Résumé | RUDY GHEYSEN 1 RUDY GHEYSEN BA, DIP.PM, CMM iii PE.OCC Rudy is the former Director of the Ontario Police College and Chief of Police of Aylmer, Ontario. Rudy began his policing career in 1975 with the London Police Service. In March of 1987, he was appointed Chief of Police for the Town of Aylmer where he remained until his appointment as Deputy Director of the Ontario Police College. His municipal, provincial and private sector experience includes 25 years of senior management and executive experience. As former Director of the Ontario Police College, a 24/7 facility and responsible for all aspects of its functionality, Rudy has developed a keen knowledge of what is required to ensure an operation is running effectively and efficiently. His experience includes major multimillion dollar programs, as well as operational and system reviews. Rudy holds a B.A. in Social Sciences and a Diploma in Police Management Studies from Western University. He holds Certification in Alternative Dispute Resolution from the University of Windsor. He has completed numerous Executive Development and Management Courses at the Canadian Police College and the Ontario Police College, and is a certified Municipal Manager Level lll Police Executive. He is a life member of the Canadian Association of Chiefs of Police (C.A.C.P.) and the Ontario Association of Chiefs of Police (O.A.C.P.). He is past Chair of the C.A.C.P. H.R. Committee, past Vice Chair of the O.A.C.P. Training Committee and the Canadian Police Sector Council advisory committee. Rudy is a past member of the Board of Directors of the Canadian Police Sector Council, the Canadian Police Knowledge Network (CPKN) Board of Directors, the Canadian Police College Advisory Board and University of Guelph’s Centre for Studies in Leadership, and Board of Directors St. Thomas & Elgin Family & Children Services. He is also a member of the East Elgin Family Health Team Board of Directors and the Aylmer and Area Chamber of Commerce Board of Directors. PROFESSIONAL EXPERIENCE Director Ontario Ministry of Transportation 2011- 2012 Road User Safety Division Director Fraud Prevention Enforcement Project » Lead the investigation and development of a framework for establishing an enforcement unit within the Fraud Prevention and Business Integrity Office, Road User Safety Division of the Ontario Ministry of Transportation. » Established extensive stakeholder relationships and protocols with municipal, provincial and federal law enforcement agencies to deal with fraudulent activity within the driver license and vehicle registration functions, including suspected criminal incidents. » Development of business process and risk analysis. Director ONTARIO POLICE COLLEGE (OPC) 2001 -2011 Ontario’s Central Residential Police Training College » Leading the daily operation of the college and its residential component. Ensured organization’s numerous education programs were cutting edge, driving leadership and employee development, employee engagement and organizational development, with an emphasis on research. Resulting in OPC being recognized as world leader in police training. » Oversight of all on-site consultations, executive team development, coursework creation, systems training, change management and business processes. » Established new on-line learning, requiring significant risk and change management skills. Direct a curriculum development that provides several diploma and certification programs. Resulting in increased accessibility and professionalized of policing. » Served on Ministry and other committees that determine policies impacting on the professional development of law enforcement officers. Ensuring training was central in policy development. » Chaired and lead working groups responsible for determining future policy, e.g. responses to new regulations and risk associated with changes. » Networking with federal, provincial and international police and training communities to ensure a high profile for the college and establishing national and international partnerships. Deputy Director ONTARIO POLICE COLLEGE (OPC) 1995 -2001 Ontario’s Central Residential Police Training College » Directed the patrol training activities of the Ontario Police College, supervised and participated in research activities and formulated strategic tactical plans to meet the Ministry’s mandate for the Ontario Police College. Assessed the police community’s present and future training needs, made recommendations to shift the focus of training and development of new programs of study to meet needs. Recommend and oversight of numerous program changes, having impact across the province, federally and internationally. Lectured in various areas.

RUDY GHEYSEN BA, Dip.pM, CMM iii pE.OCC Rudy is the former Director of the Ontario police College and Chief of police of Aylmer, Ontario.
