UNA SCUOLA INCLUSIVA PER COSTRUIRE UNA COMUNITA’ TERRITORIALE DI CITTADINI AL PASSO CON LE SFIDE DEL 21^ SECOLO
AN INCLUSIVE SCHOOL TO BUILD UP A LOCAL COMMUNITY OF CITIZENS IN LINE WITH THE 21^ CENTURY CHALLENGES
L’IC10 è situato nella primaperiferia di Modena, tra areeartigianali e industriali, in via diriqualificazione. Fin dagli anni ‘50 il Quartiere diriferimento della scuola conosceforti flussi migratori dall’Italia delsud e in seguito da paesi dell’UE oextracomunitari. Gli stranieri residenti nel Comunedi Modena costituiscono il 15,4%dei residenti. Tra il 2004 e il 2016l’incremento supera il 50% (ISTAT1/1/2016). Nell’anno in corso lapercentuale di alunni stranieriiscritti alla primaria oltrepassa il30% previsto dalla legge e nellascuola secondaria si attesta al 30%(dati PTOF 2016/19). Un recentefenomeno che influisce moltosull’insuccesso scolastico è quelloche vede famiglie immigrate aModena tornare al paese d’origineper qualche anno e poi di nuovo incittà; oppure, migrare verso un

Since the 1950s, the school's maindistrict has experienced a strong
migratory flows from southern Italyand later from EU or non-EU
countries. Foreigners residing in the
Municipality of Modena make up the15.4% of residents. Between 2004
and 2016, the increase exceeds50% (ISTAT 1/1/2016). In the
current year the percentage offoreign students in primary school
exceeds 30% set by law and insecondary school stands at 30%
(PTOF 2016/19 data). A recentphenomenon that greatly influences
school failure is that immigrantfamilies often go back to their
country of origin for a few years andthen come back to Modena; or,
migrate to another country.

Infine, alcune famiglie, ancheitaliane, con l’attuale crisieconomica, sono piombate in unaprecarietà lavorativa, economica eanche abitativa e, infatti, 80famiglie della Secondaria hannofatto richiesta di libri in comodato. La popolazione studentescaproviene da famiglie moltodiverse: famiglie funzionali efamiglie disfunzionali; famiglie cheaffrontano difficoltà economiche,problemi con la giustizia e famiglie"normali". In una prospettiva inclusiva, lacomposizione delle classi è moltovaria. Non ci sono classi ghetto.
This caouses precariousness andlinguistic and cultural fragility and
can turn into discomfort anddropping out of school at the end
of the first cycle. Comparison with Save the
Children's IPE 2012 for the EmiliaRomagna region and the study by
Paolo Silvestri * on the Modenaminors reveals that many of the
children enrolled in primaryschools arrive there without having
attended any nursery school foreconomic reasons: a factor that J.Heckman identifies as decisive foremotional and social development
and inclusion, especially amongthe most disadvantaged people.
Finally, some families, even Italianones, because of the current
economic crisis, have fallen intoprecariousness of work, of income
and even of housing and, as amatter of fact, about 80 families of
the Secondary school haverequested books on loan.
The student population comesfrom very different families:
functional families anddysfunctional families; families
facing economic difficulties,problems with justice ande
"normal" families.

Da tre anni (esattamente dal primoattacco terroristico a Parigi), suiniziativa di alcuni insegnanti, lascuola è entrata a far parte dellaRete Italiana di Scuole per la Pacee promuove la nonviolenza nellagestione dei conflitti. Solo le scuole primarie hanno iltempo pieno e il servizio mensa,supportato in parte dal Comune;ciononostante non tutte le famigliepossono pagare e accedervi. La scuola secondaria e due primariesono connesse al 100%, grazie aiprogetti Scuola 2.0. L’uso di internettra gli utenti dell’IC10 è favorito dallaconnessione gratuita alla bibliotecadi quartiere e ad altre strutture comei centri-giovani. Leggere libri, frequentare teatri,musei o concerti, mostrano datibassi sia in Emilia Romagna che tragli alunni dell’IC10. Il quadro di coloro che presentanodiverse tipologie di BisogniEducativi Speciali era cosìcomposto: 43 alunni con DSA; 37con disabilità; 40 non italiofoni livelloQCER A1/A2; 42 con disagiosociale, familiare o scolastico.
In an inclusive perspective, thecomposition of the classes is very
mixed. There are no ghettoclasses.
Three years ago (exactly after thefirst terrorist attack in Paris),
starting from the initiative of someteachers, the school has became
part of the Italian Network ofSchools for Peace and promotes
nonviolence in the management ofconflicts.
Only primary schools have full time
school schedule which includes canteen service, supported in
same cases by the municipality; even so not all families
can afford it. The secondary school and two
primary schools are 100%connected, thanks to the School2.0 projects. Internet use among
IC10 users is facilitated by freeconnection to the neighborhood
library and other facilities such asyouth centers.
Reading books, attending theaters,museums or concerts, show low
datas both in Emilia Romagna andamong the IC10 students.

