PolyGram Disques presidentPaul -Rene Albertini willincrease his involvement in theday-to-day activities at Poly -Gram France's labels Polydorand Phonogram following majorshake-ups announced during thePolyGram convention in Paris onAugust 28. As part of the changesAlbertini will act as operatingMD of Polydor for an interimperiod, replacing general managerNagi Baz, who has left the com-pany.

Underlining that the changesat the two labels came about fordifferent reasons, Albertiniattributed them also to his will to"refocus the company" and to"prepare for the market of thenext two or three years."

Polydor has recently beenseen as a weak element in thePolyGram France group of labels.It was managed by Marc Lum-broso for many years until he setup his label, Remark, in the early'90s in partnership with Poly -Gram. Baz, former commercialdirector of ad agency Publicisand an outsider to the musicindustry, was then appointed GMof the label in mid -1991.

There were gaps in the deci-sion making process at Polydor,says Albertini, especially infinancial aspects such as cost con-trol. "I have a lot of respect forNagi and I think he did the besthe could at Polydor," he says."Polydor has signed and devel-oped what I believe is the bestcatalogue of new acts of all the

The coming year will be crucialfor the French radio industry,with the country's leading opera-tors eventually all offering four orfive services, says Europe 1

Communications vice-presidentJean-Pierre Ozannat, whounveiled the new programmes forfull -service Europe 1.

He says, "Ten years ago therewere only four major radio sta-tions. Today, there are 18 differ-ent national programmes offeredto listeners, plus countless localservices. What is more, things arebecoming much more complex.In the very near future, majorgroups will have different typesof programmes to reach differenttargets."

On the subject of Europe 1, hecomments, "Our group is finan-cially sane and well managed andwe are ready to invest whatever isneeded wherever it is possible to

achieve that goal. Our ambition issoon to have three or four differ-ent programmes." Ozannat admitsthat his group may be interestedin the acquisition of the RMCgroup, due to be privatised thisautumn, once the exact financialsituation of the group and theprice of acquisition are revealed.

Meanwhile, the option remains totransfer the sister programmes ofACE Europe 2 from the status ofprogramme supplier to an ownedand operated network. He under-lines, however, that these plansare all pending changes in thecurrent regulations which are

International trade groups, whowere allowed to exhibit at Germantrade fair POPKOMM for thefirst time this year. are reportingpositive results from their efforts.

Some 88 trade groups andrecord companies from 11 Euro-pean countries were represented atthe fair by country stands underthe POPKOMM "Meet TheNations" banner. The panels alsoreflected the growing internationalinvolvement in the fair with eightpanels held in English (comparedto just one last year) and anincrease in the number of non -German panelists.

The French music industry,which attended the POPKOMMconvention for the first time with acollective stand, is making posi-tive comments about the move.Over 50 French delegates repre-senting over 20 companies werepresent in Cologne. Labels reportstrong activity and increasing

interest in their productions.Jean -Francois Michel, direc-

tor of the French Export Office,which co-ordinated the Frenchpresence at POPKOMM, says,"This first experience not onlyallows commercial exchanges andthe launch of French acts in Ger-many, but also enables the ExportOffice to target demands betterand organise a commercial andpromotional follow-up with all theFrench professionals."

The French showcases (LesTambours du Bronx, JimmyJay's "Cool Sessions," Soon E-MC, Denez Pringent and Marie-Laure Beraud) were well attend-ed. He adds, "Cultural andcommercial exchange betweenFrance and Germany has nowbecome a reality." A similar oper-ation is likely to be organised nextyear.

State-owned full -service netRadio Monte Carlo is increasingits news coverage as part of pro-gramming tweaking announced bydirector general Jean -Noel Tassezand new operations director Je-rome Bellay at the station's pressconference held on August 26.

Under the slogan "more infor-mation, more up to date," the sta-tion will be adding several newslots to its schedule including adaily sports programme and a Sat-urday morning "week in view"programme. Flemming Madsen, directorof the Danish Music InformationCentre, which was represented onthe joint Scandinavian countrystand at POPKOMM, says POP-KOMM was "much more of apublic, social event than MIDEM,which is strictly business. To myknowledge most Danish compa-nies were happy with the responsethey got at POPKOMM. Dealsand contracts were settled just asan international fair should work."

Over 40 companies and 60people attended POPKOMM, andif anything, the Scandinavianstand was too small, says Madsen.Seven Danish bands performed inshowcases and the Danish Minis-ter of Culture also attended.

He replaces CLT's Remi Sautter, who didn't seekre-election. Ozannat says the discussions on the new radio law will behis immediate priority, but he set as a general goal the establishmentof a single representative body for radio as a whole. Cologne Continues Anti -RacistProtest With "Arsch Huh"GERMANYby Miranda Watson

The organisation of musiciansagainst racism operating underthe banner "Arsch huh" is extend-ing its political involvement byscheduling an anti -racist confer-ence to be held in December, inresponse to the violence in Solin-gen earlier this year.

The organisation, which in-cludes musicians, record com-panies, publishers and artists inCologne, came about last Novem-ber when rock artists includingacts such as BAP, Black Fiiiiss,Brings and L.S.E. grouped to-gether to show their anger at therising level of violence againstforeigners in Germany by staginga concert under the banner of

"Arsch huh, Zang usseinander."An eponymously -titled CD

featuring the groups in theconcert was then released byEMI/Electrola. All proceedsfrom "Arsch huh" CDs, booksetc. now go to establish newgroups and initiatives to deal withthe theme of racism in an artisticand cultural way. Money is alsodirected to educate school child-ren about racism and support lei-sure institutes for young people.

