32 ANNUAL REPORT 2016 ROTC e Reserve Officers’ Training Corps (ROTC) Unit has been active in various activities and engagements on- and off-campus. Together with cadets from the Literacy Training Service (LTS) and Civic Welfare Training Service (CWTS), the ROTC participated in the annual City Nutri-Fit Walk and raised P11,220. e amount was donated to support the City Nutrition Program. Several cadets also joined the Philippine Red Cross 7th Run for Humanity to commemorate International Humanitarian Law Day, and participated in the 2015 International Coastal and Waterways Clean Up. Moreover, the unit led the groundbreaking ceremony of 5051st TASU building, which was accompanied with a tree-planting activity. Director Lt. Col. Rafael Crescencio C. Tan Jr. was also on top of a number of significant activities initiated by the Unit. He led the distribution of white giſts to the inmates of the City and Provincial Jails last December. Along with selected ROTC instructors and first-class cadets, he attended the 13th STET-VIP CAT/NSTP Annual National Convention, Kabalikat Awards, Alumni Homecoming, and VIPinoy Recognition, which aimed to rekindle consciousness on national security among stakeholders of the National Training Service Program. ROTC

both service-learning experts, were invited to Satya Wacana University, Indonesia on April 14-15 2016 to train 45 teachers in service-learning. The Institute has been approved to host the 7th Asia-Pacific Service-Learning Conference in 2021 to be attended by Service-Learning Asia Network (SLAN) members.

International Center for Mission Studies in Asia.

The International Center for Mission Studies in Asia, in partnership with the Divinity School and the Philosophy Department, hosted the Philippine conference on “500 Years of Reformation: The Enduring Relevance of Martin Luther”. Dr. Christian Hohmann, a scholar and the regional pastor in the Institute for Mission, Ecumenism and Global Responsibility in the Protestant Church of Westphalia, Germany discussed at plenary the global relevance of Luther’s Reformation. Held October 2015, the two-day conference gathered Filipino scholars from Southern Christian College, University of San Carlos, Cebu Theological Forum and Silliman. It also provided the venue where participants discussed the major theme of Reformation and its links with ecumenism and extremism, music and media, liberation and politics, and the bible and the church.

Government Affairs Center

The Government Affairs Center (SUGA) rolled out a series of training on delivery of leadership for convergence and health leadership and management for the poor, to participants from Negros Island and Siquijor. It was conducted in

partnership with the Department of Social Welfare and Development (DSWD) and the Department of Health (DOH).

SUGA also facilitated seminar-workshops on “Bringing Governance to the Barangays” to the different barangay officials of Mabinay and Pamplona from September 2015 to March 2016. Continuing with its engagement in barangays, it worked with the History and Political Science Department in administering a “Citizen Satisfaction Index System” survey in select barangays in Dumaguete.

In April 2016, Director Atty. Tabitha E. Tinagan was invited to be part of the Regional Assessment Team of the Department of Interior and Local Government (DILG) in the granting of the Seal of Good Local Government to Negros Occidental.

Justice and Peace Center

In coordination with the Divinity School Student Association, Philippine Ecumenical Peace Platform, and the environmental advocacy group, 350.org., the Justice and Peace Center held

a peace forum themed “Our Land, Our Lives, Our Peace” on September 2015 at the Silliman Hall. The speaker, Sr. Stella Matutina, who is the recipient of the 2015 Human Rights Award by Weimer, Germany, tackled the issue of Lumad killings and forced displacement in Mindanao.

Salonga Center for Law and Development

For the past years, the Jovito Salonga Center for Law and Development (JSCLD) has been active in organizing activities for public servants. JSCLD organized the seminar for the Armed Forces of the Philippines and the Philippine National Police assigned within the Province of Negros Oriental, tackling relevant legal issues and procedures. It also held seminars on Philippine Election Laws, Frequently Violated Special Penal Laws, Violence Against Women and Children (VAWC) or RA No. 9262 for the 79th Infantry Battalion and the Philippine Army, and RA 8353 (Anti-Rape Law) and Magna Carta for Women in Barangay Buñao.

As an extension arm of the College of Law, JSCLD spearheaded the Legal Aid Bureau Seminar, aimed at

strengthening legal aid clinics, the Traffic Meeting, to discuss initiatives at reducing traffic congestion in Dumaguete, and the possibility of establishing a 911 emergency system.

