7 October 2010 – The Rapporteur held an exchange of views on the role of the Councilof Europe in Kosovo with the Rapporteur Group on Democracy (GR-DEM) of theMinisters Deputies.18 November 2010 – The Committee heard a statement by the Rapporteur andauthorised him to conduct a fact-finding visit to the region (28-30 November 2010) toassess the political situation on the ground prior to the early elections of the KosovoAssembly (to be held on 12 December 2010).28-30 November 2010 – The rapporteur carried out a fact-finding visit in the region.15 December 2010 – The Committee heard a statement by the Rapporteur on his visitto Kosovo (28-30 November 2010), held an exchange of views with the participation ofMr Xhavit Haliti, member of the Presidency of the Assembly of Kosovo (from themajority), and Mr Ibrahim Gashi, member of the Presidency of the Assembly of Kosovo(from the opposition), and authorised the Rapporteur to conduct a fact-finding visit toPristina and Belgrade in Spring 2011.1-4 November 2011 – The Rapporteur conducted a fact-finding visit to Pristina, Mitrovicaand Gracanica, following which he issued a statement.

2004, the Bureau decided not to lift the suspension of Special Guest status of theParliament of Belarus. The Assembly adopted Resolution 1671 (2009) and Recommendation 1874 (2009) onthe “Situation in Belarus”. Paragraph 19.1. of the Resolution stipulates “the Assemblycalls on its Bureau to lift the suspension of Special Guest status for the Parliament ofBelarus after a moratorium on the execution of the death penalty is decreed by thecompetent Belarusian authorities.”
