All required forms and explanations related to the registration process are included as annexures to
this guide.
1. The prevailing legislation for Ship Registration in South Africa is the Ship Registration Act 58 of 1998
(as amended) and the Ship Registration Regulations, 2002 (as amended).
2. This guide outlines the requirements for Bareboat Charter and Full Ship Registration in South Africa.
3. This guide includes all relevant SAMSA application forms and Marine Notices as well as application
forms for Inmarsat, Radio Station Licenses and MRCC application forms.

1. PRE REGISTRATION SURVEY
Pre-Registration Surveys are mandatory for all vessels wanting to register their vessel under the South
African Flag including vessels registered under a bareboat charter agreement. The purpose of this survey
is to determine the suitability of the vessel to come onto the South African Register.
The survey will be carried out by a SAMSA surveyor. If the vessel is not at a South African Port, then the
costs of transport and subsistence for getting one of the SAMSA surveyors to the port where the vessel is,
will be for the account of the shipowner/ charterer.
In certain instances, SAMSA may exercise its discretion and delegate the responsibility of carrying out the
pre-registration survey to one of the Recognised Organizations on behalf of SAMSA. In this case, copies
of all survey reports/documentation and/or certificates issued by these Recognized Institutions on
SAMSA’s behalf shall be forwarded to SAMSA for our records.
2. DOCUMENTARY REQUIREMENTS FOR BAREBOAT CHARTER
REGISTRATION
Qualifying Vessel Criteria: Vessels that may be bareboat chartered:
o Vessels other than fishing vessels;
o Vessels over 500 gross tons;
o Vessels that are mechanically propelled; and
o Vessels where the charter agreement is no less than two years.
Qualifying Ownership Requirements:
(a) South African citizen
(b) A body corporate established in terms of a law of the Republic with a place of business in the
Republic
(c) A trust in which –
(i) The majority of the trustees having the controlling power at any given time are South African
Nationals as in (a) and (b) above;
(ii) A majority of the beneficial interests are held by such South African Nationals; and
(d) The Government of the Republic.
DOCUMENT REQUIREMENTS:
1. Application for Registration – Bareboat Charter (OP-1109/1)
1.1 Form to be completed and signed by a representative of the Chartering Company.
1.2 Note: This form requests the Call Sign and Radio Station Licence details from ICASA
but this will not yet have been issued and therefore this block can be left blank.
2. Declaration of Ownership & Nationality (OP-1108/3)
2.1 To be signed in the presence of a Commissioner of Oaths and by a duly authorized
representative of the Chartering Company.

Procedure:
Complete the ICASA Radiocommunication Application Form and attach copy of Charterer
Registration Documentation together with the proof of payment of R 600.00 (R 480-00 for the
application and R 120-00 for the issuing of the licence) and scan & email it to:
If the Charterer is a Company, the following must be submitted:
o Memorandum of Incorporation/Certificate of Incorporation
o Companies and Intellectual Property Commission (CIPC) confirmation
o Directors Resolutions
If the Charterer is a Close Corporation, the following must be submitted:
o Founding Statement and List of Members
o Copies of the Identity Documents of the Members
If the Charterer is a Trust, the following must be submitted:
o Title Deed of the Trust
o Statement of the Nationality of each Beneficiary and Description of each Person’s
beneficial interest in the Trust.
If the Charterer is an Individual
o A copy of his/her Identity Document
Once the MMSI Number Allocation has been issued by ICASA, a copy must be provided to
SAMSA. The original Radio Station Licence will be sent directly to the client by ICASA and a
copy of this document must also be provided to SAMSA to be kept on record.
2. Inmarsat Registration and Activation
o The registration and activation of the Inmarsat is done by Inmarsat in the United Kingdom.
o Inmarsat “Registration for Service Activation” Application Form to be completed and
submitted and thereafter Inmarsat will issue a South African Inmarsat Mobile Number.
o The shore based service provider contracted to reprogramme the GMDSS equipment will
normally liaise and assist the shipowner with the completion of the forms necessary for the
registration/activation process.
o The Global Customer Support Office at Inmarsat in the United Kingdom can be contacted for
further assistance, if necessary:

3. Accounting Authority Identification Code (AAIC)
o All Maritime Earth Stations on board vessels which form part of a Global Maritime Distress
Safety System (GMDSS) installation must have an officially approved AAIC.
o South Africa has two approved AAIC’s – GB01 and GB08

4. Emergency Position Indicating Radio Beacon (EPIRB) Registration Form

5. Authority to Operate GMDSS
Foreign Certified GMDSS radio operators, serving on South African registered vessels, require a
South African “Authority to Operate” (“ATO”). The ATO authorises the holder to operate a ship
station or a ship earth station established in a ship under a licence issued by the Independent
Communications Authority of South Africa.
The Application for a Certificate of Equivalent Competency includes the application for an ATO,
as applicable. Copies of the foreign issued COC, the GMDSS GOC as well as the STCW
Endorsement should be attached to the application. The crew member, provided that the SAMSA
Senior Examiner is satisfied with the application, will be issued with an A4 South African
Authority to Operate and a STCW Endorsement.
Reference can be made to the Marine Notice 14/15 of 2015 for more information on Recognition
of Foreign Seafarer Certificates of Competency in terms of the STCW Convention.
12. ISM & ISPS DECLARATIONS/SAFE MANNING DOCUMENT
1. ISM Code Declaration of Company
SAMSA form to be completed and signed by the Chairman or CEO of the Shipowner
2. ISM Code Declaration of Designated Person Ashore
SAMSA form to be completed and signed by the Designated Person Ashore
3. ISPS Code Declaration of Company Security Officer

The Safe Manning Document will be issued by the Principal Officer of the respective Port of
Registry.