MD of the "Arsch huh"organisation Karl Wachtel com-ments, "The recent spate ofviolence against foreigners led toa desire to express ourselves morepolitically. The idea of the con-gress is to hold a meeting be-tween industry people, media andpoliticians to discuss how we can

create an atmosphere which ismore sympathetic to non -Ger-mans and establish more flexibleasylum laws." The organisershope to be able to point to Co-logne as foreigner -friendly, fullyintegrated and a role model forother German towns.

A day of "silence" is alsoplanned, with a general musicalboycott, intended to underline thefact that cultural life and activityis impossible in a racist climate.Says Wachtel, "This is a follow-up to the concert last yearattended by some 10.000 people.Many people wanted to see arepeat of that event this year, butwe decided instead to have a dayof no music to show howdestructive racism and violencecan be to cultural life."

EMI Norway Increases Local A&RActivities For Autumn SeasonNORWAYby Kai Roger Ottesen

One year after restructuring EMINorsk, MD Jan Ostli is continu-ing to increase emphasis on A&Rand promotion, with big plans forthe autumn. The company isalready beginning to reap thebenefits of its restructuring, as thelabel is now ranked number twoin the market, behind BMG Ario-la.

The label recently moved tothe centre of Oslo as part of therestructuring, together withVirgin Records and EvaRecords, to come closer to mediaand retail. "Our new offices willincrease our availability andefficiency," says Ostli. "Theartists will become moreintegrated in the company and thesales staff will have moreopportunity to meet international

acts in person, which in itself isvery motivating."

Ostli will also be appointingan assistant to the local A&Rmanager Per Ostmark inSeptember. This new positionwill focus on new and developingacts.

Releases are scheduled for thisautumn from six of EMI's 10 -artist roster-a considerableamount for a Norwegian recordcompany. "It's dangerous to havetoo many [Norwegian] artists,"says Ostli. "Instead we will beselective."

New releases include newlysigned act Trine Rein-ex-vocalist in the group WIP, whichspawned the hit Ghost Jam twoyears ago-and Jahn Teigen,with his album Rondo expected inSeptember. JOrn Hoel will alsorelease an album, his first onEMI. Other EMI new releases

Radio Fighting To IncreaseMarket Share In FinlandFINLANDby Jan Muikku

One in every four of the 49 localstations currently in operation hasfinancial problems, according to anew survey carried out by theTurku School of Economics.Only half of the stations generatesufficient income to cover theirexpenses, and only every fourthstation is making a good profit.

Kai Salmi, MD of theAssociation of Finnish RadioBroadcasters predicts that by theend of the '90s there will be 30-40full -service and some specialisedstations. "At the moment there arebetween five and 10 stations in

the risk group, of which somewill go bankrupt and some ofthem will survive the next fewyears."

Salmi says the strong points ofthe local radio business are anestablished market position,improved professional skills andnew enthusiastic radio perso-nalities.

Salmi believes that Finnishradio may reach its target of 10%of the media advertising businessby 1999. Radio currently com-mands a 4.6% share of totaladvertising. Local advertisingrepresented an average 83% ofstation income in 1992 comparedto 78% in 1991.

ILR station Pirate FM102, whichcovers Cornwall, Plymouth andWest Devon, is expanding after16 months on air. As part of theexpansion, Richard Edwardshas been appointed field salesmanager, while ex -PlymouthSound executive Julia Hard-wick becomes regional salesexecutive.

Marketing and sales directorJoseph Swain aims to increaseregional and national revenue as adirect result of the newappointments and will himselfspend more time on regional andnational revenue. "Local sales are

growing 20% year on year, so itmakes sense to look furtherafield," he says. "Enthusiasm forradio has never been strongeramong client marketingdepartments and, providing onehas something relevant andlogical to say, brand managers aremore responsive than ever toradio."

Swain also confirms that thestation has been acting asconsultant to the local group BayCity Radio by helping produce abusiness plan and conductingmusic research. "If the stationwins a licence we will have ashareholding of around 20% init," he says.

Meanwhile 98FM PD DirkAnthony admits the results were"quite a surprise and disappoint-

Station bosses were quick topoint out that Classic Hits 98FMremained the number one stationfor its core ABC1 targetaudience, and was running "neckand neck" with RTE's 2FM in the20-44 demo.

The most positive trend toshow up in the survey was thecontinued growth in radio listen-ership, according to IRTC chiefexecutive Michael O'Keefe. "Wenow have a very healthy in-dependent sector complementingand offering an alternative to thewide variety of services providedby RTE," he says.

The private radio bill passed bythe Austrian parliament last monthis causing unrest among many pri-vate broadcasters, who complainthat the restrictions on media own-ership are insufficient and will notallow privates to compete withpublic giant ORF. Meanwhile,many claim that the 26% limita-tion on print media in one area and10% for two additional districts isnot sufficient to prevent cross -ownership.

Comments Walter Tributsch,MD at EHR private CD Inter-national, "The media limitationswon't prevent cross -ownership. Itwill be possible, for instance, forAustria's biggest daily newspaperDie Neue Kronenzeitung, whichhas a reach of over 50% in Vien-na, to own a 26% share in a radiostation in Vienna. Experience inGermany has shown that printeditors are quick to gain total con-trol over radio stations, althoughthey don't have 100% ownership.But with their powerful print me-

dia they can suppress the dyna-mics of a competitive market."

Tributsch says that privatebroadcasters who don't have thebacking of powerful print mediawill be at a disadvantage when itcomes to gaining advertising andlistenership. He adds, "The billlimits networking in programmingas well as in advertising, whichstill gives the ORF a monopoly onnationwide broadcasting andadvertising."

IFPI Austria MD FranzMedwenitsch does not believeprint should be banned fromprivate radio, although he is notcertain whether the medialimitations set down by Parliamentare sufficient to stop mediaconcentration. "Print media have alot of know-how which can betransferred to radio," he argues. "Itwouldn't be logical to ban themfrom private radio."

