From the Tax Collector’s OfficeA change in the date of the tax bill came out after our last article. The date has changed on the 2012/13 School Bill from July 1, 2012, to July 13, 2012. The last day for rebate will be on September 12, 2012, and the face will be due on November 13, 2012. If you haven’t received a 2012 County/Township Bill or the 2012/13 School Bill, please call the office at 717-741-0056 or you can e-mail me at [email protected].

The property Tax Rebate forms for 2011 must be in by December 31, 2012, and the School forms must be in by January 31, 2013. The property Tax Rebate is for Taxpayers who are over 65, widows or widowers over 50, or disabled and who meet the income requirements.

If you are going to be away in February of 2013 or July of 2013 or if you move after July 1, 2012, and still own a property in York Township, please contact our office via e-mail or by phone to let us know where the tax bills should be sent in the future.

The annual presentation of five $1000.00 Scholarship Awards took

place at the July 2012 Board of Commissioners’ monthly meeting.

The Department of Fire and Rescue, York Township (DFRYT) is

comprised of five fire departments: Goodwill, Jacobus; Goodwill, York

Township; Leo, Red Lion; Rescue, Dallastown; and Yoe Fire Company.

Representatives from the volunteer base of all departments submit

applications each spring. Each applicant must be an active member

or child of an active member of a DFRYT department. One $1000.00

award is presented to a successful applicant from each company. The

Scholarship Awards program is unique in that York Township is the

only municipality in York County to fully fund such a program in the

name of its emergency service provider organizations. The program

was initiated by the municipality in 1996 as a tool to help sustain and

promote volunteerism in the fire departments. For future scholarship

award information, please contact Terry Fix, Chairman, at 244-6633,

or your local fire department.

CriMe PreVenTiOn OffiCer Of The Year

Officer Peter C. Montgomery of the York Area Regional Police Department was named the Pennsylvania Crime Prevention Officer of the Year on July 10, 2012. Governor Tom Corbett joined with the Pennsyl-vania Commission on

Crime and Delinquency and the Pennsylva-nia Chiefs of Police Association in thanking and commending Officer Montgomery in a letter and plaque presented at the Awards Ceremony. The Officer was recognized for his exceptional efforts towards educating and involving his community in effective, long-lasting Crime Prevention strategies. Officer Montgomery was also recognized with a Senate Resolution sponsored by Senator Patricia H. Vance and Michael L. Waugh and a Citation by the House of Representatives sponsored by Representative Scott Perry.

reTireMenTOfficer Charles M. Ruth joined the York

Township Police Depart-ment February 16, 1981, after serving as an officer with the Dallastown Borough Police Depart-ment. Officer Ruth retired from the York Area Regional Police

Department on June 18, 2012, after over 33 years of police service. Officer Ruth attended York College of Pennsylvania and received his police training at the Pennsylvania State Police Academy. Officer Ruth completed the intensive training required to become a D.A.R.E. (Drug Abuse Resistance Education) officer in 1997 and served for 10 years as a D.A.R.E. officer in the Dallastown Schools. In 2004, Officer Ruth was assigned as a School Resource Officer in the Red Lion Junior High School and has served there for the past eight years. Officer Ruth has received numerous letters of appreciation and awards, including eight departmental commendations and the department’s second highest award, the Medal of Distinction.

reTireMenTLieutenant Paul C. Redifer joined the

Windsor Township Police Department on May 22, 1983, and re-tired from the York Area Regional Police Depart-ment on September 28, 2012, after over 29 years of service. Lt. Redifer is

a graduate of the Pennsylvania State Police Academy and also is a certified Firearms Instructor and Polygraph Operator. He served as the Coordinator of the York County D.U.I. Enforcement program for over 20 years and was the recipient of numerous letters of appreciation and Departmental awards, including three Chief’s Commenda-tions. Lt. Redifer previously held the ranks of Corporal and Sergeant in the Windsor Township Police Department, where he also served as Acting Chief prior to the implementation of the regional department. He was promoted to the rank of lieutenant on March 5, 2001, and was a member of the York County Chiefs of Police Association, the Pennsylvania Chiefs of Police Association and the International Association of Chiefs of Police. Lt. Redifer was a dependable and essential leader during the creation, accreditation, and operations of the York Area Regional Police Department.

