Paul P. Harris, a lawyer, was the founder of Rotary, the world’s first and most international service club. Rotary is an organization of business and professional leaders united world-wide to provide humanitarian service, promote high ethical standards in all vocations, and help build goodwill and peace in the world.

Born in Racine, Wisconsin on 19 April 1868, Paul was the second of six children born to George N. Harris and Cornelia Brian Harris. At age 3 he moved to Wallingford, Vermont where he grew up in the care of his paternal grandparents. Married to Jean Thomas Harris (1881-1963), they had no children. He received an LL.B. from the University of Iowa and received an honorary LL.D. from the University of Ver-mont.

In 1896, he went to Chicago to practice law. One evening Paul went with a professional friend to his suburban home. After dinner, as they strolled through the neighborhood, Paul’s friend introduced him to various tradesmen in their stores. This reminded Paul of his New England village and it occurred to him, “Why not have a fellowship composed of businessmen from different occupations, without restrictions of politics or religion?”

On 23 February 1905, Paul Harris formed the first Rotary Club with three other businessmen: Silvester Schiele, a coal merchant, Gustavus Loehr, a mining engineer, and Hiram Shorey, a merchant tailor. Paul Harris named the new club “Rotary” because members met in rotation at their various places of business. When Paul Harris became president of the club in its third year, he was convinced that the Rotary club could be developed into an important service movement and strove to extend Rotary to other cities.

When President emeritus Paul Harris passed away on 27 January 1947, his dream had grown from an informal meet-ing of four men to some 6,000 Rotary clubs developed for the purpose of service and fellowship.

John Germ 2016-17 Rotary International PresidentRotary Club of Chattanooga, TN

John F. Germ, a member of the Rotary Club of Chattanooga, Tennessee, USA, and chair of the International PolioPlus Committee.

For Rotary to thrive, Germ says, members must face current and future challenges and opportunities with "passion, enthusiasm, perseverance, and above all, integrity."

"I envision Rotary boldly and creatively engaging the suc-cess of polio eradication, membership and identity issues, strengthening clubs, work with youth – our future lifeblood, and the creation of critical, strategic partnerships," says Germ. “The 2016-17 Rotary year offers a tremendous oppor-tunity for Rotary International and the Foundation partner-ship unified and thriving, on all levels, via the six areas of focus.”

In 1965, after four years in the U.S. Air Force, Germ, an en-gineer, joined Campbell and Associates Inc., an engineering consulting firm. He now serves as the company's board chair and chief executive officer.

He also serves on the boards of several organizations includ-ing the Public Education Foundation, Orange Grove Center Inc., and the Blood Assurance Inc. He is the founder and treasurer of the Chattanooga State Technical Community College Foundation and is president of the Tennessee Jaycee Foundation.

A Rotary member since 1976, Germ has served Rotary as vice president, director, Foundation trustee and vice chair, chair of Rotary's US$200 Million Challenge, and RI presi-dent's aide. He is a recipient of Rotary's Service Above Self Award and The Rotary Foundation's Citation for Meritorious Service and Distinguished Service Award.