Private stations also claim thatthe media restrictions are to theirdisadvantage as a number of own-ers must be found to run one sta-tion, which they say complicatesthings. Tributsch points out,"More people means more opi-nions and more personal interests.This makes things very difficult ifyou are not lucky enough to findpartners with the same thinking."

Medwenitsch agrees that hav-ing several owners could be a pro-blem for a private stations. Hepoints out, however, that non -printmedia related owners may wellcome forward as investors inAustria's private radio, in whichcase 100% ownership would bepossible.

Another problem for privatebroadcasters, says Tributsch, is

that only a few frequencies are tobe made available and the large

number of applicants means thatcommissions will force applicantsto form groups.

Meanwhile, potential commer-cial broadcasters also confrontconsiderable technical problems,faced with finding antenna andtransmitter positions in the ORF-dominated landscape.

Says Medwenitsch, "The ORFantenna system covers around98% of Austria. Private broad-casters can legally use this system,but they have to work out a solu-tion with the pubcaster. I don'tknow if the ORF will be atoperative or not." He suggests thatprivate broadcasters might welldecide to build their own antennasystems, though this could beexpensive in the mountainousareas of Austria.

Medwenitsch expects aroundtwo frequencies to be distributedfor each of the nine districts -thiscould be less in the smallerregions and more for the biggerareas. A seminar on Austrianprivate radio will be held inVienna on September 23.

Flanders' second largest private,Antwerp -based EHR Radio Anti -goon, has signed an advertisingdeal with major ad sales house IPTransistor following a disputebetween station MD Piet Keizerand Patrick Herroelen, chairmanof the Flemish local radio federa-tion the VFLR. The decision isexpected to boost IP's sales inFlanders by some 33% and furtherweaken the only competing adhouse BRM. IP Transistor's cur-rent client list in Flanders repre-sents an audience share of 11.9%,via Radio Contact and Nostalgie.

Radio Antigoon had beenreceiving its advertising throughthe recently founded sales housethe BRM. That group was

The BRM grouped together allthe members of the VFLR. Bothare supporters of private radio inFlanders, and. against the corn--mercial networks represented byIP Transistor. However, an argu-ment between the VFLR andAntigoon arose recently whenHerroelen raised objections to thestation's licence "due to admini-strative problems," according toAntigoon's Keizer, who adds,"We then decided to look else-where for our advertising, as didStadsradio Halle." Antigoon willremain a shareholder in BRM,however.

IP Transistor marketing mana-ger Birgitta Desmet is happyabout the move, as it strengthensIP's position in Flanders, alongwith the recent signing of topstation EHR-formatted RadioReflex/Mechelen.

"BRM's turnover was belowall expectations," commentsDesmet. "With Radio Antigoonadded to stations like [ex -RadioContact] VRM, Radio Expresand Radio Nostalgie/Antwerp, Ithink we will boost our salesfigures in Flanders by 33%."

The record industry isn't the only Germanmedia sector undergoing profound struc-tural and operational changes. While labelexecs debated the music industry's future atPOPKOMM in Cologne on August 19-22,German radio has its hands full with theprospect of an increasingly competitive andfragmented market when additional nationaland local frequencies become available.

Comments Raimund Wagner, head ofmusic at state-wide private ACE AntenneBayern/Munich, "We have more and morecompetitors-local, national and cable sta-tions, for example-with more coming up.The main question in the future will bechoosing the right position within the cho-sen music format.

"We already have some specialised sta-tions in Germany, particularly in our mar-ket. We have a classic rock and a schlagerstation. We will probably see more formatfragmentation in the larger cities, but mostnew stations will probably try ACE firstwhen they launch because it has the small-est risk.

"The sound of public and private sta-tions has also become more and more simi-lar since competition started, because bothchanged their styles, and this will continue."

Too Much ACEArno Muller, PD at Hot ACE 104.6

RTL Berlin, agrees with Wagner that fol-lowing the ACE lead in the future will bedangerous. "Operators in Berlin are allgoing for theyounger listenerwith the same typeof ACE format," hesays. "It's bad forthe listeners and thestations becausethere is too muchcompetition withinthat target audience.There are so manydifferent audiencegroups that are notbeing served.

"The same goes for older demos. Thereare no schlager, volksmusik or gold sta-tions. These are all good formats that canreach very good audiences and get a verygood share. The market for mixed formatsis closed."

Audiences are "absolutely ready" forniche formats in all German cities, saysMuller. "We know it from our research thatpeople prefer one style of music," he com-ments. "When RTL changed to a gold for-mat from ACE, ratings doubled or tripled atour small, local stations. Niche formats areeasy to promote and the people know exact-ly what they get. That change was a successin half a year. It's also a good sign in that itworks in smaller markets, especially inareas where the stations don't have the bud-get"

The real question now, says Muller, ishow broad a niche format can be. "A fewradio stations have already tried a niche for-mat, but with a more broad appeal. Manypeople point to [classic rocker] RadioXanadu/Munich for example. I believeXanadu has done it wrong. They created

format from a completely producer-

based point of view. They didn't ask peoplewhat music they really like or what musicthey are used to and really know. You can-not go and transfer a classic rock formatfrom America to Germany. That won'twork. I have to find out what type of rockmusic to play here."

Broadcasting's Still InFor Hermann Stiimpert, founder of

Schonkirchen-based FunkBfiro RadioConsulting, tight, niche formats are still afew years out in the future and broadcast-ing, not narrowcasting, is still the best wayto go. "One thing the industry has to learn isthat this is Germany and not America," hesays. "In the beginning, radio executivesdidn't know about America. They did whatthey thought was right. Some of it wasright, but most was wrong. Now they knowAmerica inside and out.

