INTRODUCTION
This handbook is designed for college representatives and should be used as areference guide for all intramural participants. The York Intramural programprovidesleaguesandtournamentstotheYorkcommunityyearround.Eachcollegehasrepresentativeson theStudent IntramuralRecreationCouncil (SIRC),whoareresponsible in promoting general interest and maximum participation in theintramuralprogram.Bypromotingintramuralsacrosstheuniversity,studentsaregivenanoutletfromthestressofschool,throughaprogramthatpromotesaunifiedYorkUniversitycommunitythroughsportandrecreation.Sportsareofferedatboththe competitive (Tier I) and recreational (Tier II) levels. Sports are divided intovarious leagues and tournaments as well as men’s, women’s, open and coeddivisions. The Intramural program boasts 30+ sports open to all York Universitystudents.FormoreinformationpleasevisittheIntramuralSportandRecreationatourwebsite:

1. FilloutandsubmittheappropriateTeamRegistrationFormbeforethe
establishedteamregistrationdeadline.TeamRegistrationFormsmaybesubmittedatthefrontdeskofTaitMcKenzie.NOTE:IfyouareacollegeSIRCrepresentativesubmittingmultipleteamsyouwillcompleteasingleteamregistrationformwithallteamsenteredonthebehalfofyourspecificcollege.
2. UponentranceoftheteamyoumustalsosubmittheappropriateBondandEntryFeealongwiththeTeamRegistrationForm.RecognizedSIRCColleges/UnitsmaysubmitaRollingBond.ForacompletelistofsportspecificbondsandfeespleaseseetheattachedAppendixA.
3. YoumustattendthemandatoryRulesMeeting.AllRulesMeetingswillbelocatedinroom316TaitMcKenzie.AlldatesandtimesforRulesMeetingswillbeindicatedontheIntramuralWebsite,IntramuralCalendarandonyourteamregistrationreceipt.Ifyoudonotattendthemandatoryrulesmeetingyourteamorcollegewillnotbepermittedtoenterteamsintothecorrespondingsport.
4. ForeveryteamsubmitteditismandatorythataFinalRosterFormbe
submittedtotheIntramuralCoordinatorintheIntramuralOfficebeforethepre‐establisheddeadline.
5. Non‐studentsandalumnimemberswillhavetopayanadditionalfeeto
participateinIntramurals.PleaseseetheattachedAppendixAforapplicablefees.

into an intramural league or tournament to ensurecommitment throughout. The bond is refunded if theteam does not default and hands in a completed final

roster form by the specified deadline. Bonds must besubmitted at the time of registration. Cheques will beaccepted from SIRC units and recognized studentgroups,makepayabletoYorkUniversity.
RollingBond RecognizedSIRCColleges/Unitsmay submit aRolling
Bond.ARollingBondisasinglelargerbondpaymentof$300 that will be used to cover the costs of all bondpayments for teams entered on the behalf of thatCollege/Unit.ShouldaCollege/Unitexceedtheir$300Rolling Bond by incurring toomany defaults, penaltiesor fines theywill be required to submit a newRollingBond in order to continue to enter teams. Rememberperformancebondsare100percentrefundableas longastheteamdoesnotincuranydefaults,suspensionsandhandsintheircompletefinalrosterbeforethespecifieddeadline.
Defaults A Default occurs if a team does not show up to a
scheduledgamewithintheallotteddefaulttimeperiod.Every default results in the loss of $25.00 of theperformancebondandtwodefaultsresultineliminationfrom the league, tournament and/or special event.During a league, two defaults in one night will onlycountasonedefault.
EntryFee Sports that have an excessive number of expenseswill
require anEntryFee on top of theperformancebond.ThesesportsarelistedinAppendixA.
TeamRegistrationForm The Intramural Coordinator will make Team
Registration Forms readily available at the start of theschoolyear.Tosubmitateamateamcaptainorcollegeathleticrepresentativemustsubmitateamregistrationform complete with: Team Name, Sport, Desired Tier,Team Captain (and contact info) as well as CollegeAffiliation.IfCollegeaffiliationisnotrequiredthenyouwill declare INDEPENDENT on the team registrationform.
FinalRoster FinalRosterFormsmustbecompleteandsubmittedto
the Intramural Coordinator before the pre‐establisheddeadline. A Final Roster Form is only consideredcomplete if it contains the full name, full address andstudent number of all participants from a given team.CollegesarerequiredtosubmitaFinalRosterFormfor