It was also in this school year when JSCLD lost the noble statesman after whom the Center was named: Dr. Jovito R. Salonga. His legacy remains JSCLD’s source of inspiration and commitment.

MUSEUMS

Anthropology Museum

The Anthropology Museum relocated to the second floor of Hibbard Hall, a much more conducive facility for its collections and growing number of visitors. A total of 4,139 visited the Museum from different parts of the country and abroad.

Added to the Museum’s rich collection this School Year were a collection of valuable stones and petrified wood and a cover box dating back to the Sung Dynasty period from various donors: Mr. Romy and Mrs. Linda Basmayor, Mr. Michael Campbell, Mr. Jake Alcancia and Dr. Ruth C. Ontoy.

The Museum also took an active role in organizing with the Sociology and Anthropology Department the Ugnayang Pang-Agham Tao, Inc. (UGAT) conference of the Philippine Geographical Society, Inc. last October 22 to 24, 2015.

Assistant Curator Ms Christine S. Batiles was elected as external vice president of the Central Visayas Association of Museums held July 3, 2015 in Cebu.

Robert B. and Metta J. Silliman Library

The Silliman University Library System, with the Robert B. and Metta J. Silliman Library as its main base, ran the fifth year of its digitization program. The program seeks to preserve the Library’s rare collection of reading materials without limiting public access to copies on film.

Being one of few libraries in the country that house rare and historical documents, the Library embarked full-swing on its digitization project in 2011. The process of digitization is done in phases, prioritizing first the rare, dilapidated documents and materials available in the Filipiniana Section. Since April 2011, the Library has digitized a total of 861 records and 292,278 images. This year, added into the rich collection of digitized resources were the authentic recording and transcripts of the Ulahingan

chants of the Manobo tribe.Set to start next year is the fourth phase. This extends to more Sillimaniana materials, abstracts of theses and dissertations, as well as some important materials from the collection donated by former Philippine President Fidel V. Ramos.

For its outreach program, the Library has donated a total of 1,860 volumes of books to West City Elementary School, South City Elementary School, Colegio de Santa Catalina de Alejandria and Negros Oriental State University-Siaton campus.

This school year, the Library added to its collection a total of 687 titles and 773 volumes.

Office of Student Services

The Office of Student Services (OSS) is one of few service units with 24/7

operations in the University, to better ensure student welfare.

On August 10, 2015, its staff underwent Frontline Skills Training. A similar training was given to student assistants over whom OSS has supervision. The Student Organization and Activities Division (SOAD) also initiated three activities to improve delivery of student development programs: Student Government Summer Referencing Program, Student Government Leadership Training and Teambuilding, and Student Organizations Summit.

Two of its Guidance Counselors passed the 2015 Guidance and Counseling Board Examinations: Ms. Rochelle Marie C. Remollo and Ms. Rea Mae Arbon-Cadeliña.

SOAD also served as organizer or host of events: a testimonial dinner for graduating international students, with National Scientist Dr. Angel C.

Alcala as speaker; 21st Philippine Association of Administrators of Student Affairs, Inc. (PAASA, Inc.) National Convention from April 20 to 23, 2016 with the theme “Student Affairs Practitioners: Discovering the Opportunity and Possibilities of One ASEAN Community”; and the Philippine Guidance and Counseling Association, Inc. (PGCA) 51st Mid-year Conference on October 29-30, 2015 themed “Evidenced-Based Counseling: Current Directions, Practices, and Challenges”, attended by around 500 participants.

Dean of Students Dr. Edna Gladys T. Calingacion was elected to a three-year term to the Board of the Philippine Association of Administrators of Student Affairs, Inc., and made it to the Executive Board as Auditor of the Association from April 2015 to April 2016 then as PRO from April 2016 to April 2017. Guidance and Testing Division Head Dr. Jaruvic C. Rafols was also elected as vice president of PGCA Negros Oriental-Siquijor Chapter last July 17, 2015.

OSS also played a key role in the Student Exchange Program of the University. It hosted a total of 14 inbound students from Hannam University in Korea (2); Satya Wacana University in Indonesia (3); Technische Hochschule Ingolstadt University in Germany (8) and Shikoku Gakuin University (SGU) in Japan (1). The university also sent students to Hannam University (2), International Christian University (1) and SGU (2).