Karen Wentz Rotary International Director Zones 30/31

Karen was invited to join Rotary in 1990, and is a member of the Rotary Club of Maryville-Alcoa, Tennessee with the classifi-cation of Higher Education Administration. She served as governor of District 6780 in 2005-2006, and is honored to serve on the board of directors of Rotary International for the Rotary years 2015-2017. Karen’s passion and commitment to Rotary includes service as Rotary coordinator for Zone 30, general coordinator of Rotary Foundation alumni coordinators, Rotary Foundation alumni coor-dinator for Zone 30, North American Regional Membership Plan Committee member, project lead for the Zone 30 Regional Mem-bership Plan, Rotary International Assembly training leader, and RI convention breakout session presenter/panelist. Active in the lead-ership of Rotary Institutes, she has served as Institute chair, pro-gram chair, registration chair, and trainer. She was a founder of Mid-South PETS (a multi-district PETS comprised of six districts in three states) in 2005, and served several years on its executive committee as program chair and registration chair. A member of the PETS Alliance Steering Committee for seven years, she served terms as chair and as treasurer. Karen and her Rotarian husband Ron Appuhn are passionate supporters of The Rotary Foundation and are Major Donors, Bene-factors, members of the Bequest Society, Paul Harris Society, and Arch Klumph Society. She was honored to receive the Rotary Foundation “Citation for Meritorious Service” in 2012. Karen led a Rotary Foundation Group Study Exchange Team to England in 1999, and has guided the development of numerous Rotary Foundation Humanitarian Grants including two Safe Blood Africa projects during her governor year and a District 6780 major grant for water projects in Thailand. She traveled to both Nigeria (2012) and India (2014) to immunize children against polio. Karen’s professional career was in higher education as a librar-ian, strategic planning and development professional, project man-ager, and part-time instructor of marketing. Karen has always been involved in communities where she has lived and worked, and the organizations she has devoted her time and talent to include Friends of the Library, United Way, YWCA, Habitat for Humanity, Humane Society of the Tennessee Valley, and the AARP Driver Safety Program. She is a 2002 graduate of Leadership Blount (Tennessee). Karen and Ron now devote their time to Rotary service, fami-ly, and travel. Karen has been to 60 countries and six continents including Antarctica. They have six children between them (four hers, two his), five grandchildren and four great-grandchildren.

ANTHONY WILLIAMSDistrict 6460 Governor2016-2017

Tony Williams resides in Jacksonville with his wife of 18 years, Jan.  They have four daughters: Tiffany, Faren, Christy and Katie, and eight grandchildren, with two more making an appearance by the end of this year.   Tony is the son of the late Emma and Avery Williams Jr. He graduated from Jacksonville High School in 1970, and then earned a Bachelor of Science degree in Busi-ness Management from Eastern Illinois University.

Tony is the owner of Custom Training Consultants, a com-pany that offers customized training for businesses, organi-zations, and schools – having trained first line supervision, cultural diversity, problem solving, and other such courses. Tony was the President of the Jacksonville Noon Rotary Club 2012-13 and the District Trainer for District 6460 from 2009-12. Tony was the recipient of the Rotary District 6460 John Giavaras Community Services Award 2011-12. 

Tony is recently retired as Assistant Dean at Jacksonville High School, where he also coached the Step team, mentored students, worked with fund raising, and spoke on behalf of the school in this and other communities.  He is Alderman for Ward 2 for the city of Jacksonville. He previously worked for the Illinois Department of Corrections until retir-ing in 2002, retiring as Assistant Director of Training.    He also worked throughout the Central Region as a trainer for National Institute of Corrections. He has also worked as an insurance salesman, as an operating engineer out of Local 965. Tony also has had many more accomplishments to add as the past Board President of the Jacksonville Well Center, Past Board President and Founder of Do What It Takes Committee, Past Board President and Founder of The Zero Tolerance Committee, Past Advisory Committee President of The Four Counties For Kids, Past Board of Governors mem-ber for Morgan, Scott, and Sangamon Counties, Past Presi-dent of The Jacksonville Illinois Juneteenth Committee.

Tony also loves fishing, golfing, woodworking, playing rac-quet ball, and just enjoying his family and life.

DOUGLAS P. HUFFDistrict 6460 Governor2017-2018

A Rotarian since 2001, Doug Huff is honored to have been selected to serve the members of district 6460 in the role of District Governor for the 2017-2018 Rotary year.

Doug earned his Bachelor’s degree in accounting from the University of Iowa in 1992. He is an entrepreneur who maximizes unique opportunities, with a primary focus in real estate investments. He is owner and CEO of several real estate investment companies based in central Illinois. Partnering with a local youth program, he has been able to allow students the opportunity to gain life skills and work experience through contracted landscaping services. Providing leadership to several organizations, includ-ing board president of the Big Brothers Big Sisters pro-gram, Doug was recognized in 2005 as one of the 40 Leaders Under Forty in Central Illinois. Doug has chaired many Rotary committees, and co-developed a Rotary Rookies program, helping integration of new members in his club. He served as club president for the 2013-2014 Rotary year, before serving his district as an Assistant District Governor. In 2015, Doug re-ceived the Service and Fellowship Award from the Peo-ria-North Rotary club.