every team that they submit. Failure to submit FinalRoster Formswill result in a loss of $25/day after thedeadline.CollegesmustcompletetheFinalRosterExcelWorkbookandsubmit it to the IntramuralCoordinatorateachFinalRosterFormdeadline.
RulesMeeting SIRCmembersandteamcaptainsarerequiredtoattend
all rules meetings. Should a SIRC member or teamcaptain be unable to attend a rulesmeeting theymustsendanotherrepresentative fromtheircollegeor teamin their place. If a college or team fails to send arepresentativetoarulesmetingtheywillnotbeallowedtosubmitteamsintothatspecificsport.
INTRAMURALSPORTS
The intramural program offers a wide range of sporting opportunities to allmembers of the York University Community. These sports are offered as atournament, league,extendedleagueorspecialeventatboththeTierIandTierIIcompetition levels. We offer 30+ sports throughout the year in the Coed, Men’s,Women’sandOpendivisions.ForalistofallSportsofferedintheIntramuralProgram,includingtheirstartdate,leagueanddivisiontypeaswellasanyaddedfeespleaseseetheattachedAppendixA.ExtendedLeague(EL) Anextendedleagueisconsideredsuchwhenitspansa
timeperiodgreaterthan6weeks.
League(L) Aleagueisdesignatedassuchwhenitdoesnotexceedthetimeperiodof6weeks.
Drop‐inLeague(DL) Aseriesofonenight tournaments that runona select
nightoftheweek.Teamsarenotrequiredtoregisterinadvanceintodrop‐inleagues,participantsmerelyshowupbeforeregistrationclosesthenightoftheeventanddraws aremade on the spot by the convener on duty.See individual rules for drop‐in league finalsqualification.
Tournament(T) A Tournament is designated as such when the
intramural follows a round robin format followedimmediately by single elimination playoffs. An

individualonlyneedstoparticipate inonegameoftheroundrobintobeeligibletoparticipateintheplayoffs.
SpecialEvent(SP) Special Events traditionally follow the Tournament
format but involve prizes for the top 2 placing teamswith prizes available to other participants. SpecialeventsmayalsofollowadifferentbreakdownforTorchPoints. For example RAGE Events only participationpointsarehandedout,NOTcompetitionpoints.
TrialSport(Tr) Trial Sports will be played as one‐day tournaments.
Torch Points will not be awarded for Trial Sports. Allproposednewsportswillberunfollowingthisformat.
CoedDivision(C) Teamsmusthavetherequiredminimumequalratioof
maletofemaleparticipantsonthecourt/fieldinorderto play a scheduled game. If a teamdoesnot have therequiredminimumofeithergendertheywilldefaultthescheduledgame.
Men’sDivision(M) Teamsmayonlyconsistofmaleorfemaleparticipants.Women’sDivision(W) OpenDivision(O) Thereisnorequiredmaletofemaleparticipantratiofor
teams.SCHEDULING
Scheduling Games
1. The Intramural Coordinator shall be responsible for scheduling games. 2. Whenever possible, games shall be scheduled after 3: 30 pm on weekdays and
after 9:00 am on weekends. 3. Whenever possible games shall not be scheduled on the first day back to class
after a holiday. 4. The Intramural Coordinator will provide a draft of the schedule at the rules
meeting, final schedules will be made available 48 hours after the rules meeting for that particular sport.
5. The Intramural Coordinator reserves the right to not run an intramural, as listed in Appendix A, should extenuating circumstances prevent the scheduling of the sport in question.
Postponements

1. Under certain circumstances the Intramural Coordinator will reschedule games.
In the event that a tournament needs to be rescheduled, the Intramural Coordinator shall decide whether to reschedule or cancel the tournament completely.
2. Under extenuating circumstances, games may be postponed if: a. Agreed upon by the Intramural Coordinator and both team captains. b. The decision to postpone the game is made at least 3 days prior to the
originally scheduled game. c. The teams involved, reschedule and play the game before the end of the
regular season (otherwise, a double default will result) d. The teams involved notify the convener and secure official for the
rescheduled game. 3. All games, which have to be postponed due to the inclement weather or other
extenuating circumstances, will be played in the next available time. Such a postponement will be announced by the convener to the team captains of the teams involved.
STUDENTINTRAMURALANDRECREATIONCOUNCIL
All recognized college athletic representatives are automatically members of theStudent Intramural andRecreationCouncil (SIRC). The SIRCExecutive consists offour members as elected by the outgoing Student Intramural and RecreationCouncil.SIRCisresponsiblefortheadministrationandoverseeingoftheIntramuralprogramaswellasenforcingallpoliciesofSIRC.Theseresponsibilitiesincludebutarenotlimitedto:Appeals Appeals during the season must be filed online using
theGoogleDocsystemtotheSIRCPresidentinordertobeheardbytheAppealsCommittee.
AppealsCommittee The appeals committee is made up of three voting
members of SIRC and the SIRC President and Vice‐president. The appeals committee will meet inaccordance to receiving appeals and will vote on thedecisionmadebytheintramuralprogramofficer.
CIRA CanadianIntramuralRecreationAssociationrepresents
intramural and recreation enthusiasts at all levels ofeducation. The CIRA Board of Directors deals withconcernsandissuesincludingprogramming,promotionof activities, funding and fundraising, as well asinformation on benefits of recreation programs forstudentsandstaff.

