Notice for Expression of Interest (EOI)

For

Providing services for “Captive Mini Hydropower Station (CMHS) (2x100Kw) located

at NJHPS, Jhakri, Shimla 172201.

A. Prerequisites of the service provider:

1. The service provider must have executed minimum 01 nos work of

preparation and approval of DPR of Small Hydro Power during last seven

years ending last day of the months previous to one uploading of the tender

on the websites. The DPR must have been approved by Himurja/state govt.

/central govt.

2. This EOI document should be signed by Proprietor/Partner/Director/Company

Secretary / Authorised Signatory of firm.

3. The submitted EOI should be complete in all respects, together with all

required enclosures and must be submitted within prescribed due date. Late

applications shall not be entertained.

4. Incomplete EOI received without the required enclosures shall be rejected.

5. Finalisation of any firm shall be done entirely at the discretion of SJVN Ltd.,

NJHPS, Jhakri and SJVN Ltd. reserves the right to reject any or all EOIs without

assigning any reason.

6. Short listed firms will be communicated directly by SJVN Ltd. after scrutiny of

applications and successful compliance to finalisation procedure.

Please note that this expression of interest does not entail any commitment on

the part of SJVN Ltd. to award a contract or bear the cost of the documents.

7. The objective of the EOI is to select prospective tenderers for subject work.

conditions and cost estimate for proposed subject work. Further, firms

selected through this EOI shall only be considered eligible for participation in

the tendering process.

8. Short-listed contractors or parties shall be required to participate in finalisation

of Scope of Work and framing of cost estimates.

B. General Information

1500 MW, Nathpa Jhakri Hydro Power Station (NJHPS) is owned and operated by

SJVN Limited (A Joint Venture of Govt. of India and Govt. of Himachal Pradesh).

NJHPS is located on the left bank of River Sutlej about 140Km from Shimla towards

Rampur Bushahr at Jhakri.

About the proposed 200kw CMHS: Nathpa Jhakri Hydro Power Station (1500 MW) was commissioned during the year 2003-04. At Butterfly valve (BFV) cavern of Nathpa Jhakri Hydro Power Station (NJHPS), waste water is being monitored from the drainage gallery of Surge Shaft. The measured waste water is of the order of 60 -100 LPS continuous since the operation of the plant. As now, from BFV housing portal, the wastewater is discharged into the drainage channel which terminates at river Satluj at approximate EL1005 is going unutilized. The proposed Captive Mini Hydropower Station (CMHS)Jhakri (2x100kW) shall be a run-of-the river type development at NJHPS, Jhakri. The proposed scheme envisages encasing the waste water flowing through a pipe and utilizing the available head for captive power generation. The surface power station is proposed at EL1027 near the Satluj river bank above the highest flood level which was recorded during year 2000.

This waste water shall be used for captive power generation and 100% captive power so generated (standalone) shall be used internally by NJHPS for meeting its lighting load. After carrying out the detailed topographical survey of the project area and hydrological studies of the stream it is concluded that the optimum installed capacity work out to 200 KW with a gross head of 249 m between EL 1276 m to 1027 m.

3. Co-ordination with external agencies including govt. agencies for approvals

and clearances as required.

E. Present status of the work of CMHS:

Following activities have been completed:

1. Consent for exclusive time bound right for preparation of project report

received from Himurja vide letter HIMURJA/SHP/NJHPS (1)/2012-10445 dated

10.08.2015.

2. Processing fee Rupees 2,00,000.00 deposited to Himurja on 31-11-2015.

3. Feasibility report submitted to Himurja on 09.02.2016. Approval of FR awaited

from Himurja.