3. DOCUMENTARY REQUIREMENTS FOR FULL SHIP REGISTRATION
Qualifying Ownership Requirements:
(a) South African citizen
(b) A body corporate established in terms of a law of the Republic with a place of business in the Republic
(c) A trust in which –
(i) The majority of the trustees having the controlling power at any given time are South African

both Bareboat Charter Registration as well as Full Ship Registration.

5. CERTIFICATE OF EQUIVALENT COMPETENCY
STCW parties whose certificates of competency for ships' officers have been accepted by SAMSA, in
terms of regulation 98 of the Merchant Shipping (Safe Manning, Training and Certification) Regulations,
2013, and whose certificates of proficiency can be used for revalidation purposes only are listed in the
appendix of Marine Notice No. 22 of 2015, or its successor should the notice be withdrawn on
amendments. Copies of all SAMSA Marine Notices can be found on our website at www.samsa.org.za
The Application form for the endorsement of a foreign Certificate of Competency as well as the Procedure
and documentation required is laid out in SAMSA Marine Notice 15 of 2015 (“Amendments to OPS 517
– Application for the Endorsement of a Foreign Certificate of Competency”).
(Kindly take note that the reference to Supporting Documentation for “Deck Department” refers to Deck
and Engineering Department for Merchant Vessels).
6. MANNING OF BAREBOAT CHARTERED/FULLY REGISTERED SHIPS
In respect of the registration of vessels in South Africa, whether bareboat chartered or fully registered, the
South African Maritime Safety Authority encourages at least 50% of the ship officers to be South African.
This, however, is currently not a compulsory requirement for the registration of these vessels.
In order to drive the South African training of cadets, we would strongly encourage the owners/ charterers
of vessels that are coming onto our SA register to consider entering into training agreements with our
South African cadets to be trained on board these vessels.
7. DECLARATION OF MARITIME LABOUR COMPLIANCE PART I
The DMLC Part I will be issued to the specific vessel by the SAMSA Principal Officer at the Home Port
at which the vessel is to be registered. The contact details for all Principal Officers are listed on Page 3
of this document.
8. CONTINUOUS SYNOPSIS RECORD (CSR)
SAMSA issues the CSR document (Form 1) to the ship. Any amendments to the CSR document must be
completed on Form 2 by the relevant Company and thereafter sent to the Administration together with the
current CSR document. The administration will then issue a revised and updated form. When an
amendment form is attached to the current CSR document, details of the amendment must also be entered
in the Index of Amendments (Form 3) and attached to the current CSR document in date order.
9. TONNAGE AND LOAD LINE CERTIFICATION
Tonnage Certification for Bareboat Charter:
For vessels registering under Bareboat Charter, a tonnage certificate in terms of the 1969 Tonnage
Convention will be accepted by SAMSA. If the tonnage certificate is not issued in terms of the 1969
Convention, the vessel will have to be remeasured for bareboat charter registration purposes.
Load Line Certification for Bareboat Charter
*A ‘load line ship’ means any ship of 14 metres or more in length, which is not solely engaged in fishing
and is not a pleasure yacht*
For vessels registering under Bareboat Charter, a load Line Certificate issued by a Classification Society
(duly authorised as one of the SAMSA Recognised Organizations) will be accepted by SAMSA.
Tonnage Certification for Vessel Registration:
For vessels wanting full vessel registration in South Africa, a tonnage certificate in terms of the 1969
Tonnage Convention, with relevant tonnage computation, will be accepted by SAMSA. If the tonnage
certificate is not issued in terms of the 1969 Convention, the vessel will have to be remeasured for vessel
registration purposes.
Load Line Certification for Vessel Registration:
*A ‘load line ship’ means any ship of 14 metres or more in length, which is not solely engaged in fishing
and is not a pleasure yacht*
For vessels wanting full vessel registration in South Africa, a load line certificate, with relevant
computation, must be provided to SAMSA. If there is no computation for load line, then the vessel will
have to be remeasured.
Kindly take note that notwithstanding the above, our SAMSA Naval Architects
reserve the right to request a tonnage and/or load line computation for any
applicable vessel irrespective of whether the vessel is bareboat chartered or fully
registered on the South African Ship Registry.
10. CARVING AND MARKING NOTE
The Carving and Marking Note for the vessel registration (including tonnage) details on the ship will only
be issued by SAMSA once all the documentation for Bareboat Charter registration/ship registration has
been lodged with the Registrar of Ships. The Carving and Marking of the vessel must be inspected and
signed off by a SAMSA/Class surveyor (as applicable) as soon as one becomes available. As an interim
measure, the Registrar will accept photographic evidence clearly showing the correctly carved and marked
ship. This applies to vessels laying in South African Ports which will be inspected by a SAMSA surveyor
as well as vessels in foreign ports where a Class Surveyor has been duly authorised to inspect on SAMSA’s
behalf. The Registrar will then open the ship register for the vessel and issue the Registration Certificate
and the South African Foreign Tonnage Certificate accordingly.
Load Line Carving & Marking Note
If the load line is accepted by SAMSA or following remeasurement of the vessel (as may be required),
SAMSA will then issue a Load Line Carving and Marking Note in respect of the load line which must be
attended to by the owner/charterer accordingly. As a general guide, the load line marking will have the
letters “S” and “A” above whilst the relevant classification society (example Class NK) will appear “N”
“K” below. Once a SAMSA or class surveyor has signed off on such, a South African Load Line Certificate
will be issued accordingly.

