PAYING THE COURSE FEE

UK fees

UK NationalsYou are entitled to pay the UK Course fee if you are ‘settled’* in the UK (excluding Channel Islands and Isle of Man) on the first day of your course and you have been ordinarily resident in the UK for the 3 years prior to the course start date.

*Normally and lawfully resided in the UK from choice without any immigration restriction on the length of your stay in the UK.

If you are temporarily and unavoidably working outside the UK for a period of less than 3 years you will still be classified as ordinarilyresident in the UK and therefore eligible to pay UK course fees.

If you are currently resident outside the UK, using a BFPO address as you are either a member of the British Armed Forces or a UKdiplomat then you can pay UK course fees for the total time spent outside the UK. If you work for the Foreign and CommonwealthOffice and were appointed to your post whilst resident within the UK and are currently working abroad and using a BFPO address thenyou will also be eligible to pay the UK course fees if you have not been resident outside the UK for more than 3 years.

If you are ordinarily resident in the Channel Islands or the Isle of Man then you are not eligible to pay UK course fees.

European Economic Area (EEA), Agreed Overseas Territory or Swiss NationalsYou are entitled to pay the UK course fee if you are ordinarily resident in the UK, will be resident in the UK on the first day of your course and have been ordinarily resident in the European Economic Area (EEA)

If you are not a national of any of the above mentioned territories but have been granted “exceptional leave to enter or remain” or “indefinite leave to remain” in the UK (i.e. not on a temporary visa), have been resident in the UK for at least three years prior to thecourse start date (excluding anytime spent in the UK on a student visa,) and will remain in the UK for the duration of your course, thenyou will be eligible to pay the UK course fee.

Please note that if you have applied for asylum and your case has been approved by the Home Office so that you now have officialrefugee status, then you only need to have been given the “indefinite leave to remain in the UK” to be eligible to pay UK course fees.You do not need to have also been resident in the UK for three years prior to the course start date.

You will be required to send in relevant documentation to support your application to pay UK course fees for any of the abovescenarios. Acceptable documentation will include copies of visas, passports with visa/refugee/asylum seeker details stamped on, or letters or official documentation from the UK Home Office providing details of the above.

Payment methods

ChequesPlease make cheques payable to ‘The Open University’ and write your name and personal identifier, if you have one, clearly on theback. We are unable to accept post-dated cheques.

If you live outside the UK you can pay by cheque in the currencies of all European Union countries, as well as Swiss francs and USdollars. We’ll use the exchange rate which applies on the day we process your registration agreement.

Credit or debit cardWe accept payment by Maestro, MasterCard, Visa or Delta. Please complete the credit/debit card authorisation form on the registrationagreement, including the start and end dates, and ensure that the cardholder signs the form where indicated. We do not acceptMaestro International, American Express or Diners cards.

OUSBAThe Open University Student Budget Account (OUSBA) is a convenient way to pay your course fee. You can ‘buy now and pay later’,either before the course begins or in monthly instalments. If you are intending to pay via OUSBA you will need to download the’Agreement for courses five months in duration or less’ from www.open.ac.uk/ousba or request a copy by calling 0845 300 6090. Youmust complete a separate credit agreement form for every course that you wish to study. Once you have completed these formssend them to us with your registration agreement. Please check to make sure you have completed all forms in full.

These are part of an innovativepartnership between the OU and Tesco which allows shoppers to exchange their Clubcard vouchers for Deals tokens. For every £10 of Clubcard vouchers, Tesco shoppers will receive £40 in Deals tokens towards paying for their course. Financial support (UK students only)We offer financial support to help some students who would otherwise find it difficult to pay their fees. There is a limited amount of money available, which will be granted on a first-come, first-served basis. For Short courses we’re able to offer financial support tostudents who are claiming state benefits or for those studying Science starts here (S154) who have a household income of less than£16,845 (students living in England and Northern Ireland) or £16,865 (students living in Wales). For students living in England, Walesor Northern Ireland, financial support based on income is only available if you have little or no previous experience of higher education.

Students living in Scotland may apply for financial support in the first year of study, for a maximum of 60 points of courses plus one or more of the following:

After your first year you can apply for financial support for a maximum of 120 credit points each academic year. If you want to study aprofessional course you may only apply for financial support if you are on benefits, and for a maximum of 60 credit points eachacademic year.

The arrangements for financial support are different for students living in Scotland from those for students l iving in England, Wales andNorthern Ireland. If you wish to apply for financial support please complete one of the forms at the end of this document, depending onwhere you live. There’s one set for Scotland and one for the rest of the UK, and full guidance is provided for each of the forms. Youmust provide evidence of the benefit you are receiving or of your household income, and return all the required documents to us withyour registration agreement before the registration close date.

