TSLC IronKids Phuket Triathlon20 April @ Thanyapura Sports & Leisure ClubJuniors (6 - 8yrs) do a 50m swim, 3km bike and 500m run. Phuket Pride 2012 23 - 28 April @ PatongThe festival sets to promote awareness of gay life in Phuket and almost 10,000 visitors as well as local residents participate. The theme for this year is "Join Our Family", a slogan that represents the notion of creating a stronger sense of community within Thai and Farang communities. The festival will be produced by 'Phuket Loves You (PLU)'. The schedule for this year's festival is as follows: April 22: Pride Pool Party at CC Bloom's Hotel; 23 - 26: Rawai - Party at V. Sawana Bar; 26: Phuket Pride Volleyball Tournament; 27: Welcome Party Patong Soccer Field - 4 to 11pm; 28: Phuket Pride Parade - 4pm Phuket Pride Finale - Patong Soccer Field - 5 to 11pm. There are also many athletic competitions, including cultural shows and presentations, along with appearances by Thai singers and DJ's. Cabaret shows can be seen throughout the festival and music groups many of which are present at a huge open air concert. Participants are colourfully dressed as are the sponsor fl oats in the parade, the festival's main event, which has grown to over 1km in length. Some of the monies from fund raising activities go to local charities. Phuket Pride is supported fi nancially and in other aspects by local gay-owned businesses and by the gay communities in Bangkok and Pattaya. Bliss Beach Ball27 - 28 April @ Bliss Beach ClubThe chic Bliss Beach Club on Bang Tao is the setting for the 'Bliss Beach Ball'. Sip a cocktail as you watch the sun set into the ocean, eat a sumptuous dinner, then dance the night away with Bliss’s resident DJ Chedi. All this and free fl ow wine and beer from event sponsors BB&B and the Andaman Wine Club. All proceeds go to the Phuket Has Been Good To Us Foundation. Dress: Beach Chic. Thanyapura Sports & Leisure Club (TSLC) will host two trial Triathlons with the offi cial TSLC IronKids Phuket Championship race to be held on Saturday, 1st December 2012. The IronKids Phuket Triathlons are races designed to accommodate children from 6 to 17 years in age appropriate distances, on a safe and secure course.

TSLC’s partnership with IronKids will also include professionally led training camps run throughout the year, and will be known as TSLC IronKids Phuket. The tropical island of Phuket is fast becoming a centre for professional and amateur triathletes with international triathlons and training camps being off ered on the island every year. Phuket has a proven track record for hosting major sporting events, such as the Laguna Phuket Triathlon, Phuket International Marathon and the FIVB Women's Beach Volleyball World Tour.

TSLC is located in peaceful natural surroundings just 15 mins from Phuket International Airport. It has the world-class sports facilities and professional coaches to host events and training camps for professional or amateur triathletes, as well as young athletes tackling their fi rst ever multi-sport event. TSLC's Olympic standard 8-lane, 50m pool and 8-lane, 25m pool off er ideal swimming conditions, while the safe surrounding roads are perfect for young cyclists to learn biking skills. Most running is done on site at TSLC's 500m cushioned athletics track or on tracks in the National Park area. This spectacular location is set to become the 'home' of triathlon for young, upcoming triathletes.

The 2012 Series kicks off on Sunday, 22nd April 2012 with a trial race. The second trial race will be held on Sunday, 28th October 2012. The trial races are an excellent opportunity for children to gain valuable race experience for the offi cial race in December. Kids can sign up as individual racers or participate as a relay team with friends in their age group.

All races are divided into age group categories, including Junior for 6 to 8yrs, Intermediates for 9 to 11 yrs and Seniors for 12 to 17 yrs. The Juniors course is a 50m swim, 3km bike, followed by a 500m run. The intermediate race distances are a 150m swim, 6km bike, 1.5km run and the seniors race distances are a 300m swim, 12km bike, and a 3km run.

Anyone can participate in these age groups and it is not necessary, although helpful, if the children do train a bit before the races. The trial races are designed to give children the chance to practice race skill before the main event in December and also give them the opportunity to try a Triathlon, often encouraging and giving them incentive to become more active to train in the three disciplines.

Many children enjoy active lifestyles and participate in various sports. Training for a Triathlon can enhance their fi tness levels which will help the performance in their chosen sports, like football, tennis etc...

Triathlon training can be fun for the whole family, with bike rides along secured roads, and swim races in the pool. Kids will love running races with their mums and dads.