12. HOME PORTS OF SOUTH AFRICA – INFORMATION & SERVICES
There are seven South African Home Ports at which vessels can be registered. They are: Cape Town,
Saldanha, Mossel Bay, Port Elizabeth, East London, Durban & Richards Bay. Annexure 19 contains more
information about each of these home ports. The information as contained in the Annexure relating to these
home ports of South Africa was compiled by the Transnet National Ports Authority and can be found on
their website at http://www.transnetnationalportsauthority.net/
This information is included as a guideline and for informational purposes only. The accuracy of this
information has not been validated by SAMSA and therefore prior to any reliance on this information, we
highly recommend contacting TNPA for validation and confirmation of anything contained therein.
13. FEE STRUCTURE
Kindly take note that the fee structure will differ for each vessel and will therefore be calculated on a case
by case basis. The fees will depend on the Gross Tonnage, the Registered Length as well as the Recognized
Organization appointed to undertake the surveys for the particular vessel.

TERMS AND CONDITIONS FOR THE UTILIZATION OF THE INMARSAT SPACE SEGMENT BY SHIP EARTH STATIONS
AND LAND MOBILE EARTH STATIONS INCLUDING AERO-C & AERO MINI-M
Article 1 Scope of Terms and Conditions
(A) These Terms and Conditions shall apply to the authorization between Inmarsat Limited ("the Company") and the Owner or Licensee of the Mobile Earth Station ("MES") ("the MES Owner") described in the applicable Service Activation Registration Form ("SARF"), with respect to the utilization of the Inmarsat space segment by the MES.
(B) For the purpose of these Terms and Conditions:
(1) "SARF" means an application made by the MES Owner for utilization of the Inmarsat space segment;
(2) "Point of Service Activation (PSA)" means the entity responsible for processing the SARF.
(C) The MES Owner shall ensure that any operator or user of the MES ("the MES Operator") is informed of and complies with these Terms and Conditions, as far as applicable, at all times.
Article 2 MES Performance, Criteria and Operations
(A) Authorization Subject to Compliance with Technical, Operating and Other Requirements
(1) Throughout its utilization of the Inmarsat space segment, the MES shall comply with the criteria and performance standards to which it was type-approved, and the MES Owner and Operator shall comply with the operating procedures notified by the Company to the MES Owner and MES Operator at any time or times.
(2) The MES shall be used exclusively for peaceful purposes.
(3) The MES Owner shall notify the PSA promptly of any change in the Accounting Authority or Inmarsat Service Provider (ISP) or other billing entity, as specified in the SARF.
(4) The authorization to utilize the Inmarsat space segment shall be conditional upon compliance with this Article 2. The MES Owner and Operator shall not utilize the Inmarsat space segment in a manner contrary to the environmental usage and distress and safety conditions specified in the SARF or contrary to these Terms and Conditions, without the prior written consent of the Company.
(B) Sanctions in the Case of Non-compliance
(1) The Company shall be entitled, at any time or times, and with immediate effect, unilaterally to modify, restrict, suspend or terminate, temporarily or permanently, the authorization by notification to the MES Owner and the MES Operator, if the Company deems the MES or the MES Owner or the MES Operator to not so comply, or to practise a utilization not so authorized, no matter what the cause or causes of such non-compliance or practice.
(2)The Company shall also send a copy of the notification to the PSA.
(3) Unless the authorization has been terminated, the Company shall lift such modification, restriction or suspension, if it is demonstrated to the Company's satisfaction that compliance has been resumed and will be maintained, or that such unauthorized practice has been and will be discontinued by the MES Owner or MES Operator.
(C) Suspension and Termination in Special Circumstances
(1) The authorization shall be deemed to be suspended during any period in which persistent malfunction or any operation of the MES that degrades the performance of the Inmarsat space segment occurs.
(2) The authorization shall be deemed to be terminated if any one of the following circumstances occurs:
a) any change in the information contained in the SARF which would require a change in
MES identity;
(b) significant modification or change to the MES;
(c) in the case of a ship earth station (SES), removal of the SES from the ship on which it has been authorized to operate.
(3) The MES Owner or MES Operator, as the case may be, shall notify the Company promptly in writing via the PSA of the events specified in paragraphs (1) and (2) above.
(D) Suspension for Non-Payment of Accounts and Other Causes
(1) Without prejudice to any of the other remedies and provisions of these Terms and Conditions or at law, the Company and any or all of the land earth station (LES) Operators in the Inmarsat system may, individually or jointly, suspend the authorization due to non-payment of accounts for the telecommunications services provided by the LESs, unauthorized use of the MES, loss or theft of the MES, fraudulent use of or by the MES, other non-compliance with these Terms and Conditions, insolvency of the MES Owner or MES Operator or their designated entity responsible for payment of accounts, or any other reason established under the Company's Barring Procedures in force at the relevant time.
