Pierce Manufacturing, Inc. is pleased to submit to the Skokie Fire Department a proposal for the refurbishment and repaint of Tower 16, One (1) - 1995 Pierce Aerial Platform, O.E.M. #E8867. The following paragraphs will describe in detail the apparatus additions and modifications proposed.

QUALIFICATIONS Pierce Manufacturing, Inc., located in Appleton, Wisconsin, is truly a leader and innovator in the fire apparatus industry. The Pierce Refurbishment Center has achieved the very same reputation for fire apparatus repair and refurbishing. Located 30 miles west of Appleton in Weyauwega, Wisconsin, the Pierce Refurbishment Center facility is dedicated exclusively to the refurbishing and repair of all makes and models of fire apparatus. Pierce Manufacturing has produced fire apparatus for over 70 years and has been refurbishing apparatus for more than 35 years.

The 37,000 square foot Refurbishment Center has 16 well-equipped bays staffed by 52 certified, highly skilled mechanics. Fabrication and refinishing is done at the main manufacturing facilities to assure our customers the same fine quality that new Pierce apparatus is famous for.

WELDING REQUIREMENTS Pierce Manufacturing follows American Welding Society D 1.1 -96 standards for structural steel welding. All aluminum welding will be done to American Welding Society and ANSI D 1.2-96 requirements for structural welding of aluminum. Flux core arc welding will use alloy rods, type 7000, American Welding Society standards A5.20-E70Tl.

ISO COMPLIANCE The manufacturer will operate a Quality Management System under the requirements of ISO 9001. These standards sponsored by the "International Organization for Standardization (ISO)" specify the quality systems that will be established by the manufacturer for design, manufacture, installation and service. A copy of the certificate of compliance will be included with the bid.

SINGLE SOURCE MANUFACTURER Pierce Manufacturing is a single source apparatus manufacturer. The definition of single source is a manufacturer that designs and manufactures their products using an integrated approach, including the chassis, cab and body being fabricated and assembled on the bidders premises. The warranties relative to the chassis and body design (excluding component warranties such as engine, transmission, axles, pump, etc.) will be from a single source manufacturer and not split between manufacturer (i.e. body and chassis).

WARRANTY Pierce Manufacturing, Inc. warrants all new components and repairs to existing components to be free from defects in materials and workmanship per the enclosed warranty policy.

TERMS Payment is to be made, in full, within 30 days after completion and final acceptance at Pierce Manufacturing, Inc.

SHIPPING PRECAUTIONS The following shipping precautions must be completed before transportation of the fire department's apparatus to Pierce Manufacturing for refurbishment or repair. Failure to complete the listed items below may result in additional costs to the fire department.

All water tanks, foam tanks, pumps, all inlets and discharge plumbing, all drains, and any other plumbing are to be completely drained prior to being driven or flat-bedded.

Strip down all loose equipment unless arranged with Pierce prior to shipping in order to make the repair process easier and to eliminate the potential for lost equipment while the unit is being refurbished or repaired.

All loose or potentially loose items should be taped or strapped to ensure they do not come loose during transit.

INCOMING VEIDCLE INSPECTION The following inspections will be performed by a qualified Pierce technician(s) before any work begins. Inspections are to verify working components before disassembly, and to determine the overall condition of the truck.

o Chassis inspection and road test o Cab inspection o Body inspection o Pump inspection and test o Electrical inspection and test o Aerial inspection and test (3rd party U.L.)

Should any defects be found that are not already addressed in the proposed work, an itemized list of the defects, along with the costs to repair any additional items, will be provided to the fire department for review. Repair of any defects will be "open", pending approval. No additional work will be performed without prior approval from the fire department.

WARRANTY A separate warranty page detailing the warranty coverage will be provided with the proposal.

1. AERIAL PLATFORM

The aerial device will be disassembled for repairs. The upper aerial assembly, platform and turntable will be removed from the rotation bearing at the torque box. The ladder sections will then be removed from the turntable and separated.

While the aerial device is disassembled, the ladder sections will be media blasted. The complete aerial device will go through a 3'd party UL Underwriters Laboratory visual inspection to include nondestructive magnetic particle testing of all welds. All steel structural weldments will be inspected for compliance with the American Welding Society (AWS) standard Dl.l, "Structural Welding Code-Steel".

All aluminum structural weldments will be inspected for compliance with A WS standard Dl.2 "Structural Welding Code-Aluminum". Any weld discontinuities will be corrected and repaired.

All welding of aerial components, including the aerial ladder sections, turntable, platform basket, and outriggers, will be in compliance with the American Welding Society standards. All welding persmmel will be certified, as qualified under A WS welding codes.

Cylinders All hydraulic cylinders will be removed from the aerial device to include the elevation cylinders, lift cylinders, platform leveling cylinders and outrigger cylinders. The cylinders will be disassembled and rebuilt to include honing the cylinder walls and installation of new seals, cylinders rods will be inspected and re-chromed if scored or pitted. Defective head glands shall be replaced. Holding valves will be tested for proper operation.

Hydraulic hoses All hydraulic hoses will be replaced with new; this is to include the aerial device, turntable, platform basket and outriggers. Fittings for the aerial device and outriggers will be inspected and replaced with new only if necessary.

All hose assemblies will be assembled and crimped by the hose manufactures certified technician.

All manufacturing employees responsible for the installation of hydraulic components will be properly trained. Training will include: proper handling, installation, torque requirements, cleanliness and quality control procedures for hydraulic components.

Hoses used in the aerial hydraulic system will be of a premium quality hose with a high abrasion resistant cover. All pressure hoses will have a working pressure of 3000 psi. with a burst pressure rating of9,000 psi. and one-half the required SAE bend radius.

Hydraulic pump A new hydraulic pump and hot-shift PTO will be provided and installed.

The hydraulic system will be supplied by a variable displacement, load and pressure compensating piston pump. The pump will meet the demands of all three (3) simultaneous aerial functions. The pump will provide proper flow for a single aerial function with the engine at idle speed. A switch will be provided on the control console to increase the engine speed for multiple function operation.

The hydraulic system will be protected from possible hydraulic pump malfunctions by a relief valve, which will route the excess oil into the oil tank, when the pressure in the hydraulic system exceeds 3,150 pounds per square inch.

An amber indicator light will be installed, on the cab instrument panel, to notify the operator that the power takeoff is engaged.

An interlock will be provided that allows operation of the aerial power takeoff, only after the chassis spring brake has been set and the chassis transmission has either been placed in the neutral position or the transmission is in drive position with the driveline to the rear axle disengaged.

Oil tank and filters

The hydraulic oil tank will be drained, cleaned, new filters and hydraulic oil installed.

The hydraulic oil will be a premium Multi-Vis product having a leading edge additive package, provide oxidation stability, be extremely shear stable and maximum anti-wear properties. All oil delivered to the manufacturing site will have a minimum ISO cleanliness level of 18115/13.

The aerial will be evaluated as to the region and climate where it will be used to determine the optimum viscosity and proper oil grade. Oil viscosity will be based on an optimum range of 80 to 1000 SUS during normal aerial use. Before shipment of the unit, an oil sample will be taken and analyzed to confirm the oil is within the allowable ISO grade tolerance.

High pressure filter A new pressure filter will be rated for 6,000 psi working pressure and generously sized for efficiency and capacity. A 90 psi bypass spring will be included to protect the element and hydraulic system during lower than normal system operating temperatures.

The 5Q filter element will be constructed of a micro glass medium, which has the highest capture efficiency, dirt holding capacity and life expectancy over other media such as cellulose and synthetic. The nominal rating will be 5 micron and have an efficiency rating of 99.3 % for 5 micron sized particles. The element will have a dirt holding capacity of not less than 3 5 grams.

Return filter A new return filter will be rated for 800 psi working pressure and generously sized for

efficiency and capacity. A 25 psi bypass spring will be included to protect the element and hydraulic system during lower than normal system operating temperatures. The 5Q filter element will be constructed of a micro glass medium, which has the highest capture efficiency, dirt holding capacity and life expectancy over other media such as cellulose and synthetic. The nominal rating will be 5 microns and have an efficiency rating of 99.6% for 5 micron sized particles. The element will have a dirt holding capacity of not less than 40 grams.

Turntable controls All turntable and platform basket controls will be replaced with new electric over hydraulic controls. The upper PQ controls will be replaced with new, updated controls similar to that used on current production aerial apparatus will be provided. Existing control valves will be salvaged and returned to the Village of Skokie.

Console A new turntable console will be provided for all new updated upper aerial function controls. The console will be lighted for nighttime operation with one (1) L.E.D. work light activated by the aerial master switch. A fuse panel will be located in the turntable console.

Outrigger controls All outrigger control valves will be inspected and rebuilt. Outrigger sensors shall be replaced with new.

To aid in leveling the unit, two new bubble type angle indicators will be located near the stabilizer controls. One indicator will show the angle of the truck from the front to rear and the other will show the side to side angle of the truck. The indicators will be color coded green to show when the truck has been properly leveled allowing the aerial device to be operated at full capacity.

Electrical system All electrical wiring for the aerial device, turntable, console, platform basket and outriggers will be replaced.

The aerial electrical system will be designed and manufactured in such a way that the power and signal protection and control compartments will contain circuit protection devices and power control devices. The power and signal protection and control components will be protected against corrosion, excessive heat, excessive vibration, physical damage, and water spray.