The key to triathlon training is to teach the kids to pace themselves so they can last the distance, so running at a slow pace over an appropriate distance will be very eff ective practice for the races.

Feature Phuket Invitational Car Rally 2012

BLUE SKIES

Postcard-perfect weather welcomed drivers, navigators and their families for the Phuket Invitational Car Rally 2012. More a treasure hunt than a race, the rally took 50 participants over 140km of Phuket’s roads, sois and tracks to a real mixture of locations all over the island.

Entrants had to take pictures of anything from a post box, the team with a buff alo, the arch of Wat Luang Pu Supa, Gate 5 of British International School – to a set of brass monkeys, all to prove that they hadn’t been tempted by short cuts! Lunch break was at Kathu’s new eco attraction, Flying Hanuman, where the lucky teams were treated to a taste of adventure on a 'zipline' ride through the trees.

After another course through to Phuket City, driving tests at Saphan Hin became a spectator crowd-puller, with local Thais bemused by what

was happening. A few more twists and turns through Cape Panwa brought the cars back to the fi nish line at Chalong Pier Beer Garden. The buff et dinner at Kan Eang @ Pier followed, at which prizes were awarded and champagne shaken and sprayed in true Formla One style.

Triumphant winners were Soeren Hede and Hans Thomsen, Team 46, who also claimed victory at the Saphan Hin trials. 2nd place was taken by team 35, Trevor and Stephanie Firth, and 3rd by Helene Fallon Wood & Peter Wood. The Best Ladies and Thai Team trophy was taken by Kwan Sanuksuwan of Team 17. More results information can be found on www.phuketinvitational.com.

Helicam have now developed four new types of dedicated fl ying machines. Each new machine has its dedicated role within the fl eet. The new machines are electric powered making operations quieter and more reliable with less maintenance. A sophisticated auto pilot system is activated once airborne letting operators concentrate on the imagery via a small monitor on the pilot's controller. New generation cameras (DSLR) types are used for both photos and HD video. These new cameras are used in TV productions and provide a cinema quality look, perfect for using onboard the Helicam helicopters.

Helicam operator Phil mentions, "Other new developments also include a small crane cam and slider. These devices are great for small video productions allowing for those Hollywood shots. One more new toy on the horizon is a cable cam system that is a small car that runs along a cable equipped with a DSLR camera. Neil RichardsHeadmaster of British International School describes how uncertainty about his future after an overland journey from Wales to India led him into education, and ultimately a rewarding life as an international educator.

People Profi le

Where are you from?I was born and raised in a mining town in Wales. Many members of my extended family were involved in the mining industry. Both grandfathers and a number of uncles worked at the same colliery, although my father found work in a local factory.

How did you get into teaching?I got into a selective boys’ grammar school, where I did enough to get by, but I wasn’t a great student. I played a lot of rugby and this, more than anything, kept me wanting to stay in school. I went to Cardiff University and in my second year I became captain of the university rugby club. It wiped me out academically, but the sport helped me keep rumbling along towards a degree. Then I took the so-called hippie trail, which took me through Europe and Turkey and on to Iran, Pakistan and India. In Delhi I discovered that my father had been ill and I returned immediately to the UK. I sought refuge in the teacher training programme at my old university. I was late to apply but by chance someone pulled out immediately before classes were set to begin, so I got in. I looked at this initially as a secure haven for a year while I was trying to sort out my future, but I soon found out that I enjoyed teaching and with this I could make something of my life.

What did you do before you came to Phuket?My fi rst teaching job was overseas in Kathmandu, Nepal, where part of my work for the boarding school involved going to remote parts of the country to fi nd promising students. It was an extraordinary time, trekking though the country staying in people’s homes. When I eventually returned to the UK I tried to settle but felt I’d changed too dramatically to return to my old way of life. Nepal had opened my eyes to a lot of things, and I soon left to work abroad again. Since then I’ve worked in the Canary Islands, Egypt, Chile, Lesotho and Japan, and for the four years before coming to Phuket I was back in Wales as Principal at the United World College of the Atlantic, where my offi ce was in a medieval castle. This is the founding United World College which places strong emphasis on community service, including, at the College, operating an RNLI lifeboat.

You’ve been Headmaster at British International School (BIS) since November last year. Had you ever been in Phuket before?I fi rst visited Phuket more than 30 years ago. When I was in Nepal I took a holiday to Thailand. I joined a busload of teachers on a trip from Bangkok to Phuket and we stayed in huts made of bamboo and straw. I can’t remember which beach we stayed at but it was extraordinary. There were very few tourists.