(2) Upon being satisfied that the causes of the suspension have been remedied, the Company and the LES Operators may lift the suspension.
(3) In the case of a ship earth station, the suspension shall not restrict an MES from transmitting a distress alert and distress priority message. The Company and the LES Operator shall use reasonable efforts to restore access to the space segment for subsequent safety communications associated with the distress situation.
(4) In connection with the administration of the Company's Barring Procedures, the Company and the LES Operators may share information about the status of the MES with each other, with Nominated Barring Authorities designated by LES Operators and, in the case of SESs, with Maritime Inspection Agencies.
(E) Compliance with National and International Regulations
In utilizing the Inmarsat space segment, the MES Owner and MES Operator shall comply with all applicable national laws and regulations governing the use of radiocommunications in the territorial sea, the ports, or national territory of any State in which the MES is located at any time, and any other applicable national or international laws and regulations and the MES Owner shall indemnify the Company and any LES Operator concerned against any loss incurred by them as a result of any non-compliance with this paragraph. The Company shall hold the benefit of this indemnity as trustee for any such LES Operator.
Article 3 Financial Obligations
The establishment of charges for the telecommunications services provided by the land earth stations (LESs) is the prerogative of the owner and/or operator of the LES. All accounts for telecommunications services via the LESs must be paid by the MES Owner without delay. In the event of delayed payment the Company and the LES Operators concerned may discontinue telecommunications services for the MES in default, except for the exchange of distress traffic, in accordance with Article 2(D) (3) above. If an LES Operator is unable to collect charges from the Accounting Authority, ISP or other billing entity specified in the SARF, personal and corporate details of the MES Owner or Operator may be disclosed to the LES Operator for the purposes of debt collection.
Article 4 Telecommunications Disclaimer
(A) This Article applies to the Company for itself and as trustee for the benefit of the lessors, manufacturers, or other providers of the Inmarsat space segment; the owners or operators of LESs; and the directors, officers, employees, agents or assignees, of any of them ("the other indemnitees").
(B) Subject to paragraph (D) below, neither the Company nor any of the other indemnitees shall be
liable for any claims attributable to any unavailability, delay, interruption, disruption or degradation in or of the Inmarsat space segment capacity; modification, restriction, suspension or termination of the authorization in accordance with Article 2(D)(1) above; failure to restore access in accordance with Article 2(D)(2) and (3) above; or sharing of information about the status of the MES in accordance with Article 2(D)(4) or Article 3 above regardless of the cause or causes thereof. Such waiver of claims shall also extend to any direct or consequential loss, damage, liability or expense, loss of revenue or business harm of any kind.
(C) The MES Owner agrees to indemnify the Company and the other indemnitiees and hold them harmless from any claims that might be made by the MES Operator or any other entity or person, attributable to any of the causes referred to in paragraph (B) above.
(D) Nothing in this Article 4 shall exclude or limit liability for death or personal injury in any jurisdiction where, as a matter of law, such liability cannot be excluded or limited.
Article 5 Language and Communications
(A) These terms and conditions and all documentation and communications required thereunder shall be in the English language.
(B) All communications pertinent to the authorization or to these Terms and Conditions shall be made or confirmed by telex, facsimile, data transmission or other written or electronic form. Communications by Inmarsat the Company to the MES Owner and the PSA shall be sent to its their last known address, and communications to the MES Operator shall be sent to via the MES.
Article 6 Amendments
The terms and conditions as herein stated are subject to amendment by the Company such amendment to become effective upon the date specified by the Company but not less than thirty (30) days after the date of notification of the amendment to the MES Owner, the MES Operator and the PSA.

Summary
This Marine Notice lists countries which South Africa, through SAMSA has entered into agreement
with, to recognise Certificates of Competency issued by foreign administrations in accordance with
Regulation I/10 of the International Convention on Standards of Training, Certification and
Watchkeeping for Seafarers, 1978, as amended. This is in accordance with Regulation 98 of the
Merchant Shipping (Safe Manning, Training and Certification) Regulations, 2013, as amended

Introduction
1. Section 83 of the Merchant Shipping Act permits the employment of a holder of a foreign certificate of
competency on a South African ship provided the holder is authorised by Regulations
2. The Merchant Shipping (Safe Manning, Training and Certification) Regulations, 2013, as amended (the
Regulations) provides the principles for the South African Maritime Safety Authority (SAMSA) to
follow when accepting a foreign certificate of competency.
3. Appended to this Marine Notice are the documents to be used by candidates when completing the
application as well as by examiners in assessing the same. The following documents are attached;