The aerial electrical system will be designed and manufactured to allow the following:

o All ofthe serviceable components will be readily accessible.

o Circuit protection devices will be utilized to protect each circuit.

o All circuit protection devices will be sized to prevent wire and component damage when subjected to extreme current overload.

o General protection circuit breakers will be Type-I automatic reset (continuously resetting) or Type-II (manual resetting) and conform to SAE requirements. When required, automotive type fuses conforming to SAE requirements will be utilized to protect electronic equipment.

o Power control relays and solenoids, when utilized, will have a direct current (de) rating of 125% of the maximum current for which the circuit is protected.

o Toggle switches will be utilized that are certified for the outside conditions that fire apparatus experience.

o All wiring will be protected through conduit or loom.

o All wiring harnesses will be properly supported to eliminate harness damage through rubbing.

Hydraulic swivel The hydraulic swivel will be inspected for leaks, proper tolerances, and proper operation. Minor repairs will be made. If serious deficiencies are noted, the Fire Department shall be notified of the deficiencies and repair cost prior to any work being performed.

Electric Swivel The electric swivel will be inspected for defects, proper tolerance, and proper operation. If serious deficiencies are noted, the Fire Department shall be notified of the deficiencies and repair cost prior to any work being performed.

Emergency power unit A new extended run Emergency Power Unit (EPU) will be installed. The pump will be capable of running for 30 minutes for limited aerial functions to stow the unit in case of a main pump or truck system failure. A momentary switch will be located at the stabilizer and aerial control locations to activate the emergency pump.

Rotation drive motor The hydraulic rotation drive motor will be replaced with new.

Rotation gear The rotation gear will be inspected for defects, proper tolerance, and proper operation. The turntable will be bolted to the bearing using new, SAE Grade 8, .875" diameter bolts. To secure the bearing to the torque box, using new Grade 8, .875" diameter bolts will be used. All bearing bolts will be checked by UL Underwriters Laboratory for proper torque values.

The torque box and frame rails will be inspected and necessary repairs made. Serious deficiencies will be reported to the customer along with a cost estimate for approval of any needed repairs.

Vapor Sealant VpCI-329 Multi-metal corrosion inhibitor will be applied to all ladder sections. VpCI-3 29 is a vapor sealant that is applied to the interior of the aerial ladder sections to aid in preventing corrosion from forming on the inside of all sections.

Steel cables All extension/retraction cables will be replaced with new.

The reeling of the cable will be such as to provide synchronized, simultaneous movement of all sections to full extension. The extension/retraction cables will be: 7-flex galvanized wire rope with stainless steel threaded ends.

Sheaves All cable sheaves will be replaced with new plastic, greaseless and all sheave pins will be polished stainless steel.

Pins and bushings All pins and bushings for the aerial ladder device will be inspected for tolerance as required by OEM specification. New pins and/or bushing will be provided only if required.

Wear pads All extension wear pads on the aerial ladder will be replaced with new.

Wear pads that are made of polymer material will be used between the telescoping sections for maximum weight distribution, strength and smootlmess of operation. Adjustment screws will be provided on the wear pads to permit proper side alignment.

Rung covers Each rung will be covered with a secure, heavy-duty, fiberglass pultrusion that incorporates an aggressive, no-slip coating. The rung covers will be glued to each rung, and will be easily replaceable should the rung cover become damaged. Each rung cover edge will have 2.00" of photo-luminescent, aggressive, no-slip coating to assist in providing a light source for each rung during low light conditions. The photo­luminescent coating will remain visible for up to 20 hours after exposure to light.

The rung covers will have a 10-year, limited warranty.

Placards Replace all aerial and outrigger placards related to the operations of the outriggers and aerial device.

Cradle interlock system A cradle interlock system will be provided to prevent the lifting of the aerial from the nested position until the operator has positioned all the stabilizers in a load supporting configuration. A switch will be installed at the cradle to prevent operation of the stabilizers once the aerial has been elevated from the nested position.

A Truck inductive proximity switch will be provided on the boom support to detect if the aerial device is fully stowed within the boom support.

On the base section of the ladder, a stainless steel scuff plate will be provided where the ladder comes into contact with the boom support.

Waterway The waterway system will be hydrostatically tested and the waterway pipes inspected for corrosion. All corrosion will be removed and waterway piping treated to resist corrosion. New seals will be installed throughout the waterway including the victaulics, chicksan, and dresser coupling seals. The waterway seals will be of type-B PolyPak design, composed of nitroxile seal and a nitrile wiper, which together offer maximum stability and extrusion resistance on the waterway.

The waterway seals will have automatic centering guides constructed of synthetic thermal polymer. The guides will provide positive centering of the extendible sections within each other and the base section to insure longer service life and smoother operation.

The waterway pipe fittings will be inspected for corrosion after disassembly. Any corroded piping and fittings that are beyond repair shall be replaced.

Intercom The existing intercom will be replaced with new.

Aerial device paint o All painted surfaces on the ladder sections, turntable, platform basket and hydraulic

cylinders will be repainted.

o All aerial device structural components above the rotation point that are not chrome plated or stainless steel will be painted.

o All buy out components, such as monitor, nozzle, gauges, etc. will be supplied as received from the vendor.

o All areas to be painted will be sanded to remove any metal flakes and smooth any rough surfaces.

o All ladder surfaces to be painted will be phosphatized to remove metal impurities, aid paint adhesion and inhibit rust.

o The components will be primed painted with an epoxy primer and finished painted with a durable, high gloss polyurethane paint.

o The stabilizers will be powder coated black.

o A yellow reflective stripe will be provided on the vertical and horizontal members of the stabilizers.

o All the hydraulic hoses, wiring and non-ferrous metals will be masked off before painting.

Boom signs The existing boom signs will be replaced and new graphics installed. Vendor will provide sample graphics. Existing boom signs shall be returned to the customer.

Basket heat shields The existing GenT ex heat shield will be replaced with a metallic heat reflective shield on the bottom of the basket.

Full under the basket heat shield protection with a non-glare finish will be provided with dual swing-down doors for ease of servicing and clean out.

Ground pads

The existing aluminum ground pads will be replaced with new lightweight composite pads.

An auxiliary ground pad will be supplied for each stabilizer. The pads will be 24.00" square and made from a lightweight composite material. The ground pressure will not exceed 75 pounds per square inch when the ground pads are used and the apparatus is fully loaded and the aerial device is carrying its rated capacity in any position.

Aerial Breathing Air System Evaluate and Test aerial breathing air system. Make any necessary repairs. Bottles painted to match aerial paint.

Aerial certification After all repairs and modifications are completed, the aerial device will be reassembled. The complete device will be lubricated, adjusted and tested for proper operation. The unit will then be fully tested by a 3'd party testing company, UL Underwriters Laboratory to the current standards of the NFP A 1911. All timings will be tested to NFP A 1911 table A.l9.8.8.2.

2. PUMP

Transfer Valve Switch and Electric Motor Replace the transfer valve switch and electric transfer valve motor.

Suction Relief Valve Overhaul The relief valve body will be removed from the pump body, thoroughly cleaned and inspected for pitting and other evidence of wear. Small imperfections will be sanded or honed to reduce the size and allow smooth operation. The relief valve will be re-installed and tested to assure proper operation per the manufacturers and NFP A standards.

Pump Valve Overhaul All discharge, tank fill, tank to pump and auxiliary inlet valves will be removed from the adjacent piping to facilitate cleaning and allow bench rebuilding. The valve seals and ball will be removed and carefully inspected for wear or abnormal operation. New seals and 0-rings will be installed per manufacturer's recommendation, including a new ball if required. The valves will be reinstalled and dynamically tested for internal and external leakage.

Outlet Bleeders/Drains/ Swing Stvle Handle Control New swing drain valves will be installed in place of push-pull drains.

All drains will be updated to the new swing handle design.

A .75" bleeder valve will be provided for each outlet 1.50" or larger. Automatic drain valves are acceptable with some outlets if deemed appropriate with the application.

The valves will be located behind the panel with a swing style handle control extended to the outside of the side pump panel. The handles will be chrome plated and provide a visual indication of valve position. The swing handle will provide an ergonomic position for operating the valve without twisting the wrist and provides excellent leverage. Bleeders will be located at the bottom of the pump panel. They will be properly labeled identifying the discharge they are plumbed in to. The water discharged by the bleeders will be routed below the chassis frame rails.

Pump and Gauge Panel (Side Mount) New pump and gauge panels will be provided on each side of the pump house. New panels shall be fabricated aluminum with a black "Duracoat" finish.

The passenger's side pump panel will be removable and fastened with swell type fasteners.

A polished aluminum trim molding will be provided on both sides of the pump panel.

The gauge panel will be hinged, at the bottom, with a full length stainless steel hinge. The fasteners that hold the panel, in the up right position, will be quarter-tum style. Vinyl covered chains will be used to hold the panel in the dropped position.

All new pump panel Tags, Bezels, Tee handles and linkages will be provided.

Gauges, Vacuum and Pressure The pump vacuum and pressure gauges will be silicone filled and manufactured by Class 1, Inc.

The gauges will be a minimum of 4.00" in diameter and will have white faces with black lettering, with a pressure range of 30.00"-0-400#.

Gauge construction will include a Zytel nylon case with adhesive mounting gasket and threaded retaining nut.

