For the purposes of distinction, official and mandatory cooling breaks will not be pre- established. Rather, climate conditions will be evaluated prior to each match by the FIFA Venue Medical Officer (VMO). The Wet Bulb Globe Temperature (WBGT) will be the official measure used to determine whether cooling breaks shall be implimented. Should the WBGT exceed 32 degrees (also taking into account additional factors such as the time of day, the amount of cloud cover and stadium location), the VMO will recommend cooling breaks to the FIFA General Coordinator (GC) and the Match Commissioner (MC). The implementation and control of the cooling break resides with the referee. The WBGT measurement will be taken 90 minutes before kick-off and then monitored. At 60 minutes before kick-off, the VMO will consult the GC and MC to determine whether cooling breaks should be implimented. The GC will then inform the (1) referees. (2) teams, (3) FIFA TV and (4) FIFA Media about the cooling break decision. Cooling breaks, foreseen to be three minutes in duration, will be then implimented by the referee at approximately 30 minutes in duration into the run-of-play in both halves of the match (i.e. around 30th minute and 75th minute respectively) (each a “Cooling Break”).