(1) Individual applications to be submitted through a port office. All documentation to be
original.
(2) Electronic submissions will only be accepted if initiated by an employer. Such applications
should be sent to [email protected]. The employer shall include a statement to the
effect that all documentation has been checked against the original and found correct.
Electronic applications will be assessed by the relevant senior examiner.
(3) An applicant is to be referred to the relevant Marine Notice by the recipient of the
application, to verify that the country of origin of the certificate for endorsement appears
on the list of countries whose certificates are recognized by South Africa. No endorsement
will be issued to a certificate issued by a country not on this list.
(4) Application FOP-517 is received by Surveyor Support Clerk (SSC) [in the event of an
electronic submission, the relevant senior examiner shall initiate the process with the SSC].
The PO appoints an examiner to approve the application. The examiner checks and verifies
all documentation submitted which must include at least the following:
(5) A statement by the applicant, confirmed by or on behalf of another party to the STCW
Convention, that his or her level of proficiency in English meets the relevant requirements
of these regulations.
(a) taking and passing an SAMSA English oral exam with a SAMSA surveyor/Examiner on
board ship or in a port office
(b) holding a STCW CoC for which the examinations and teaching were conducted in
English
(c) holding an advanced English language certificate issued by the British Council or an
International Language Testing System (IELTS) test report showing overall band of at
least 6
(d) holding a certificate of TOEFL (Test Of English as a Foreign Language) applicable for

admission into US universities
(e) holding a Berlitz Language School level 2+ certificate endorsed by the company
(f) passing the Marlins test at an approved Marlins Test Centre plus the Marlins test of
spoken English (TOSE) or written confirmation from your company that your spoken
English is satisfactory for your job
(6) A valid medical certificate issued by an approved medical practitioner or recognized by the
party declaring that the medical fitness of the applicant complies with the medical
standards set out in the Maritime Medical Standards Code.
(7) Ancillary course certificates – Not generally required if information already included as part
of applicants CoC.
(8) A certified copy of the applicant’s valid original certificate of competency.
(9) Two current passport-size colour photographs of the applicant. Photos shall meet the
following requirements;
(a) Be in sharp focus and clear
(b) Have a strong definition between face and background
(c) Be printed professionally on high quality paper
(d) Show the candidate looking directly at the camera
(e) Photo must be a close up of the candidates’ head and top of the shoulders.
(f) Have the following dimensions: Height = 45 mm, width = 35mm
(10) Documentary evidence that he or she has attained the level of knowledge of the Republic’s
Maritime Legislation as specified in the Code if the applicant is applying for recognition as
master, chief mate, chief engineer officer or second engineer officer. The assessment for
documentary evidence may be written through the Authority or an accredited institution.

(11) Every endorsement issued under regulation 98(3) of the Merchant shipping (Safe Manning,
Training and Certification) Regulations 2013 shall be a separate document and shall state,
with reference to these regulations and the STCW Convention, the capacity in which the
holder is entitled to serve.
(12) A certified copy of the applicants GMDSS (For deck department only). A letter of Authority
to operate a radio installation onboard a South African ship.
(13) The prescribed fee must be paid and a receipt issued.
(14) In the case of individual applicants, no interim is issued. In the case of employer initiated
applications, a Confirmation of Receipt of Application (CRA), is issued.
(15) If the application is rejected for any reason, the applicant is to be advised in writing and the
interim endorsement, if issued, withdrawn.
(16) Approved applications are sent to the Registrar of Seafarers who will follow the procedure
for the issue of an endorsement.
(17) The Registrar of Seafarers must refer to the issuing authority for verification of authenticity
before issuing the endorsement. Candidates shall be issued with certificates as follows;
(a) Engineer Officers – Certificate of Equivalent Competence as in accordance with
Chapter III of the STCW Convention;
(b) Deck Officers – certificates of equivalent competence as follows;
i. In accordance with Chapter II of the STCW Convention; and
ii. In accordance with Chapter IV of the STCW Convention

The Port of Cape Town lies in the shadow of Table Mountain, approximately 120 nautical miles
North West of Cape Agulhas – strategically positioned almost at the southern tip of the African
continent. The port serves cargoes moving between Europe and the western hemisphere and the
Middle East and Australia, especially containers. Over the centuries Cape Town has evolved from a
staging post on a major east-west trade route into a modern, full service general cargo port renowned
for deciduous fruit and fish exports.
PORT INFORMATION & SERVICES
ADVISING ETA
To VTS/Port Control, 72 hours prior to arrival at the
Fairway Buoy.
AIRPORT
Cape Town International Airport is served by major world
airlines with scheduled flights to all parts of the globe, either
direct or via Johannesburg.
ANCHORAGES
To the north of the pilot boarding point (the Fairway Buoy),
with a depth of 20-25m. During winter months (April to
September) north and northwest winds are frequent. Vessels
should be prepared to proceed to sea at short notice at the
approach of bad weather.
APPROACHES
Via VTS lanes.
BALLAST
Vessels should be sufficiently ballasted to navigate safely
within the harbour.
CRUISE SHIPS
There are no dedicated areas within the Port for cruise liners.
They are berthed at E and J berths in the Duncan Dock or at
the Eastern mole area depending on space availability and
vessel size.
DEPTH
The depth at the entrance channel is 15.9m, with 15.4m at the
entrance to Duncan Dock and 14m at the entrance to Ben
Schoeman Dock. The depth in Duncan Dock varied between
9.9m near the repair quay to 12.4m at the tanker basin. Ben
Schoeman Dock varies from 9m to 15.5m depth.