What was the biggest surprise to you upon returning to Phuket?I hadn’t been back to Phuket since that fi rst visit, so the biggest surprise for me was the volume of the traffi c. I was mildly disappointed not to be able to fi nd huts on the beach, but you have to deal with life as you fi nd it.

Tell us more about BIS.This school has so much potential, and the campus is extraordinary. I have a fi rm belief that any school is part of the community, so I’d like to see it become a centre of professional development in the region and in the Thai community. The school already does good work within the community and I’d like to build on that.

We also hope to open a language institute to support fi rst language/mother tongue teaching, as well as to provide support for the language needs within Phuket. Starting in March we will run courses for Thai teachers of English, which we hope will lead to courses for other important groups within Phuket,

such as the police and people involved in the tourism industry. We also intend to establish a centre for professional development with brain-based learning in association with Focus Education Asia. Neurological research is revealing more about how we learn, but there are few schools that eff ectively respond to this new research. We want to embed the methodologies into our school. We’ll work hard to help build the critical skills that prepare students for the modern world. Good grades are a consequence of a good education, not its purpose. Too often people see good grades as the purpose, and then beyond the school they fi nd that they do not have the skills to succeed.

Does living on a tropical resort island present a hindrance to getting a good education?We never stop learning, no matter where we are. The tropics are not a problem, but an environment that is leisure based can be problematic, especially for older teenagers. A lot of parents are grappling with that. Schools here have to provide students with the skills to make sensible judgments about their lives within the frenetic leisure industry that surrounds them. We as teachers and parents too, must demonstrate that we are dedicated to learning.

Do you have family here?I live here with my wife, who was also a teacher, and I have four children who live elsewhere. My eldest son is a teacher in Beijing. My second son has worked as a volunteer teacher in Costa Rica for a year, while my third son and daughter are both in the UK studying to be teachers. We’re fairly self-contained and, I like to think, a strong family. Having travelled so much together we rely on each other a lot, and we like the adventure of being in diff erent places.

What are your favourite places to go here?My wife and I like to go to quiet places, which is not always easy in Phuket. We go to Nai Thon Beach more than any other, and we enjoy poking around Phuket Town.

What's the most diffi cult thing about living in Phuket?Getting around. I don’t enjoy driving on Phuket’s roads. I’ve lived in such a variety of countries, local idiosyncracies don’t bother me. I’ve learned to be pragmatic when trying to get things done.

What are you most proud of?During my tenure as Headmaster at the Yokohama International School in Japan, we launched a programme for the school to build schools in Cambodia. All members of the school community were involved in the process. Not only did this help put hundreds of Cambodian children into schools, but it gave students at the international school the chance to grow themselves and to learn that life is not so much about how much a person’s got, but what that person is prepared to give. Children need to be shown that they’re valued. I believe that this project has also inspired other schools to do the same.

About Chef Eric Lamiraux French-born Chef Eric Lamiraux discovered his kitchen skills in Lyon, where his mother imbued him with a passion for excellent food.

He decided in his early twenties to discover the world and travelled to work in diff erent European countries. He then went to Tahiti (French Polynesia), where he fell in love with exotic fl avours.

Eric arrived in Thailand 19 years ago and worked in a variety of well-known hotels and restaurants in Pattaya, Bangkok, Koh Samui and Phuket.

His creative state of mind and enthusiasm for new tastes led to Eric joining the Urban Food group for the opening of their new branch in Central Festival.

Urban Food off ers a vast menu with over 100 items, mixing Asian and European food.

Serving 4Ingredients

1 kg veal shanks, cut into short • lengths 60 gm all-purpose fl our• 100 ml cooking oil• 2 cloves garlic, crushed• 1 large onion, small dice• 1 large carrot, small dice• 1 stalk celery, small dice• 150 ml dry white wine• 150 ml beef stock (or chicken)•

150 ml tomato sauce (or fresh • tomatoes peeled & crushed)20 gm tomato paste• salt & pepper• 1 pinch oregano & thyme• 1 bay leaf• ½• cup chopped fresh parsley1 clove garlic, minced• 2 tsps grated lemon zest•

DirectionsPrepare and cut the vegetables in 'brunoise' style (diced into ½ cm cubes). Crush the garlic.

Dust the veal shanks lightly with fl our. Heat the oil in a large skillet. Add the veal and cook until browned on the outside. Remove to a bowl and keep warm. Add two cloves of crushed garlic and onion to the skillet; cook and stir until onion is tender. Return the veal to the pan and mix in the carrot, celery and wine. Simmer for 10 minutes.