F. Short listing of firm

i. EOI submissions will be checked for completeness.

ii. Information provided in the EOI submission will be considered in the

evaluation; however, minor clarifications can also be sought after bid

opening.

iii. The firm (s) meeting the criteria at Sr. A(1) of the prerequisites shall only be

considered for enlistment for further participation in tendering process.

iv. Only qualifying firms shall be notified for participation in NIT.

v. The enlisted firms shall be contacted for formulation of final scope of work

INSTRUCTIONS TO BIDDERS (ITB) PCD-NJHPS-605 (O&M)/2016

1.0 GENERAL INSTRUCTIONS 1.1 The SJVN Limited, hereinafter called "SJVN" / "Owner" is a Joint Venture of Govt. of

India and Govt. of Himachal Pradesh having its registered office at Himfed Building, New Shimla - 171 009, and is having its Nathpa Jhakri Hydroelectric Power Plant with a capacity of 6x250 MW at Nathpa (Distt. Kinnaur) and Jhakri (Distt. Shimla) in the State of Himachal Pradesh, India.

1.2 SJVN /NJHPS intends to call open “Expression of Interest for a) Preparation &

Submission of DPR and co-ordination thereof for the approval of DPR (b) Preparation of Technical Specifications of Civil & Electro Mechanical Works for Captive Mini Hydropower Station (2X100 KW)” at the 1500 M.W Nathpa Jhakri Hydro Power Station as per scope of work mentioned hereunder & EOI document (Annexure-A).

1.3 Bids / documents submitted after the time & date fixed for the receipt of bids as set

out in the Invitation of Bid are liable to be rejected / not considered. 1.4 All the cost and expenses incidental to preparation of the proposals, discussions and

conferences, if any, and other presentation including any demonstrations etc. shall be to the account of the Bidder and Owner shall bear no liability whatsoever on such costs and expenses.

1.5 The complete filled in bids and necessary documents shall be sent up to 18.07.2016

at 1300 HRS. The BID shall be opened on 18.07.2016 at 1400 HRS. The bids cannot be submitted later than 18.07.2016 at 1300 HRS.

2.0 PLANT INFORMATION

The 1500 MW Nathpa Jhakri Hydroelectric Power Plant is located between Nathpa (Distt. Kinnaur) and Jhakri (Distt. Shimla) in the State of Himachal Pradesh in INDIA.

3.0 COMMUNICATION AND TRANSPORT LIMITATION

The Plant Site is located in the interior of Himachal Pradesh. The dam is located on the Sutlej River near village Nathpa in District Kinnaur. The underground power house is located near village Jhakri in District Shimla. Shimla, the capital of the State of Himachal Pradesh is enroute about 150Km South-West from Jhakri on NH-22. The distance by road from Jhakri to Nathpa upstream is about 45 Km (Approx.). The rail head (broad gauge) is at Kalka (NR). Kalka is about 235 Km (Approx.) from Jhakri. The distance from Kalka to Delhi by road is 285 Km (approx.). From the Kalka rail head, the Project is approachable by the following roads/routes:-

(i) Kalka - Dharampur - Solan - Shimla -

Narkanda - Rampur - Jhakri (NH -22). : 235 Km

(Approx.) (ii) Kalka - Dharampur - Solan - Shimla - Dhalli -

Basantpur - Rampur – Jhakri. : 252 Km

(Approx.) (iii) Kalka - Dharampur - Sabathu - Arki -

Shalaghat - Dhami - Basantpur - Rampur - Jhakri.

: 337 Km (Approx.)

Transport Limitation The transport limitation by road from Kalka to the Plant Site at Jhakri would be the governing factor in respect of the permissible package size and weight. Bidder should consider all factors as can be envisaged for transportation of equipment to avoid and overcome the hindrances/ limitations on existing road on account of weather conditions ( rains, snow, landslides etc.) and any other reasons without affecting the schedule . The project area is situated in earthquake zone IV as per BIS 1893(1984). Hence, the equipment shall have to be suitable to withstand safely and not to maloperate under earthquake forces corresponding to zone IV.

4.0 SCOPE OF PROPOSAL The detailed scope of proposal, scope of work and other requirement are mentioned

in Annexure-A.

5.0 COST OF BIDDING The Bidder shall bear all costs associated with the preparation and submission of

their bid, and the Owner will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the bidding process.