"But now they must learn that it will bea long time before tight formats will workin Germany, outside of one or two bigcities. This is still a family country, wherefamilies listen to the radio together."

Competition will double or even triple,says Stumpert, as more stations are award-ed. "For instance here, where I live, for thelast eight years or so we have had two popstations from the public and one private sta-tion, RSH. Now we have two private sta-tions, and a third one will be licensedaround the new year. Also, a third publicchannel will be launching in April."

Competition will increase at a faster ratethan advertising revenue, forcing stations tobe more frugal in their operations. "The

next thing that has to happen is thatinvestors and the regulators have to learnthat if you have a lot of competitors in themarket, then you can't spend as muchmoney on programming as you did in thepast. You have to learn new techniques todo radio cheaper.

"But in order to win a licence you haveto promise a lot of things. You have topromise a 24 -hour service, news everyhour, a lot of political magazine shows,local original programming, and so on andso on. Regulators will have to be aware ofthis in awarding new stations. GreaterBerlin will be the first city in which stationswill be forced to operate more cheaply.Already some of the stations are in visibletrouble."

A Public PerspectiveRudolf Heinemann, head of music

entertainment at EHR pubcaster WDR1/Cologne, also questions the future successof narrowcasters.

"The privates have taken away a shareof our public as was expected," he says."However, they no longer have the charm

of offering something new. That's why thelatest analysis of the market show listenersare slowly beginning to return to thepublics. In the next years we must specifi-cally support this return."

That trend will continue, saysHeinemann. "Let me give you an example.There are certain towns where we beganlocal competition a year ago and there areother towns where we've had local compe-tition for three, four or five years. In thoseareas people are coming back; but in areaswhere the competition is still fresh, like oneyear, people are leaving our programmes.

"That tells me people are more or lessfed up with this media fast food and they

years in advance. It's a question of responsi-bility to the public and that we are in a cer-tain way financially independent obliges meto think in such a way."

Support Your Local ArtistsOn the topic of supporting German

artists, Heinemann has been the most vocaland visible of the country's programmers."A public broadcaster has a certain respon-sibility towards the artists working in hiscountry. But I don't know if our public willappreciate this type of presentation of local,regional or national artists. What I know isthat by programming mainly English -singing artists for the past 20-30 years we

have accustomed

remember that there was somethingbefore."

The increase in the number of pro-grammes by additional radio organisers andadditional methods of distribution[cable/satellite] has not led to a greater vari-ety in programmes, says the WDR 1 musicchief. "More and more radio programmesoffer a constantly smaller number of thesame music titles. I don't see any progressin this, but a deplorable impoverishment. Idon't think its worthwhile in a 24 hour pro-gramme to just play 1.500 music titles ofone single genre."

Like many people, Heinemann says hewas initially a fan of formatted music pro-grammes. "Now I have grave doubts thatnarrowcast formats are the future, as themusical expectations of the greater publicare becoming more and more sophisticated.For the next few years I'll put my money ona music programme which offers maximumvariety within a certain frame.

"Everybody was propagating formatradio. Everybody told me one had to makea very narrow choice in order to be suc-cessful. This disturbed me. The fact thateverybody agreed with me made me ner-vous.

"You have to look at this long-term. If

our German-speak-ing public to oneforeign language.

That's quite astrange thing. Youcould never imaginethat in Great Britainor America. Weproved we weresuccessful in gettingthem used to thosesongs, so I think we

will become successful in concerting ourpublic to our own language."

For RTL's Muller, though, Germanmusic in the charts is "either too aggressiveor too conservative." He says, "There's notmuch in there that appeals to a 20-40 demo.There is not enough mass appeal productmade in Europe or in Germany. What ismade for a younger, adult audience is eitheryoung techno and progressive rock or oldschlager, volksmusik. There's nothing in themiddle. There's not much with an interna-tional standard of mainstream pop, likeHerbert Gronemeyer. Radio needs moremainstream music. We had some in thepast, but listeners are burned out on thoseartists. There's nothing new."

Adds Antenne Bayern's Wagner, "Wehave to be very careful of what we pro-gramme because our audience has grown upfor decades with Anglo-American musicand to try and change their- tastes is not tooeasy."

What's Needed In The FutureTo help radio as it heads into the 21st

century, Mtiller thinks the industry needstwo things: a national radio advertisingbureau and a new ratings system.

"German private radio very badly needssuch a group to sellthe medium. Therehas to be an officeand a good market-ing person that goesaround and tellscompanies likeNutella orKellogg's that 'Hey,you have a breakfastproduct and younever advertise on

you want quick success because you are aprivate station and you depend on high rat-ings as quick as possible in order to sellyour ads, then you are more or less obligedto make a very narrow choice. But if youare in the happy position that we are thenyou can think in the long term, three, five

radio in the morningwhen people use your product?'

"Also, our ratings system is just notworking. The Media Analyse is not timelyenough. We have to find a ratings systemthat comes out at least two times a year withmore specific numbers and a secure sys-tem."

Making Karaoke WorkFor Your Station

Karaoke, literally "empty orchestra," isthe Japanese entertainment traditionthat's been increasing in popularity forthe past 25 years or so in which cus-tomers in a bar take turns going up to amicrophone and signing the lead vocalsof a popular song.

In the '90s, karaoke has moved fromthe 8 -track tape to the laser disc. Patronsof the bar are entertained not only by thelive singer buy also by a custom -pro-duced, conceptual music video.

Now, that karaoke has taken overJapan, can be found almost everywherein America, and is on its way to Europe,how can your station take advantage ofthis new fad?

In the late '70s, album rock stationsacross America got many months ofpromotional mileage by sponsoring "airguitar" contests in local bars. Listenersgot up on stage and pantomimed playingguitar to popular rock songs.