Pour in the tomato paste, tomato sauce (or fresh tomatoes) and beef stock and season with salt, pepper, bay leaf, oregano & thyme. Cover, and simmer over low heat for 1½ hours, basting the veal every 15 minutes or so. The meat should be tender, but not falling off the bone.

In a small bowl, mix together the parsley, 1 clove of garlic and lemon zest. Mix into the veal just before serving.

Serve with fresh tagliatelle.

Chilled out by the soothing background music, my mind was fi lled with a peaceful wellbeing as I enjoyed the warm traditional welcome (again from Sukko culture) of the ‘Flower Floating Ritual’ – similar to ‘Loy Kratong’, where the idea is to fl oat away past stresses and wish for luck and joy from that moment on.

A variety of 40 spa treatments – prepared by Sukko's certifi ed Thai Herbalist and based on ancient Thai medical theory – is off ered at Sukko, in packages lasting from 2 hours to 4 hours. Each package has a specifi c purpose and can be selected to suit your lifestyle or the way you feel on the day. These herbal recipes and procedures have been handed down through generations

and are totally free of petrochemicals, synthetic perfumes or colouring. Some of the herbs and spices are grown in Sukko’s own herb garden and picked just for your treatment, ensuring they are as fresh as can be.

I was pampered with the “Be Balanced” package; a 3 hour experience that left me feeling relaxed and refreshed. This three-treatment combination began with 30 minutes in the steam room and the Jacuzzi, followed by a Thai Turmeric Body Scrub designed to soften your skin and awakening your sense. The scrub was followed by Sukko Special Body Massage, performed by hands, using fi nger pressure on energy points and smooth strokes along energy lines. During the movements of the massage, the molecules of essential oils in Sukko elegant aromatic massage oils will be absorbed through the skin and into the bloodstream to benefi t the nervous system and other parts of the body. “Is this pressure okay? Too strong? How are you feeling?” my therapist asked me from time to time. “Mmm…perfect…” were the only responses that seemed to suit how I felt.

Bobby Duchowny studied aromatherapy – a healing art that promotes massage, when combined with specifi c herb and spice oils, as a method to reduce stress, boost energy and heal certain physical ailments – at the American Aromatherapy Association.

Some years ago while on holiday in Thailand, he visited an organic farm in Petchaboon province and became interested in the natural healing properties of Thai herbs and spices.

Top musical acts from around the globe gathered on the grounds of Laguna Phuket the last weekend in February to perform their unique styles of music at the 7th annual Phuket International Blues Rock Festival, presented by 91.5 FM. For the audience it was a feast of sensory delights.

MCs Ricky and Marc welcomed the fi rst performer, Australian Jack Derwin. This acoustic solo artist served up a beautiful appetizer of the blues while accompanying himself on numerous instruments.

Moscowfi sh were up next. This Canadian duo exhibited tremendous energy and passion. They let loose a fi ne blend of ‘old timey’, reggae and blues and standards that got everyone in the right mood.

The Rockin’ Angels followed and again Patt fi lled the stage with talented musicians: Richard Wright of New York on guitar and fl ute; teenagers Rannze on drums and Paul on guitar. Rounding out the group were Ya and Nida on backing vocals and on percussion Drew and William. A highlight was ‘Cocaine’ – opening slowly with Richard’s fl ute and Patt’s understated guitar, then rocking to a sizzling ending with blistering guitar riff s. Bravo!

TOKEN is a Santana tribute band fronted by the highly talented Hatsamret aka Khun Teung, who won the 2011 Singha-sponsored Santana Guitar Legend contest and got to meet and open for the man himself at Impact Arena in Bangkok. He and his fellow young Phuket musicians wowed the crowd with their faithful versions of Santana classics.

Rain fell for about fi ve minutes, but the marquee covered the audience as SKY HIGH took to the stage. Clas Yngström (Sweden) and his band have toured the world and recorded numerous albums since their launch in the seventies. With original drummer Uff e Åhman and ace bassist Arne ‘Mr. Dynamite’ Blomqvist, the band plowed through original blues & rock material mixed with great

classics. In what was perhaps the boldest wardrobe choice of the festival, Clas was dressed in what appeared to be Leopard spotted pajamas. But this big, talented veteran performer managed to pull it off .