In 2005, Doug met his wife, Judy, who was also a recip-ient of the 40 Leaders Under Forty Award. They were married in 2009. Doug and Judy share a passion for service, are committed to the ideals of Rotary, and are Level Two Major Donors in support of the efforts of the Rotary Foundation. They currently reside in Washing-ton, Illinois with their three children.

BRIAN BARSTEADDistrict 6460 Governor2018-2019

A lifelong resident of Central Illi-nois, Brian was born in Lincoln, and his family moved to Springfield soon thereafter. Brian was educated in Springfield Public Schools and graduated from Spring-field High in 1976. Raised by a single mother, Brian graduated from Illinois State University with two bach-elors' degrees in Biology and Medical Technology in 1981. After working in a clinical lab for two years, Brian met  his wife Nancy  and they were married in 1983. Nancy is  a microbiologist with the Illinois State De-partment of Public Health. Brian obtained an MBA with a Finance and Market-ing emphasis from the University of IL at Springfield ( formerly known as  Sangamon State ) in 1986 and changed careers. Brian is a Certified Financial Planner Franchise owner with Ameriprise Financial and has been with the company since 1987. Brian helps clients with financial planning, investments, retirement plan-ning and estate planning. During his tenure he spent nearly 18 years in management with the company. Brian joined the Rotary Club of Springfield Sunrise in September of 1990 and has served in various club roles including Club President. He also has served at the dis-trict level on District Conference planning committees,  as District Treasurer and  Assistant Governor. Brian has served on the board of the Lincoln Memorial Gar-den in Springfield and plays bass clarinet, announces and serves as volunteer marketing director with the Springfield Municipal Band. For his community efforts outside of Rotary, Brian received the John Giavaras Community Service Award from District 6460. Brian and his wife Nancy currently reside in Rochester, Illinois and they have one son, Alex, who works in digital marketing in Seattle, WA. They also have a West Highland Terrier, Lucy, who was intro-duced to their family when Brian emceed a District Conference breakfast in 2006. Lucy was bred by a Past District Governor (PDG) from  Mississippi, who subse-quently passed away and whose widow later became a District Governor herself. So, technically, Lucy is a "Roterrierian". Brian is a multiple Paul Harris Fellow and a Paul Harris Society member.

STEVE HOPPERDistrict 6460 Immediate Past Gov-ernor 2015-2016

Steve has been a member of the Rotary Club of Macomb, IL since 1985. In addi-tion to serving as Club President, he has served as Assistant Governor and as Team Leader of a GSE Team to Sweden’s Dis-trict 2330. He has received the Ed Peterka Leader Bell Award for outstanding leadership with District 6460 in 2004.

Steve’s strong commitment to Rotary grew as a result of his desire to repay Rotarians for hosting his daughter as an ex-change student to Norway. He is a Paul Harris Fellow and a Rotary Foundation Benefactor.

He received a B.A. in Business and Economics from Illinois College and a Master’s Degree in Hospital Administration from the University of Minnesota. Steve is a retired hospital administrator.

He served as President/CEO of McDonough District Hospi-tal of Macomb, IL for twenty-six years. He held previous administrative positions in Council Bluffs, IA and Cudahy, WI. He has served on the Boards of the Illinois Hospital As-sociation, IHA Venture Corporation and VHA MidAmerica. Steve is a Life Fellow of the American College of Health Care Executives. Locally, he has also been involved with economic development and supported the performing arts.

He currently serves on the MidAmerica National Bank Board, Illinois College Alumni Board, and Spoon River Col-lege Foundation Board. He serves as board member of Wes-ley Village Retirement Center and also on the Network Knowledge Public Television Board. He is a member of the leadership team of Wesley United Methodist Church of Ma-comb.