YOe aMBULanCe SerViCeSCeLeBraTeS 40 YearS Of SerViCe

October marks the 40th Anniversary of the Yoe Ambulance Service and 40 years of service to York Township residents. The Yoe Ambulance was founded by members of the Yoe Fire Company in October 1972 to address the need for improved ambulance response time and to enhance the level of emergency care delivered outside of the hospital. Since our inception, we have been a regional provider of emergency ambulance service, serving York Township, Windsor Township, Dallastown Borough, and Yoe Borough.

In the early years, Yoe Ambulance was an all-volunteer organization operating one ambulance and handling less than 1,000 calls a year. In 1985, emergency call volume exceeded 1,000 dispatches for the first time and the leadership saw a need for expansion. In 1987, two full-time EMTs were hired to provide weekday staffing and a second ambulance was purchased. In 1988, the station was expanded to create two ambulance bays with a dormitory and a meeting room.

During the 1990’s, Yoe Ambulance hired additional part-time staff, achieved licensure by the Pennsylvania Department of Health, and was granted 501(c)3 non-profit status by the IRS. In 1998, the Yoe Borough station was expanded by adding a second story in order to create much needed office space for Yoe Fire Company and Yoe Ambulance. In 2002, in response to the ever increasing complexity of providing Emergency Medical Services to 42,000 people, a full-time manager was hired.

In 2003, annual call volume nearly exceeded 2,000 dispatches. Leadership from Goodwill Fire Company of York Township and Yoe Ambulance identified the need for enhanced service in and around the Spry area of York Township. In October of 2004, the Yoe Am-bulance began providing ambulance service from the Goodwill Fire Company on South Queen Street during daylight hours and the

unit was designated as “Ambulance 19” by York County

911. During the next three years, Yoe Ambulance worked

with the York Township Board of Commissioners to

expand Ambulance 19’s service hours to 24 hours a day.

It was only through the support of the Commissioners

that 24 hour-a-day service was accomplished without

incurring any additional cost to the taxpayer.

Today, the Yoe Ambulance Service responds to more

than 4,000 911 calls annually with our fleet of five licensed

vehicles and staff of 50 providers. Last year we provided

service 2,667 times in York Township and we have an

average response time of 5.5 minutes within the

Township. We provide paramedic level advanced life

support care from both of our stations 24 hours-a-day

and, during weekdays, we staff a third ambulance to meet

the needs of the community. We generate 80% of our

operating revenue by billing for service. If you would

like an ambulance subscription to prevent having to pay

out-of-pocket expenses for emergency ambulance service,

The 2012 Leaf collection will TENTATIVELY Start around the middle of october and end around the beginning of december

Residents who wish to participate should place their leaves in piles next to the curb (or at the edge of the street). Do not mix tree limbs, grass, shrubs, hedge trimmings, concrete block, brick or any other foreign material in the leaf pile. Leaves will not be collected if foreign objects are mixed in with the pile. Our crews typically cover every Township property four to five times a season. Depending on the volume, it may take as long as two to three weeks between visits. The crews follow a pre-defined route. Please refer to www.yorktownship.com for details of the routes.

WINTER MAINTENANCE

The Department of Public Works will respond to any and all winter maintenance events appropriately.If you have a concern with any State Road, please call PennDOT at 848-6230. If you have any concerns about a particular township road, please call the Public Works Department at 741-3861 x170 for an update. Please be patient.

