We’ve completed our second year of on-line registration renewal. Fine tun-ing of the website process is ongoing thank you to the responsiveness of Red Engine, our website provider. Alberta to Introduce Alberta Health Act
in Upcoming Fall Sitting of Legislature
The Health Minister’s Advisory Committee on Health (MACH) released a report in January making four
key recommendations:
• Articulate a set of principles that must be sustained and maintained throughout Alberta’s
health system;
• Legislate an Alberta Health Act for the future, including the principles, provision for an Alberta
patient charter, and other key elements to be developed in consultation with Albertans;
• Ensure ongoing citizen engagement in the development of legislation, regulation and policy;
• Develop clear directions to guide legislative, regulatory, policy and program delivery changes
across the health system.

CARTA has been invited to send a submission to MLA Fred Horne, co-chair of the advisory com-
mittee, by July 9th, 2010 to help guide public consultations later in the summer and early fall.
National Alliance Update
At the National Alliance meetings in St. John’s, this past May, a new version of the national competency
profile (NCP) was introduced to all schools. Implementation is expected to occur in September, 2011
and testing by the Canadian Board for Respiratory Care (CBRC) to commence in 2014. Other news
from the meetings include the Ontario regulatory body reporting that their provincial ministry of
health and long term care declined to refer the College’s request to consider a bachelors degree to be
the entry to practice requirement in that province.
The bachelor degree program at the University of Manitoba is under review and may once again be-
come a diploma program. The review is due to retirement of the current Dean for Rehabilitation Medi-
cine at that University.
A draft registration recognition agreement for people from unregulated jurisdictions was discussed
and will be sent to respective members’ Council for consideration and ratification, if thought to be ap-
propriate.
New West Partnership
The Minister for Intergovernmental Affairs, Iris Evans, corresponded with Council to advise them of a
new trade investment and labour mobility agreement between British Columbia, Alberta and Sas-
katchewan. Called the “New West Partnership” this agreement will replace the Trade Investment La-
bour Mobility Agreement (TILMA) that existed between British Columbia and Alberta. The agreement
will impact registered respiratory therapists working in Alberta and Saskatchewan as the profession is
not regulated in British Columbia.

Restructuring again…
In March 2010, Allied Health and Nursing Strategy portfolios merged to create Health Professions Strategy and Practice. This portfolio is led by Andrea Robertson, Senior VP, Chief Health Professions Officer and Chief Nursing Officer, Betty-Lynn Morrice, VP Health Professions Strategy, and Noreen Linton, VP Health Professions Practice.
Health Professions Strategy and Practice portfolio will provide an opportunity to demonstrate an inter-professional approach to planning and supporting AHS staff and services. The new structure will enhance the ability to support the organization by creating a centralized resource and point of contact for leaders and clinical staff. Some of the functions of this portfolio include regulatory affairs, inter-professional practice and education, discipline-specific practice support, informatics, service model integration and workforce transformation.
Within the Health Professions Practice arm of the organization, in particular, Inter-professional Practice Team, is where my current position as Senior Practice Lead, Respiratory Services and Equipment exists. Our team is lead by Linda Dzuiba, Inter-Provincial Lead and includes three Senior Practice Leads for Nursing, Rehabilitation and Psycho-social and Practice Consultant for Nursing. We are anticipating the hiring of 9 other discipline specific Practice Con-sultants, including one Respiratory Services Practice Consultant that will support the senior leaders with their provin-cial work. Currently our mandate is to support the practice consultants within our team and align current profes-sional practice leaders within our disciplines and operations. As well three key deliverables our team is currently working on include: discipline specific practice framework, inter-professional practice framework and a professional consultative service. Along with this work, and some work in my former role as Director, Respiratory Services Strate-gies, I would like to provide an overview of some key accomplishments:
• Pandemic preparedness: established 3 working groups to support operational planning, educational requirements and development of tools, equipment requirements, and ventilator capacity/planning provincially.
• Role of site lead for Brentwood immunization clinic.
• Meetings with Site Operational Leads and staff provincially to support RT practice across the province.
• Establishment of provincial Respiratory Leadership Network to support operational activities.
• Establishment of provincial Respiratory Therapy Practice committee to transition within the new framework of discipline specific support.
• Establishment of provincial Respiratory Therapy Equipment committee to work with Contracting Procurement and Supply Management (CPSM) to streamline, standardize, and support respiratory/anesthesia equipment provincially.
• Worked with CPSM to support and implement a provincial nitric oxide contract.
• Member of Critical Care Clinical Network (CCCN) steering committee and Co-chair, Education Team to develop competencies and support standardized orientation, training and education for Nursing and Respiratory Thera-pists within ICU’s.
• Member of Respiratory Clinical Network core committee.
• Member of Acute/Chronic Childhood Asthma committee.
• Meet regularly with CARTA
• Support Respiratory Therapy training programs (SAIT, NAIT) and student clinical placement.