Steve is married to Janet Hopper. They have a son, daughter, and three grandsons. In addition to spending time with their grandsons, they also enjoy traveling together.

When time allows, Steve enjoys photography, golf, walking and using Apple Computer products.

The Object of RotaryThe Object of Rotary is to encourage and foster the ideal of service as a basis of worthy enterprise and, in particular, to encourage and foster:

1. FIRST. The development of acquaintance as an opportunity for service;

2. SECOND. High ethical standards in business and profes-sions, the recognition of the worthiness of all useful occupa-tions, and the dignifying of each Rotarian's occupation as an opportunity to serve society;

3. THIRD. The application of the ideal of service in each Rotar-ian's personal, business, and community life;

4. FOURTH. The advancement of international understanding, goodwill, and peace through a world fellowship of business and professional persons united in the ideal of service.

The Four-Way TestFrom the earliest days of the organization, Rotarians were

concerned with promoting high ethical standards in their profes-sional lives. One of the world’s most widely printed and quoted statements of business ethics is The Four-Way Test, which was created in 1932 by Rotarian Herbert J. Taylor (who later served as RI President in 1955).

Adopted by Rotary in 1943, The Four-Way Test has been translated into more than a hundred languages and published in thousands of ways. It asks the following four questions:

Of the things we think, say or do:1. Is it the TRUTH?2. Is it FAIR to all concerned?3. Will it build GOODWILL and BETTER FRIENDSHIPS?4. Will it be BENEFICIAL to all concerned?

PRESIDENTIAL CITATION2016-17

MANDATORY ACTIVITIES

Clubs must achieve both of the following goals:

• Set at least 10 goals in Rotary Club Central.

• Pay semiannual dues to RI on time in July and Jan-uary. Note: Verify your payment options on your club’s invoice or by contacting your financial repre-sentative.

MEMBERSHIP ATTRACTION AND ENGAGEMENT Verify that all membership data reported through My Rotary or your data integration ser-vice provider is accurate by checking Club & Member Data under Club Administration in My Rotary. You can start tracking progress toward your retention goals in September.

Clubs must achieve 2 of the following goals:

• Achieve a net gain in membership. Small clubs (up to 50 members) must achieve a net gain of at least one member; large clubs (51 or more members) must achieve a net gain of at least two members.

• Improve the member retention rate by at least 1 per-cent from last year, or maintain 100 percent reten-tion.

• Induct new members under the age of 40. Clubs with up to 50 members must induct a minimum of two new members under age 40; clubs with 51 or more members must induct four. The new members must create profiles on My Rotary.

FOUNDATION GIVING Giving and recognition data for your club and club members will be recorded in the contribu-tion and recognition reports available to club officers in My Rotary. In celebration of our Foun-dation’s centennial, several of these goals refer to the original donation of $26.50 that started The Rotary Foundation in 1917. Additionally,$536 is the approximate equivalent of $26.50 today.

Clubs must achieve 3 of the following goals:

• Support our Foundation with a contribution of at least $536.

• Support our Foundation with a contribution of at least $26.50 from each member.

• Attain at least $2,650 in total giving to PolioPlus in honor of The Rotary Foundation centennial.

• Attain a minimum Annual Fund contribution of $100 per capita.

• Attain a five-year high in total club giving to the Foundation (combined giving by all members under any designation, with a minimum contribution of $26.50 per member) in honor of the Foundation’s centennial.

• Increase the total number of Benefactors and Be-quest Society members in the club by at least one.

ONLINE TOOL ADOPTION All data for these goals will be automatically recorded when the actions are taken.

Clubs must achieve 2 of the following goals:

• Have at least 50 percent of members identify their skills and interests in their My Rotary profiles, and unlock that section to make it visible on their public profiles.

• Post at least one initiative in Rotary Showcase. l Post a project in need of assistance in Rotary Ideas or contribute to a project in Rotary Ideas.

• Have at least two members participate in discussion groups in My Rotary.