The pump pressure and vacuum gauges will be installed adjacent to each other at the pump operator's control panel.

Test port connections will be provided at the pump operator's panel. One will be cmmected to the intake side of the pump, and the other to the discharge manifold of the pump. They will have 0.25 in. standard pipe thread connections and polished stainless steel plugs. They will be marked with a label.

Pump Inlets, Outlets, and Drains will be color coded with the correlating operating handles.

Gauges will include a 1 0 year warranty against leakage, pointer defect, and defective bourdon tube.

Pressure Gauges The individual "line" pressure gauges for the discharges will be Class I interlube filled.

They will be 2.50" in diameter and have white faces with black lettering.

Gauges will have a pressure range of 0-400#. The individual pressure gauge will be installed as close to the outlet control as practical.

Pump Certification Pump certification to the same standards as the third party UL test with certificate delivered to Village representative.

Water Tank Water tank shall be inspected and tested for potential leaks. Deficiencies will be noted and provided to the Village. Tank has a lifetime warranty and any required repairs will be forwarded to the apparatus manufacturer.

3. PAINT, CAB, AND BODY EXTERIOR The scope of the process and extent of the repaint procedure will be as follows:

All lettering, striping, and graphics will be removed prior to paint.

The cab and body exterior shall be completely disassembled. This is to include but not limited to, removal of the front bumper and filler panel, aluminum tread plate overlays, all DOT lights, warning lights, and scene lights, wipers, all cab glass, mirrors, grab handles, door hinges and handles, air vents, wheel opening moldings, trim strips and nameplates.

The cab and body will be inspected for corrosion. All areas of surface corrosion will be repaired before paint. Replace all rusted through metal. Known areas of rust through are the rear side compartments aft of the outriggers.

Inspect the underside of cab, chassis frame and undercarriage. Minor joint weld fatigue will be repaired. Any serious deficiencies will be reported to the customer along with a cost estimate for approval of any needed repairs.

The cab and chassis undercoating will be inspected. If no corrosion is evident and the undercoating is not missing or defective no action will be necessary. If corrosion is present, or undercoating is defective, it will be removed and recoated.

The truck repaint will include: o Cab and body exterior. o Body compartment interiors, including ladder storage area. o Two-tone cab paint (white top, red bottom). o Cab doors, exteriors and jambs. o Body doors, exteriors and interior panels. o Wheels

The exterior custom cab and body painting procedure will consist of a minimum six ( 6) step finishing process as follows:

I. Manual Surface Preparation - All exposed metal surfaces on the custom cab and body will be thoroughly cleaned and prepared for painting. Surfaces that will not be painted include all chrome plated, polished stainless steel, anodized aluminum and bright aluminum tread plate. Each imperfection on the exterior metal surface will be removed or filled and then sanded smooth for a smooth appearance. All seams will be sealed before painting. Surface areas not requiring paint or replacement shall be cleaned and polished.

2. Chemical Cleaning and Treatment - The metal surfaces will be properly cleaned using a high pressure and high temperature acid etching system. Surfaces are chemically cleaned to remove all dirt, oil, grease and metal oxides to ensure the subsequent coatings

bond well. An ultra pure water final rinse will be applied to all metal surfaces, excluding undercarriage components, at the conclusion of the metal treatment process.

3. Primer/Surfacer Coats- A two (2) component urethane primer/surfacer will be hand applied to the chemically treated metal surfaces to provide a strong corrosion protective base coat and to smooth out the surface.

4. Hand Sanding - The primer/surfacer coat will be lightly sanded to an ultra smooth finish.

5. Sealer Primer Coat - A two (2) component sealer primer coat will be applied over the sanded primer.

6. Topcoat Paint- Two (2) coats of an automotive grade, two (2) component acrylic urethane paint, will be applied.

Additional Body Work Requirements

1. Metal coated with rust preventative material between painted body and all tread plate attached to the body to serve as a barrier between dissimilar metals:

o Sealed around edges with clear silicone sealer.

2. All door handles, grab rails, hinges, and accessories attached to the body will be gasketed to prevent paint chipping and corrosion.

3. All compartment door rubber seals will be replaced to insure water tight seal.

4. Clean and polish all tread plate:

o Clean chrome and other materials not painted.

5. Any fasteners replaced will be stainless steel to reduce corrosion:

o Lock-Tight thread lock shall be used on all screws and bolts when reassembled.

6. Undercoat cab and apparatus body with rust preventative material as appropriate.

7. Cab seal between tilt cab and stationary cab shall be inspected and if deficiencies are noted, seal will be replaced.

Reflective Striping The 6.00" to 1.00" reflective stripe will be provided across the front of the vehicle and along the sides of the body. The reflective band will include an "S" ribbon design matching the original. Reflective Chevron 6" Striping on rear of apparatus. Vendor to provide color options.

Reflective Lettering All Lettering and Striping will be replaced to original design. (See Alternate 1)

4. CAB REP AIRS/UPHOLSTERY The cab interior upholstery will be replaced with new. The new upholstery will include all cab and crew cab seats, four ( 4) door panels, visors, cab and crew cab headliners, rear crew cab wall and engine cover. Re-install Streamlight Holder/Charger bases (locations to be determined). Cab interior will comply with current NFP A ambient noise standards. Vinyl options shall be provided by the vendor.

Rebuild the cab doors to include the following:

o Adjust and lubricate door latches and replace any defective components.

o Adjust and lubricate window regulators and replace any defective components.

o Replace cab door weather seals with new extruded rubber door seals

o Replace cab door window weather felting material

o Adjust door stays and replace as necessary

o Adjust doors for proper fit

The cab dash (instrument panel) will be inspected and cleaned. Vendor will assist in providing options for mounting computer and other cab equipment.

Seat Belts All cab seat belts will be replaced with new. The new belts will be longer than the existing and red in color meeting current NFP A requirements.

The forward facing seats will be furnished with three point shoulder type seat belts. The rear facing seats will be furnished with lap type seat belts. All seat belts will be furnished with automatic retractor. Extension will be provided with the seat belt so the male end can be easily grasped and the female end easily located while sitting in a normal position.

SCBA Holders Install new Life Guard "Smart Dock" SCBA Holders on all seats currently outfitted with SCBA brackets.

Handrails All existing body and cab handrails will be replaced with new NFP A 190 I compliant non-slip 1.25" diameter anodized aluminum extrusion, with a ribbed design, to provide a positive gripping surface.

Chrome plated end stanchions will support the handrail. Plastic gaskets will be used between end stanchions and any painted surfaces.

Drain holes will be provided in the bottom of all vertically mounted handrails.

Folding Steps

All existing folding steps will be replaced with large, new bright finished, non-skid luminescent folding steps. The steps will meet the current requirements ofNFPA 1901. The luminescent coating is rechargeable from any light source and can hold a charge for up to 24 hours. The step can be used as a hand hold with two openings wide enough for a gloved hand.

Pump Operator Roll Out Step The pump operator roll out step will be replaced. New step will lock in the in and out position with one hand operation. The step surface will be serrated bright aluminum tread plate.

Bright Aluminum Tread Plate All exterior, bright, aluminum tread plate will be replaced with NFP A 190 I compliant, serrated bright aluminum tread plate material. To include: o Catwalks. o Running boards. o Front bulkhead. o Tailboard. o Beavertaillining. o Aluminum tread plate panels above pump panels. o Back of cab. Rear of body will be of smooth aluminum to accommodate Chevron striping. New rear doors will be fabricated and contain Chevron striping and TWR 16 lettering.

Compartment Doors All compartment doors will be rebuilt to include replacement of any defective components, adjust and lubricate door latches, door stays, and replace compartment rubber door seals. Adjust doors for proper operation and fit.

120 Volt Receptacles

Replace all external 120 volt receptacles with new receptacles to the same configuration and type, with new weatherproof covers.

5. LIGHTING All exterior vehicle lights will be replaced. LED lighting is the preferred choice.

DOT/FVMSS LIGHTING All exterior DOT/FVMSS lighting will be replaced with new LED lights. The new lighting will meet or exceed Federal Department of Transportation, Federal Motor Vehicle Safety Standards and National Fire Protection Association requirements. The new lighting will include the following:

Clearance/Marker Lighting o The seven (7) clearance and marker lights installed across the leading edge of the

cab and tower shall be replaced with new LED lights.

o Replace the four ( 4) marker/turn lights on cab and apparatus body with Weldon LED Model 9186-8580-29 Marker/Turn lights with amber lenses.

o Replace Deck Lights on the rear with dual mode (Spot/Flood) 12 volt Collins Dynamics Model FX-9 Deck Lights.

o Install eight (8) Whelen 2G ( 4" Round) Series LED Model 20COCDCD ground perimeter llumination lights as follows:

o One ( 1) at each cab door

o One ( 1) at each side of the pump house

o One (1) on each side adjacent to the ladder egress steps These lights will be activated when parking brake is set.

o Install Whelen Strip-Light Series Model PSCOCDCR on each side of pump panel. Replace lights on drivers' side and add a light to the passenger side with Whelen Strip-Light Series Model PSCOCDCR. Add a stainless steel light shield to passenger side.

o Replace the cab ICC lights and all body marker/ICC lights with LED Lights.

o Replace the directional lights on front of cab with LED directional lights with populated, sequential, amber arrows- Whelen 600 Series LED Model 60AOOT AR with chrome flanges

Replace Taillights as follows:

o Stop/Tail Lights- Whelen 600 Series LED Model 60ROOBRR.

o Turn Lights- with populated, sequential, amber arrows Whelen 600 Series LED Model 60AOOT AR.

o Back Up Lights- Whelen 600 Series LED Model 60COOWCR.

o Taillights be mounted in Whelen Model CAST3 600 Series 3 lighthead vertical polished cast aluminum housing.