INCLUSION
Con il primo Piano Nazionale per laScuola Digitale - 2008 - la scuolasecondaria “G. Marconi” dell’IC10ha cominciato a esplorare una dellenuove frontiere dell’innovazionedidattica e in tutte le classi sonostate introdotte le L.I.M. Molti passiavanti sono stati fatti negli annisuccessivi, dotando la scuola delleinfrastrutture e dei dispositivinecessari. Attualmente si staprocedendo all’adeguamentostrutturale delle scuole primarie. Durante l’anno scolastico 2011/12 lascuola ha partecipato al progettoCl@ssi 2.0 che aveva l’obiettivo diintrodurre la didattica digitale asostegno degli apprendimenticurricolari. Accanto a questaesperienza è maturata anche quelladi tre edizioni del progetto iTEC(2012/15), in collaborazione conl’Università di Modena e ReggioEmilia. In questa occasione lascuola ha “aumentato” lo spazio e iltempo di apprendimento attraversole classi virtuali di Edmodo, dove unredivivo prof. Darwin hasperimentato l’e-learning sul temadell’evoluzione. Grazie aun’importante collaborazione conl’Università di Trento e la Erickson èstata introdotta la metodologia delcooperative learning, molto adattaalla didattica digitale e alla ICTliteracy.

Within the first National Plan forthe Digital School - 2008 - the
secondary school "G. Marconi" ofthe IC10 has started to explore
new frontiers of educationalinnovations and all classes have
been equipped with the L.I.M. Many steps forward have been
made in the following years,equipping the school of the
necessary infrastructures anddevices. Nowaday the IC10 isproviding the equipment to the
primary schools. During the school year 2011/2012
the school participated in theCl@ssi 2.0 project which wasaimed to introduce the digitallearning to support curricular
learning. Alongside this experience, three
editions of the iTEC project (2012-2015) were also developed, in
cooperation with the University ofModena and Reggio Emilia
(UNIMORE).

INNOVATION
Questo processo di rinnovamentodegli spazi, della programmazione edella didattica ha potuto procedereanche grazie ai percorsi diformazione rivolti a tutto lo staff e inparticolare agli insegnanti, chehanno accompagnato le variesperimentazioni. Ad esempio, neltempo, la scuola Marconi haabbattuo i confini delle classi,lavorando sempre più in modalità“classi aperte” e trasformando inspazio di apprendimento anche icorridoi, opportunamente muniti diarredi adatti al lavoro cooperativo inpiccoli gruppi omogenei o misti, aseconda delle esigenze didattiche;ciò ha portato, infine, a marzo 2017,all’inaugurazione di un nuovoambiente di apprendimento per leLingue, denominato INTERLAB 3.0.L’aula è stata realizzata sulla basedelle chiavi di arredo e deglistrumenti di lavoro più moderni,correlati alle metodologie didattichedell’apprendimento collaborativo,del problem based learning e, più ingenerale, della didattica attiva.Grazie alla presenza di isole ecolonnine, sarà possibile attuareuna didattica digitale di tipo BYOD. Solo negli ultimi due anni scolasticila scuola secondaria ha avviatol’introduzione del coding inoccasione della Code Week,
On this occasion the school has"increased" space and learning time
through the virtual classes ofEdmodo, where a reborn prof.
Darwin has experimented e-learning on the evolution theme.
Thanks to an importantcollaboration between the School,
the University of Trento and thepublisher Erickson, the cooperative
learning methodology wasintroduced, which is particularly
suitable for digital teaching and ICTliteracy experiences.
This process of renewal of space,of planning activities and learning
experience has been conductedvery effectively. For example, overtime, the school has gone beyond
class boundaries, working in "openclasses" and transforming even
corridors into learning spaces,suitably equipped with furniture
adapt to the cooperative work insmall homogeneous or mixed
groups, depending on theeducational needs. Morever, in
March 2017, a new languagelearning environment called
INTERLAB 3.0 hase beeninaugurated. The class has been
equipped with technology tofacilitate cooperation, to promote
the problem base learningmethodology (PBL) and, more
generally, an active learning.Thanks to islands with columns
desks, it is possible to implement adigital learnings based on BYOD.