AkashA is a 7-piece Malaysian band playing what some call World Fusion Music, but it’s more than that. They explore all corners of the globe by experimenting in Jazz, Blues, African, Latin, Celtic, & Asian rhythms. This was their third appearance at the Blues Festival, and their solid Phuket fan base eagerly awaited their performance, opening with a sitar playing Ragtime banjo runs, followed by straight-ahead jazz piano riff s, all coming together on an Indian melody, under laid with vocal and rhythmic percussion. They did not disappoint and no doubt picked up many new fans in Phuket.

Saturday night the crowd was ready to rock when the Stuart Bush Band took the stage. This aff able Australian quartet, playing regularly in Koh Samui, are a tight rock-based group that got everyone

warmed up with their solid set, including a beautiful version of Jimi Hendrix’ ‘Little Wing’.

International was the operative word for this year’s festival, and so also the Colin Hill Band. Colin fronted bands in his native Australia for decades before making Phuket home a few years back. Pjae Stanley from Texas sang a riveting version of ‘I’d Rather Go Blind’. With Jeff ery on keyboard, Tom on bass, Mauro on drums and saxman Milo, the band was up to speed when blues shouter Jimmy Fame and Arvid ‘Snakeman’ Munthe on harp joined them and got the crowd rocking.

Few artists can claim to have played the legendary Glastonbury Festival, but newcomer Grainne Duff y had that honor in 2008. She won over the crowd immediately with her wonderful mix of blues, rock and soul. Grainne’s set featured songs from her albums ‘Out of The Dark’ and ‘Test Of Time’, including ‘Bad To Worse’ and ‘I’d Rather Go Blind’ (two versions of this powerful song in one night – tribute to the late great Etta James). Duff y sang with raw emotion, felt by all fortunate enough to witness her stirring performance.

Representing Australia, yet again, were John Meyer’s Blues Express. They also played in 2011 and the crowd was eagerly awaiting his return. John, Peter and Ric performed songs to perfection from their self-titled debut album. John’s slide guitar was particularly noteworthy and we hope to see him back yet again – soon!

Andy Andersen – organizer and founder of the Blues Rock Festival – is to be thanked for having the forethought, energy and perseverance to deliver this wonderful event year after year. But when the tent pegs are pulled and the trucks roll away – what makes this festival so unique is Andy’s ability to seek out fresh, new acts from around the globe. He has turned die-hard blues fans on to artists they didn’t know, such as Victor Brox & Rich Harper and made us aware of established names like Charlie Musselwhite, Eric Bibb & Curtis Salgado.

This year Andy has done it again with headliner Chris Thomas King – who showed Phuket why he has sold over ten million records. Chris had an early baptism in the blues and in his twenties was touring and recording for Warner Bros. Securing a major role in the Coen brothers' fi lm ‘O Brother, Where Art Thou?’ in 2001 gained him international fame and a mainstream audience.

Veteran bassist Jimmy Bell joined Chris and drummer Jeff Mills for almost an hour and a half of fantastic music. Drawing on songs from his latest albums ‘Rise’ and ‘Antebellum Postcards’, Chris’s sweet vocals and intricate guitar runs were all the crowd needed to cap off a fantastic weekend. From the fi rst song ‘Dirty Water’, it was obvious that we were in the hands of a master, but it was ‘I Wanna

Be Your Drug’ that got everyone on their feet. With infectious hooks, precise timing, changes, raw energy and sheer showmanship – Chris delivered perhaps the best performance ever seen at the Blues Rock Festival. My Fedora hat is off to Chris Thomas King!

Foreign investment has played a vital role in Thailand’s economic development for many decades. However, the legal framework accommodating such development has had to try to keep pace with global markets and changes by neighboring Asian countries regarding how investment is welcomed or regulated. Foreign investment projects range from large-scale enterprises by multinational corporations to start-ups by individual entrepreneurs. But regardless of a project’s scale and size, all foreign investment is subject to the Foreign Business Act (1999) (the “FBA”). The FBA provides the legal framework for foreign investment in the Kingdom, and any investor who is considering doing business in Thailand should be aware of the law and seek advice on the same. This article will provide an overview of some of the FBA’s key elements.

What is a foreigner?The FBA governs investment by foreigners, regardless of whether such foreigners are individuals or corporations. Thailand, like most countries, places restrictions on investment by foreigners (see the section on restrictions, below) to protect certain industries and national interests. Thus, a key issue is determining whether an investor is considered a “foreigner” under the FBA, and thus subject to restrictions. For purposes of the FBA, a foreigner is a non-Thai individual or entity (e.g. a company or partnership); a company registered in Thailand where non-Thai individuals or entities hold at least 50% of the shares; or, an entity that has half of its capital invested by non-Thais. Under this defi nition, even if a company is formed and registered in Thailand, it will be considered “foreign” if non-Thais own 50% or more of the shares, or contribute 50% or more of its investment capital.