Maintenance of Areas Surrounding Fire HydrantsProperty owners are responsible for keeping fire hydrants on their property free and clear of any obstructions. Please refer to Chapter 133 of the Code of York Township:

CHAPTER 133. FIRE HYDRANTS [HISTORY: Adopted by the Board of Commissioners of the Township of York 12-31-1992 as Ch. 7, Part 2, of the 1992 Code of Ordinances. Amendments noted where applicable.]§ 133-1. Prohibited obstruction. No person, firm or corporation owning or occupying any property within York Township shall permit grass, weeds, bushes or, without limitation to the foregoing, any vegetation whatsoever, snow, debris or structure, as defined in the then-current Zoning Ordinance of York Township, within a four-foot radius of any fire hydrant or block the accessibility of any fire hydrant to a street, road or alley.§ 133-2. Owner’s responsibilities. The owner of any premises or the occupant of the premises occupied by other than the owner shall remove any of the objects in violation of the provisions of §133-1, whether or not they may be within a public right-of-way; provided, however, that the removal of a structure shall, in any event, be the sole obligation of the owner and that neither the owner nor the occupant shall be responsible for the removal of any object which is in a location violating the Vehicle Code.§ 133-3. Violations and penalties. Any person, firm or corporation who or which shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 and/or to undergo imprisonment for a term not to exceed 30 days. Each day that a violation of this chapter continues after notice from the township shall constitute a separate offense.

Jacobus Lions Ambulance We would like to thank everyone who came out and supported the July Fourth Blast, sponsored by the Jacobus Lions Club.

It has been a very interesting year so far, and we anticipate the rest of the year to be just as interesting!

We have had a great community response to our public events and fund raisers.

Some of the upcoming events will include the Dunkard Valley Live at Codorus Church in Loganville, Jacobus Labor Day Street Fair on Main Street in Jacobus, and Christmas Time in Loganville.

Jacobus Ambulance is selling tickets to the Boscov’s “Friends Helping Friends” event. Tickets are $5.00 each and help support our organization. The ticket entitles you to a 10%, 15%, or 25%

off shopping pass. The event will be held on Tuesday, October 16 from 9 a.m.-9 p.m. Stop by our station or call for more infor-mation. You may also stop by the station to pick up your ticket.

Our Annual Subscription Drive will begin in October. Your generous donations and contributions are greatly appreciated and will help us to provide you with the most efficient and advanced medical care possible.

We are always accepting applications for Volunteers for our BLS truck, as well as our ALS truck. Please stop in for an application.

If you have waste oil to dispose of, please stop by the Department of Public Works during normal hours of operation for assistance. CHRISTMAS TREE COLLECTIONPenn Waste will be picking up Christmas trees curbside on Saturday, January 12, 2013. Trees can also be dropped off at the Township Complex during the regular Saturday brush drop off in January and February of 2013.

RECYCLING AT COMMUNITY EVENTSYork Township is mandated under Pennsylvania Act 101 to provide recycling. As part of the mandate, community events must also provide recycling. Ordinance 2012-7 requires recycling at “Events sponsored in whole or in part by York Township, or conducted within York Township and sponsored privately, which may include, but are not limited to, fairs, bazaars, socials, picnics and organized sporting events that will be attended by 200 or more individuals per day.” If your organization is sponsoring a community event, please contact Linda Marshall, Recycling Coordinator, at 741-3861, x126, for more information. The Township has large recycling bins available for “loan” for your event and can assist with information on collection, reporting, and disposal of the recycled items.

November 17 York Township serves as a satellite electronics recycling drop-off center for the York County Solid Waste Authority (YCSWA). You may drop off approved unwanted electronics at the Township complex from 7:00-11:30 a.m. on the dates above. Please enter the municipal complex from Coventry Road. Signs will direct you to the drop-off point where Public Works employees will assist in unloading your vehicle. DROP OFF SCHEDULE

On the first Saturday of each month from 7:00-11:30 a.m. (subject to change due to holidays), residents are permitted to drop off tree branches (8” diameter max) and/or other like material at the Town-ship Complex located at 190 Oak Road. Please enter by the way of Coventry Road. Signs will direct you to the drop-off location where Public Works employees will assist you in unloading your vehicle. Mulch from this process is available to Township residents free of charge and is located near the brush drop-off area in front of the gate. THESE SERVICES ARE FOR TOWNSHIP RESIDENTS ONLY; THEREFORE, YOU MAY BE REQUIRED TO SHOW PROOF OF RESIDENCY AT ANY TIME.

