The fiscal year commenced and it looks like each of the services had a successful year-end close. We started the new fiscal year as expected-with a continuing resolution. Your guess is as good as mine on the odds for appropriations anytime soon. One of the hottest topics in town-after fiscal issues-is audit readiness. Secretary Panetta, in his hearing testimony on 13 October, announced a new goal for achieving audit readiness for the Statements of Budgetary Resources (SBR) for each of the services, the Defense Agencies and DoD overall. The new objective requires DoD to have an audit ready SBR by the end of 2014. Although the timeline is shortened for all, it has differing impacts on each organization due to the change from an organization’s respective original timeline. For example, if the original audit-ready date was end of 2016 there is a more dramatic impact than an original audit-ready date of 2015. For an organization with an original date of 2014 or earlier there is no impact. Secretary Panetta has directed the OSD Comptroller, Mr. Robert Hale, to develop a plan to achieve the new target date. The OSD FIAR Office has the lead for Mr. Hale and the planning group will include representatives from each of the services as well as representatives for the Defense Agencies. Mr. Panetta has asked for a completed plan within 60 days. Bottom line is that the detailed impacts for the organizations within DOD will likely not be known until the plan is developed. Meanwhile, each of the services and organizations are reviewing current plans and ways to reduce the time lines, identify new risks, etc. It’s an exciting time in the resource management profession; and lots of opportunity to do good things. Happy Halloween to each of you! The fiscal year commenced and it looks like each of the services had a successful year-end close. We started the new fiscal year as expected-with a continuing resolution. Your guess is as good as mine on the odds for appropriations anytime soon.

One of the hottest topics in town-after fiscal issues-is audit readiness. Defense Civilian Emerging Leader Program (DCELP)

Great news! More than ever before, the Department of Defense (DoD) recognizes the need for interchangeable, diverse, adaptive, flexible and multi-skilled leaders. DoD has established a pilot program, the Defense Civilian Emerging Leader Program (DCELP) that invests upfront in civilian leadership education, training, and development. By targeting GS-7 through GS-11s civilians, DCELP promotes the development of the next generation of innovative leaders to meet the future leadership needs of the DoD.

This pilot program concentrates on developing emerging leaders in the Financial Management, Acquisition, and Human Resource career communities. The curriculum for these emerging leaders includes acculturation to DoD, competencies, mission orientation, public service motivation, decisiveness, interpersonal skills, oral communication, problem solving, conflict management, accountability,

strategic thinking, technical creditability, influencing, negotiating, leveraging diversity, team building, and continual learning.

The Financial Management community is excited about the opportunity this affords to civilians at the beginning of their careers, where it is essential that they form a solid foundation on which they can build future competencies required in preparing for DoD leadership roles. Participants have an opportunity to assess their potential for future leadership responsibilities and positions within DoD. This year’s DCELP pilot program will have about 100 participants and 28 of those will be from the Financial Management community.

This cohort program consists of six residential courses (Table 1) ranging in length from two to ten days focused on: DoD Mission and Culture, Team Building, Accountability, Decisiveness, Influencing, and Negotiating. It is up to the respective career communities to develop the specific technical expertise required.

The interest was evidenced in the responses. Upon selection, successful nominees were enrolled into DCELP, which provides a comprehensive blueprint for professional development at the “Lead Self” and “Lead Teams/Projects” levels, as identified on the DoD Civilian Leader Development Continuum (Table 2).

The pilot program kicked off in September 2011. Program completion is expected within 12-18 months and will be taught by Office of Personnel Management (OPM) and other renowned facilitators at the DoD Executive Management Training Center, Southbridge, MA. It culminates with a capstone paper detailing perception, knowledge gained and application of course work on the job from each of the participates.

This is a major step forward in developing the civilian workforce from the beginning of their careers. It affords civilians entering into the DoD workforce an opportunity to take advantage of this critical training essential to the development of future leaders within DoD and the Financial Management community. Now is the time for careerists to think about taking advantage of this opportunity next year and for supervisors to mentor their deserving civilians.

