MESSAGE BYASSOCIATION OF AEROSPACE INDUSTRIES (SINGAPORE)

    CHARLES CHONGPresident

    Association of Aerospace Industries (Singapore)

    Association ofAerospace Industries(Singapore)

I am very pleased to mark a signi cant milestone in 2013 as we celebrated our tenth anniversary. It has truly been a good ten years of building, supporting and empowering Singapores aerospace industry and together with the strong support of our industry partners, the AAIS has grown from strength to strength to become a recognised platform for government-industry engagements and a key player in driving Singapores aerospace industry forward.

When the need for a representative body for aerospace companies arose 10 years ago, no one would have foreseen that the AAIS could achieve its present stand in the industry. However, through the strong support of our industry partners, the AAIS has grown from strength to strength to become a recognised and effective conduit for government-industry engagement, and a key player in driving Singapores aerospace industry forward.

In our infancy stage, our events, mainly networking in nature, were modest. These presented boundless

opportunities for innovation and expansion, and we acted on industry feedback to create more initiatives that would further propel the industry to its next stage of growth. Since then, I am proud to say that our initiatives have matured to meet the evolving needs of the industry.

Looking ahead, companies should position themselves well for future growth with good branding and marketing strategies in place. Such efforts will build resilience and contribute towards Singapores efforts in establishing itself as the global aviation hub of choice.

The SAID was rst published in 2001 with the purpose of creating a one-stop reference for companies in the aviation industry to help source for products and services to suit their business needs. These companies are given an opportunity to raise their pro les in this vibrant and competitive industry.

I trust that the Directory will continue to establish itself as the credible source of information for the aviation industry.

MESSAGE BYTHE CIVIL AVIATION AUTHORITY OF SINGAPORE

    Yap Ong HengDirector-General

    Civil Aviation Authority of Singapore

The Asia-Paci c aviation market has seen strong growth over the past decade and is expected to continue on this trajectory. Singapore, as an aviation hub of choice and a vibrant and thriving centre of people, enterprise and ideas, is at the heart of this growing market. This is exempli ed by the aerospace sector, which commands a quarter of the Asia-Paci c maintenance, repair and overhaul (MRO) market and in 2012 generated an output of S$8.7 billion. As civilian aircraft orders increase and competition heats up in the global aerospace market, CAAS sees the Singapore aerospace industry pushing the boundaries of innovation, capability and productivity, and moving up the value chain.

CAAS provides support to the industry through various incentive programmes under the Aviation Development Fund (ADF). For instance, the Aviation Innovation Programme (AIP) co-funds key projects undertaken by industry players to develop innovative repair, manufacturing and other capabilities or signi cantly raise productivity. CAAS also conducts regular reviews of our policies,

regulations and processes to enable the industry to grow and develop new niches with exibility while maintaining high safety standards. In key areas which we see great potential for growth, CAAS has established platforms to engage the industry and drive joint development. One such area is design engineering, which draws upon the industrys considerable expertise in MRO and aerospace manufacturing and our engineering talent. Through the Design Engineering Working Group, CAAS is working with aviation professionals from major industry players to develop a national roadmap. Given the criticality of ensuring a pipeline of highly skilled manpower and talent for the industry, CAAS partners the industry to bring in the next generation of aviation professionals and develop the aviation workforce. We have stepped up youth outreach activities to foster passion in aviation, and launched the Aviation Horizons Scholarships to attract youths to join aviation companies and pursue further studies at the same time. We have also launched the Aviation Leaders Development Programme (ALDP) to provide postgraduate opportunities for those in leadership positions in the Singapore aviation industry, even as we support raising quality across the aviation workforce.

Planning continues for the development of infrastructure to keep pace with the growing and changing aerospace activities. Many aerospace companies have already set up facilities in the Seletar Aerospace Park adjoining Seletar Airport. In the much reported 1,080 hectare expansion of Changi Airport at Changi East, land has been set aside for an industrial cluster that will cater also for aerospace industry growth including additional MRO facilities.

Indeed, the future for aviation in Singapore is bright. We are con dent that the Singapore aviation community will move forward together with a common passion to further build the industry that has made Singapore the Heart of Aviation.

    MESSAGE BYSINGAPORE ECONOMIC DEVELOPMENT BOARD

Lim Kok KiangAssistant Managing Director, Cluster Group Engineering

    Singapore Economic Development Board (EDB)

2014 beckons with renewed optimism. Whilst some structural problems and imbalances will take time to resolve, the global economy on the whole appears to have turned a corner, and con dence is returning to markets.

For the global aerospace industry, the long term prospect is bright. Asia-Paci c is in the vanguard, and is anticipated to account for over a third of global aircraft deliveries over the next two decades.

Singapore is well positioned to ride this wave of growth. Over the years, we have leveraged our strategic location in the heart of Asia to develop a strong aerospace cluster, and are continuing to strengthen our capabilities across the value chain.