Just as stations benefitted from thatcraze a decade ago, it may be possiblefor your station to get some mileage outof the karaoke kick. Your radio stationmight, for example, sponsor karaokenights at local pubs. Going even further,your station might buy a system to bring

to various promotions.To maximize your station's exposure,

display your logo between songs on allvideo monitors. There is a pause of 10-30 seconds between selected songs,depending on whether the disc has to bechanged or not. During that time, itwould be ideal if you could put your sta-tion's call letters on the screen. Youcould do this by using a video switcherto a second video source that deliversyour logo.

Also, consider making do-it-yourselfkaraoke videos. There may be legalcomplications here, but there should beways around them, assuming the spon-soring bar is paying appropriate musiclicensing royalties. Consumer audio andvideo gear now allows you to take amusic video, wipe out the vocals andsuperimpose the lyrics. You could havefun making these in your station, or youcould run an on -air contest inviting lis-teners to make their own.

One of the big hazards of sending airpersonalities out on appearances is thatthey tend to look like either arrogantjerks or mindless idiots, because theydon't have anything to say or do. Givethem a specific framework to work in,like being the host of a karaoke night,and you can help them look smart,friendly and useful.

STANDARD? WHAT STANDARD?

The European radio industry is fairly smallcompared, shall we say, to the electronicsindustry in the same region. But, and this isa big but, the electronics industry hassomething we don't-standards.

Now I know that there are a lot ofthings in the electronics industry that aren'tstandard and the computer industry spendsmost of its time trying to get differentmachines to talk to each other, but we inthe radio industry have got some prettystupid things happening as well. Take thenew and very good floppy disc "cart"machines. Two manufactures are produc-ing what is, in essence, the same product,but will their discs play on each othersmachines? No. At least with a NAB cartyou stood a fair chance of cross compati-bility (with the notable exception of theM/S system tried for a while by Tomcat).

It's getting worse. We now have a situa-tion where someDAT tapes can-not be replayedon somemachines. TheDAT format hasbecome so bas-tardised that it isa misnomer tocall it a singleformat anylonger.

Thankfully this has been avoided withthe CD as Philips had the foresight tocopyright the format.

Today's big problem is with hard discplayout systems and their ability or inabili-ty to communicate with other playout sys-tems such as DC jukebox controllers orscheduling software.

Now I know that (as mentioned earlier)this is an age-old computer problem but theindustry is sufficiently compact to allowsome form of cooperation between manu-facturers and software writers.

If, even at this late stage, some form ofEuropean radio and audio technologygroup were to be convened (possibly underthe auspices of the EEC) some agreementon formats and protocols could bearranged.

Perhaps if we did a bit of work now wecould save ourselves a lot of headaches inthe future, but I doubt it!

New Location Mixer From SoundcraftSoundcraft is attacking new territory for the company-the location mixer market. Usedprimarily by film and video recordists, the location mixer is also extensively utilised byradio engineers for outside broadcast work where a large desk is either un-necessary orimpossible to use. The Soundcraft LM1 is available in three frame sizes; 6, 8, and 12inputs and a rackmount option is available for the 8 -input version. There is a choice ofthree input modules; mono mic/line, stereo mic and stereo line and the LM1 has a fourbus routing system with four independent output faders. For stereo TV the LM I willencode and decode MS/LR on each channel and will decode MS to LR on the monitorsection. Ruggedly constructed using aluminium castings and extrusion, the LM1 willoperate from an external CD input of 8 to 30V or on internal D cells giving up to 18hours of use.

Sony DASH Sales To Poland, KuwaitPolish Radio has purchased two Sony PCM-3324S digital 24 -track recorders along with10 CDP-2700 CD players and four DCDK-3600 CD jukebox players as part of a projectto automate its 19 stations. Meanwhile in the Middle East, Eastlake Audio, which hasbeen rebuilding the studio complex of Kuwait Radio following the 1991 Gulf War, hassupplied a PCM-3348 48 -track recorder via local distributor International Music Centreto the project. This is the first sale of a 48 -track DASH recorder to a Middle Easternclient and Sony is confident of further sales in the region.

Long Live Audix BroadcastingFollowing the decision by the Tannoy Group to pull out of broadcast related productsand sales, Ian Jennings, former MD of Audix, has purchased the rights to all broadcastproducts and started Audix Broadcast Ltd, operating from the original works and officesin Saffron Walden, Essex. Since the re -launch Audix Broadcast has scored several suc-cesses with sales into UK radio and TV stations.

Cut The Crackle!Cedar, hot on the heels of its DC -1 de -clicker, has turned to another of the banes of theold analogue world with its plastic discs being scraped with metal needles-crackle.Using their expertise in impulse noise reduction and their "Split And Recombine" signalprocessing technology, Cedar's CR-1 can eliminate crackle, buzz and also reduce distor-tion. The beauty of all this in real time has not been lost on the mastering industry whohave been quick to take up the CR-1. Broadcasters who spend a lot of time playing oldermaterial could stand to benefit from the CR-1. Cedar has released a new Audio Restora-tion Systems brochure available free via their UK distributors HHB.

Trantec Notch Up 10.000th Sale23 -year -old DJ Richard Wilkes was the recipient of the 10.000th Trantec S1000 radiomix sold. Wilkes has been a Trantec user for three years and upgraded to the S1000 onthe advice of a friend. It was supplied by IIW Audio in Huddersfield. The S1000 can beconfigured as a hand-held, head set boom or guitar system and features the S1000RX pre-cision quartz optimised receiver.