It should be noted that often there are high profi le cases in the media and courts in Thailand regarding whether a company has become by virtue of sometimes complicated ‘cross-shareholdings’ a foreign company, when in fact it is supposed to remain according to the FBA, Thai. Such cases can become highly politicized, but can also have an eff ect on companies with foreign shareholdings operating in the same fi eld or industry as the high profi le case in dispute.

Basic requirements Foreigners must meet certain requirements under the FBA to operate businesses in Thailand. For example, foreigners are not allowed to invest in the Kingdom if they have been deported or have deportation pending. Investment is also disallowed if a foreigner resides in Thailand without permission under the immigration laws.

The FBA also contains minimum capital requirements for foreign businesses. Generally, the minimum capital requirement is two million Thai Baht, but can be more depending on the industry. Moreover, for foreigners who receive permission to operate businesses in specifi c restricted sectors, the minimum capital requirement is not less than three million Thai Baht. However, under the FBA, these minimum capital requirements do not apply if the funds used by foreigners to invest in businesses were acquired through previously operated businesses in Thailand.

Restrictions under the FBA One of the most important elements of the FBA is the limitation on industries in which foreigners can invest. The FBA categorizes such industries into three lists, which generally include sectors, which involve national security; local culture; the environment; and fi elds that Thais are, according to regulation but not necessarily public opinion, not yet ready to compete with foreigners. Foreigners are prohibited from participating in the activities contained in the fi rst list, while special permission from the government is needed with regard to the second and third lists. And even if such permission is obtained, which involves a complicated process, foreign shareholding is very limited. The restricted sectors are extensive, but a few noteworthy ones include: newspapers; radio and television stations; farming; forestry; land trading; land, waterway, and air transportation; production of goldware and silverware; mining; accounting services; legal services; architecture

and engineering services; construction (with certain specifi c exceptions); broker or agent business (with certain specifi c exceptions); advertising business; hotel business (except for hotel management services); and selling food and beverages (e.g. restaurants and bars). While foreigners can be observed operating in semi-ownership capacities in some of these fi elds, the nature of any structuring to accommodate foreign involvement in these areas requires proper knowledge of the application of the law.

Nominee arrangements and penalties Foreigners have, in some cases, attempted to circumvent the FBA’s restrictions on investment fi elds by using “nominee” Thai shareholders. Using such nominee shareholders gives the appearance that the company is actually domestic (i.e. majority-Thai owned), even though a foreign party controls it. Such an arrangement is illegal and is criminalized under the FBA. The law expressly provides criminal penalties for Thai nationals and companies that participate in nominee structures. Furthermore, foreigners that illegally operate in restricted investment fi elds are subject to criminal penalties, including fi nes and prison. Such penalties extend to a company’s directors, partners, and shareholders, if the company itself is found to be operating in a restricted sector. It is not uncommon to hear foreigners publicly state that the authorities are lenient in application of the law, which can be a risky view should any business activity or dispute bring the scrutiny of the authorities. It is frequently not possible to rely upon protection from the law if the starting point is to be in breach of the law itself.

ConclusionForeign investment has played, and continues to play a vital role in Thailand’s economic development. However, while the Kingdom wishes to continue to attract foreign investment, it also seeks to strike a balance with domestic needs. In 2007, draft amendments to the FBA were proposed that were meant to address nominee arrangements, but were also seen as making the law more restrictive. Despite being approved by parliament, the proposal was ultimately withdrawn by the government. Investors should be alert to any possible changes in the FBA by the current government, and adapt accordingly. Thailand remains open to extensive foreign investment, but requires an understanding of its economy and socio-political environment.

April kicks off with a roar with Phuket Bike Week, with some 10,000 motorheads from around the world expected to descend upon the island for three days of parties, competitions and rides. Next is the Songkran Thai New Year festival, the world-famous national water fi ght that’s celebrated with particular verve in Phuket. And last but not least is the Phuket Pride fest that this year is bringing a more inclusive theme to the usual glittering array of parades and parties for the island’s gay community. Most of the action for all three events will be in Patong Beach, Phuket’s offi cial party town.