Emergency Lighting o Replace light bars on the cab with four ( 4) Whelen Model FNMINI LED light bars.

o Install rear warning light bar between rear beacons just below turntable with Whelen Dominator LINZ6 Super-LED Model DP6RRRRRR light bar.

o Replace existing Opticomtm emitter with Whelen Opticom'm Infared System Model 795DM (interior upper windshield mounted).

o Install LED warning lights to front of cab as follows: Two (2) red Whelen 600 Series Linear LED Model60RR02FRR with chrome flanges, one (1) on each side of front of the cab next to directional turn signal. Two (2) Whelen 600 Series Linear LED lights on the grill- one (1) at each side headlight level. Red is Whelen Model 60R02FRR. Green is Whelen Model 60G02FGR, both with appropriate chrome flanges.

o Install eight (8) warning lights on each side of truck as follows: One (1) on each side of the front bumper extension, one (1) on each outrigger panel fore and aft. Whelen 900 Series Linear LED Model90RRSFRR with chrome flanges. One (1) Whelen 600 Series Linear LED Model 60R02FFR with chrome bezels on each fender panel.

o Replace existing round red and amber warning lights on rear with one (1) Whelen 600 Series Linear LED Model60R02FRR and one (1) Whelen 600 Series Linear LED Model60R02FAR with appropriate chrome flanges.

o Replace rear beacons on the upper deck of turntable with Whelen Super-LED 360 Beacons Model L31HRF.

o Replace the outrigger warning lights on the outrigger arms with 2 sided red LED warning lights Weldon model9186-2366-10. These warning lights will be activated with the aerial master switch.

o Eliminate the two existing amber aerial ladder strobes and replace with Whelen G7 Strobes in red, to be mounted on tower ladder basket (location to be pre-approved by Skokie).

o Ensure current headlight flasher remains functional. High beam headlight alternating (wig-wag) flash only.

Work Lighting The following work lights will be replaced with new:

o Replace the telescoping scene lights on each side of the apparatus body adjacent to the pump house with Whelen Pioneer Super-LED Floodlights Model PFP2 with white housing on Havis Pole with 4" offset.

o Replace all existing interior compartment lighting with Whelen Strip-Lite Series Model PSCOCDCR lighting.

6. REARVIEW CAMERA SYSTEM A Safety Vision 7" Color LCD Display -Model SV-CLCD will be installed with audio in cab. Install a Safety Vision high resolution camera with audio and IR night vision­Model SV -620, on rear of apparatus.

WASH AND FUEL The truck will be washed and fueled in preparation for inspection/delivery.

WORK SCHEDULE/INSPECTIONS Pierce provide to the fire department a work sequence schedule indicating start and milestone completion dates when inspections can be made, and the estimated completion time of the project.

1. LIMITED WARRANTY. Subject to the limitations and exclusions set forth below, with respect to each fire or rescue apparatus which it services, repairs, refurbishes or remanufactures, Pierce Manufacturing Inc. ("Pierce") warrants to the user:

(a) For a period of one year after redelivery each new chassis, cab or appa­ratus body manufactured and installed by Pierce shall be free from defects in material and workmanship;

(b) For a period of one year after redelivery the paint finish on any existing apparatus cab, body or component repainted by Pierce shall be free from defects in material and workmanship;

(c) For a period of 90 days after redelivery components serviced or repaired, but not refurbished or remanufactured, including, but not limited to brakes, suspension, valves, pumps and pump-related accessories, aerial device and related component service, and hydraulic seals shall be free from defects in material and workmanship.

(d) All other applicable limited warranties for water tanks, cabs and bodies, including structures and paint finish, manufactured and installed by Pierce on the apparatus shall apply to the extent of their respective terms and conditions.

This limited warranty shall apply only if the vehicle is properly maintained in accordance with Pierce's maintenance instructions and manuals and is used in service which is normal to the particular vehicle model. Normal service means service which does not subject the vehicle to stresses or impacts greater than normally result from the careful use of the vehicle or chassis. If the Buyer discovers a defect or nonconformity it must notify Pierce in writing within thirty (30) days after the date of discovery, but in any event prior to the expiration of the warranty period. THIS LIMITED WARRANTY MAY NOT BE ASSIGNED OR OTHERWISE TRANSFERRED BY THE BUYER TO ANY SUBSEQUENT USER OR PURCHASER OR TO ANY OTHER PERSON DR ENTITY.

Notwithstanding anything to the contrary herein, Pierce makes no warranty whatsoever as to (a) any integral parts, components, attachments or trade accessories of or to the vehicle that are not manufactured by Pierce, but instead, the applicable warranties, if any, of the respective manufacturers thereof shall apply; (b) any vehicle, chassis, or component, part, attachment or accessory damaged by misuse, neglect, improper maintenance or accident; (c) any vehicle chassis or component, part, attachment or accessory that has been repaired, altered or assembled in any way by any person or entity other than Pierce which, in the sole judgment of Pierce, adversely affects the performance, stability or purpose for which it was manufactured; or (d) products or parts which may in the ordinary course wear out and have to be replaced during the warranty period including, but not limited to, tires, fluids, gaskets and light bulbs. Pierce assumes no responsibility for the assembly of its parts or sub-assemblies into finished products or vehicles unless the assembly is performed by Pierce.

If the vehicle fails to conform to the warranty set forth in paragraph 1 during the warranty period, and such nonconformity is not due to misuse, neglect, accident or improper maintenance, Buyer must notify Pierce within the time period specified in paragraph 1, and shall make the vehicle available for inspection by Pierce or its designated agent. At the request of Pierce, any allegedly defective vehicle shall be returned to Pierce by Buyer for examination and/or repair. Buyer shall be responsible for the cost of such transportation, and for risk of loss of or damage to the vehicle during transportation. Within a reasonable time, Pierce shall repair or replace (at Pierce's option and expense) any nonconforming or defective parts. Repair or replacement shall be made only by a facility approved in advance in writing by Pierce. THIS REMEDY SHAll BE THE EXClUSIVE AND SOlE REMEDY FOR ANY BREACH OF WARRANTY.

4. EXCLUSION OF CONSEQUENTIAl AND INCIDENTAl DAMAGES. Notwithstanding anything to the contrary herein or in any agreement between Pierce and Buyer, IN NO EVENT SHAll PIERCE BE LIABlE FOR ANY CONSEQUENTIAl, INCIDENTAL, SPECIAl, INDIRECT, DR PUNITIVE DAMAGES WHATSOEVER, WHETHER ARISING OUT OF BREACH OF CON­TRACT, WARRANTY, TORT (INClUDING NEGLIGENCE AND STRICT LIABiliTY) OR OTHER THEORY OF lAW OR EQUITY, WITH RESPECT TO VEHIClES OR OTHER PRODUCTS SOlD BY PIERCE, OR THEIR OPERATION DR FAilURE TO OPERATE, OR ANY DEFECTS THEREIN, OR ANY UNDERTAKINGS, ACTS DR OMISSIONS RElATED THERETO, REGARDlESS OF WHETHER PIERCE HAS BEEN INFORMED OF THE POSSIBILITY OF ANY SUCH DAMAGES. GENERAL CONDITIONS Village of Skokie

1. Submission of Proposal: All bids must be delivered to the office of the Purchasing Agent at the Village by the specified opening time of the bid. Bids arriving after the specified time will not be accepted. Mailed bids, which arc delivered after the specified hour will not be accepted regardless of post marked time on the envelope. All bids shall be submitted in sealed envelopes carrying the fOllowing information: bidder's name, address, subject matter of proposal and designated date and time of bid opening. Bids transmitted by facsimile shall not be accepted unless such transmission is specifically provided within the bid document. Sealed bids will be opened in public at the time and place shown herein. After the public bid opening, however, bid results will not be available until after award ofthe contract.

2. Bid Deposit: When required on the cover sheet, a bid deposit in the amount speciilcd shall accompany all bids. Bid deposits shall be in the fonn of cash, bond, a certified check or cashier's check drawn on a responsible bank doing business in the United States and shall be made payable to the Village of Skokie. All bids not accompanied by a bid deposit, when required, will be rejected. Bid deposits of the two lowest bidders will be returned after the contract is awarded. Bid deposits of all others will be returned immediately. The bid deposit of the accepted bidder will be returned upon receipt by the Village of satisfactory perfonnance bond where such bond is required or completion of contract.

3. Performance Bond: When required by the specit1cations herein, the successful bidder shall furnish a performance bond, acceptable to the Village, within fourteen (14) calendar days after notification of contract award. Failure to furnish the required bond within the time specified may be cause tOr r~jcction of the bid and any bid deposit may be retained by the Village as liquidated damages and not as a penalty. IT BEING NOW AGREED that said sum is a fair estimate of the amount of damages the Village will sustain due to the bidder's failure to furnish said bond.