NIRSA NIRSA is the leading resource for professional and
student development, education, and research incollegiaterecreationalsports.
Petitions Petitions may be submitted by the college athletic
representative or by a team captain. Petitions will becompleted online using the Intramural PetitionGoogleDoc Form and submitted to the SIRC President forapproval. All petitions must be submitted at least 48hours before the team’s first game in order for thepetition to be approved. A player is consideredineligible to participate for the team petitioning untiltheSIRCPresidenthasofficiallyapprovedthepetition.
SIRCMeetings SIRCmeetingswillbeheldin316TaitMcKenzieunless
otherwise specified by a member of the Executive.Attendance to these meetings is mandatory by SIRCmembers and failure to attend will result in loss ofpoints (this can be avoided by submitting a writtenproxy for your vote to another representative withinyour college). Each complex will host one meetingduring the course of the year. All SIRC meetings areopentotheYorkUniversitycommunity.
SIRCBanquet An annual awards banquet is held at the end of each
year to recognize all intramural participants. Plaquesarepresentedthechampionofeachsport,aswellastheHouse Cup Champion and Torch Champion. The SIRCAwardscommitteeisresponsiblefortheadministrationofindividualathleticawardsandsomecollegeawards.Thisyear’sbanquetwillbeheldon:
FridayApril5th2013SIRCAwardsCommittee The SIRC Awards Committee is responsible for the
administrationofseveralindividualathleticandcollegeawards.Theseawardsinclude:MaleandFemaleAthleteoftheMonth,MaleandFemaleAthleteoftheYear,Maleand Female Rookie Athlete of the Year, MostSportsmanlike College/ Unit and Most ImprovedCollege/ Unit. The Awards Committee consists of theSIRCExecutive aswell as three SIRCmembers electedto the committee. To submit a nominee for any of theindividual awards please complete the appropriateIntramuralSIRCAwardGoogleDocFormandsubmita

confirmation email and photo of the nominee to theSIRCPresident.
Uniforms EachCollegehasanofficialSIRCrecognizedcolour.Itis
recommended that you purchase uniforms for yourteams. Uniforms are mandatory for: ice hockey and3on3 ice hockey, outdoor soccer, men’s women’s andcoedindoorsocceraswellasmen’swomen’sandcoedbasketball. Uniformsmust be identical with numbersontheback.

PreambleEstablishedin1966theStudentIntramuralandRecreationCouncil(SIRC)seekstopromoteparticipationintheofferingsofbothIntramuralandRecreationeventstothe York University community. d. TheintramuralCoordinatorandOutgoingSIRCPresidentshallbeex‐officiomembersoftheSIRCExecutive.

i. OnceanathletehasplayedonegameforanofficialSIRCunit,theymustfinishtheacademicyearwiththatunit,unlesstheyhavebeenpetitionedfor.
j. YorkUniversityvarsityathletesareineligibletoparticipateintheintramuralsportordeviationforwhichtheyplaythatvarsitysport.Avarsityathleteisconsideredoneaftertheyhaveappearedonagamesheetoronaroster.Forexample,avarsityvolleyballplayermaynotplayinourvolleyballleaguesortournaments.Thisrulealsoappliesforourvarsityclubteams.
k. Sports Club members who are listed on the OUA roster are ineligible to participate in intramurals for that specific sport.
l. In order to play in the playoffs, a player must meet the following criteria: 1. Forleaguesports:musthaveplayedinatleast50%ofthegamesfortheteamthattheyareplayingintheplayoffs2. ForTournaments:playinatleastonepreliminaryroundgame.
m. There will be no exceptions made for individuals who have not played the required
number of games in order to achieve playoff eligibility.
n. If a player’s team defaults out of the league and the player joins another team, they still must play in at least 50% of that team’s games (From the start of the season) and games with the defaulted team do not count towards their eligibility for playoffs.
10.3 Petitions
a. A petition will be filed when a team wishes to have an individual play for them whose official college affiliation is not the same as the affiliation the team was entered through. NOTE: Independent teams do not require any petitions to be filed. An independent team is considered such when it is entered without a college affiliation. The individual entering the team must declare INDEPENDENT on the team entry package when submitting the team.
b. Petitions may be submitted by a college athletic representative or team captain to the SIRC President 48 hours before the player’s scheduled game in order for the petition to be reviewed.
c. Petitions must be submitted via the Google Docs Intramural Petition Form. The SIRC President will respond, via email, whether the petition was approved or disapproved.

