Control over the situation with human rights in Belarus, Mr Aleh Hulak, Chairperson ofthe Belarusian Helsinki Committee and Mr Stanislav Bogdankevich, HonoraryChairperson of the United Civic Party, as well as Mr Gianni Buquicchio, President of theVenice Commission; appointed Mr Andres Herkel (Estonia, EPP/CD) as rapporteur onthe situation in Belarus and authorised him to participate in the Troika meeting onBelarus during the OSCE-PA annual session (Belgrade, 7 July 2011); decided to ask theBureau to authorise the rapporteur to conduct a fact finding visit to Minsk in theforthcoming months, in the framework of the preparation of his report.On 5 and 21 July, and on 8 August 2011, the Rapporteur issued statements on issuesof concern to the situation in Belarus.October 2011 part-session – The Committee heard a statement by the Rapporteur andendorsed his intention to visit Belarus, and, on that occasion to meet political prisoners.

7 October 2010 – The Rapporteur held an exchange of views on the role of the Councilof Europe in Kosovo with the Rapporteur Group on Democracy (GR-DEM) of theMinisters Deputies.18 November 2010 – The Committee heard a statement by the Rapporteur andauthorised him to conduct a fact-finding visit to the region (28-30 November 2010) toassess the political situation on the ground prior to the early elections of the KosovoAssembly (to be held on 12 December 2010).28-30 November 2010 – The rapporteur carried out a fact-finding visit in the region.15 December 2010 – The Committee heard a statement by the Rapporteur on his visitto Kosovo (28-30 November 2010), held an exchange of views with the participation ofMr Xhavit Haliti, member of the Presidency of the Assembly of Kosovo (from themajority), and Mr Ibrahim Gashi, member of the Presidency of the Assembly of Kosovo(from the opposition), and authorised the Rapporteur to conduct a fact-finding visit toPristina and Belgrade in Spring 2011.1-4 November 2011 – The Rapporteur conducted a fact-finding visit to Pristina, Mitrovicaand Gracanica, following which he issued a statement.

OthersState of work in Committee On 17.12.1998, the Bureau decided to freeze the accession’s procedure. On 30/01/

2004, the Bureau decided not to lift the suspension of Special Guest status of theParliament of Belarus. The Assembly adopted Resolution 1671 (2009) and Recommendation 1874 (2009) onthe “Situation in Belarus”. Paragraph 19.1. of the Resolution stipulates “the Assemblycalls on its Bureau to lift the suspension of Special Guest status for the Parliament ofBelarus after a moratorium on the execution of the death penalty is decreed by thecompetent Belarusian authorities.”

On 21/06/2011, the Committee decided to hold a hearing onpolitical prisoners in Azerbaijan at the Committee meeting on 16/11/2011 in Paris(subsequently postponed). On 5/10/2011, the Committee decided to change the title ofthe draft report into “Revisiting the issue of political prisoners”. On 7/11/2011, the new motion for a resolution on “Criteria for the definition of a politicalprisoner” (Doc. 12587) was transmitted to the Committee for information.

A hearing was held by the committee on 10 May2010 in Istanbul, with the participation of Prof. Aydin (Minister of State, Turkey), MrArmao (Minister, Sicily, Italy), Prof. Sağlam (Grand National Assembly of Turkey) andMrs Laaksonen (expert, DGIV). A second hearing organised jointly with the FrenchNational Assembly Committee on Culture and Education was held in Paris on 3November 2010 with the participation of keynote speakers from UNESCO, the Councilof Europe and various French cultural institutions; an exchange of views was also heldwith staff in the Musée d’Orsay. In February 2011 a questionnaire was sent to nationaldelegations as well as to the members of CD-CULT and CD-EJ. A memorandum waspresented on 13 May 2011 in Zagreb. A draft report was discussed by the Committeeon 6 October 2011 for adoption by the Committee on 6 December 2011 in Paris.

On 23 June2010, the committee took note of a preliminary draft report. On 10 January 2011, thecommittee considered a draft report. On 1st December 2011, the committee willconsider a revised draft report.