4. Withdrawal of Proposal: Bidders may withdraw or cancel their proposals at any time prior to the advertised bid opening time. After the bid opening time, no bid shall be withdrawn or cancelled for a period of sixty (60) calendar days. When this contract must be approved by another agency, no bid shall be withdra-wn or cancelled for a period of ninety (90) days after the bid opening time.

5. Preparation of Proposal: The bidder shall prepare proposal on the attached proposal fonns. Unless otherwise stated, all blank spaces on the proposal page or pages, applicable to the subject specification, must be correctly filled in. Either a unit price or a lump sum price, as the case may be, must be stated for each and every item, either typed in or written in ink. If bidder is a corporation, the President and Secretary shall execute the bid and the corporate seal shall be affixed. In the event that this bid is executed by other than the President, attach hereto a certified copy of that section of corporate by~ laws or other authorization by the Corporation, which pennits the person to execute the otTer for the Corporation. If bidder is a partnership, all partners shall execute tl1e bid, unless one partner has been authorized to sign for the partnership, in which case, evidence of such authority satisfactory to the Purchasing Agent shall be submitted.

6. Compliance with Laws: The bidder shall at all times observe and comply with all laws, ordinances and regulations of the federal, state, local and Village governments, which may in any manner afi:E:ct the contract. Any contract resultant from this solicitation shall be governed under the laws of the State of Illinois.

7. Interpretation of Contract Documents: Any bidder in doubt as to the true meaning of any part of the specifications or other contract documents, may submit to the Purchasing Agent a written request for an interpretation thereof. The person submitting the request will be responsible for its prompt delivery. Such interpretation will be made only by <m addendum duly issued by the Purchasing Agent. A copy of such addendum will be mailed to all prospective bidders. Failure on the part of the prospective bidder to receive a written interpretation prior to the time of the opening of bids will not be grounds for withdrawal of the proposal. Bidder will acknowledge receipt of each addendum issued. Oral explanations will not be binding. Any reference in these specifications to manufacturer's name, trade name, or catalog number (unless otherwise specified) is intended only to indicate articles that will be satisfactory, and shall is not intended to restrict competition. Bids on other malces and catalog numbers will be considered, provided each bidder clearly states exactly what is proposed to be furnished. Unless so stated on proposal, it shall be understood that bidder intends to furnish item identified and does not propose to fum ish an "equal". The Purchasing Agent hereby reserves the right to approve as an "equal", or to reject as not being an "equal", any article the bidder proposes to furnish which contains major or minor variations from specification requirements by which may comply substantially therewith.

8. Conditions: Bidders are advised to become familiar with all tenns, conditions, instructions and specifications governing this bid. Once the award has been made, failure to have read all tl1e conditions, instructions and specifications of this contract shall not be cause to alter the original contract or to request additional compensation.

9. Catalogs: Each bidder shall submit, where necessary, or when requested by the Purchasing Agent, catalogs, descriptive literature, and detailed drawings, fully detailing features, designs, construction, appointments, finishes and the like not covered in the specifications, necessary to fully describe the material or work proposed to be furnished. Failure to provide such infonnation as required may result in bid disqualification.

10. Consideration of Proposals: The Purchasing Agent shall represent and act for the Village in all matters pertaining to this proposal and contract in conjunction therewith. The Village reserves the right to reject any or all proposals and to disregard any informality on the bids and bidding, when in its opinion the best interest of the Village will be served by such action. No proposal will be accepted from or contract awarded to any person, firm or corporation that is in arrears or is in default to the Village of Skokie upon any debt or contract, or that is a defaulter, as surety or otherwise, upon any obligation to said Vi1iage, or had failed to perform faithfully any previous contract with the Village. The bidder, if requested, must present within 48 hours, evidence satisfactory to the Purchasing Agent of performance ability and possession of necessary facilities, pecuniary resources and adequate insurance to comply with the terms of these specifications and contract documents.

11 Discounts: Bidders shall provide prompt payment discounts in the area shown herein. When cash discounts are offered, the discount date shall begin with the invoice date or delivery date to the Village, whichever is later. Prompt payment discounts shall not be a consideration in the award of a contract.

12. Guarantees and Warranties: All guarantees and warranties required shall be fUrnished by the Contractor and shall be delivered to the Purchasing Agent before final voucher on the contract is issued. The warranty period shall commence upon final acceptance of product.

13. Delivery: All materials shipped to the Village of Skokie must be shipped F.O.B. delivered, designated location, Skokie, Il!inois. If delivery is made by truck, arrangements must be made in advance by the Contractor in order that the Village may arrange for receipt of the materials. The materials must then be delivered where directed. Truck deliveries will be accepted before 4:30 P.M. on weekdays only. No deliveries will be accepted on Saturdays, Sundays or Holidays.

14. Inspections: The Village shall have the right to inspect any materials, components, equipment, supplies, services, or completed work specified herein. Any of said items not complying with these specifications are subject to rejection at the option of the Village. Any items rejected shall be removed from the premises of the Village and/or replaced at the entire expense of the successful bidder.

15. Taxes: Federal Excise Tax does not apply to materials purchased by the Village of Skokie, Illinois Retailer's Occupation Tax, Use Tax, and Municipal Retailer's Occupation Tax do not apply to materials or services purchased by the Village of Skokie by virtue of Statute.

16. Patents: Bidders agree to indemnify, defend and save harmless the Village of Skokie from and against all demands, claims, suits, cost, expenses, damages and adjustments based on any infringement of any patent relating to goods specified in this contract.

17. Hold Harmless and Indemnification: To the fullest extent pennitted by law, Contractor agrees to indemnify, save hannless and defend the Village of Skokie, its agents, servants, and employees, and each of them against and hold it and them hannless from any and all lawsuits, claims, demands, liabilities, losses or expenses, including court costs and attomeys' fees, for or on account of any injury to any person, or any death at any time resulting from such injury, or any damage to any property, which may arise or which may be alleged to have arisen, in whole or in part, out of or in connection with the work covered by this contract. The foregoing indemnity shall apply except if such injury, death or damage is caused directly and solely by the negligence or other fault of the Village of Skokie, its agents, servants, or employees or any other person indemnified hereunder. 1llis indemnification obligation is not limited by, but is in addition to the insurance obligations, which may be contained in this contract The provisions oftl1is paragraph shall not be waived.

18. Termination of Contract: The Village reserves the right to terminate the whole or any part of this contract, upon written notice to the Contractor, in the event that sufficient funds to complete the contract are not appropriated by the Skokie Board of Trustees. The Village further reserves the right to tenninate the whole or any part of this contract, upon written notice to the Contractor, in the event of default by the Contractor. Default is defined as failure of the Contractor to perfonn any of the provisions of this contract or failure to make sufficient progress so as to endanger pcrfonnance of this contract in accordance with its terms. In the event of default and termination, the Village may procure, upon such terms and in such manner, as the Purchasing Agent may deem appropriate, supplies or services similar to those so terminated. The Contractor shall be liable for any excess costs tOr such similar supplies or service unless acceptable evidence is submitted to the Purchasing Agent that failure to perform the contract was due to causes beyond the control and without the fault or negligence of the Contractor.

19. Regulatorv Compliance: Seller represents and warrants that the goods and services furnished hereunder (including all labels, packages and container for said goods) comply with all applicable standards, rules and regulations as applicable including the Occupational Safety and Health Act as amended with respect to design, construction, manufacture or use for their intended purpose of said goods or services. Seller shall furnish "Material Safety Data Sheets" in compliance with the Illinois Toxic Substances Disclosure Act, and shall otherwise comply with the requirements of said act for materials and supplies covered by the act.

20. Special Handling: Prior to delivery of any material which is caustic, corrosive, flammable or dangerous to handle, the supplier will provide written directions as to methods of handling such products, as well as the antidote or neutralizing material required for its first aid before delivery.

21. Prevailing Wage: \Vhen specified herein, not less than the Prevailing Rate of Wages as found by the Village of Skokie or the Department of Labor or determined by the court on review shall be paid to a laborers, workman and mechanics performing work under this contract. 1.0 Scope: The scope of this contract is to establish a source or sources to provide Refurbishment on a 1995 Pierce Lance Aerial Tower as specified herein, for the Village of Skokie.

8.0 Warranty: 8.1 Seller warrants that all goods and services furnished hereunder will conform in

all respects to the terms of this solicitation, including any drawings, specifications or standards incorporated herein, and that they will be free from latent and patent defects in materials, workmanship and title, and will be free from such defects in design. In addition, Seller warrants that said goods and services are suitable for, and will perform in accordance with, the purposes for which they are purchased, fabricated, manufactured and designed or for such other purposes as are expressly specified in this solicitation. The Village may return any nonconforming or defective items to the Seller or require correction or replacement of the item at the time the defect is discovered, all at the Seller's risk and expense. Acceptance shall not relieve the Seller of its responsibility.

8.2 Bidder shall provide detailed information concerning warranties of commercially acceptable quality, function, performance, service, parts or any other warranties offered along with bid. Bidder may utilize spaces provided below to detail type of warranties, duration of warranties and other pertinent information. Submit and refer to additional sheets as required.

9.0 Payments: 9.1 The Village reserves the right to make partial payments for work completed, or

pay the Contractor at the completion of the project. Arrangements for partial payment must be approved in advance by the Purchasing Agent, and shall provide for inspection of the work completed by the Village prior to approval of such payments. No payment shall be made for work not inspected by the Village.