Phuket Bike Week

Triple Festival Delight

Bike Week is a home-grown event that’s become truly international since launching in 1995. This year’s theme is ASEAN Ride Together, and the event’s organisers, including Wittaya ‘Sumon’ Singkalah, have spent the past few months on the road from Indonesia to Brunei to Vietnam promoting the event.

Born and raised in the modest Kor Eang fi shing village on Phuket’s far north near Yacht Haven Marina, Khun Sumon has emerged as one of the leaders of the island’s big bike community. He’s been involved with Bike Week since the fi rst event, which he says attracted about 250 riders. It’s grown with each passing year into one of the most popular in Asia, now bringing in bikers by the thousands. Khun Sumon says that Patong’s beach and nightlife attractions lend the Phuket event added doses of excitement, freedom and fun that have been keys to its success.

The bars along Bangla Road especially become thronged with an astonishing array of (mostly) men in leather vests adorned with the biker club names with a 'special charm', such as Headhunters and War Pigs, crazily-designed chrome chopper bikes with sky-high handlebars, and acres of tattooed skin. But far from being gangsters, most of those who join Phuket Bike Week are business people of means looking for a way to blow off some steam while on holiday.

Loma Park on the Patong beachfront will be set up into three zones and events include dinners, car and motorbike displays, and live music including Thailand’s popular Carabao rock band. Entry will be 300 baht for the three days, and the roads around the park will be closed to traffi c during the festivities. Thousands of non-riders are expected to join, too.

For those riding onto the island, a number of welcome stations will be set up along the way starting from Sarasin bridge, as a way to give riders the VIP treatment and allow communities beyond Patong to benefi t from the event. Other events include tree-planting activities, custom bike and tattoo competitions and the always-popular Miss Phuket Bike Week contest, featuring a bevy of leather-clad beauties.

Thailand’s New Year celebration is a wet and wild event throughout the country, but the Phuket version is the most international and perhaps the most boisterous of all. Tourists, expats and Thais alike arm themselves to the teeth with water guns, powder and buckets and let loose for three days of heavy dousing (and, it must be said, some heavy drinking too). Water battles take place along all the main roads throughout the island, and pick-up trucks turn into roving water-war vehicles overloaded with people who splash everyone they pass by as they cruise the soggy streets.

Phuket’s festival month closes with a fl ourish with an exciting line-up of parades and parties planned for the Phuket Pride festival. Not only will the festival be a celebration of gay pride, this year it aims to create a stronger sense of community within the Thai and foreign communities in Phuket with the theme “Join our Family”. Ken Miller, chair of the organising committee of the Phuket Loves You Club, said, “This year, with the support of Patong Municipality, it was decided to move our Pride Celebration towards the end of April, with the hope of attracting more tourists not only to our celebration but to Phuket.”

Most of the events are traditionally held in the Soi Paradise area of Patong, but the festival is branching out this year to other parts of the island, too, most notably with a screening in Phuket City of the fi lm Living with the Tiger, a moving documentary about group of HIV-infected orphans in Thailand who have been abandoned by society. Other activities include a volleyball tournament, boat cruises, parties in Loma Park and the parade, which starts at 4pm on April 28. With the various fl oats battling to outdo each other with outrageous fashions,

performance art, music and sheer exuberance (not to mention some of the island’s most beautiful people), the Pride parade is a Mardi Gras-style feast for the senses not to be missed.

A number of initiatives aimed to improve people’s lives beyond the festival will also be carried out, including a focus on increasing awareness of HIV/AIDs and sexually transmitted diseases in the lesbian, gay and bi-sexual communities and the services provided for those aff ected. The PLU Club is pledging to donate a percentage of its profi ts from its Pride Celebration to organizations that work towards achieving PLU Club’s goals.

Patong is host to the most frenzied Songkran celebrations, while Phuket City comes in at a close second. In addition to days of street parties, there are a number of traditional activities to join as well. At the time of writing the full schedule of events had not yet been fi nalised, but confi rmed activities include a merit-making ceremony at Queen Sirikit park in Phuket City on the morning of April 13 and festivities at Saphan Hin park on each day of Songkran from 9am to 6pm. More sacred aspects of the festival that can be seen around the island include processions of Buddha images and ceremonies to pay homage to elders with scented lustral water.