FISHING INDUSTRY
Cape Town is the major base for the fishing industry of the
region with sophisticated facilities for processing catches and
the maintenance of the international fleets.

Navtex at 12:20 and 16:20 hours.
PASSENGER TERMINAL
Facilities for cruise ships are provided at No 2 jetty in
the Victoria Basin or at E-Berth in the Duncan Dock.
PILOTAGE
For all vessels requesting pilotage services, one hour
of advance notice is required to VTS/Port Control on
channel 14. Pilot ladders must comply with SOLAS
regulations.

Joint Bunkering Services, a joint venture between BP South
Africa, Caltex Oil, Shell SA and Engen Petroleum, allowing
customers to choose their supplier while gaining the benefit
of economies through the shared distribution system.

The port deploys a wide range of modern, standard and
specialised equipment as appropriate to

Arrangements for the handling of hazardous cargo must be
made through the Harbour Master. Vessels carrying
explosives or dangerous goods are restricted to arrival and

Robben Island lighthouses, northwards by straight line

include the foreshore to the castle – and back to the
Green Point Lighthouse.
RADIO
The calling frequency for VTS/Port Control Cape
Town (call sign ZSC) is VHF Channel 14. Cape Town
Radio also uses HF channels: 421, 821, 1221 and 1621
and monitors Morse code transmissions on 500 kHz,
R/T on channel 2182 and digital selective calling
channels on: 4207.5, 6312.0, 8414.5, 12577.0 and
16804.5 kHz. Distress and safety traffic is conducted
on 4125, 6215, 8291, 12290 and 16420 kHz.
SHIP REPAIR
There are two dry docks; a repair quay and ship lift
facilities.

represented at Cape Town.
STEVEDORING
Cape Town stevedoring companies offer services
including cargo stowage, lashing and securing, cargo
breakout, stowage planning, and operation of ship’s
equipment, hatch and tank cleaning. Duncan Dock
Cold Storage Stevedoring Services offer clients a one-
stop service.
STORAGE
The Port of Cape Town has a comprehensive range of
covered and open storage facilities.

The tide fall at Cape Town is 1.2m.

LOCATION: Latitude 33” 2”S, Longitude 17”5”E
Situated on the West Coast of South Africa some 60 nautical miles north-west of Cape Town, the Port
of Saldanha, since its “discovery in the year 1601, remains the largest and deepest natural port in the
Southern Hemisphere able to accommodate vessels with a draft of up to 21.5 meters. The port covers
a land and sea surface of just over 19,300 hectares within a circumference of 91kilometer with
maximum water depths of 23.7meters. Saldanha is unique in that it has a purpose-built rail link
directly connected to a jetty bulk loading facility for the shipment of iron ore.

AIRPORT
The nearest major airport is Cape Town International, some
140km from Saldanha which has scheduled flights to world
destinations. There are local airports at the towns of
Saldanha and Langebaan, both approximately 15km from
the port.
ANCHORAGES
Saldanha and Langebaan anchorages
APPROACHES
The depth of the main navigation channel of the jetties is
23m and 23.7m at its start. It has a minimum width of 400m.
BALLAST
Vessels should be sufficiently ballasted to allow safe
navigation within the harbor. The actual ballast requirements
are:
DEPTH
The quay channels on each side of the ore and oil jetties are
dredged to a depth of 23.0m and there is a 580m diameter
turning basin to the west of the jetties which is dredged to a
depth of 23.2m
DIVERS
There is a full service available through private diving
companies, employing experienced operatives who are able to
undertake work on commercial vessels in the port. No
underwater cleaning is allowed.
DOCKING
Vessels of more than 14m draught are handled in daylight
only. Vessels of MPTV/L may be docked port-side, larger
vessels are docked bow-to-sea. A telephone is compulsory for
tankers and is placed on board after docking.

FISHING INDUSTRY
Fishing operates at Saldanha are based at the Sea Harvest

Pilotage is compulsory for all vessels arriving at the
port. Boarding is via pilot launch (equipped with radar
and VHF radio) or, in certain adverse conditions by
helicopter. I the latter case, authorization from the
ship’s master and the pilot via the ship’s agent is
required.

berths but must be ordered in advance through the ship’s
agent. The Government and Sea Harvest quays have private