in particolare, il linguaggio diprogrammazione a blocchi con ilsoftware Scratch, sia per larealizzazione di percorsi distorytelling, sia di sempliciapplicazioni, come ad es. un'app perla lettura del QR code per accedere amateriali digitali di progetti scolastici. La scuola crede fortemente che“Saper programmare è importantetanto quanto conoscere una linguastraniera o imparare a leggere escrivere” (Mitch Resnik) Nell’ultimo anno è stata avviata larealizzazione della Bibliotecascolastica innovativa che perseguel’obiettivo di “promuovere a livellolocale la nascita di reti di scuole checompletino o realizzino ex novobiblioteche scolastiche capaci diassumere la funzione di centri didocumentazione e alfabetizzazioneinformativa, aperti al territoriocircostante, nei quali moltiplicare leoccasioni per favorire esperienze discrittura e di lettura, anche conl’ausilio delle tecnologie e del web.(PNSD – Azione #24, pag. 100). La scuola si presenta a fortevocazione linguistica, in un contestomulticulturale e con la possibilità diapprendere, oltre all’inglese, unaseconda L2 a scelta tra Francese,Spagnolo e Tedesco.
In the last three school years Codinghas been introduced on occasion of
the European Code Week to explore,in particular, the programming
language by the Scratch or the MITapp inventor software, both for the
realization of storytelling, and ofsimple applications, such as a
qrcode reader app to access digitalmaterials of school projects.
The school strongly believes that"Knowing how to program” is asimportant as knowing a foreign
language or learning to read andwrite" (Mitch Resnik).
In the last year the realization of the
innovative School Library hasstarted, which pursues the objective
of promoting at local level thecreation of networks of schools thatcan complete or create new schoollibraries able to become centers of
documentation and informationliteracy, open to the surroundingterritory, in which to multiply the
opportunities to favor writing andreading experiences, also with the
help of technology and web. (PNSD -Action # 24, page 100).
Finally the school has a strong
linguistic vocation, in a multiculturalcontext, with the possibility to choose
the learning of L2 moreover thanEnglish, between French, Spanish
and German.

Negli ultimi quattro anni è statoperseguito l’obiettivo di dare unamaggior internazionalizzazione allascuola, grazie alla partecipazione aprogetti eTwinning e a progettiErasmus+ KA2. L'Istituto è statopartner del progetto Erasmus+“Make me a European” eattualmente è partner del progetto“Let’s cultivate peace throughuniversal brotherhood” . I gemellaggi online hanno coinvoltonegli anni precedenti più di unadecina di classi della scuolasecondaria di primo grado e moltiprogetti hanno conseguito l’Etwinning Quality Label o loEuropean Quality Label. Lapiattaforma eTwinning rappresentauno strumento molto efficace ancheper l’aggiornamento degli insegnanti,grazie ai numerosi Learning Eventproposti, soprattutto per ciò cheriguarda la digital literacy. La scuola intende dunque andareincontro alle indicazioni chescaturiscono dall’Agenda digitale EU,a quelle del Framework for 21stCentury Skills del World EconomicForum e alla Strategia Europea 2020per preparare al meglio le nuovegenerazioni, in un’ottica diapprendimento permanente e dicompetitività sul lavoro.

In the last four years the goal ofinternationalize the school has
been pursued, thanks to theparticipation in eTwinning projectsand Erasmus + KA2 projects. The
institute has been partner of theErasmus + "Make me a European"project and it is currently a partner
of the project "Let's cultivate peacethrough universal brotherhood" .
eTwinning projects have involvedmore than a dozen lower
secondary school classes in theprevious years and many projects
have earned the Etwinning QualityLabel or the European Quality
Label. The eTwinning platform is avery effective tool also for
teachers' updating, thanks to themany Learning Events, especially
about digital literacy.
The school therefore intends tomeet the EU Digital Agenda
indications, those of theFramework for the 21st century
Competences of the WorldEconomic Forum and the
European Strategy 2020 to bestsupport the 21^ Centuries'
generations, in a perspecitve of alifelong learning and of
competitiveness at work.