In 2013, we anchored new investments from Pratt & Whitney and RLC in aero-engine component manufacturing; Bombardier, Meggitt and Vector

Aerospace in maintenance, repair and overhaul (MRO); Boeing, CAE, Haite and ATR in pilot simulator training; as well as Satair in distribution. Many other companies, such as Jet Aviation, Safran Electronics, ST Aerospace and SIA Engineering Company, are expanding their operations; and more new investments are anticipated to be made in 2014.

The Singapore Government remains committed to the aerospace industry. Last year, we announced the 1,080-hectare expansion of Changi Airport, which will cater new industrial zones for MRO and air cargo activities to grow when completed in mid-2020s. We are also pressing ahead with the development of Seletar Aerospace Park (SAP). SAP has established itself as the leading premier aerospace park in Asia. To meet growing demand, we are accelerating Phase 3 development and are introducing a second phase of ready-built facilities to provide quick start-up for investors.

Talent is also a key ingredient to success. Our schools are partnering companies to enhance their curriculum, and to offer experiential learning through industry internships. The Institute of Technical Education has even gone as far as procuring a Boeing 737 aircraft to provide its students better hands-on-training on campus.

This year, Singapore is once again honoured to host the international aviation community at the Singapore Airshow 2014. The Airshow is the leading aviation event in the region and provides an excellent platform for companies to explore commercial opportunities, exchange ideas and forge partnerships.

Collectively, these initiatives seek to build a conducive environment for aerospace companies to thrive. The Singapore Economic Development Board and our partner government agencies are committed to making Singapore the ideal home for your aerospace operations. We look forward to working closely with you to further the growth of the Aerospace Industry in Singapore.

testing, etc. Our research efforts are directed at developing novel nano-structural materials for localised repair of thermal barrier coatings and other aero engine components, as well as enhancement of spallation resistance for thermal barrier coatings. The development of abradable material for high-temperature applications and a conductive composite laminate with inherent lightning protection characteristics are examples of research in non-structural applications.

IMRE has a strong Sensors & Transducers research programme focusing in areas such as ferroics and piezoelectrics, fluorescence and terahertz in smart materials and nano-structured materials, and developing material-critical sensors, actuators and transducers. One example is in the investigation of direct-write sensor technology for aeronautical applications.

Chemistry-related aerospace research in IMRE includes a new methodology for speeding up the curing processes for a variety of aerospace sealants and adhesives; developing a passive lm on surfaces of a metal substrate to reduce degradation of lubrication oil in high-temperature environments; and developing erosion-resistant hydrophobic and superhydrophobic coatings for aircraft wings.

IMRE conducts research, via the usage of state-of-the-art instruments/techniques, in materials analysis and characterisation, materials design and growth, patterning and fabrication, as well as synthesis and integration.

The Institute of Materials Research and Engineering (IMRE), a research institute of Singapores Agency for Science, Technology and Research (A*STAR), offers various research capabilities related to the aerospace industry, and has been collaborating closely with aerospace companies through the A*STAR Aerospace Programme (research consortium).

The diverse materials research and engineering capabilities at IMRE and its reputable international standing enable the attraction and formation of collaborative efforts with various companies in the aerospace industry.

The Singapore Workforce Development Agency (WDA) enhances the competitiveness of our workforce by encouraging workers to learn for life and advance with skills. In todays economy, most jobs require not just knowledge, but also skills. WDA collaborates with employers, industry associations, the Union and training organisations, to develop and strengthen the Continuing Education and Training system that is skills-based, open and accessible, as a mainstream pathway for all workers young and older, from rank-and- le to professionals and executives to upgrade and advance in their careers and lives.

Singapore Workforce Skills Quali cations (WSQ) System

The Singapore Workforce Skills Quali cations (WSQ) is a national credentialing system that trains, develops, assesses and recognises adult workers for competencies they need to stay employable.

WSQ industry frameworks cover skills that equip workers with the know-how to perform in the industry and occupational skills to do speci c jobs. Each industry speci c WSQ is developed by the Singapore Workforce Development Agency (WDA) and the respective industry Skills and Training Council (ISTC) which comprises of economic agencies, industry players, training institutions and unions to help identify competencies and skills required for jobs in its respective sector.

The WSQ system is based on 4 underlying principles: Authority: Nationally-recognised certi cation Accessibility: Open to all workers Relevance: Industry-endorsed work-ready standards Progression: Training pathways aligned to career

    development

The WSQ system is designed to be practical, accessible and affordable, enabling every individual to take charge of their own career and advancement.

Key features of WSQ: Singular and exible training modules which can be

taken as and when required to acquire new skills and knowledge; or built up to full quali cations

Assessment and certi cation are based on ability to demonstrate capabilities required by industry

Accessible to all workers. Entry to courses based on competency and not on formal quali cations

Recognition of prior learning such as work experience and credentials

Quali cations and certi cations are based on industry-agreed standards