Pennsylvania State Act 101 of 1988 and York Township Ordinance 2006-12 require nonresidential establishments to recycle. Nonresidential establishments include all commercial, municipal, institutional, and community groups that do not fit into a residential category. To comply with the State and Local laws, you are required to recycle the following items:

“Thank You” to York Township residents for your patience as we transitioned to the new contracted solid waste hauler, Penn Waste, on July 1, 2012. Important guidelines to keep in mind for the residential trash collection services are as follows:

Basic Service includes three (3) 32-gallons bags or cans of trash, unlimited recycling, and one large (bulk) item per week, as well as monthly curbside yard waste collection. Cost of this service is $32.91 per quarter.

Cart Service includes one (1) 96-gallon cart of trash (only carts provided by Penn Waste), unlimited recycling, and one large (bulk) item per week, as well as monthly curb-side yard waste collection. Cost of this service is $50.91 per quarter.

Recycling Bins are the property of York Township, not the contracted hauler. The recycling bins should remain with the property if ownership is transferred. If you need

a larger recycling bin or need to replace a broken bin, please visit the Township offices to obtain another bin.

Important Note – Residential trash and recycling collection begins at 6 am on your collection day. All refuse and recycling containers and any large (bulk) item shall be placed curbside no earlier than 5:00 pm on the evening preceding the day scheduled for collection and shall be removed no later than 12:00 midnight in the evening of the day in which collection occurs.

Periodically, residents request that the Township allow them to build houses, garages, or other structures near streams. It seems many people still dream of living in Frank Lloyd Wright’s creation, Falling Waters. Unfortunately, history is filled with images of disasters, like Johnstown’s several floods or York County’s own floods in 1972 and 2010.

Since standard homeowner’s insurance doesn’t cover flooding, Congress created the National Flood Insurance Program (NFIP) in 1968 to help homeowners, renters, and business owners obtain flood insurance. The Commonwealth of Pennsylvania requires municipalities to participate in the NFIP. As a participant, the Township has promised to manage floodplains to minimize flood risk.

(excluding contents) with a base-ment located one-foot below the base flood elevation is nearing $1,600 per year. With the NFIP program reeling from Hurricane Katrina and subse-quent disasters, federal subsidies may be phased out causing significant increases in flood insurance premiums.

So if insurance is available, why won’t the Township let residents build adjacent to streams? If your neighbor builds a new house in the floodplain, he increases the financial risk of that house being flooded. In response, the insurance companies that offer policies in York Township will raise the premium rates on their policies in the Township. So if you need a flood insurance policy, your neighbor’s new house located in the floodplain will cause your flood insurance premium to increase significantly. So, please remember that when you may not build in the floodplain, the Township is keeping its promise to protect all its residents from increased flood risk and to protect all its flood insurance policy holders in the Township from increased insurance premiums.

Agency (EMA), please contact York Township

The purpose of the EMA is to prescribe those

activities to be taken by the municipal government

and other community officials to protect the lives

and property of the citizens of York Township in

the event of a natural or human-caused

(including terrorism) emergency or disaster.

As such, the EMA must satisfy the requirements

of the Pennsylvania Emergency Management

Services Code, (35 Pa. C.S. Section 7101 et seq.),

as amended, to have a disaster emergency

management plan for the municipality.

Experience in some type of emergency service is

desirable, but not necessary. Please note that if

you are presently actively involved in any

emergency service, including Police, Fire Services

or Emergency Medical Services, YOU SHOULD

NOT APPLY. If you are already involved in any of

the above, your first obligation will be to those

services and it is unlikely that you would be

available to staff the Emergency Operations

Center (EOC) in case of an emergency activation of

the EOC. In the event of an emergency activation

of the EOC, you may be required to help man the

EOC for 12 hour shifts, so you need to be available

for at least 12 hours at a time. Please take this into

consideration before applying.