CAN-ADAPTT: Making Tobacco-Use Cessation Part of your Patient Care
We all know that smoking puts patients’ respiratory health at risk. When patients hear this from you, their respiratory therapist, it
reinforces the message that reducing or quitting smoking is in their best interest.
Asking about patients’ tobacco use and advising them to quit is one way respiratory therapists can integrate best practices in their
clinical settings. CAN-ADAPTT is a project aiming to integrate smoking cessation best practices into respiratory therapists’ and
other healthcare practitioners’ work. The project is developing and implementing a Canadian clinical practice guideline (CPG) for
smoking cessation and invites your participation.
Get Involved!
Join the CAN-ADAPTT network and be part of the research and knowledge exchange between healthcare providers, researchers,
and policy-makers. As a member, you can:
• Use the discussion board to connect/collaborate with other respiratory therapists and healthcare professionals in Canada;
• Post questions, receive feedback, disseminate information and resources;
• Access up-to-date, evidence-based CPG for smoking cessation; and
• Contribute to the development of the first Canadian CPG for smoking cessation.

It is with profound sadness that the family of Cheryl Lynn Rafuse announces her passing April
27, 2010 in Fort Lauderdale, Florida, the result of a tragic accident. Cheryl was born July 5, 1965
at Stettler, AB and moved to Red Deer with her family at the age of seven, graduating from Lind-
say Thurber Comprehensive High School in 1983. In 1985 she completed Respiratory Therapist
training at N.A.I.T. and subsequently began a life-long career to which she was deeply dedicated.
Cheryl is survived by her loving family; devoted husband and best friend, Guy Pelletier of Sher-
wood Park, AB; her step-children, Aislinn Pelletier of Sherwood Park and Kynan Pelletier of Hali-
fax, NS; her parents, Dean and Vermunda Rafuse of Red Deer, two sisters, Peggy Rafuse-
McDougall (Dave) of Camrose, AB and Susan Chidley (Randy) of Red Deer, AB; parents-in-law,
Roger Pelletier and Denise Aubin of Ste-Anne-du-Sault, QC; sister-in-law, Lucie Bouvier (Perry)
of Leslieville, AB; brother-in-law, Luc Pelletier (Chantal) of Plessisville, QC; beloved nephews,
Troy Chidley, Duncan McDougall, and Francois Couture; and special niece, Vanessa Chidley. She
also leaves to mourn many dear friends, including: Lina Fayoumi of Sherwood Park, AB; Lynn
Morrison of Halifax, NS; Maryam Peach of White Rock, BC; her cousin, Linda Rafuse of Edmon-
ton, AB; her friends and colleagues at the University of Alberta Hospital Neuro-Intensive Care
Unit; as well as many aunts, uncles and cousins throughout Canada. Cheryl's career presented
her opportunities to work in Red Deer, Ottawa, and Kingston, where she met Guy; they married
in 1998, and shortly thereafter moved to Alaska. She became certified to work in the United
States and enjoyed her time working in Anchorage before moving to Sherwood Park with Guy in
2004. Cheryl had a zest for life and always committed wholeheartedly to every person, hobby or
cause that was important to her. She especially enjoyed quilting with her friends from the Sher-
wood Park Quilt Guild, working out at the gym, gardening, ballroom dancing, and traveling. A
memorial service to honour Cheryl's life will be held on May 11, 2010 at 2:00 pm. in St. Joachim
Catholic Church, 9924 - 110 Street, N.W., Edmonton, AB. In lieu of flowers, donations in memory
of Cheryl may be made directly to The Organ Donation and Transplant Association of Canada,
#444 Ontario Street, Stratford, ON N5A 3J2 or World Vision Canada, #1 World Drive, Missis-
sauga, ON L5T 2Y4, or to a charity of the donor's choice.

Respiratory Care Practitioner in Anaesthesia (RCP-A)
The “Respiratory Care Practitioner in Anaesthesia” survey was sent to all CARTA members, via email, to collect in-formation on current practice of our membership, relative to anaesthesia. To date 232 responses have been re-ceived. Results of this survey will be analyzed and incorporated into the RCP-A competency profile and overall plan-ning of the initiative. Thank you to the members who participated in this survey. We will be contacting the survey participant winner of the IPad draw.
In May, CARTA posted a part time position for a respiratory therapist, experienced in anesthesia, on the CARTA website. The successful candidate will provide expertise and focus in progressive development of the RCP-A.
The Canadian Anesthesia Society (CAS) and Alberta Health Services (AHS) have been asked to endorse the role of the RCP-A.
Polysomnography (PSG) Technologists Request Regulation under the Health Professions Act
CARTA Council received a request from the Polysomnography Technologist Provincial Consortium to become regu-lated under the HPA and to be included as an amendment to the Respiratory Therapist Regulation; CARTA would become the regulatory body for the PSG Techs. Council appointed a subcommittee, consisting of members of the CARTA Council and PSG Consortium, to explore the feasibility of this collaboration and make recommendations to CARTA Council. This collaboration would be in the best interests of protection of the public and would be mutually beneficial in sharing of knowledge and expertise among these groups.