First Broadcast Goes To HospitalHospital radio has never been viewed as a highly lucrative market, but Brighton -basedFirst Broadcast has hit a rich vein. Southampton Hospital Broadcasting Association(SHBA) broadcasts to five hospitals in the vicinity entirely voluntarily and were recentlyhanded a golden opportunity. A local superstore development found that the only avail-able site for an approach road was right through SHBA's studios. Subsequently SHBAhas been handsomely compensated and will be moving to purpose built studios about 100metres down the road, designed and installed by First Broadcast. The complex will housefive studios and an apparatus room. Three of the studios will be equipped with MBIseries 20 mixers, Sonifex discarts and a range of other equipment. First Broadcast willhouse the equipment in custom designed woodwork.

NSM Launch Domestic CD JukeboxGerman -based NSM Aktiengeselischaft, makers of the 100 disc CD jukebox used byseveral CD playout systems, has launched the CD 3101 hi-fi version. The CD 3101 is a

user-friendly CD player andlibrary, storing 100 discs but,unlike the professional ver-sion, the 3101 comes withselection control via an infra-red remote control. The usercan programme in sequencesof tracks and alter these whilethe 3101 is playing. The 3101may prove to be a useful toolfor small-scale broadcasterswho want a cheap way of pro-viding overnight sustainingprogramme or for live assist inthe studio.

Hasselt-based EHR station HitFM will add five extra hours ofdance programming startingthis September.

Hit FM started broadcastingits dance show "Vibes" oneyear ago on Saturdays (19.00-24.00 hours), hosted by ErikKuenen, D. Van Duffel andMarco Wintjens, with LucVanlaer as music director.

"We found out the showwas very successful," com-ments Vanlaer, "and in addi-tion to the already existing HitFM party shows we also planto go on the road with 'HitParty Vibes' road shows asfrom January next year. Hasselthas a long time tradition ofmega -parties with an atten-dance of 10.000 and more-theHit FM jocks host those partiesall the time."

The Philosophy Behind The Marketing Of Coldcut

Lisa Stansfield, Yazz, Blondie, Eurythmics, INXS, The Orb, Eric B &Rakim and James Brown have one thing in common. They have all had

product produced or re -mixed by dancemaster DJs' Matt Black andJonathan More, perhaps better known outside the UK as Coldcut.

Now joined by vocalist Janis Alexander,Coldcut have signed to Arista UK andrank alongside artists to the stature of ErosRamazzotti, Haddaway and Kenny G bybeing placed immediately on BMG'sEuropean priority list. That's quite anachievement considering that Coldcut haveyet to establish significant sales for BMG.

Dreamer, the act's infectious debut sin-gle released on August 23, received imme-

diate radio acceptance in the UK, saysJulian Wall, head of international at AristaUK. "It was C listed at BBC Radio 1 FMthree weeks before the release date; it thenmoved to the station's B playlist and shouldmove up to the A list when it charts. It isalso on the playlists of seven major ILRstations which is pretty good when youconsider that a low number of ILR stationsplaylist a record before it's charted."

At presstime, the single was playlistedon 13 stations (regardless of format) andespecially Italy looks promising with the

airplay support from Radio DimensioneSuono/Rome and pubcaster StereoRai/Rome.

Initial European promotion was centredon a digi-pak CD entitled Then & Now.The "Then" CD features old Coldcut suc-cesses with artists ranging fromEurythmics to Jade, while the "Now" CDfeatures Dreamer plus a lush version of theclassic song Autumn Leaves which couldbe Coldcut's second Arista single beforethe release of the act's debut albumPhilosophy on October 11.

Comments Wall, "The digi-pack CDgives a perspective in terms of past andpresent. It summed the whole thing up in acoherent and easy to grasp way. When youare marketing internationally there is avalue in keeping things as clear cut as pos-sible. We are not looking to re -invent thewheel."

Wall acknowledges that the Coldcutproject was launched at a difficult time ofthe year with companies closing for holi-days and many media stations pre-pro-gramming through July, August and thebeginning of September. "But we wereeager to get it out," he stresses. "We want-ed to go for it from day one in a fundamen-tal manner and not necessarily wait untilthe deluge of product that inevitably occurswhen all these people come back from hol-iday in September."

Wall says that this quick of the markstrategy paid off and reaction has been ter-rific. "Companies within BMG are veryinterested and we've set up a number ofpromotional trips to Germany, Holland andBelgium during which Coldcut will dosome press, TV and local media."

Nice Device Goes Dutch With Debut SingleDENMARKby Kai Roger Ottesen

Denmark isn't planning on sitting backwhile its neighbours Sweden and Germanyfill the melting pot of dance. It's donation?None other than Nice Device, a groupwhose unique sound is charming EHR pro-grammers and Dutch consumers alike.

The group's BMG/Genlyd debut, CoolCorona, is rapidlypicking up airplay onstations like ItalianEHR station RadioClub 91/Naples andfellow EHR SverigesRadio P3/Stockholm,with the most signifi-cant airplay results inHolland, Belgium,Scandinavia andGermany. The song iscurrently charted atnumber 22 in Hollandand at number 33 in Denmark, with a forth-coming album to maintain the momentum.

For the first single, Nice Device hasindirectly picked up the art of humouristicwordplay and rap from A Tribe CalledQuest, the surf sound of The Beach Boys,the fusion of jazz and dance from US3 and

adapted it to its own ecstatic and happystyle. "It's a good, energetic rap record fullof sunshine," says EHR outlet TROSRadio 3/Hilversum DJ/producer DanielDekker, whose station picked up the songafter it was made "Megahit" by anotherDutch broadcaster on Radio 3, earlier in thesummer.

Erik de Zwart, station manager atEHR Radio 538/Bussum placed it in A -

rotation when it firstcame out and it wasmade the station's"Alarmschijf"(Powerplay) in week26. "The song wasplayed 35 times inone week only! Wethought it was a goodsong and that it hadgood potential," addsDe Zwart. He hasmoved the song intoB -rotation, because

the song has dropped to number 13 on theDutch chart.