The oil terminal is equipped with three 16” connection
Chicksan hydraulic arms, the Iron Ore jetty operates a semi-
automated bulk handling facility fed by conveyor and the
three multi-purpose berths have no wharf cranes, backed by
a range of trucks and ships..
CONSULAR
All leading maritime nations are represented.
RADAR SURVEILLANCE
Saldanha Bay operates a sophisticated VTS System
perfected by Marine Data Systems and AIS System
(Automated Vessel Identification System).
SALVAGE AND RESCUE
Port Control is the rescue co-ordination centre (RCC) from
Dassen Island to the Orange River Mouth.
SEAMANS ASSOCIATIONS
The Biblia International Mission and the Anglican mission
to Seaman both have facilities in the town of Saldanha
offering leisure facilities.
SHIP REPAIR
Local facilities, including a slipway, are geared to the
requirements of fishing vessels. The closest facilities for
large vessels are situated in the Port of Cape Town.
Quay and Government Jetty. The Sea Harvest Company
receives catches for freezing, storage and export.
FRESH WATER
Supplies available by pipeline at all principle quays and
berths.
HAZARDOUS CARGO
A certified chemist boards all tankers on arrival to check its
insert gas system, and confirm that arrivi9ng cargo is fully
inserted. Lead concentrates must be covered at all times.
FIRE FIGHTING
Port tugs are fitted with firefighting and salvage equipment. A
fire protection service is provided for firefighting and related
services and a tanker watch is provided by the port authority.
HOURS OF BUSINESS
The Port of Cape Town is open 24 hours, 365 days of the year
for handling of ore vessels and tankers.

salvage equipment. Vessels of more than 19m draught require
four tugs

POLLUTION CONTROL
Saldanha Bay is an environmental sensitive area, with
strict ballasting regulations. When docking is
completed, the pollution control officer will check that
the vessel is in a suitable state for de-ballasting. The
port of Saldanha can deploy a comprehensive range of
anti-pollution equipment. Pollution control booms are
positioned around all vessels loading or discharging at
the Oil Terminal.

Mossel Bay holds a special place in South African maritime history for this is the first recorded place
used regularly along the South African coast by European seafarers journeying to the East. It is
situated halfway between Cape Town and Port Elizabeth at Longitude 22º 08' E and Latitude 34º 08' S
and is the smallest of the commercial Ports along the South African coast. Mossel Bay is also the
home of Mossgass (Petro SA) and oil industries projects started in 1980’s, though it deals mostly with
fish industries. Mossel Bay is the only South African port that operates two off-shore mooring points

The Port of Port Elizabeth is a geographically well-positioned, customer-centric, multi-cargo port that

Situated in Algoa Bay, on the south-eastern coast of Africa,. The port has a container terminal, one of
only five (Durban, East London, Ngqura, Port Elizabeth and Cape Town) in South Africa.
Being a congestion free port allows it to maintain high cargo handling rates, fast and efficient ship
turnaround and unparalleled service levels. The port is equipped to handle dry bulk, bulk liquid,
general cargo and container cargo. Passenger ships usually make use of one of the fruit terminal
berths when calling at Port Elizabeth.
The port’s container terminal has three berths totalling 925m in length and a storage area of 22
hectares with 5400 ground slots for stacking purposes. The container terminal is equipped with the
latest generation gantry container cranes and straddle carriers.
The break-bulk terminal has six berths totalling 1170m, two bulk berths totalling 360m and a tanker
berth of 242m. The tug, fishery and trawler jetties measure 120m, 165m and 136m respectively.

Ship repairs are undertaken in the East London Graving Dock which has a docking
length of 200 meters.
Private contractors undertake repair and maintenance. A repair quay of 106 meters
TOWAGE
The Port of East London is a compulsory pilotage area in terms of Port Rules and
this service is provided by the port authorities. The port is equipped with 2 x 43
ton bollard pull Z-peller tugs to assist in docking and undocking of vessels. A 18
ton twin screw work boat serves as a pilot boat
is available adjacent to the dry-dock.
Facilities include:
Floodlighting for 24-hour working, compressed air shore power, fresh and salt

The port is ISPS certified and operated on ISPS level one. Port activity is

permit system is in place for port users and visitors. All terminals are ring-fenced
and access to these terminals is controlled.
ENVIRONMENTAL FORMALITIES
Only licensed waste service providers are permitted to operate in the port for the
removal of slops, normal waste and galley waste.
All vessels arriving in South Africa from international or national waters are
required to submit an all-inclusive and fully completed Ballast Water Report and
comply with relevant section of IMO Guidelines for waste removal.

entrance. Anchoring is prohibited within an area of 3/4 of a

Vessels report to Durban Port Control at 12 Nautical Miles

RADIO
The Port of Durban port control and the signal station
are manned 24 hours a day, seven days a week. The
port working channel is VHF channel 12 and 2182
kHz frequency is monitored by the Bluff Signal
Station only.
SHIP REPAIR
The Port of Durban is equipped to handle ship repairs
at the Prince Edward Graving Dock, two floating
docks and a slipway (see page 82).

Stevedoring is varied out by private-sector operators
in Durban.
STORAGE
The Port of Durban has a comprehensive range of covered and open
storage facilities.
TIDE
Tidefall at mean high water springs is 1.8m and 0.49m and mean low
water neaps.
TRANSPORTATION
The Port of Durban has direct access to the South Africa trunk road
network as well as excellent rail infrastructure connecting with all South
Africa’s major cities.
WATER DENSITY
Seawater density in the harbour is 1.025g/cm³.
WEATHER
Durban enjoys a sub-tropical climate with warm
winters and temperatures ranging from 15°C-26°C.
Summers are hot and humid with temperatures
between 22°C and 35°C and periods of heavy
rainfall.