9.2 The Village shall retain 10% of each payment made during the course of the project. Payment of retainage shall be made to the Contractor contingent on successful completion of the work, and subsequent acceptance of the work by the Village.

DETAILED SPECIFICATIONS

Refurbishment of Aerial Ladder, Mounting Structure, Pump, Body, Cab and specified accessories

1. General It is the intent and purpose of these specifications to secure for the purchaser the necessary equipment and accessories, which will comprise and furnish the system described.

Any deviations from the specifications shall be noted on the specification forms. All exceptions to this bid must be listed. A detailed list of components required is included and is the basis on which the supplier's proposal must be made.

2.0 Materials and Workmanship All furnished equipment, materials and workmanship shall be of the highest grade in accordance with modern Fire Apparatus industry practice. The equipment supplied shall be new and newly manufactures as appropriate, and unused except for the necessary testing, calibration and transportation. Bidder qualifications must be included with this bid document to substantiate past experience with this type of Fire Apparatus Refurbishment.

3.0 Parts and Service

3.1 To best service the requirements of the purchaser, it is the intent of these Specifications to secure equipment and services, which can be properly maintained and serviced without the necessity of stocking expensive parts inventory or being subjected to long periods of interrupted service due to lack of spare parts.

3.2 All suppliers submitting proposals must have available a complete factory parts and service center with full electronic diagnostic and mechanical rebuild/repair equipment. 3.3 The factory center must have toll free telephone service and be convenient to air freight, bus or overnight parcel service. The supplier shall list the nearest factory parts and service location, plus any other pertinent information requested. The buyer may exercise the right to inspect each bidder' s facilities to determine his qualifications to provide parts and service on an acceptable basis.

All training must be made by a factory qualified training and service person who is equipped with the technical equipment and experience necessary to service equipment.

6.0 Service Manuals

The supplier of the Unit Refurbishment shall provide two (2) complete sets of Repair and Service Manuals for any new components provided as part of the refurbishment.

7.0 Parts Manuals

The supplier of the Unit Refurbishment shall provide two (2) complete Parts Manuals for the new components as well as the current production part number to match the supplied units.

1. AERIAL PLATFORM

The aerial device will be disassembled for repairs. The upper aerial assembly, platform and turntable will be removed from the rotation bearing at the torque box. The ladder sections will then be removed from the turntable and separated.

While the aerial device is disassembled, the ladder sections will be media blasted. The complete aerial device will go through a 3rd party UL Underwriters Laboratory visual inspection to include nondestructive magnetic particle testing of all welds. All steel structural weldments will be inspected for compliance with the American Welding Society (A WS) standard Dl.l, "Structural Welding Code-Steel".

All aluminum structural weldments will be inspected for compliance with A WS standard Dl.2 "Structural Welding Code-Aluminum". Any weld discontinuities will be corrected and repaired.

All welding of aerial components, including the aerial ladder sections, turntable, platform basket, and outriggers, will be in compliance with the American Welding Society standards. All welding personnel will be certified, as qualified under A WS welding codes.

Cylinders All hydraulic cylinders will be removed from the aerial device to include the elevation cylinders, lift cylinders, platform leveling cylinders and outrigger cylinders. The cylinders will be disassembled and rebuilt to include honing the cylinder walls and installation of new seals, cylinders rods will be inspected and re-chromed if scored or pitted. Defective head glands shall be replaced. Holding valves will be tested for proper operation.

Hydraulic hoses All hydraulic hoses will be replaced with new; this is to include the aerial device, turntable, platform basket and outriggers. Fittings for the aerial device and outriggers will be inspected and replaced with new only if necessary.

All hose assemblies will be assembled and crimped by the hose manufactures certified technician.

All manufacturing employees responsible for the installation of hydraulic components will be properly trained. Training will include: proper handling, installation, torque requirements, cleanliness and quality control procedures for hydraulic components.

Hoses used in the aerial hydraulic system will be of a premium quality hose with a high abrasion resistant cover. All pressure hoses will have a working pressure of 3000 psi. with a burst pressure rating of9,000 psi. and one-half the required SAE bend radius.

Hydraulic pump A new hydraulic pump and hot-shift PTO will be provided and installed.

The hydraulic system will be supplied by a variable displacement, load and pressure compensating piston pump. The pump will meet the demands of all three (3) simultaneous aerial functions. The pump will provide proper flow for a single aerial function with the engine at idle speed. A switch will be provided on the control console to increase the engine speed for multiple function operation.

The hydraulic system will be protected from possible hydraulic pump malfunctions by a relief valve, which will route the excess oil into the oil tank, when the pressure in the hydraulic system exceeds 3,150 pounds per square inch.

An amber indicator light will be installed, on the cab instrument panel, to notify the operator that the power takeoff is engaged.

An interlock will be provided that allows operation of the aerial power takeoff, only after the chassis spring brake has been set and the chassis transmission has either been placed in the neutral position or the transmission is in drive position with the driveline to the rear axle disengaged.

Oil tank and filters

The hydraulic oil tank will be drained, cleaned, new filters and hydraulic oil installed.

The hydraulic oil will be a premium Multi-Vis product having a leading edge additive package, provide oxidation stability, be extremely shear stable and maximum anti-wear properties. All oil delivered to the manufacturing site will have a minimum ISO cleanliness level of 18/15/13.

The aerial will be evaluated as to the region and climate where it will be used to determine the optimum viscosity and proper oil grade. Oil viscosity will be based on an optimum range of80 to 1000 SUS during normal aerial use. Before shipment ofthe unit, an oil sample will be taken and analyzed to confirm the oil is within the allowable ISO grade tolerance.

High pressure filter A new pressure filter will be rated for 6,000 psi working pressure and generously sized for efficiency and capacity. A 90 psi bypass spring will be included to protect the element and hydraulic system during lower than normal system operating temperatures.

The 5Q filter element will be constructed of a micro glass medium, which has the highest capture efficiency, dirt holding capacity and life expectancy over other media such as cellulose and synthetic. The nominal rating will be 5 micron and have an efficiency rating of 99.3 % for 5 micron sized particles. The element will have a dirt holding capacity of not less than 35 grams.

Return filter A new return filter will be rated for 800 psi working pressure and generously sized for efficiency and capacity. A 25 psi bypass spring will be included to protect the element and hydraulic system during lower than normal system operating temperatures. The 5Q filter element will be constructed of a micro glass medium, which has the highest capture efficiency, dirt holding capacity and life expectancy over other media such as cellulose and synthetic. The nominal rating will be 5 microns and have an efficiency rating of 99.6% for 5 micron sized particles. The element will have a dirt holding capacity of not less than 40 grams.

Turntable controls All turntable and platform basket controls will be replaced with new electric over hydraulic controls. The upper PQ controls will be replaced with new, updated controls similar to that used on current production aerial apparatus will be provided. Existing control valves will be salvaged and returned to the Village of Skokie.

Console A new turntable console will be provided for all new updated upper aerial function controls. The console will be lighted for nighttime operation with one (1) L.E.D. work light activated by the aerial master switch. A fuse panel will be located in the turntable console.

Outrigger controls All outrigger control valves will be inspected and rebuilt. Outrigger sensors shall be replaced with new.

To aid in leveling the unit, two new bubble type angle indicators will be located near the stabilizer controls. One indicator will show the angle of the truck from the front to rear and the other will show the side to side angle of the truck. The indicators will be color coded green to show when the truck has been properly leveled allowing the aerial device to be operated at full capacity.

Electrical system All electrical wiring for the aerial device, turntable, console, platform basket and outriggers will be replaced.

The aerial electrical system will be designed and manufactured in such a way that the power and signal protection and control compartments will contain circuit protection devices and power control devices. The power and signal protection and control components will be protected against corrosion, excessive heat, excessive vibration, physical damage, and water spray.

The aerial electrical system will be designed and manufactured to allow the following:

- All of the serviceable components will be readily accessible.

- Circuit protection devices will be utilized to protect each circuit.

- All circuit protection devices will be sized to prevent wire and component damage when subjected to extreme current overload.

-General protection circuit breakers will be Type-! automatic reset (continuously resetting) or Type-II (manual resetting) and conform to SAE requirements. When required, automotive type fuses conforming to SAE requirements will be utilized to protect electronic equipment.

- Power control relays and solenoids, when utilized, will have a direct current (de) rating of 125% of the maximum current for which the circuit is protected.

- Toggle switches will be utilized that are certified for the outside conditions that fire apparatus experience.

- All wiring will be protected through conduit or loom.

All wiring harnesses will be properly supported to eliminate harness damage through rubbing.

Hydraulic swivel The hydraulic swivel will be inspected for leaks, proper tolerances, and proper operation. Minor repairs will be made. If serious deficiencies are noted, the Fire Department shall be notified of the deficiencies and repair cost prior to any work being performed.

Electric Swivel The electric swivel will be inspected for defects, proper tolerance, and proper operation. If serious deficiencies are noted, the Fire Department shall be notified of the deficiencies and repair cost prior to any work being performed.

Emergency power unit A new extended run Emergency Power Unit (EPU) will be installed. The pump will be capable ofrurming for 30 minutes for limited aerial functions to stow the unit in case of a main pump or truck system failure. A momentary switch will be located at the stabilizer and aerial control locations to activate the emergency pump.

Rotation drive motor The hydraulic rotation drive motor will be replaced with new.