M&M's TrackFax data shows a totalof 27 EHR stations reporting the songincluding major pubcasters like 03/Vienna, BRTN Radio Donna/Brussels andDRS 3/Basel. At presstime, the single had

entered the EHR Chartbound section.BMG/Genlyd promotion assistant

Sanne Avidsen, responsible for localrepertoire, says Cool Corona, sent out sev-eral weeks ago, has received a lot of air-play in Denmark. The debut album, titledThe Album, was sent out in week 31, andAvidsen will serve the international affili-ates with promotion copies soon. Theband's follow-up single, Love Is TheMessage, entered the Danish charts thisweek at number 48.

The band is currently on promotionaltour in Denmark, playing at clubs and dis-cotheques until September 1. After that, theact will spend two days in Holland, twodays in Austria and one week in Germany.

It'sgreat that BMG can feed the product in andhave a coherent and intelligent plan as tohow to go about selling records in thesemarkets."

A promo video for Dreamer has beenshot by Michael Goeghan whose creditsinclude Roxette, Michael Oldfleld andJesus Jones. MTV Europe filmed a spe-cial mini -documentary on the band whichwas screened 11 times within the space ofone week. "MTV usually waits for recordsto show signs of action before it commitsto that extent," comments Wall. "I think it'svery encouraging to get that sort of com-mitment from very early on."

SHORT TAKES Following the split of Sp%iish pop fla-menco act Los Manolos, singer JoanHerrero has recruited two other guitarplayers and signed with BMGAriola/Madrid; Chocolate will probablybe the name under which the band willrecord. The remaining members of theband have signed with Madrid -basedHorus and will continue recording underthe old band's name. Sony Music Holland has produced aspecial package of the new Ten Sharpsingle Lines On Your Face. The first3.000 maxi singles will be avialable witha free video clip, shot in the Oekraine. The new Frank Sinatra album forCapitol is entitled Duets and will con-tain collaborations with LucianoPavarotti (My Way), Luther Vandross(The Lady Is A , Tramp), BarbraStreisand (Crush On You) and TonyBennett (New York New York). XANADU's BORK ANGRY AT BANKRUPTCY RUMOURSRadio Xanadu MD Horst Bork is none too pleased with rumourscirculating in the Munich radio world that the classic rock station isheavily in debt and on the verge of bankruptcy. In last week's issueM&M reported the station was said to have debts of over DM7 mil-lion (app. US$4 million). Bork says this figure is "rubbish" and iscloser to DM3 million "maximum," adding that the station's commer-cial income is "100% up from last year". He says he was most angrywith published reports linking the sudden departure of PD BennySchnier with the station's financial troubles.

Ozannat welcomes communi-cation minister Main Carignon'srecent announcement that theownership ceiling be lifted from30 million potential listeners to

120 million, which leaves roomfor a maximum of three nationalnetworks for one single group.However, he questions the logicbehind the new figure. "The 30million ceiling was absurd, butwhy 120 million?"

On the question of local adver-tising, Ozannat endorses the viewsof one organisation of local opera-tors who said that it was necessaryto distinguish between the authori-sation to broadcast and the right tocarry local advertising. He con-demns the fact that a station like

Europe 1 is not authorised to makelocal programmes and is thereforexcluded from local ad markets,while national musical networksare entitled to simply because theyinclude local commercial affiliates(category C).

Munich and AOR national netVirgin 1215 AM in the UK andpubcasters VARA/ VPRO in Hol-land and BRTN Studio Brusselsin Belgium.

Rock FM, which covers theMilan area on 98.7 FM, plans toextend to national coverage at theend of this year by syndicating itsprogramming to affiliate regionalstations in major markets. RockFM targets a 20-45 demographicwith 30% classic rock tracks fromthe '60s and '70s such as JinnHendrix, the Doors and theRolling Stones; 35% '80s tracksand recurrents and 35% newmusic. Core artists on the current

playlist include Bon Jovi, Aero-smith, Coverdale/Page, DeepPurple, Steve Miller, 4 NonBlondes, Nirvana, Red Hot ChiliPeppers, Stone Temple Pilotsand Jesus Jones. Italian rock actsplaylisted include Litfiba, Liga-bue and Quartiere Latino.

WEA Italy international radiopromotions manager Sando Mal-lasz welcomes the developmentsat Rock FM. "There is a largeaudience for rock music, but onlya few local stations or specialistprogrammes cater for them. RockFM's plans to become an inter-regional network are an importantdevelopment."

Apache Indian has taken Indi-an Bhangra one giant step furtherby fusing it with Jamaican reggae.His unique brand of music hasearned him the title "The Origina-tor Of Bhangra-Muffin" and histrack record since signing withIsland Records last year includesa string of UK hit singles plus thedebut album No Reservations.

Hailing from Handsworth, Bir-mingham, 26 -year -old Apache In-dian started out by recording thethree singles Move Over India,Chok There and Don Raja for theIndie Jet Star label. Aided mainlyby airplay on pirate radio stations,each release reached number 1 inthe reggae and Asian charts,attracting the attention of IslandRecords.

"We just judged him from thosesingles," comments company MDMarc Marot. "We felt that he hadcommercial possibilities regardlessof where he came from and whatbackground he had."

Marot acknowledges the im-portance of radio in breaking theartist on the UK market. "Hisdebut single for Island wasArranged Marriage which wereleased in January this year. Thesingle got playlisted at BBC Radio1 FM and that was absolutely cru-cial for us. We also got a lot ofregional radio support."

Arranged Marriage peaked atnumber 16 in the UK chart. Theartist's second single, Chok There,released in March, reached number30, and his latest EP NuffVibes-featuring the tracks CasteSystem, Warning, Fun and BoomShack-A-Lak-reached number 5.