Panetta tells Congress he is accelerating efforts to achieve audit readinessMonday, October 17th, 2011 Secretary of Defense Leon Panetta told a House Committee he directed the department to accelerate efforts to achieve full audit readiness.  Testifying with Gen. Martin Dempsey, Chairman of the Joint Chiefs of Staff, before the House Armed Services Committee (HASC) last week, Panetta said DoD will stay on course to meet the congressional requirement of overall audit readiness by 2017.

Panetta, told HASC members it is “inexcusable” that DoD is one of the two federal agencies that have never achieved a clean audit opinion for its financial statements.  He said DoD has “made significant progress” towards achieving audit readiness, but must do better, “and we will.”

The Secretary issued his order to accelerate audit readiness in a memo to the Military Departments and Defense Agencies

and components.  In the memo, Panetta directed the department to:  increase emphasis on accountability for assets; establish interim goals (over the next two years) in order to assess progress; provide mandatory training; establish before January 2013 a pilot program for certification of financial managers (like that for acquisition managers); and “appropriately resource these goals.”

He directed the DoD Comptroller, Robert Hale, to provide in 60 days a revised plan to cut in half the time to achieve audit readiness for the Statement of Budgetary Resources.  This would audit the reported status of what budget authority DoD received, obligated, and spent. 

Panetta also directed the department’s Chief Management Officer, Deputy Secretary Ashton Carter, to conduct periodic progress reviews.  Day-to-day oversight of the audit readiness process will remain the responsibility of the DoD Comptroller who will work closely with the Deputy Chief Management Officer (DCMO) and officials in the Military Services and Defense Agencies and components.

Secretary Panetta acknowledged the current fiscal difficulties and the need for DoD to be “accountable for how we spend their [taxpayers] dollars.”  Panetta said DoD must overhaul how it does business, especially as it endeavors to achieve savings while maintaining the finest and best military in the world.” 

He cited improving the quality of the department’s financial information and achieving auditable financial statements as important to the success of efforts to identify savings in the DoD budget.  He told the committee that DOD’s approach, which focuses on information used to manage the department, will “give financial managers the key tools they need to track spending [and] identify waste.”

Community Service Event

The Washington Chapter of ASMC is sponsoring a visit to a local Nursing and Rehabilitation facility. The facility is located at 8000 Iliff Drive, Dunn Loring, VA 22027 (located near Idylwood Drive off of Gallows Road) and the visit will begin at 2:00pm on December 4, 2011. We’ll provide the residents with our good company and conversation, and top it off with serving ice cream treats. Chapter volunteers are needed to make this a worthwhile event. Ms. Erin C. Conaton is the Undersecretary of the Air Force, Washington, D.C. She was confirmed March 4, 2010. Ms. Conaton is responsible for the affairs of the Department of the Air Force on behalf of the ecretary of the Air Force, including the organizing, training, equipping and providing for the welfare of its more than 334,000 men and women on active duty, 176,000 members of the Air National Guard and the Air Force Reserve, 170,000 civilians, and their families. She also oversees the Air Force's annual budget of more than $119 billion and serves as acting Secretary of the Air Force in the Secretary's absence.

From 2007 until her current appointment, Ms. Conaton served as the Staff Director of the U.S. House of Representatives Committee on Armed Services. As the Staff Director, she

served as the primary adviser to the Chairman and 61 other members of the Armed Services Committee. She directed the overall operations, strategic planning and substantive agenda of the committee, to include drafting and overseeing the annual defense authorization bill. Prior to this position, she served as the Minority Staff Director and as a professional staff member on the committee.

Earlier in her career, Ms. Conaton served as the Research Staff Director for the U.S. Commission on National Security/21st Century also known as the Hart-Rudman Commission. The commission was charged by the Secretary of Defense to design a national security strategy for a changing global environment through 2025 and to recommend plans for implementing this strategy. She has held several fellowships to include at the Central Intelligence Agency, where she worked within the Office of Asia-Pacific and Latin American Analysis, and at the National Security Council, where she worked with the office dealing with non-U.S. proliferation and export controls policy. She has also served as a Term Member of the Council on Foreign Relations.