Rotation gear The rotation gear will be inspected for defects, proper tolerance, and proper operation. The turntable will be bolted to the bearing using new, SAE Grade 8, .875" diameter bolts. To secure the bearing to the torque box, using new Grade 8, .875" diameter bolts will be used. All bearing bolts will be checked by UL Underwriters Laboratory for proper torque values.

Torgue Box The torque box and frame rails will be inspected and necessary repairs made. Serious deficiencies will be reported to the customer along with a cost estimate for approval of any needed repairs.

Vapor Sealant VpCI-329 Multi-metal corrosion inhibitor will be applied to all ladder sections. VpCI-329 is a vapor sealant that is applied to the interior of the aerial ladder sections to aid in preventing corrosion from forming on the inside of all sections.

Steel cables All extension/retraction cables will be replaced with new.

The reeling of the cable will be such as to provide synchronized, simultaneous movement of all sections to full extension. The extension/retraction cables will be: 7-flex galvanized wire rope with stainless steel threaded ends.

Sheaves All cable sheaves will be replaced with new plastic, greaseless and all sheave pins will be polished stainless steel.

Pins and bushings All pins and bushings for the aerial ladder device will be inspected for tolerance as required by OEM specification. New pins and/or bushing will be provided only if required.

Wear pads All extension wear pads on the aerial ladder will be replaced with new.

Wear pads that are made of polymer material will be used between the telescoping sections for maximum weight distribution, strength and smootlmess of operation. Adjustment screws will be provided on the wear pads to permit proper side alignment.

Rung covers Each rung will be covered with a secure, heavy-duty, fiberglass pultrusion that incorporates an aggressive, no-slip coating. The rung covers will be glued to each rung, and will be easily replaceable should the rung cover become damaged. Each rung cover edge will have 2.00" of photo-luminescent, aggressive, no-slip coating to assist in providing a light source for each rung during low light conditions. The photo­luminescent coating will remain visible for up to 20 hours after exposure to light.

The rung covers will have a 10-year, limited warranty.

Replace all aerial and outrigger placards related to the operations ofthe outriggers and aerial device.

Cradle interlock system A cradle interlock system will be provided to prevent the lifting of the aerial from the nested position until the operator has positioned all the stabilizers in a load supporting configuration. A switch will be installed at the cradle to prevent operation of the stabilizers once the aerial has been elevated from the nested position.

A Truck inductive proximity switch will be provided on the boom support to detect if the aerial device is fully stowed within the boom support.

On the base section of the ladder, a stainless steel scuff plate will be provided where the ladder comes into contact with the boom support.

Waterway The waterway system will be hydrostatically tested and the waterway pipes inspected for corrosion. All corrosion will be removed and waterway piping treated to resist corrosion. New seals will be installed throughout the waterway including the Victaulic's, chicksan, and dresser coupling seals. The waterway seals will be oftype-B PolyPak design, composed of nitroxile seal and a nitrile wiper, which together offer maximum stability and extrusion resistance on the waterway.

The waterway seals will have automatic centering guides constructed of synthetic thermal polymer. The guides will provide positive centering of the extendible sections within each other and the base section to insure longer service life and smoother operation.

The waterway pipe fittings will be inspected for corrosion after disassembly. Any corroded piping and fittings that are beyond repair shall be replaced.

Intercom The existing intercom will be replaced with new.

Aerial device paint • All painted surfaces on the ladder sections, turntable, platform basket and

hydraulic cylinders will be repainted.

• All aerial device structural components above the rotation point that are not chrome plated or stainless steel will be painted.

• All buy out components, such as monitor, nozzle, gauges, etc. will be supplied as received from the vendor.

• All areas to be painted will be sanded to remove any metal flakes and smooth any

• The components will be primed painted with an epoxy primer and finished painted with a durable, high gloss polyurethane paint.

• The stabilizers will be powder coated black.

• A yellow reflective stripe will be provided on the vertical and horizontal members of the stabilizers.

• All the hydraulic hoses, wiring and non-ferrous metals will be masked off before painting.

Boom signs The existing boom signs will be replaced and new graphics installed. Vendor will provide sample graphics. Existing boom signs shall be returned to the customer.

Basket heat shields The existing GenT ex heat shield will be replaced with a metallic heat reflective shield on the bottom of the basket.

Full under the basket heat shield protection with a non-glare finish will be provided with dual swing-down doors for ease of servicing and clean out.

Ground pads

The existing aluminum ground pads will be replaced with new lightweight composite pads.

An auxiliary ground pad will be supplied for each stabilizer. The pads will be 24.00" square and made from a lightweight composite material. The ground pressure will not exceed 7 5 pounds per square inch when the ground pads are used and the apparatus is fully loaded and the aerial device is carrying its rated capacity in any position.

Aerial Breathing Air System Evaluate and Test aerial breathing air system. Make any necessary repairs. Bottles painted to match aerial paint.

Aerial certification After all repairs and modifications are completed, the aerial device will be reassembled. The complete device will be lubricated, adjusted and tested for proper operation. The unit will then be fully tested by a 3'd party testing company, UL Underwriters Laboratory to the current standards of the NFPA 1911. All timings will be tested to NFPA 1911 table A.19.8.8.2.

2. PUMP

Transfer Valve Switch and Electric Motor Replace the transfer valve switch and electric transfer valve motor.

Suction Relief Valve Overhaul The relief valve body will be removed from the pump body, thoroughly cleaned and inspected for pitting and other evidence of wear. Small imperfections will be sanded or honed to reduce the size and allow smooth operation. The relief valve will be re-installed and tested to assure proper operation per the manufacturers and NFP A standards.

Pump Valve Overhaul All discharge, tank fill, tank to pump and auxiliary inlet valves will be removed from the adjacent piping to facilitate cleaning and allow bench rebuilding. The valve seals and ball will be removed and carefully inspected for wear or abnormal operation. New seals and 0-rings will be installed per manufacturer's recommendation, including a new ball if required. The valves will be reinstalled and dynamically tested for internal and external leakage.

Outlet Bleeders/Drains/ Swing Stvle Handle Control New swing drain valves will be installed in place of push-pull drains.

All drains will be updated to the new swing handle design.

A .75" bleeder valve will be provided for each outlet 1.50" or larger. Automatic drain valves are acceptable with some outlets if deemed appropriate with the application.

The valves will be located behind the panel with a swing style handle control extended to the outside of the side pump panel. The handles will be chrome plated and provide a visual indication of valve position. The swing handle will provide an ergonomic position for operating the valve without twisting the wrist and provides excellent leverage. Bleeders will be located at the bottom of the pump panel. They will be properly labeled identifying the discharge they are plumbed in to. The water discharged by the bleeders will be routed below the chassis frame rails.

Pump and Gauge Panel (Side Mount) New pwnp and gauge panels will be provided on each side of the pump house. New panels shall be fabricated aluminum with a black "Duracoat" finish.

The passenger's side pump panel will be removable and fastened with swell type fasteners.

A polished aluminum trim molding will be provided on both sides of the pump panel.

The gauge panel will be hinged, at the bottom, with a full length stainless steel hinge. The fasteners that hold the panel, in the up right position, will be quarter-turn style. Vinyl covered chains will be used to hold the panel in the dropped position.

All new pump panel Tags, Bezels, Tee handles and linkages will be provided.

Gauges, Vacuum and Pressure The pwnp vacuum and pressure gauges will be silicone filled and manufactured by Class 1, Inc.

The gauges will be a minimwn of 4.00" in diameter and will have white faces with black lettering, with a pressure range of 30.00"-0-400#.

Gauge construction will include a Zytel nylon case with adhesive mounting gasket and threaded retaining nut.

The pump pressure and vacuum gauges will be installed adjacent to each other at the pump operator's control panel.

Test port connections will be provided at the pump operator's panel. One will be connected to the intake side of the pump, and the other to the discharge manifold of the pump. They will have 0.25 in. standard pipe thread connections and polished stainless steel plugs. They will be marked with a label.

Pump Inlets, Outlets, and Drains will be color coded with the correlating operating handles.

Gauges will include a 1 0 year warranty against leakage, pointer defect, and defective bourdon tube.

Pressure Gauges The individual "line" pressure gauges for the discharges will be Class 1 interlube filled.

They will be 2.50" in diameter and have white faces with black lettering.

Gauges will have a pressure range of 0-400#.

The individual pressure gauge will be installed as close to the outlet control as practical.

Pump Certification Pump certification to the same standards as the third party UL test with certificate delivered to Village representative.

Water Tank Water tank shall be inspected and tested for potential leaks. Deficiencies will be noted and provided to the Village. Tanlc has a lifetime warranty and any required repairs will be forwarded to the apparatus manufacturer.

3. PAINT, CAB, AND BODY EXTERIOR The scope of the process and extent ofthe repaint procedure will be as follows:

All lettering, striping, and graphics will be removed prior to paint.

The cab and body exterior shall be completely disassembled. This is to include but not limited to, removal of the front bumper and filler panel, aluminum tread plate overlays, all DOT lights, warning lights, and scene lights, wipers, all cab glass, mirrors, grab handles, door hinges and handles, air vents, wheel opening moldings, trim strips and nameplates.

The cab and body will be inspected for corrosion. All areas of surface corrosion will be repaired before paint. Replace all rusted through metal. Known areas of rust through are the rear side compartments aft of the outriggers.

Inspect the underside of cab, chassis frame and undercarriage. Minor joint weld fatigue will be repaired. Any serious deficiencies will be reported to the customer along with a cost estimate for approval of any needed repairs.

