Rehabilitate five (5) structurally deficient bridges crossing I-95

• North 1st Street, North 4th Street, North 5th Street, North 7th Street,

and East Broad Street bridges

• Superstructure replacements with some minor substructure

repairs

• Funding determination on North 7th Street is forthcoming

Bundle these five bridge rehabilitations into a single design-

build procurement

• Capture cost and coordination efficiencies through bundling into

single project/contract

• Approximately 3 years

• Anticipate North 4th and North 5th Street bridges will be

worked on at the same time for about 12 months

• North 1st and North 7th Street bridges will be worked on next

for another 12 months

• Finally, the East Broad Street bridge will be closed only on

the weekends for about 6 months

• Design-build project would also need 6 months for design

and ancillary construction

Bridge is part of the I-95 off ramp. Bike and pedestrians access will not be provided during construction.

• 7th Street Bridge

Bikes and pedestrians will be given access to cross the bridge during construction.

• East Broad Street Bridge

The bridge will be closed on the weekend for construction. However, bikes and pedestrians will be provided

access to cross the bridge during the weekend construction.

VDOT’s Richmond District Environmental Office has performed environmental reviews and coordination to obtain

information about environmental resources in the project vicinity; to provide natural and historic resource

agencies an opportunity to review and comment on the project during its development, and to identify

opportunities for avoidance, minimization and mitigation of potential environmental impacts.

The National Environmental Policy Act (NEPA) is applicable to this project and NEPA documentation has been

developed in cooperation with the Federal Highway Administration (FHWA) and in accordance with federal

guidelines. The NEPA documents include information from various technical reviews including those related

to natural resources, biological resources, water quality, air quality, noise, etc.

Also, in compliance with the National Historic Preservation Act, Section 106 and 36 CFR Part 800, information

concerning the effects of the proposed project on properties listed on or eligible for listing on the National

Register of Historic Places is included in the project’s environmental documentation.

The project will continue to be coordinated with the appropriate federal, state and local agencies as part of the

environmental review and approval processes required throughout project development and construction. All

required environmental clearances and permits will be obtained prior to commencement of construction.

Strict compliance with all environmental conditions and commitments resulting from regulatory approvals,

and implementation of VDOT’s specifications and standard best practices will protect the environment during

construction.