La società giorno per giornodiventa sempre più complessa. Igiovani sono immersi in unamoltitudine di sollecitazioni e lemodifiche sono sempre più veloci.Si trovano a vivere in diversi mondireali e virtuali, spessosimultaneamente. Sono costretti acrescere velocemente, anche senon sono preparati. In questa complessità le regolegiocano un ruolo sempre piùimportante nel rafforzare lademocrazia, la partecipazione e lacapacità di orientarsi e scegliere. La scuola si fa carico di questo elavora molto per offrire agli studentil'opportunità di essere attivi sulladefinizione delle regole per viverebene insieme e dare lorol'opportunità di riflettere con espertisu alcuni casi di comportamentodeviante e le loro conseguenze.
LA LEGALITÁ É IL FONDAMENTO DI UNA CITTADINANZA ATTIVA
Day by day society becomes moreand more complex. Young people
are immersed in a multitude ofsolicitations and changes are
always faster. They find themselvesliving in different real and virtual
worlds, often simultaneously. Theyare forced to grow fast, even if they
are not prepared. In this complexity the rules play aneven stronger role in strengthening
democracy, participation and theability to orient and choose.
The school is in charge of thiscomplexity and works hard to offer
students the opportunity to beactive on the definition of the rules
to live well together and gives themthe opportunity to reflect with
experts on some cases of deviantbehavior and their consequences.
. LEGALITY IS THE FUNDAMENT OF THE ACTIVE CITIZENSHIP
La parola Curiositas in latino si riferisce all'atteggiamento degli umaninell’essere interessati all'apprendimento. Include la competenza chiave
"imparare a imparare" e tiene conto della motivazione ad apprendere. È ancheuna leva importante per impegnarsi in processi innovativi. Infine, puòsupportare il processo di apprendimento lungo tutto l’arco della vita,
necessario per restare competitivi. Questo è il motivo per cui la Curiositas è un tratto importante da sviluppare e
supportare sia negli studenti che negli insegnanti.
LA CURIOSITAS É L’ATTEGGIAMENTO MENTALE PER IMPARARE
Le radici profonde sono necessarieper andare lontano. Anche il senso diappartenenza ha bisogno di loro e un
vero processo inclusivo inizia dallaconsapevolezza del proprio
background e del rispetto per quellodell'altro. Per rafforzare questacompetenza di base la scuola siavvale dell’alleanza con tutte le
agenzie educative presenti sul proprioterritorio e che costituiscono una rete.
Essa costituisce il presupposto peruna mente aperta necessaria sia perun atteggiamento scientifico, quando
si leggono le fonti, si sviluppanodomande di ricerca e si ponderano leipotesi, sia per sviluppare il pensierocreativo e critico senza ancorarli a
preconcetti. Una mente aperta è essenziale per
scoprire il proprio talento oinclinazione.

attitude, when one reads thesources, develop research
questions and ponder hypotheses,and to develop creative and criticalthinking without anchoring them to
preconceptions. An open mind is essential to

CURIOSITAS IS THE MIND ATTITUDE FOR LEARNING
The word Curiositas in Latin refers to the attitude of humans on the interestin learning. It includes the key competence "learning to learn" and takes intoaccount the motivation to learn. It is also an important lever for engaging ininnovative processes. Finally, it can support the life-long learning process
necessary to be competitive. This is why Curiositas is an important trait to develop and support both in
students and teachers. .

Chi usa questi SM? in quali contesti?Le SM indicate sono usate sia dagli insegnanti che dagli studenti, solamente per scopi didattici. Il
loro uso è soggetto all'autorizzazione dei genitori. Sono usate prevalentemente in spazi "protetti"
(ad es., la scuola fornisce un Google account apposito). La scuola fornisce strumenti e connessione,
ma fa ricorso anche al BYOD
Ci sono politiche scolastiche o regole relative ai SM o alle ITC a scuola?Il regolamento scolastico proibisce l'uso dei devices per scopi personali. Il loro uso è promosso per
scopi educativi.
La scuola ha dovuto affrontare eventuali incidenti legati all'uso della SM?Sfortunatamente sì. La maggior parte di essi consiste nella pubblicazione indebita di foto e filmati su
Istagram o Snapchat. Si sono verificati anche furti di Smarthphone. Ci sono stati pochissimi casi di
intrusione nel registro elettronico. La scuola ha mediato il conflitto per evitare denunce legali e per far
acquisire la consapevolezza dell'azione. Se necessario, ha dato punizioni severe, dai compiti di
riparazione all'espulsione dalla scuola per 2 giorni.

