Project Summary

1. Women in India, as in perhaps a large part of the World, suffer silently oppression and abuse at home for a variety of reasons. Lack of social support system, lack of financial independence and lack of self-confidence are a few contributory factors which make women suffer silently, physical, mental and emotional abuse at the hands of their in laws, husbands and sometimes even in their own homes. This is seen in all sections of the Indian society but is much more pronounced in the rural area.

2. Dehra Dun is the Capital city of Uttarakhand, with a population of over 12 lakhs. Even though it is a modern city, yet the mindset of people is still stuck in middle ages and domestic violence is a serious issue. Unfortunately, even though family system is strong in India, but after marriage the woman is regarded as an outsider and her own family very rarely stands by her and offers her shelter in cases of domestic violence. This absence of social support system, the difficulty most women face in finding a shelter for themselves independently, the vulnerability of a single woman fighting a separation battle with her husband are issues which need to be dealt with.

3. Equally vulnerable are women who are victims of dowry demands, rape, natural disasters, those forced into flesh trade, runaway girls and those who have been deserted by families.

4. The Saheli Women’s Shelter (SWS) is conceived as a shelter, for a maximum period of three years, for such women. It will provide food, shelter, clothing, medical and legal aid and rehabilitation training for 50 women.

5. Because of the inherent nature of the project, it would need 100% funding from concerned agencies.

About Saheli Trust

1. Saheli Trust is a duly registered Trust, working with the aim of empowering women and providing a safe

childhood to children. It was registered in April 2013. 2. The key person in the trust is Shruti Kaushik, it’s Secretary. Mrs Manju Kaushik is the President of the trust,

involved in defining broad outlines of the trust’s work. 3. About the trustees:

a. Shruti Kaushik, graduated from Dehra Dun Institute of Technology in 2011 and started working as a volunteer in Citizens For Green Doon, which is an environmental group working in Dehra Dun. She is an avid champion of women’s rights and women empowerment, environmental activist and an animal lover. She founded Saheli Trust as in her efforts in the same direction.

b. Manju Kaushik, is a social worker with decades of experience in the field. She has been very active in the project area and has lent a helping hand to dozens of women in distress.

c. Dr Nitin Pandey, who is the Patron of the trust, is a well-known Pediatrician in Dehra Dun and founder president of Citizens For Green Doon.

4. Work undertaken: Since it’s inception, the trust has been working from it’s office in Chandrabani village

and has undertaken the following work, from it’s own resources: a. Empowerment of women:

i. Through education: 1. Interactive sessions with girl school and college students on women’s rights, Right to

Information and Domestic violence. 2. Interactive sessions with village women about their rights especially regarding

property inheritance and Domestic Violence Prevention Act. 3. Teaching of English to village women.

ii. Through employment: A pilot project of Self Help Group is active from April 2013 employing about 10 women making handicraft products. Women are paid a percentage of the sales. This has given the women certain financial independence and boosted their self-esteem and confidence.

b. Prevention of Domestic Violence: Help is provided to victims of domestic violence through counselling of involved parties and legal action wherever required.

5. Future plans: of the trust, include setting up of three Saheli Self Help Groups, a Women’s Shelter and a women’s helpline.

Saheli Women’s Shelter

1. The problem:

a. Even though India has been independent for the last six decades, women in India are yet to gain independence. There is extensive discrimination against women, right from the womb to the tomb. Female fetuses are aborted, girl receive less food, less education and less attention from their parents and are often married at an early age. Even after marriage, their woes continue and a significant percentage of girls are not allowed to work and suffer in silence physical, mental and emotional trauma.

b. This suppression of women cuts across socio economic lines, though it is more extensive and more brutal in rural families, more so in those of lower and lower middle socio-economic class. Lack of education, lack of earning ability, lack of social support network, lack of family support are some of the reasons why women are forced to bear violence silently.

2. The project:

a. Goal of the project: is to provide immediate succor to women in distress and to assist them in long term rehabilitation.

b. Project Objectives: include working towards a society free from violence against women.

e. Project Details:

1. The project entails setting up a Women’s Shelter capable of looking after 50 women. 2. Following women would be eligible for admission in the shelter:

a. Victims of domestic violence. b. Victims of rape. c. Victims of dowry. d. Homeless women. e. Runaway girls. f. Women survivors of natural disaster, who have been rendered homeless and

are without any social and economic support. g. Women deserted by families for any reason. h. Sex workers, who seek help. i. Working women who have no place to stay and are in need of immediate

accommodation. 3. The following women are not eligible for admission:

a. Psychiatric patients, unless well controlled by drugs. 4. Duration of Stay: Maximum period of stay in the shelter is three years, which is

considered adequate period for effective rehabilitation, except for working women, who are admitted due to urgency in securing accommodation, in which case the maximum period of stay is six months. The maximum period can be waived off in exceptional cases by a resolution of Saheli trustees. Working women would need to submit a salary certificate along with the application.

5. Women admitted in the SWS will be provided with the following facilities: a. Food b. Clothes c. Toiletries d. Medical cover e. Legal help f. Psychological counselling g. Rehabilitation training

6. All applications for admission will be approved by Secretary, Saheli Trust. 7. Women staying in shelter home will not be charged any fees, except for Working

women who would need to pay 20% of their salary per month. 8. The project will have a Project Manager, one Shelter Warden, two Caretakers, two

part time sweepers, one office assistant, two cooks with a helper and one part time accountant.

f. Project Manager:

1. Will be overall responsible for the entire project. 2. Will be paid Rs 15,000/- per month. 3. Will be responsible for liaising with the donor agencies and completion of all

requirements and reports. 4. Will present quarterly progress report to Saheli Trustees and donor agencies. 5. Will be responsible for organizing all the activities of the SWS.

g. SW:

1. Will be responsible for running of the shelter on day to day basis. 2. Will be responsible for the security of the inmates of the shelter. 3. Will be responsible for the daily locking of the shelter gates. 4. Will be responsible for taking a daily attendance of the inmates in the morning and

before locking the gates. 5. Will report to the Project Manager. 6. Will be allotted a two bedroom house in the ground floor. 7. Will be paid Rs 15,000/- per month.

h. Caretakers: 1. There will be a lady caretakers at a salary of Rs 7000/- per month. 2. She will look after the inmates and ensure discipline. 3. She will help in maintaining the cleanliness of the SWS.

k. Project Accountant:

1. Part time employee, responsible for keeping accounts of the project. 2. Will work under PM. 3. Will be paid Rs 10,000/- per month.

i. Office Assistant:

1. There will be an office assistant for maintaining records and doing other office work. 2. Would be paid Rs 7.000/- per month.

j. Sweepers: 1. There will be two part time sweepers; their manner of working would be decided by the

SW. 2. They would be paid Rs 6.000/- per month.

k. Cooks: 1. There will be two cook and an assistant cook. They will be paid Rs 10,000/- and Rs 5,000/- respectively. 2. Will be responsible for providing all meals and tea to the residents.

3. Project Outcome: Once established, the SWS will provided much needed support to women in distress in the entire region.