HUMANITARIAN SERVICE

Clubs must achieve 3 of the following goals:

• Sponsor at least one Rotary Community Corps to enhance community engagement and ensure project sustainability. Note: Your club’s RCC must be certi-fied with Rotary International. • Ensure that at least one club member belongs to a Board-recognized Rotarian Action Group (www.ro-tary.org/actiongroups). Report in Rotary Club Cen-tral.

• Partner with the Foundation by sponsoring at least one project funded by a global grant or a district grant. Note: Your club can contact your district to verify whether it is registered as a global grant sponsor or is listed as a district grant sponsor in the original spending plan submitted with your dis-trict’s 2016-17 district grant application.

• Have at least one club member attend a grant man-agement seminar. Report in Rotary Club Central.

• Implement a project with one of Rotary’s service partners. Note: Rotary has several partners that work directly with clubs on projects. See a current list of service partners at www.rotary.org/ part-ners. Report in Rotary Club Central.

Rotary International District 6460 By-Laws

Preamble

These By-Laws are hereby adopted by the Rotary Clubs of District 6460, Rotary International. They are intended to supplement and in all respects to conform to the provisions of the constitution of Ro-tary International and By-Laws of Rotary International. All articles and provisions of these By-Laws are hereby modified to be in con-formity with the Rotary International Manual of Procedure. The activities and organization of the district shall exist solely to help the individual Rotary clubs of the district to advance the Object of Rotary.

These By-Laws, together with such amendments as may be subse-quently adopted, shall constitute the entire legislation governing the administration of District 6460 and shall therefore replace any and all legislation previously enacted by the clubs of this District.

The current edition of Robert’s Rules of Order governs this organi-zation in all parliamentary situations that are not provided for in the law or in its charter, By-Laws, or adopted rules.

ARTICLE 1 Standing Committees

Section 1- District Nominating Committee: The District Nominating Committee shall have responsibility of selecting the best-qualified nominee for District Governor and for the District’s representative and alternate to the Rotary In-ternational Council on Legislation.

The Nominating Committee shall consist of the District Governor and five (5) Rotary Club members of the District, of whom all must be Past Club Presidents at least two (2) of whom shall be a Past District Governors, and not more than one (1) shall be from any one club, elected by a majority vote of the Electors of the clubs present and voting at the District Conference. Three (3), including at least one (1) Past district Governor, to be elected in the uneven years; two (2), including at least one (1) Past District Governor, to be elected in the even years; each to serve for a period of two (2) years beginning July first next following election.

Determination of even/odd years shall be based on the year of con-clusion of a District Governor’s term. They shall serve until their successors are elected and qualified. The District Governor is to be Chairman of the Committee but shall not be entitled to vote. Any vacancy on this Committee shall be filled by appointment by the District Governor. If there are more candidates than vacancies to be filled, voting shall be by single transferable ballot. In any year in which there is no contest for membership on this Committee, the voting may be by acclamation. Nominations for and election of the District Governor shall be in accordance with Article XIII of the By-Laws of Rotary In-ternational.

Section 2 – District Advisory and Finance Committee:

There shall be a District Advisory and Finance Committee of ten (10) voting members consisting of the District Governor as Chair-man, the immediate past District Governor, three (3) other Past Governors and three (3) Past Presidents of Rotary Clubs within the District. The District Governor shall, each year, appoint one (1) Past Governor for the term of three (3) years as a member of the Committee and three (3) Past Presidents for terms of one (1) year. The District Governor-Elect and District Governor-Nominee as designated by years shall be voting members of the Committee. In the event of a vacancy on the Advisory and Finance Committee resulting from death, removal from the District, termination of Rotary membership, or inability to act, the District Governor may appoint another Past District Governor or a Past President to fill the unexpired term as described above.

The District Advisory and Finance Committee shall meet with the District Governor at least four (4) times each Rotary year upon call of the District Governor.