The Port of Richards Bay is located approximately 160 km North-East of Durban and 465 km South
of Maputo on the eastern seaboard of South Africa.
The Port is one of South Africa’s eight operational commercial ports under the auspices of the
Authority with great potential to play a key role in the shaping of South Africa’s future growth and
prosperity. Established only in 1976 primarily for the export of 26 million tonnes of coal over the
first ten years, the Port is one of the newest ports within the Authority’s stable. However, it has
become of age within a relatively short period; with the establishment of one new berth every second
year on average.
The combination of specialized cargo handling facilities, fast vessel turnaround, deep water
infrastructure, excellent rail links to the hinterland and the large greenfield development potential, has
made the Port one world’s leading bulk ports, handling in excess of 80 million tonnes
annually,representing approximately 60% of South Africa’s seaborne cargo.
The opening of the Port transformed a small fishing village into a dynamic industrial Port.
PORT INFORMATION & SERVICES
ADVISING ETA
The Port Control is manned 24 hours a day. Channel 16
VHF is the calling frequency, with messages being passed
on VHF Channel 12. Vessels should radio Port Control prior
to the arrival, advising ETA. When vessels enter the VTS
zone (the initial arrival point – 15 miles) they must advise
Port Control of their draft free-board and any other VTS
information requested.
AIRPORT
Richards Bay Airport is independently managed and not part
of the network of larger airports operated by the parastatal
Airports Company South Africa – Return flights to
Johannesburg - OR Tambo International Airport.
ANCHORAGES
The outer anchorage is 3-6 miles south-east of the south
breakwater. Caution should be exercised during strong SW
and NE winds as vessels have lost their anchors in the past.
Note: Anchorage immediately to the north of the Port
entrance channel is a prohibited area due to the location of
an offshore pipeline (SA Notices to Mariners 44/83). When
determining outer anchorage position, vessels are required
CRUISE SHIPS
There are no dedicated areas within the Port for cruise liners.
Liners are berthed at suitable berths, depending on space
availability and vessel size, or berthed at the Small Craft
Port.
DEPTH
The Port entrance channel has a width of 300m, extending
seawards 400m beyond the breakwater to a depth of 22m.

FISHING INDUSTRY
INFORMATION
Weather bulletins and reports available from South
African Weather Service, East Coast Radio or Port
Control. Coastal weather bulletins via Navtex at 12:20
and 16:20 hours.
PASSENGER TERMINAL
There is no dedicated cruise liner terminal. Facilities
for cruise liners are provided at various berths,
depending on availability at the Small Craft Port and
the size of the liner.
PILOTAGE
Pilotage is compulsory. Marine Pilots are transferred
to and from vessels by helicopter. A pilot boat is on
standby should the helicopter not be available. The
latest International Chamber of Shipping (ICS) Guide
to helicopter/operations should be consulted and fully
adhered to. General communication with the
helicopter is on VHF Channel 14.
Port Control will advise which side the ladder should
be rigged. Man ropes must be provided – pilot hoists
are not acceptable. Vessels are served in order of
not to anchor within prohibited areas as listed in the local
chart.
APPROACHES
Via VTS lanes.
BALLAST
Vessels should be sufficiently ballasted to navigate safely
within the Port. For vessels up to 250 m in length: Fwd
draft: 2% in length overall / Aft draft: 3% in length
overall. For vessels in excess of 250 m in length: Fwd
draft: 2½% in length overall / Aft draft: 3½% in length
overall.
BANKING
All major South African and international banks are
represented in Cape Town.
BERTHS
There are 23 berths ranging up to 350m length. See Berth
details.
BUNKERS
Bunkering points are available at Berths 209, 301 and
302. The maximum vessel size permitted alongside Berth
209 is 225m LOA, 12,5m draft or not more than 67 000
dwt. Bunkers can also be provided by bunker barge, “Smit
Bongani” operated by Smit Amandla marine (Pty) Ltd at the
Port.
CARGO HANDLING
The Port hosts six cargo-handling terminals equipped to
ensure that our clients can compete in the global area.

HAZARDOUS CARGO
Arrangements for the handling of hazardous cargo must be
made through the Port Master. Vessels carrying explosives or
dangerous goods are restricted to arrival and movement
within the port during daylight hours. (Refer to the Port Rules
for SA Ports and the Harbour Master’s Written Instructions).
HOURS OF BUSINESS
The Port of Richards Bays Authority’s administrative office
hours: 08:00 – 16:00 (Monday to Friday – not public
holidays).
The Port Authority’s Marine Services hours: 24-hour service,
7 days a week, except Christmas day.
Terminals: 24-hours, 7 days a week. (Notes: Closures over
public holidays vary per terminal).

PILOT BOARDING POSITION
Boarding points are determined by the Marine Pilot
within an area designated for pilot boarding as per
local navigation chart. All vessels with a freeboard in
excess of nine metres, must have an accommodation
ladder rigged in conjunction with the pilot ladder. The
lower ledge of the accommodation ladder must not be
more than nine metres above sea level (as per IMO
Resolution A.889(21)).

Channel 16 is monitored for emergency purposes.
