Page 1 of 16 Rev 1.1 Rev 1.1 Research Phase-in Protocol in the Faculty of Engineering (Version 1.1 – Updated May 12, 2020) Background As McGill University begins a cautious and gradual ramp up of research activities in May 2020, the Faculty of Engineering has established a rigorous protocol, described herein, for Principal Investigators (PI) who are ready to restart on-campus research work in their laboratories. This protocol is designed to ensure the safety of its community by mitigating risks associated with the potential transmission of COVID-19. The protocol laid out in this document is based on two important documents issued by the University: McGill’s directive Preventing the Spread of COVID-19: https://www.mcgill.ca/coronavirus/files/coronavirus/guidance_on_preventing_the_spread_of_covid-19- 20200503.pdf McGill’s Research Phase-in Directives: https://www.mcgill.ca/coronavirus/resources/campus-research-directives PIs must ensure that they are thoroughly familiar with these directives, such as physical distancing requirements (see Appendix B), appropriate cleaning protocols (see Appendix C), and the appropriate use of personal protective equipment (PPE; see Appendix D), and consider all of them in their request (see process outlined below) to phase in their research. Note that University directives and the Faculty protocol described herein are subject to change as we increase the presence of personnel on campus and learn from our experiences. PIs are responsible to ensure that they adjust their plans and protocols in accordance with any future updates communicated to them about changes to these documents. Concept of the Research Phase-in McGill's default position at present is that, in order to preserve the health and safety of our society and “flatten the curve” of the pandemic, all research activities that can be conducted remotely will not be permitted on campus at this time. Moreover, research consider to be of a lower priority (see below) should be postponed until public health conditions allow for broader access to the campus. Following the gradual phasing-in of on-campus research activities, it is anticipated that a less-than-usual level of research activities governed by physical distancing principles will need to be maintained for several months. It is therefore important to develop a modus operandi that is functional in both the short and medium term. PIs are invited to submit requests for approval to phase in their research. This request is submitted for a research project or program under a PI’s purview. It is the PI’s responsibility to coordinate on-campus research activities under their purview so that they comply with University directives including physical distancing requirements and obligations for cleaning of workspaces. A plan for both must be submitted in the context of the request. As detailed below, any use of common facilities must be coordinated with other users. Every researcher – including the PI, lab personnel and students - who intends to perform on-campus research during this phase-in period must read, understand and comply with the directives outlined in this and the other two documents linked above. These documents must be made available in printed form in each laboratory or work area for quick and frequent reference.

APPENDIXD:VIRUSTRANSMISSIONANDPERSONALPROTECTIVEEQUIPMENT

Virustransmission

• COVID-19isprimarilytransmittedviarespiratorydroplets,frequentlygeneratedthroughsneezingandcoughing.Droplets of relevant size are not thought to travel further than a fewmeters before falling to the groundorevaporating.Thegeneral2-mdistancingrule isbasedonthisconcept, butair flowandthewearingofbarriermasksmaychangethisdistance.

• Thehighest riskof virusuptake is either throughdroplets, or viadirect contactof fingerswith contaminatedsurfacesandsubsequenttouchingoflips,noseoreyes.Itisthereforeimportanttowashhandsfrequently,and,importantly,tonottouchyourfacewithunwashedhands.

• Gloves are not generally recommended as a protection against the virus, since only experienced glove usersreduce transmission that way and glove wearing can give a false sense of security. Of course, nitrile glovesshouldcontinuetobeworninalabcontextwherethisisrequiredforotherreasons.

Masks

• Onewayof reducing theoverall probability of virus transmission is thewearingofmasks.Maskwearing canmakeadifferencewherephysicaldistancingisimpossible(e.g.,publictransit)orwhereexhaleddropletsmightfall on food items (e.g. supermarket).Whilemaskwearing is effectiveunder certain circumstances, themoreimportantandefficientmeasuresremainphysicaldistancingandfrequenthandwashing.

Consistent with current government directives, on the McGill campuses, non-medical masks aremandatory only in situations where the 2 m distancing rule cannot be ensured. As all directives in thisdocument, thisoneissubjecttoupdatingatanytime.