The duties of the District Advisory and Finance Committee shall be to review the District Governor-Elect’s proposed budget of es-timated income and expenses prior to taking office, and present it to the District Assembly for approval by majority vote of the Club Presidents Elect. The committee shall also review periodic reports from the District Governor on the state of the District, advise the District Governor-Elect in matters of expenditures and amounts to be set aside for expenses in connection with the District Team Training Seminar, President-Elect Training Seminars (PETS), and the District Assembly as well as advise the District Governor con-cerning finances for the District Conference. Additionally the committee will advise the District Governor of any other matters presented for the Committee’s consideration.

Section 3 – The District Financial Review Committee: Duties of the District Financial Review Committee shall be to re-view the utilization of District Funds within forty-five (45) days after the end of each District Governor’s term and before the bal-ance in the fund is turned over to the succeeding District Governor.

Pursuant to the By-Laws of Rotary International, a properly audit-ed statement of District Finances shall be prepared, presented and formally adopted by club delegates to the District Conference.

Section 4 – Other District committees are charged with carrying out the goals of the district. The following administrative commit-tees shall be appointed to address ongoing functions: Membership Development, Extension, Finance, New Generations Service, Pub-lic Relations, District Conference, Rotary Foundation, RI conven-tion Promotion.

Each committee shall be composed of at least three members with staggering tenure so that each year the District Governor will ap-point one new member to the committee. Each committee member will be an active member in good standing of a Rotary Club within this district.

District committee chairs shall attend the district team-training seminar prior to becoming committee chair.

District committees should work with relevant RI and/or Rotary Foundation committees or task forces to facilitate action at the district or club level related to specific RI or RF programs or activ-ities.

District committees shall report to the governor on the status of their activities on a regular basis but no less than once each quarter.

Section 5 – Ad Hoc Committees. From time to time, as the need arises, the District Governor shall appoint a committee of sufficient size to accomplish the special task at hand. The terms of the mem-bers of this committee, and the term of the committee, shall be limited to the time necessary to accomplish its designated task, but shall not exceed the Rotary Year (July 1 – June 30). Members of the committee may be reappointed if necessary or as desired by the incoming District Governor-Elect.

Section 6 – In the event of a vacancy in the office of District Gov-ernor or District Governor-Elect within ninety (90) days of In-ternational Assembly resulting from death, removal from the Dis-trict, termination of Rotary membership, or inability or failure to act, a meeting of the five (5) living immediate Past District Gover-nors who are members of a Rotary Club in this District shall be called by the District Secretary or by any two (2) of the five (5) immediate Past District Governors referred to herein, to discuss the matter with the President of Rotary International.

ARTICLE II District Secretary

Section 1 – The District Governor shall appoint prior to the begin-ning of his/her year, a District Secretary to serve during his/her year.

Section 2 – The District Secretary shall be responsible for the preservation of the records of the District, including the District Conference, the District Assembly, the Advisory and Finance Committee meetings, and such other records as the District Gover-nor may deem advisable.

Section 3 – The District Secretary shall be paid actual expenses including travel to meetings he/she is requested by the District Governor to attend. He/she shall not receive a salary or remunera-tion for his/her service. The District Secretary shall serve no more than three (3) consecutive years. The Secretary shall turn over to his/her successor all records within sixty (60) days of the end of his/her term.

ARTICLE III District Treasurer

Section 1 – The District Governor shall appoint, prior to the be-ginning of his/her year, a District Treasurer who shall be a well-qualified Rotarian and a nonvoting member of the District Adviso-ry and Finance Committee.

Section 2 – The District Treasurer shall assist the district Governor in preparing the annual budget, keep accurate records of all fi-nances, prepare quarterly and annual reports for the District Advi-sory and Finance Committee, make backup electronic files of the district bank account records available to the District Governor at least quarterly, and deposit all funds to a previously approved Bank or Depository which offers online access to banking information for the District Treasurer and District Governor. Passwords to on-line access and bank signature cards will be changed whenever there is turnover of either the District Governor or District Treasur-er. All disbursements shall be paid by check (paper check or elec-tronic transfer) and when in excess of $1000.00 shall be approved in writing (paper signature or electronic) or by co-signature on a check by the District Governor.