The municipality embraces and utilizes the

National Incident Management System,

commonly referred to as NIMS. The staff trains

in the entire emergency management cycle,

including prevention, preparedness, response and

recovery phases. Our staff has available to them

many online courses, as well as training offered by

York County Office of Emergency Management,

Pennsylvania Emergency Management Agency

(PEMA), and the Federal Emergency Management

Agency (FEMA). As a volunteer staff member, you

will be required to complete, at a minimum, FEMA

online courses, ICS 100 and ICS 700.

The staff meets on the third Thursday of each

month at 7:00 PM in the York Township EOC.

Please make sure that your schedule allows for

attendance at these monthly meetings.

The EOC is located in the York Township

Municipal Building.

• REGISTRATION FORMS for various programs will be placed online at www.yorktownshiprec.com as they become available. Forms for some programs may also be picked up at the YTRec Office.

• ADVANCE PAYMENT is required for all programs as it will ensure a space in the class/program. Checks may be made payable to York Township.

• PARTICIPATION in any class/program/event constitutes permission to use likeness in promotional materials. • THE DEPARTMENT is NOT responsible for injuries while participating in any of its activities.• REFUNDS will not be granted after the start of a class except in the case of injury or illness. Written documentation from a physician will

be required. No refunds for Bus Trips will be given when spots are cancelled less than 30 days before trip unless the trip is cancelled by the township or unless you find a replacement for your seat.

• PROGRAM SIZE is limited and will be filled on a first come, first serve basis. Classes/events reaching capacity will start a wait list.• PROGRAM DATES & TIMES are contingent on availability of facilities and are subject to change. • PROGRAMS postponed or not held by the instructor due to emergencies will be made up by the instructor or fees will be prorated. Classes

missed by the participant will not be made up.• POLICY ON CHILDREN—Participants are not permitted to bring children with them to class. Enrollment age is included with the

description of most of the classes.• CANCELLATIONS—In case of inclement weather, we may cancel our programs. Remember, if the Dallastown Area School District cancels

classes, then our activities are cancelled also. The YTRec Hotline number is 741-3861 x350 and it is typically updated by 4 p.m. when needed for cancellations/field closures.

• MIN/MAX—There is a minimum number of participants needed before a class can “go”. If a sufficient number does not register, the class will be cancelled. Ensure your choice—register now!

Park rULeS / hOUrS

1. ALL Parks are closed between dusk and dawn, with the exception of York Township Park. York Township Park is closed between the hours of 10:00 p.m. and 6:00 a.m. No trespassing during these hours or when area is otherwise closed by the Township.

2. No littering.3. No negligent or deliberate destruction or removal of natural or physical property.4. NO GOLFING IN PARKS. Outdoor recreation activity is restricted to locations appropriate to the activity or as directed.5. Open fires or hot coals must be in fireplaces or grills. Fires may not be left unattended and must be thoroughly extinguished before they are

abandoned.6. No solicitation.7. No alcoholic beverages or drugs. No one permitted in the area under the influence of alcoholic beverages or drugs.8. No explosives, fireworks, guns, rifles, air guns, bows slingshots or similar items.9. Injuring or killing wild animals is prohibited.10. Boisterous, immoral or indecent conduct is prohibited.11. No facilities may be reserved without completion of an application form and approval of the Recreation Director of the Township.12. Dogs must be kept on a leash or otherwise tied. All canine solid waste must be removed from the park.13. Motor vehicles may be driven and parked only in designated areas.14. No inflatables, pony rides, petting zoos, game trucks, etc. allowed with pavilion/building rentals.

The parks have many amenities for the public to use and enjoy on a first come, first serve basis. However, they may be reserved for a fee by individuals, groups and organizations for recreational purposes. Call 741-3861 x142 to reserve a facility.
