Owner Profile

Ms. Hilda S. Lease, P.E. has over ten years of professional civil engineering experience with an emphasis on subsurface utility engineering, roadway design and project coordination. Ms. Lease's project experience ranges from schematic design to PS&E preparation. She is well versed in all four quality levels of SUE: She has managed field work and created test hole data reports on non-destructive excavation of utilities (QL A), managed field work on QL B designation of utilities using electromagnetic tools to mark

Reed Rd. from Culebra Rd. to West Military Rd. Roadway improvement project for City of San Antonio, TX. Quality Level A, B, C, & D existing utility plan with cover shots from electromagnetic designation and research as well as several non-destruction vacuum excavation of specific conflict points. Mapped utilities include: telephone, fiber optics, water lines, sanitary sewer lines, storm sewer lines, & underground electrical lines. Subconsultant to HDR Engineering.

Texas A&M University, Pedestrian & Vehicular Union Pacific Railroad Underpass on Wellborn Rd. Quality Level B, C, & D existing utility plan including cover shots. Utilities include: City of College Station fiber optics, railroad buried signal cables, water lines, steam lines, underground electrical lines, gas lines, and telephone lines. Subconsultant to RODS Surveying/ Klotz Engineering.

Freedman’s Town Brick Streets Restoration along Andrews Street, for City of Houston. Over 15 Quality Level A test holes on public utilities in preparation for 12” waterline to be built by HDD. Subconsultant to JACOBS Engineering.

University of St. Thomas Waterline Replacement for City of Houston. Over 20 Quality Level A test holes on chilled water and IT conduit for replacement of COH 8” waterline. Subconsultant to Omega Engineers

METRO Light Rail, East Corridor, along Rusk St. and Capitol St. from IH 45 to Hamilton St.. City of Houston Downtown streets. Over 200 Quality Level A Test Holes for utility relocation (telephone, gas, fiber optics, water lines, chilled water lines, pedestrian tunnels, major underground electrical, sanitary sewer lines, and storm sewer lines). Quality Level C&D existing utility plans created for over 16,000 LF in downtown district. Subconsultant to Team Express.

Port of Houston, Bayport Railroad project parallel to SH 225 from Miller Cutoff Rd. to SH 146, and along the railroad running parallel to SH 146 from SH 225 to Red Bluff Rd. (City of Shore Acres, Harris County, City of Pasadena, and La Porte, TX.) SUE Quality Level C & D mapping on over 70 petro-chemical facilities plus public utilities along project site. Subconsultant to RODS Surveying/LAN.