The cab and chassis undercoating will be inspected. If no corrosion is evident and the undercoating is not missing or defective no action will be necessary. If corrosion is present, or undercoating is defective, it will be removed and recoated.

The truck repaint will include: • Cab and body exterior. • Body compartment interiors, including ladder storage area. • Two-tone cab paint (white top, red bottom). • Cab doors, exteriors and jambs. • Body doors, exteriors and interior panels. • Wheels

The exterior custom cab and body painting procedure will consist of a minimum six ( 6) step finishing process as follows:

Each imperfection on the exterior metal surface will be removed or filled and then sanded smooth for a smooth appearance. All seams will be sealed before painting. Surface areas not requiring paint or replacement shall be cleaned and polished.

2. Chemical Cleaning and Treatment - The metal surfaces will be properly cleaned using a high pressure and high temperature acid etching system. Surfaces are chemically cleaned to remove all dirt, oil, grease and metal oxides to ensure the subsequent coatings bond well. An ultra pure water final rinse will be applied to all metal surfaces, excluding undercarriage components, at the conclusion of the metal treatment process.

3. Primer/Surfacer Coats - A two (2) component urethane primer/surfacer will be hand applied to the chemically treated metal surfaces to provide a strong corrosion protective base coat and to smooth out the surface.

4. Hand Sanding - The primer/surfacer coat will be lightly sanded to an ultra smooth finish.

5. Sealer Primer Coat - A two (2) component sealer primer coat will be applied over the sanded primer.

6. Topcoat Paint - Two (2) coats of an automotive grade, two (2) component acrylic urethane paint, will be applied.

Additional Body Work Requirements

I. Metal coated with rust preventative material between painted body and all tread plate attached to the body to serve as a barrier between dissimilar metals:

A) Sealed around edges with clear silicone sealer.

2. All door handles, grab rails, hinges, and accessories attached to the body will be gasketed to prevent paint chipping and corrosion.

3. All compartment door rubber seals will be replaced to insure water tight seal.

4. Clean and polish all tread plate:

A) Clean chrome and other materials not painted.

5. Any fasteners replaced will be stainless steel to reduce corrosion:

A) Lock-Tight thread lock shall be used on all screws and bolts when reassembled.

6. Undercoat cab and apparatus body with rust preventative material as appropriate.

7. Cab seal between tilt cab and stationary cab shall be inspected and if deficiencies are noted, seal will be replaced.

Reflective Striping The 6.00" to 1.00" reflective stripe will be provided across the front of the vehicle and along the sides of the body. The reflective band will include an "S" ribbon design matching the original. Reflective Chevron 6" Striping on rear of apparatus. Vendor to provide color options.

Reflective Lettering All Lettering and Striping will be replaced to original design. (See Alternate 1)

4. CAB REP AIRS/UPHOLSTERY The cab interior upholstery will be replaced with new. The new upholstery will include all cab and crew cab seats, four ( 4) door panels, visors, cab and crew cab headliners, rear crew cab wall and engine cover. Re-install Streamlight Holder/Charger bases (locations to be determined). Cab interior will comply with current NFP A ambient noise standards. Vinyl options shall be provided by the vendor.

Rebuild the cab doors to include the following:

A) Adjust and lubricate door latches and replace any defective components.

B) Adjust and lubricate window regulators and replace any defective components.

C) Replace cab door weather seals with new extruded rubber door seals

D) Replace cab door window weather felting material

E) Adjust door stays and replace as necessary

F) Adjust doors for proper fit

The cab dash (instrument panel) will be inspected and cleaned. Vendor will assist in providing options for mounting computer and other cab equipment.

Seat Belts All cab seat belts will be replaced with new. The new belts will be longer than the existing and red in color meeting current NFP A requirements.

The forward facing seats will be furnished with three point shoulder type seat belts. The rear facing seats will be furnished with lap type seat belts. All seat belts will be furnished with automatic retractor. Extension will be provided with the seat belt so the male end can be easily grasped and the female end easily located while sitting in a normal position.

Install new Life Guard "Smart Dock" SCBA Holders on all seats currently outfitted with SCBA brackets.

Handrails All existing body and cab handrails will be replaced with new NFP A 1901 compliant non-slip 1.25" diameter anodized aluminum extrusion, with a ribbed design, to provide a positive gripping surface.

Chrome plated end stanchions will support the handrail. Plastic gaskets will be used between end stanchions and any painted surfaces.

Drain holes will be provided in the bottom of all vertically mounted handrails.

Folding Steps All existing folding steps will be replaced with large, new bright finished, non-skid luminescent folding steps. The steps will meet the current requirements ofNFPA 1901. The luminescent coating is rechargeable from any light source and can hold a charge for up to 24 hours. The step can be used as a hand hold with two openings wide enough for a gloved hand.

Pnmp Operator Roll Out Step The pump operator roll out step will be replaced. New step will lock in the in and out position with one hand operation. The step surface will be serrated bright aluminum tread plate.

Bright Aluminum Tread Plate All exterior, bright, aluminum tread plate will be replaced with NFPA 1901 compliant, serrated bright aluminum tread plate material. To include:

• Catwalks. • Running boards. • Front bulkhead. • Tailboard. • Beavertaillining. • Aluminum tread plate panels above pump panels. • Back of cab.

Rear of body will be of smooth aluminum to accommodate Chevron striping. New rear doors will be fabricated and contain Chevron striping and TWR 16 lettering.

Compartment Doors All compartment doors will be rebuilt to include replacement of any defective components, adjust and lubricate door latches, door stays, and replace compartment rubber door seals. Adjust doors for proper operation and fit.

120 Volt Receptacles

Replace all external 120 volt receptacles with new receptacles to the same configuration and type, with new weatherproof covers.

5. LIGHTING All exterior vehicle lights will be replaced. LED lighting is the preferred choice.

DOT/FVMSS LIGHTING All exterior DOT/FVMSS lighting will be replaced with new LED lights. The new lighting will meet or exceed Federal Department of Transportation, Federal Motor Vehicle Safety Standards and National Fire Protection Association requirements. • Install eight (8) Whelen 2G (4" Round) Series LED Model 20COCDCD ground perimeter illumination lights as follows: One ( 1) at each cab door One (1) at each side of the pump house One (1) on each side adjacent to the ladder egress steps These lights will be activated when parking brake is set.

• Install Whelen Strip-Light Series Model PSCOCDCR on each side of pump panel. Replace lights on drivers' side and add a light to the passenger side with Whelen Strip-Light Series Model PSCOCDCR. Add a stainless steel light shield to passenger side.

• Replace the cab ICC lights and all body marker/ICC lights with LED Lights.

• Replace the directional lights on front of cab with LED directional lights with populated, sequential, amber arrows- Whelen 600 Series LED Model 60AOOT AR with chrome flanges

6. REARVIEW CAMERA SYSTEM

Install a Safety Vision 7" Color LCD Display -Model SV -CLCD with audio in cab. Install a Safety Vision high resolution camera with audio and IR night vision- Model SV -620, on rear of apparatus.

3.25 DISQUALIFICATION OF CERTAIN BIDDERS.

3.251 Persons and Entities Subject to Disqualification. No person or business entity shall be awarded a contract or subcontract, for a period of five (5) years from the date of subcontract, for a period of five (5) years from the date of conviction or entry of a plea or admission of guilt, if that person or business entity:

(a) has been convicted of an act committed, within the State of Illinois, any state in the United States, or the United States of America, of bribery or attempting to bribe an officer or employee in the State of Illinois, any state in the United States, or the United States of America in that officer's or employee's official capacity;

(b) has been convicted of an act committed, within the State of Illinois, any state in the United States, or the United States of America, of bid-rigging or attempting to rig bids as defined in the Sherman Anti-Trust Act and Clayton Act. 15 U.S.C. Sec. I et seq.:

(c) has been convicted of bid-rigging or attempting to rig bids under the laws of the State of Illinois, any state in the United States, or the United States of America;

(d) has been convicted of an act committed, within the State of Illinois, any state in the United States, or the United States of America, of price-fixing or attempting to fix prices as defined by the Sherman Anti-Trust Act and Clayton Act. 15 U.S.C. Sec. I et seq.;

(e) has been convicted of price-fixing or attempting to fix prices under the laws of the State of Illinois, any state in the United States, or the United States of America;

(f) has been convicted of defrauding or attempting to defraud any unit of state or local government or school district within the State of Illinois, any state in the United States, or the United States of America;

(g) has made an admission of guilt of such conduct as set forth in subsections (a) through (f) above which admission is a matter of record, whether or not such person or business entity was subject to prosecution for the offense or offenses admitted to;

(h) has entered a plea of nolo contendere to charges of bribery, price-fixing, bid-rigging, or fraud, as set forth in subparagraphs a) through (f) above.

3.252 "Business entity" as used herein means a corporation, partnership, trust, association, unincorporated business or individually owned business. Such business entities shall be disqualified as set forth within this Ordinance if any owner, partner, or shareholder controls, directly or indirectly, 20% or more of the business, or subparagraphs of Section 3.251.

Any contract or sub-contract found to have been awarded in violation of this ordinance shall be voidable at discretion of the Mayor and Board of Trustees. Payment for work completed at the time of any such voiding shall be at a quantum merit rate less a 25% penalty.