Has your school ever been confronted with any accidents related to the use of SM?Unfortunately it has. Many accidnets involve undue publications of photos and filming on Istagram or
Snapchat. Smarthphone thefts have also occurred. There were, albeit very few, cases of undue
intrusion in the electronic register. The school tried to mediate the conflict to avoid legal complaints
and to increase awareness of the deed. If necessary it gave severe punishments, from remedial tasks
to expulsion from the school for 2 days.

Valutazione dei rischiLa strategia per i SM è in stretta correlazione con Il Piano Triennale dell’Offerta Formativa (PTOF)della scuola, con il Piano Triennale della Formazione per i docenti della scuola, con le attività dellascuola nell’ambito del Piano Nazionale Scuola Digitale. Il Piano di Attuazione prevede azioni che sono in larga parte in continuità con quanto realizzatonegli anni recenti. Ciò lascia intravedere pochi rischi di realizzazione. In effetti la formazione dei docenti, che rappresenta una quota significativa del Piano, èprogrammata sulla base di un’analisi dei bisogni dei docenti o di considerazioni connesse agliobiettivi strategici della scuola in generale. Normalmente si registra una significativapartecipazione. Qualora la partecipazione non sia regolare, si potrà ovviare con l’invio agli iscrittidei materiali dei corsi, corredati da spiegazioni o videotutorial. Per quanto riguarda i due eventi, quello tenuto dalla compagnia teatrale ERT ha un richiamo moltogrande proprio per la fama degli attori, ma in ogni caso la partecipazione della comunità allospettacolo che si terrà a scuola sarà sollecitata con adeguate forme di pubblicità; la partecipazioneall’evento sul cyberbullismo, invece, è stato sollecitato dal Comitato dei genitori presente a scuola ecomunque ne sarà data comunicazione in tutti i modi più consoni. I progetti e i laboratori in orario curricolare non sembrano particolarmente soggetti a rischi direalizzazione; quelli in orario extracurricolare, sono parte di progetti approvati e dunque hannocopertura finanziaria; inoltre gli studenti vi accedono in base alla propria motivazione, e ciòdovrebbe mettere al riparo da eventuali rischi. Uno dei veri rischi del piano di attuazione è insito nel numero delle attività che possono esseretante per una sola annualità. Ma nel caso in cui non si potesse portare a termine tutto il piano,l’attuazione di alcune attività saranno rinviate all’anno prossimo, in un'ottica di strategia triennale,come per tutti gli altri documenti strategici della scuola.
The strategy for SM is closely related to the School Three-year Plan of Formative Offer (PTOF), tothe Three-year Training Plan for school teachers and to the school activities within the NationalDigital School Plan. The Implementation Plan includes actions that are largely in continuity with what has beenachieved in recent years. This leaves little glimpse of risks of lack realization. In fact, teacher training, which represents a significant portion of the Plan, is planned on the basisof an analysis of teachers' needs or considerations related to the strategic goals of the school ingeneral. Normally there is a significant participation. If the participation were not regular, it shouldbe possible to send the course material and explanations or video tutorial to those who could not come to class. As for the two events, the one held by the theater company ERT has a very large appeal due tothe fame of the actors, but in any case the participation of the community at the show, that will beheld at school, will be solicited with appropriate forms of advertising; participation at the cyber-bullying event, on the other hand, was solicited by the school Parents' Committee and in anycase it will be communicated in the most appropriate ways. Projects and laboratories in curricular time do not seem particularly subject to risks of lack ofimplementation; those in extracurricular hours, are part of approved projects and therefore havefinancial coverage; moreover, the students access because they want and choose them, and thisshould protect them from risks of failure. One of the real risks of the implementation plan is due to the number of activities that might betoo many for one year only. But in case the whole plan could not be completed, theimplementation of some activities will be postponed to the next year, since the three-yearperspective of the other school documents.
