Policy background

Strong rail freight market crucial for socio-economic and environmental targets, within the EU and between the EU and surrounding countriesEuropean transport policy based on level playing field and fair competitionTwo decades of liberalisation in rail freight:

Emergence of new rail private operatorsFrom marginal to major playersIncumbents fight back: mergers and acquisitions

Concrete actions to support this EU policy: develop and demonstrate new rail freight services with private operators on selected corridors

The RETRACK Knowledge Base shall contribute to:Improve the quality of infrastructure modelling in the field of

capacity and infrastructure managementDevelopment of business models with integration of different

transport modes and collaboration strategiesEstablishment of a web-based platform for monitoring and

development of trans-European rail freight corridorsImprovement of the rail freight market opening by providing

transparent monitoring of market and framework conditions

Generic approach for various corridors in combination with ETIS+ leads to substantial information tool

Topics and questions

1. Infrastructure supply and demand

What is the present and future status of the rail infrastructure?

What is the technical and operational capacity of the terminals?

What is the traffic density along the corridor?

To what extend is the capacity of the corridor being used?

2. Market conditions

What types of (intermodal) services are being provided? What business models and strategies are there?Who are the leading service suppliers and terminal operators? How is the intra-modal rail competition on the corridor?

What's the competitiveness of rail on the corridor compared to other modes (inter-modal competition)?

3. Institutional conditions

What are the main institutional actors / policy making bodies?

What policies at the EU level are applied? What policies at national level are applied? What are the institutional barriers on the corridor? What are their impacts on the functioning of the corridor?

4. Connectivity of the RETRACK corridor

What is the physical connection between RETRACK and the other international corridors?

To what degree do international corridors interact with RETRACK?

5. Environmental impact

What is the impact of the modal shift on the RETRACK corridor and other corridors in terms of CO2-emission? What is the impact of the modal shift on the RETRACK corridor and other corridors in terms of PM10 and NOx-emission? What is the CO2-emission savings from the rail traffic on the RETRACK corridor, as compared to road traffic?