The Bidder is expected to examine all instructions, forms, terms, specifications, and

other information in the bidding documents. Failure to furnish all information required by/in the bidding documents or submission of a bid not substantially responsive to the bidding documents in every respect will be at the Bidder's risk and may result in rejection of their bids

6.0 Cost of Bidding documents / assessment cost of vendors: NIL. 7.0 AMENDMENT OF BIDDING DOCUMENTS 7.1 At any time prior to the deadline for submission of bids, the Owner may, for any

reason, whether at his own initiative, or in response to a clarification requested by a prospective Bidder, amend the bidding documents.

7.2 The amendment will be notified in writing or by cable or through website (on

www.sjvn.nic.in , www.eprocure.gov.in and www.tender.gov.in to all prospective Bidders that have received the bidding documents and will be binding on them.

Bidders are required to immediately acknowledge receipt of any such amendment, and it will be assumed that the information contained therein has been taken into account by the Bidder in its bid.

7.3 In order to provide prospective Bidders reasonable time in which to take the amendment into account in preparing their bid, the Owner may, at his discretion, extend the deadline for the submission of bids.

7.4 On downloading of bidding documents from our web site, the interested bidders may notify Sr. Mgr. (P&C), NJHPS, SJVN Jhakri, Distt. Shimla (H.P.) PIN: 172201, Fax No: 01782-243049 about such download so that the bidders may be kept informed of (if any) amendment/s which may arise during the process.

7.5 The amendment(s) of the NIT shall be put on our web-site directly. The bidders, who

have not informed us about the download, would be required to regularly visit our website for updating themselves about any amendments which may arise from time to time. It will be assumed that all the information contained/updated in the website has been taken into account by the Bidder in its bid.

8 LANGUAGE OF BID The bid prepared by the Bidder and all correspondence and documents related to

the bid exchanged between the Bidder and the Owner shall be written in English and/or Hindi languages and through e-mails/ in physical form. Any printed literature furnished by the bidder should also be written in English and/or Hindi languages.

9 BID SECURITY / EARNEST MONEY DEPOSIT (EMD)

The bidder shall furnish, as part of its bid, a bid security/EMD as NIL

10 BID PROPOSAL SHEETS (BPS)

The Bidder shall furnish / complete all the appropriate Schedules / data required as per the bidding documents.

11 PERIOD OF VALIDITY OF BID

Bids shall remain valid for a period of 120 days after the closing date prescribed by the Owner for the receipt of bids.

12 FORMAT AND SIGNING OF BID

The Bid must contain the name, residence and place of business of the person or persons making the Bid and must be digitally signed. The name of all persons signing should also be mentioned at appropriate place. Bid by Corporation / Company must be signed with the legal name of the Corporation / Company by the President, Managing Director, or by the Secretary or other person or persons authorized to bid on behalf of such Corporation / Company in the matter. Bidder's name stated on the proposal shall be the exact legal name of the firm.

14 NOTIFICATION OF EVALUATION RESULT

Prior to the expiration of the period of bid validity, the Owner will notify the successful Bidder in writing by registered letter or by Fax, to be confirmed in writing by registered letter, that its bid has been found responsive. The notification for the same will be issued within 15 days of such evaluation.

15 PERIOD FOR ENLISTMENT

The period of enlistment shall only be for the completion of job under this EOI. The tender/price bid shall be called from the qualified/shortlisted vendors only during this period. If the performance of the vendor is found unsatisfactory or if the situation so warrants, the name of the vendor can be de-listed through a speaking order which would also consider all the provisions regarding removal of firms from the list of qualified/shortlisted vendors as per MOF/GOI guidelines. In this regard, decision of Head of Project, NJHPS will be final & binding.

16 SHORTLIST / REJECTION OF APPLICATIONS

SJVN reserves the right to shortlist / reject any applicant without assigning any reason thereof in public and shall bear no liability whatsoever consequent upon such a decision.

17 CORRUPT OR FRAUDULENT PRACTICES

(A) The Owner requires that Bidders observe the highest standard of ethics during

the procurement and execution of the Contract. In pursuance of this policy, the Owner:

(a) will reject a proposal for award if it determines that the Bidder

recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question;

(b) will declare a firm ineligible, either indefinitely or for a stated period of time, to be awarded a contract if it at any time determines that the firm has engaged in corrupt or fraudulent practices in competing for, or in executing, a contract of the Owner in future.