It is especially the latter track

that is bringing Apache Indianrecognition on the Continent.M&M TrackFax data shows atotal of 33 EHR stations reportingBoom Shack-A-Lak, and apart fromthe UK, Holland and Sweden arethe strongest foreign markets forthe artist. In the UK, the album hasbeen nominated for the prestigiousMercury Music Prize award.

Despite current success, Marotis hesitant to predict any great newtrend for Bhangra-muffin as amusical genre. "Somebody askedme whether we'd go out and signany other Bhangra-muffins thatcame along, but I'd still apply thesame rules that applied to Apachewhen we discovered him," he says."Although it may happen, I can'tsee any major trend starting withother record companies."

Apart from Island, the onlyother major record company in-volved in Bhangra is BMGRecords UK, which acquired amajority share in Britain's Multi -tone Records last year.

Pedro Carvalho, head ofmusic at the multi -ethnic stationSpectrum International Radio/London, is a staunch supporter ofBhangra music. He says thatBhangra mixes on singles releasedby Ace Of Base and UB40 are fineexamples of its growing populari-ty. He's also a long-time supporterof Apache Indian.

"I playlisted him on a late -nightBhangra programme I presentedwell over a year ago," he com-ments. "I also interviewed himlong before Island signed him. Istill play him on my Saturday nightinternational show which featuresanything from Italian and Spanishmusic to Bhangra dance tracks andApache Indian."

Carvalho has his own theory onthe reasons for Apache Indian'scrossover success. "Asian kids shyaway from Western society in their

leisure activities," he claims. "Butnow white English and Afro -Caribbean kids can turn aroundand say, 'Hey, we've such and sucha show that you can listen to aswell. It's really good and trendy.'That's where Apache Indian comesin. Asian kids can now say, This isApache Indian. His music's notonly good for us; you guys willlike it as well'. His desire for broadappeal has brought a lot of peopletogether."

Mambo Sharma, Apache Indi-an's manager, has plotted hisartist's career course with preci-sion. His first priority was to targetterritories with Asian populations.but adds that the semis havealready been sown in the US withconcentration on both the Asianand reggae communities. Canadais another priority and the artistwill tour India. in October follow-ing a recent triumphant promotion-al trip where he performed showsto audiences of more than 18.000and was given the title "The Ghan-di Of Pop."

"We're also ready to do asmuch as we can in Europe," saysSharma. "But only where there arethings there for us to do. There'svery little TV exposure availableand I've prioritised territorieswhich can provide us with maxi-mum exposure. I need to utilizetime very well at this stage."

Sharma says that Apache Indi-an has already been on successfulpromotional visits to Austria, Hol-land and Germany before hesigned to Island. These three terri-tories remain high on Sharma'scurrent European priority list."He'll get to Europe," stressesSharma. "When he performed inGermany it was the first time I sawa totally white audience gettingdown to Apache Indian. The barri-ers he's broken down in the lastthree years are amazing.



Astley Armed With AddsIn an otherwise rather stable week at the EHR surface,UK crooner Rick Astley proves to have the hottestrecord on his hands. While booking the highest newentry of the week at number 25, The Ones You Love,the taster for his Body & Soul album, collects no lessthan 32 first-time reports-an impressive 56% of hisstation roster! Most of these are scored in Sweden,Denmark, Germany, Italy, Belgium and Holland. Thesingle is best spread on Swedish and UK radio(penetration figures of 78% and 76% respectively).Since the launch of the chart in December 1990, Astleyscored two EHR hits before-Cry For Help, peaking atnumber 1 where it stayed for two consecutive weeks,and Move Right Out, peaking at 11-both in 1991.

Fastest mover of the week in terms of chart points,as well as performing the biggest leap (17 positions upfrom 33 to 16), is SWV's Right Here, last week'shighest new entry. The US act also qualifies as secondmost added, with 22 adds to their disposal. These arerecruited from practically all over Europe, notablyfrom Germany, Denmark and Holland.

Other good movers in the chart's upper half areMariah Carey who claims a top 3 position now,thanks to incessant substantial gain (in the Fast Centralregion she enters straight at one); UB40's HigherGround (15-11), now almost sharing a tie with itspredecessor (I Can't Help) Falling In Love With You atthe bottom of the top 10; Haddaway's Life (19-13) andLenny Kravitz's Heaven Help (27-18).

As for Haddaway, it is interesting to see him chart inthe top 5 of the Eurochart Hot 100 with two singles atthe same time: Life at number 3 and What Is Love at 4.In the Regional EHR Top 20, Life is currently number2 in Central and number 1 in the West Central listing.

When we look at the additional EHR statistics, BittyMcLean catches the eye by topping the "A" RotationPerformance section, thanks to the high ratio of heavyrotation -80% of his roster-dedicated to his renditionof It Keeps Rainin' (Tears From My Eyes). The Britishnewcomer also enjoys the second new entry in theEHR Top 40, driven by massive playlisting in Holland(100% penetration, powerplay status at the nationalpubcasters and a top 3 debut in the West Central chart)and the UK (86% penetration, top 10 EHR). Denmark,Germany, Belgium and Austria are also showing goodinterest in the new Fats Domino cover, but are stillopen to substantial expansion.

The upper part of Chartbound looks packed withsongs that have a fair chance to enter the chart nextweek. The Pogues, Tina Turner, Apache Indian andthe Urban Cookie Collective come closest to enteringthe top 40 in terms of chart points, but ErosRamazzotti's Un'Altra Te (recorded and titled as OtraComo Tu for the Spanish market), Stakka Bo, 2Unlimited, Kate Bush and Terence Trent D'Arby allprovide strong competition, as they are being served bypromising proportions of adds.