Due to the amount of processing time required, you should apply for financial support in good time before the course start date.

Financial support applications cannot be handled over the telephone or online. If you’re applying for financial support, you don’t need toinclude payment when you send back your registration agreement, but you do need to complete the application form for financialsupport.

Individual Learning Accounts (Students in Scotland only)The Open University in Scotland is an approved provider under the ILA Scotland scheme. If your personal income is £22,000 or less ayear, or if you are on certain benefits you can claim up to £200 a year towards the cost of many OU courses if you are studying lessthan 40 credit points (or up to £500 if you are studying 40 points or more).

Thresholds for eligibility may change, so please check our website or contact us for the most up-to-date information, and make sure you apply in good time.

COMPLETING YOUR REGISTRATION AGREEMENT

We are required to collect statistical information about our students for the Higher Education Statistical Agency (HESA). HESAobserves strict rules of disclosure required by the Data Protection Act and will not give your details to third parties. Further informationon our Data Protection policy can be found in the Conditions of Registration, or on our website at www.open.ac.uk/our-student-policies

You’ll be asked to provide your HESA information in Section 5. This information will not affect your registration with the OpenUniversity and you may also be asked to fill in some of these questions when you first logon to your StudentHome website.

Note 1 – Your personal identifier If you know your personal identifier (for example, U1223456), please write it on the form. It is important that you quote this number whenever you contact the University.

Financial support application pack for courses less than 30 points(England, Wales and Northern Ireland)

 You should use this form to apply for financial support towards course fees for courses that are less than 30credit points. Please return this form with your registration agreement to the address at the end of the form.

To apply for financial support you must be a new Open University Student with little or no previous experience of 

Higher Education, meet the eligibility criteria for UK fees and: 

be in receipt of a qualifying state benefit

or 

be studying Science Starts Here (S154) and have a household income of less than £16,845 (students living inEngland or Northern Ireland) or £16,865 (students living in Wales). Students living in Scotland do not qualify for financial support for this course.

If you are a continuing Open University student, your application will only be considered if you are alreadyreceiving a statutory fee and course grant for a 30 or 60 credit point course and are studying, or intending tostudy, an associated course, residential school or project that is compulsory for the qualification you arestudying towards. Support is not available for courses that cost more than £770.

Courses that are worth 30 credit points or more are covered by a separate scheme of financial support. If you need helpto complete any part of the application form, please ask for advice from the Financial Support office on 01908 653411.This form is for students who are living in England, Wales or Northern Ireland. 2.2 Application based on household income

Only applies to students who are studying Science starts here (S154) and have a household income of less than£16,845 (England/Northern Ireland) or £16,865 (Wales)

HouseholdYour ‘household’ consists of you and, if you have one, your husband, wife, civi l partner or partner (opposite or same sex) who lives with

you. There are allowances for dependants, so it’s important to give details about them too.

Wages or salary from paid employmentYour employment income is usually based on the income you received in the last complete financial year (i.e. to the year ending 5April). If your current income is likely to be substantially less in the current financial year, please contact the Financial Support Officewho will be able to advise you of any support available.

Income from self employmentYou should give the details shown on your self assessment form for your trading year which ends during the period from 6 April 2009 to5 April 2010. If you cannot give us the amounts, you should give an estimate and write ‘E’ beside the amount on the form.

Income from benefits and tax creditsIf you receive a benefit to help you with specific costs, do not include it as income – for example: disability living allowance, attendanceallowance, industrial injuries benefit, child benefit, guardian’s allowance. If your benefit is paid as income for living costs, you should

Short course financial support guidance notes for students resident in Scotland

If there’s anything on the form that you are not sure about, please call The Open University in Scotland on 0131 226 3851.

Applications will not be considered from those who:

• are not receiving state benefits

• have savings in excess of £16,000

• are full-time students at another institution

• are in debt to the University

• are not eligible to pay UK fees

• have already received their maximum entitlement of fee support for undergraduate course fees in any academic year 

(New students = 60 credit points + associated residential school + relevant course from our Openings suite of courses.Continuing students = 120 credit points + associated residential school. The academic year runs from September to August).

• a copy of a recent letter (dated within the last three months) from the Job Centre Plus, Department for Work and Pensions or local authority office confirming you or your partner’s current benefit entitlement If you do not have aletter dated within threemonths, we would also accept a slightly older letter with a copy of a recent bank statement clearly showing the payment stillbeing made into your account.