d. The player may only participate with the team petitioning once the SIRC President has officially approved the petition and notified the individual petitioning. Should an individual participate before the petition has been approved the team will automatically default any games that the individual participated in.
e. Each college is given a total of five (5) petitions for the year that will be approved no questions asked. These petitions may only be used by the college’s recognized SIRC representatives. There are certain petitions that do not fall under the five “no questions asked” petitions. If the petition falls under any of the following guidelines it will not be subtracted from the five (5) unquestioned petitions;
1. A petition will not be subtracted if the person is alumni, staff, faculty or Tait member who is playing a team sport. (Individual sports will count towards the petition cap)
2. A petition will not be subtracted if the participant’s current college does not have a team in the sport.
3. A petition will not be subtracted if the participant’s current college does not have a team in the participant’s selected Tier.
ArticleXI:Misconduct,SuspensionsandAppeals11.1 Disciplinary Action a. Disciplinary action will be taken in cases of misconduct. Misconduct is defined as
any rough play, fighting, unsportsmanlike conduct, intent to injure, abuse of official or travesty of the game.
b. The referee(s) in all games shall report on the reverse side of the game report and action he or she has taken in penalizing a player for misconduct. Details of the incident including names and playing numbers of persons involved shall be clearly provided.
c. If a designated coach or spectator of a team commits any of the same offenses, which are listed below, the same rules shall apply.
d. An Intramural Convener has the authority to assess an immediate 1 game suspension. Should the incident require further action it shall be at the discretion of the Intramural Coordinator to administer a suspension exceeding 1 game.
11.2 Disciplinary Action for an individual during Team Sports a. The player(s) will be suspended as follows:
1. Rough Play or Unsportsmanlike conduct: 3 game suspension with 1year probation Team Warning and a $25 team fine Note: In the case of unsportsmanlike conduct, there is the possibility of a one game suspension. A Convener would be responsible for handing out this suspension.
2. Fighting, Intent to injure, Travesty of the game:
1-year suspension from all intramural sports with lifetime probation

NOTE: Three team warnings for any combination of reasons will result in elimination from the league, with loss of points and the performance bond. 11.3 Disciplinary Action for an Individual during Individual Sports a. A participant who incurs misconduct in an individual sport will be ejected from the
event. b. If this incident occurs during an individual sport where there are still events left in the
tournament the individual will be ineligible to participate in the remaining events. I.e. if the incident occurs during men’s singles badminton the individual in question will also be ineligible to participate in both men’s doubles badminton and mixed doubles badminton.
c. The individual will lose all of the Torch Points that they gained for their college/ SIRC unit.
11.4 Appeal Procedures a. All suspensions will be administered by the Intramural Coordinator. b. Suspensions may be appealed using the Intramural Suspension Appeal Google Doc
Form to the SIRC President within one week of the suspension notice. c. To submit an appeal to the SIRC President an individual must file their appeal using
the Google Docs link provided by the SIRC executive. d. Such an appeal must contain new and relevant information. e. The player’s suspension shall be upheld until the appeals committee can hear the case. f. The appeals committee shall rule on suspension appeals and shall impose sanctions as
deemed appropriate. g. If during a probation period an additional misconduct offense occurs, suspension for
life from all intramurals shall be automatic. h. If during life probation, any suspension occurs, then life suspension from all
intramurals shall be automatic. i. The Intramural Coordinator shall determine whether an act is considered fighting or
not but under no circumstances can the committee decide that there was no fighting when actions would be considered battery under common law.
j. An appeal may only be filed for the following reasons: Misinterpretation of playing rules: 1. Thistypeofprotestmaybemadeonthefieldsofplaybytheteamcaptainbeforetheendofthegameandmaybemadedirectlytothereferee(s)orofficial(s)
2. Therefereewillrecordtheintentionoftheprotest,therulemisinterpretedandnotifytheopposingteamcaptainthatthegameisbeingplayedunderprotest.
3. AwrittenappealauthorizedbytheSIRCvotingmember,orteamcaptainmustbesubmittedbytheprotestingteamtotheIntramuralOfficeby4:30pmthefollowingschoolday.
4. TheSIRCExecutive,inconjunctionwiththeIntramuralCoordinatorshallmakearulingonthegameinprotest.