Section 3 – The District Treasurer shall be paid actual expenses including travel to meetings he/ she is requested by the District Governor to attend. He/she shall not receive a salary or remunera-tion for his/her service. The District Treasurer shall serve no more than three (3) consecutive years. The Treasurer shall turn over to his/her successor all records within 60 days of the end of his/her term and the district should strive to maintain all records with the treasurer for the time frame recommended by the district's tax ad-visor during its annual review by an approved tax advisor.

Section 4 -The District Governor-Elect shall appoint an Associate District Treasurer at least four (4) months prior to the beginning of his/her year as District Governor. The person appointed Associate District Treasurer shall begin their duties at the beginning of the Rotary Year. The Associate District Treasurer will be assigned du-ties by the District Governor with the approval of the District Ad-visory and Finance Committee.

ARTICLE IV District Trainer

Section 1 -The District Governor, based on the recommendation of the Governor-Elect, shall annually appoint a District Trainer. The District Trainer is responsible for supporting the Governor and Governor-Elect in training club and district leaders.

Section 2 – In addition to being an active member in good standing of a Rotary club within the district, the trainer should be experi-enced in training and/or education with a history of having been a Past Governor, Past Assistant Governor or Past District Committee Chair.

Section 3 – Under the general supervision of the Governor-Elect, the trainer is responsible for developing and conducting training seminars and experiences to help prepare club and district officers to perform their functions.

ARTICLE V Finances

Section 1 –The District Governor and District Treasurer shall pre-pare a budget of estimated income and proposed District expendi-tures prior to the beginning of their term of office. When reviewed by the District Advisory and Finance Committee and approved by

the District Assembly, this shall be the operating financial budget for the year. A copy of this approved budget shall be sent to the President of each Rotary Club within the District.

Section 2 – The District Fund shall be in the custody of the District Governor and District Treasurer who are hereby authorized to make expenditures from the fund.

Section 3 – The purposes of the District fund are to reimburse the District Governor for expenses incurred in performing Rotary ser-vice in the District pertaining to his/her office not provided for in the budget allowed by Rotary International, such as expenses in-curred in connection with the District Assembly, the District Con-ference, the District Advisory and Finance Committee, the District Representative to the Rotary International Council on Legislation, for the District Governor as provided for in Article VII, Section 1 and any other proper district expense as determined by the District Advisory and Finance Committee.

Section 4 – Any new club organized shall not be expected to pay District dues during the Rotary year in which it received its charter.

Section 5 – The District Governor shall, within ninety (90) days following the end of his/her term of office, submit to the President of each Rotary Club in the District and to each of the Past District Governors in this District the financial statement for the District certified by the Financial Review Committee which shall include a statement of condition of all District funds at the beginning of the year and of all receipts and disbursements to and from each fund during the year. This annual statement shall also be presented, dis-cussed, and formally adopted at the next following District Confer-ence.

Section 6 - The District Governor shall establish a District Reserve Account. Monies for this account shall come from not more than 50 cents per capita of annual District dues, at the discretion of each District Governor.

ARTICLE VI Council of Governors

Section 1 – All persons who have served as District Governor in District 6460 shall constitute the Council of Governors.

Section 2 – The Council of Governors shall be called and directed by the governor at least twice each year. The first shall be called within the month following the International Assembly, to inform the current and past Governors about the news of Rotary In-ternational and to receive information about the district.

Section 3 – There shall be held annually, preferably in connection with the District Conference, a dinner of the Council of Governors and certain Conference participants. Attendance at this dinner shall include the following: District Governor; Past District Governors; District Governor-Elect; District Governor-Nominee, District Gov-ernor-Designate, current Assistant Governors, out-of-city speakers; District Conference Chairman, District Secretary and District Trea-surer; President of the host club or clubs; Rotary In

ternational President’s Representative, and their spouses. The spouses of decreased Governors shall be invited as honored guests. Other guests may be invited by the District Governor. This dinner shall be at the expense of the District.

