PRESIDENTIAL INSTRUCTION NO. 5 YEAR 2011:

Indonesia is one of the most vulnerable countries to the adverse eects of climate change.The serious
impacts are anticipated especially for agriculture sector, thus the President issued the Presidential
Instruction No. 5 of 2011 Concerning on National Rice Production Security in Facing Extreme ClimateConditions. Climate change will also reduce the ability of a country to achieve sustainable develop !
ment pathways. Therefore, it needs a strategy for mainstreaming climate change adaptation into
development planning.
At the regional level, the North Sumatra province became the rst province to respond to the above-
mentioned Presidential Instruction by developing the own Governors instruction on the same issue
as an entry point in mainstreaming adaptation into development planning. Agriculture is the largest
economic sector in North Sumatra, almost a half of thelabor force in the province are engaged inagriculture sector.
Adaptation working group of the province worked to provide input and oversight to the Governor in
developing the guidelines for anticipating and responding quickly to extreme climatic conditions. The
guidance will encourage the preparation of draft legislation on the protection of land and sustainable
agriculture in North Sumatra.

The members of adaptation working group composed of representa!
tives from related agencies such as Agency of Agriculture, Agency
for Meteorology, Climatology and Geophysics (BMKG), Food Secu!
rity Agency, Environmental Agency, Agricultural Technology Research
Agency, etc. A series of study sessions and workshops had been con !
ducted since early 2011 for the working group to discuss onrecom!mendation of adaptation actions to anticipate and respond quickly to

Japan International Cooperation Agency (JICA)s Project of Capacity Development for Climate Change
Strategies in Indonesia, in particular its Sub-Project 1 has been supporting the development of this
Governors Instructionto become input for the next Mid-term Development Plan for the North Suma!
tra Province (RPJMD 2014-2018). The main objective of the Sub-Project 1 is to enhance the capacity of
Government in developing the strategy in facing climate change issue. Working group has been estab!
lished to discuss to produce the recommendation action of adaptation strategy. Thesestudy sessions
and workshops are facilitated by JICA. JICA also supported for collecting the data related to the issue,
formulating the concept of activity of food security related to climate change, and making conclusion
from the result of study and workshop.
As to publicize the Instruction, the Socialization event of the Governors Instruction was heldon Janu!
ary 28th, 2013 at JW Mariott Hotel, Medan, North Sumatra Province with JICAs support. Opened byMr.
Yushi Suzuki, Japan General Consulate in Medan and Mr. H. NurdinLubis, SH, MM, Regional Secretary
of North Sumatra (represented by Mr. Ir. H. RiadilAkhirLubis, M.Si, Head of BAPPEDA of North Suma!