Explore the island. There are many companies who off er island tours and these are a convenient and inexpensive way of seeing more of your holiday destination. However, if you have the time why not rent a motorcycle or car, and do a little exploring on your own? Your hotel or tour guide will be able to give you a road map, but you can’t really get lost. This is an island so if you keep going you’ll eventually get back where you started! Follow the winding coast roads and discover isolated beaches which you can have all to yourself. Head inland and visit small farming communities where people still live in much the same way as they have for hundreds of years.

Join Songkran festival in Phuket. No visitor who has ever been here during the month of April can have avoided coming into contact with the enchanting, hilarious, and occasionally exasperating and downright dangerous watery explosion of public celebration which is Songkran.

Thailand's most celebrated festival is Songkran – the Thai new year. It starts on April 13 and lasts for between three and ten days, depending on where you’re resident. For most, it’s lots of fun and an excuse to cool off at what is usually the hottest time of the year.

A mass water throwing in Phuket is generally confi ned to a single day (13 April), and to specifi c zones − in Phuket City at Saphan Hin and at Rawai Beach, Kata/Karon Beaches, Nai Yang Beach, Surin Beach and Patong Beach, Songkran in Patong usually begins the evening before – April 12, when normal activities in the bars cease, and the world's biggest water carnival begins. If you’re staying in one of the tourist centres like Patong, there really is no way of avoiding a soaking, unless you stay in your hotel.

Prostate Cancer

Prostate cancer is the most commonly diagnosed cancer in men, the leading cause of cancer-related deaths in men, and ranks eleventh in terms of life expectancy lost from any disease.

Initially a taboo subject, not discussed amongst men when having a beer, prostate cancer has been under the medical research spotlight in a big way for a little more than a decade, and the fl urry of activity is starting to show good results through testing and diagnosis refi nements and the development of eff ective new drugs.

The primary function of the prostate gland is to secrete the fl uid that moves sperm forward during ejaculation. The prostate is highly prone to cancer, and the American Cancer Society estimates the number of deaths resulting from prostate cancer at 30,000 each year. But recent years have shown a dramatic drop in the number of men present with the disease in its advanced stages.

Changes in the way prostate cancer is diagnosed are hot topics for study and discussion among health care practitioners. PSA (prostate specifi c antigen) blood testing is the front line screen for prostate cancer. As prostate cancer develops, a protein measured by the PSA test goes up. The optimal age to begin PSA testing, the frequency of testing, as well as the optimal value to detect cancer, remain under investigation. At present, it is recommended that men over 50 be checked annually.

According to Dr See, a leading researcher, "Historically, 50% of men with prostate cancer presented a disease that had already spread throughout the body. Today, fewer than 5% present what we would

term advanced disease. The reasons for that are twofold. One is the heightened public awareness. The second is the availability of the PSA blood test. Widespread use of PSA screening has really shifted the stage of disease which men present."

PSA testing is available in Phuket at most hospitals and costs around 900 baht. It is a simple blood check, and whilst it does not replace the older method of testing the prostate, the digital examination, it is a very useful diagnostic tool. PSA is an enzyme produced in the prostate that is found in the seminal fl uid and the bloodstream. An elevated PSA level in the bloodstream does not necessarily indicate prostate cancer, since PSA can also be raised by infection or other prostate conditions. Many men with an elevated PSA do not have prostate cancer. Nonetheless, a PSA level greater than 4.0 nanograms per milliliter of serum was established initially as the cutoff where the sensitivity for detecting prostate cancer was the highest and the specifi city for detecting non-cancerous conditions was the lowest. A PSA level above 4.0 ng per milliliter of serum may trigger a prostate biopsy to search for cancer.

It is important to note that the PSA test is an imperfect screening tool. A man can have prostate cancer and still have a PSA level in the “normal” range. Approximately 25% of men who are diagnosed with prostate cancer have a PSA level below 4.0. In addition, only 25% of men with a PSA level of 4–10 are found to have prostate cancer. With a PSA level exceeding 10, this rate jumps to approximately 65%.

More sophisticated forms of the PSA blood test can be used to further improve the precision of the test.

There are other factors that can infl uence the development of prostate cancer, age being an important one. It is extremely rare for a man under the age of 40 to have prostate cancer, but the likelihood

increases considerably after the age of 50. About 80% of prostate cancers are diagnosed in men over 65. Other factors include race, with a higher rate in Caucasians than Asians. Family history also plays a part, with a higher occurrence if the disease is within the family. Diet and obesity may also play a role.

What is clear, and what the medical experts are telling us men is that PSA testing remains the most widely used screening assay for prostate cancer. If you are male, near or over 50 years old, and you do not know your PSA level, you should immediately have the test.