ARTICLE VII Immediate Past District Governor

Section 1 – The sum of Six Hundred Dollars ($600.00) shall be allowed annually, as a reimbursable expense account, for the Im-mediate Past District Governor. Section 2 – The outgoing District Governor, upon completion of his/her term of office, shall be presented with a Past Governor’s lapel pin, to be paid for from the District funds.

Section 3 – The outgoing District Governor’s home club shall arrange for presentation of the “Home Club of the District Gover-nor” banner to the incoming District Governor’s home club at a regular or special meeting of the incoming District Governor’s club.

ARTICLE VIII The District Leadership Plan

Section 1 – Ten Assistant Governors will be appointed each year with responsibility for providing services to assigned clubs. Gener-ally, the Assistant Governor is a member of one of the clubs to which he/she will be assigned. An Assistant Governor is appointed for a one-year term and may not serve more than three (3) consecu-tive terms. Service as an Assistant Governor is at the pleasure of the District Governor and by mutual agreement between the As-sistant Governor and the District Governor.

Section 2 – The qualifications and duties of the Assistant Governor are detailed in the RI Manual of Procedure Each Assistant Gover-nor shall be assigned Clubs by the District Governor. Assistant Governors shall submit quarterly reports to the District Governor on the progress of their assigned Clubs.

Section 3 – Assistant Governors shall submit each month an ex-pense report for mileage, telephone, and postage costs to the Dis-trict Governor for reimbursement from District accounts.

Article IX President-Elect Training Seminar and District Assembly

Section 1 – The District Governor-Elect in cooperation with the District Trainer and with the assistance and advice of the District Governor shall conduct a President-Elect Training Seminar for orientation and training of Presidents-Elect, usually in early March.

Section 2 – The District Governor-Elect in cooperation with the District Trainer and with the assistance and advice of the District Governor shall conduct a District Assembly for Rotary instruction, information and coordination, usually in early April. Proposed changes to the District annual per capita dues shall be presented at District Assembly, following by the proposed annual District bud-get for approval of both by three-fourths (3/4) of the Presidents-Elect present. The District Governor-Elect shall provide all of the clubs at least thirty (30) days notice of the proposed budget and proposed changes to the annual per capita dues.

Section 3 – Additional training seminars may be scheduled by mu-tual consent of the District Governor-Elect, District Trainer, and District Governor. Expenses for additional training seminars shall be factored into the budget of the District.

ARTICLE X Annual Dues

Section 1 – Each club shall pay a per capita assessment for the administration of the District. The assessment is due and payable on July 1 and represents the number of members of the clubs as of that date. No pro-rata assessment for members inducted after that date shall be assessed. Club District Dues are to be sent so that they are received by the district treasurer no later than 45 days after the beginning of the Rotary year (i.e. August 15).

Section 2 – Proposed changes to the District annual per capita dues shall be reviewed by the District Advisory and Finance Committee prior to presentation for approval at the annual District Assembly.

ARTICLE XI Amendments

Section 1 – These By-Laws may be amended at any District Con-ference by a majority vote of the electors present and voting pro-vided that no amendment shall be proposed to the District Confer-ence unless it has been submitted in writing to the District Gover-nor at least sixty (60) days prior to the District Conference at which it is to be proposed, and provided further notice of such pro-posed amendment shall have been given by the District Governor to all of the clubs in the District at least thirty (30) days prior to the District Conference.

Section 2 – Amendments to these By-Laws may be proposed by any club in the District, by the District Governor, or by the District Advisory and Finance Committee.

Section 3 – Amendments to these By-Laws shall be effective be-ginning July 1 following the District Conference at which they were adopted.

Section 4 – The District shall incorporate Rotary District 6460 under the Laws of the State of Illinois and sustain that incorpora-tion. The officers of the corporation shall be the District Governor as President, District Secretary as Secretary and District Treasurer as Treasurer. The Board of Directors of the corporation may be selected by the District Finance and Advisory Committee.

Section 5 – No amendment or addition to these By-Laws may be made which is not in harmony with the Constitution and By-Laws of Rotary International.
