2 Any information held between 10 February 2016 and 20 July 2016 related to the timeframe for the completion of the temporary inpatient facility, including the expected date of handover.

3 Please provide all information etc regarding the latest date for the final decanting of patients and services from B-Block.

4 A schedule outlining the timeframe for the decant process including an updated schedule of where services are moving.

5 Copies of information including documents, advice, briefing notes, reports, emails and other correspondence relating to the latest date for the completion of the demolition of B-Block.

6 A schedule outlining the timeframe for the completion of the demolition.

Decision and Statement of Reasons

1 Copies of information including documents, advice, briefing notes, reports, emails and other correspondence relating to the date the temporary inpatient facility at the RHH will be completed on site between 10 February 2016 and 20 July 2016.

Following an extensive search of emails, documents, briefing notes, reports and other correspondence, the RHH Redevelopment Project have identified a number of documents relating to the date that the temporary inpatient facility at the RHH will be completed on site.

The documents identified by the RHH Redevelopment Project that relate to this question are listed in the Schedule of Documents. The Schedule of Documents also details exemptions applied to this RTI decision.

In addition to any exemptions applied to this decision, it should also be noted that significant portions of some of the documents have been redacted as the information is outside the scope of the request from the Applicant (ie the information does not relate to the date the temporary inpatient facility will be completed, the timeframe for the completion of the temporary inpatient facility or the expected date of handover, the latest date for the final decanting of patients and services from B-Block, the date for the completion of the demolition of B-Block or the timeframe for the completion of the demolition).

Note: Some information related to this question that was identified during the search of RHH Redevelopment Project records has previously been provided to the Applicant under RTI 2015-16-122 and therefore this information has not been included as part of this decision.

The previous date for Practical Completion was 15 April 2016. This current status date of 5 May 2016 is for the completion of the soffit works associated with the underside of the lower level. The Managing Contractor is still advising the handover of modules is still scheduled for 15 April 2016. However, it should be noted that seventeen modules have been seriously affected by water damage and will need to be pulled apart and extensively rebuilt. This rebuild along with the completion of the balance of the modules does put significant strain on the 15 April 2016 Handover. This handover date in our opinion is extremely optimistic and we believe that the Managing Contractor will struggle to meet this date.

The builder, the RHH Redevelopment and the Royal Hobart Hospital are working together so the new ten storey inpatientfacility K Block can be built.The water damage to the temporary inpatient facility is disappointing but it is being fixed.

The RHH Redevelopment will accept possession of the facility when fit out is completed and the building is clean, safe andfit for purpose.Initial advice has been received from the independent industrial hygienist commissioned to review the condition of themodules.

We now don’t expect that the builder will have completed the temporary inpatient facility before June 2016.The rectification works will be completed at the builder’s expense.The builder remains responsible for delivering K Block by the end of 2018.This means prioritising the resources needed to complete critical works, with rectifying and completing the temporaryfacility a primary focus.There will be flow on effects to the relocation of hospital services and the vacation and demolition of B Block.

Patient safety is the priority during the relocation of hospital services and ward moves will be carefully sequenced andappropriately resourced.We are now working towards relocating most of the clinical services that need to move over an eight week period from theend of June.Moves will be sequenced to ensure patients and staff receive the necessary support. Notice of the relocation of serviceswill be given at least four weeks before a scheduled move to allow for rostering, installation of services and notice tostakeholders.We will be able to confirm the time delay after further assessment is undertaken by the industrial hygienist and the builder.

2 Executive Summary The new Mental Health and Inpatient Medicine Building (J Block) has been found to have

number of major issues including the discovery of mould in 18 of the 64 modules, non compliant fire rating in walls and between floors and a damaged facade and roof.

This will mean that the Practical Completion of the facility will be delayed from 17 April to late August 2016, which is over a 3 months delay. The knock on effect to occupation will also significantly delay the commencement of the demolition of B Block.

All other Early Works packages are in progress with completion scheduled currently as follows :

2 Executive Summary The new Mental Health and Inpatient Medicine Building (J Block) has been found to have number of major issues including the discovery of mould and non compliant fire rating in walls and between floors and a damaged facade and roof. The facade has been repaired and the remediation of the mould, replacement of the fire rated elements of the structure is still in progress.

The Managing Contractor has forecast a completion date of 12 September 2016 however they are targeting an earlier completion in mid August 2016 but this is unlikely to be achieved.

Analysis of Options

It is essential that the proposed approach for the provision of wi-fi and real time location services for the mobile duress alarm system within the temporary inpatient facility is endorsed by the Project Control Group to enable the operational commissioning of the temporary inpatient facility in mid to late 2016. This is the recommended option.

Failure to endorse the proposed approach for the provision of wi-fi and real time location services for the mobile duress alarm system within the temporary inpatient facility will likely result in delays to the operational commissioning of the temporary inpatient facility. Further delays will impact on Mental Health Services’ accreditation. This is therefore not the recommended option.

Project Status Report – Program

Noting the accreditation requirements for Mental Health Services, the Project Director is to advise the Tasmanian Health Service the dates for the relocation of Mental Health Services into the Temporary Facility as soon as the dates are locked in.

10 December 2015 Project Director Completed. At the 27 May 2016 meeting, the Acting Chief Operating Officer advised that the timeline for Mental Health Services accreditation had been extended for a further 12 months. Currently planned for 10-12 May 2016, subject to Practical completion of the building by mid-April. Modules shall be installed 27 February 2016 to 6 March 2016 as planned. Extent of remaining fit-out will be assessed by Capital Insight at that time and the Managing Contractor’s forecasted completion date will be reviewed to verify that mid-April remains realistic.

2 Executive Summary The new Mental Health and Inpatient Medicine Building (J Block) has been found to have number of major issues including the discovery of mould, non compliant fire rating and a damaged facade and roof.

The Managing Contractor has advised verbally of a ‘new’ forecast completion date of 26 October 2016, which includes an additional 2 week contingency, this date has not taken into account the vinyl flooring or ‘crimsafe’ screening problems.

The knock on effect will cause a significantly delay to the commencement of the demolition of B Block which probably commence in November 2016 at the earliest.

If the works are delayed past the end of October 2016 the occupation of the temporary facility prior to end of the year will be seriously compromised.
