Report dated 21 May 2010 from the Divisional Manager, Technical Services about a pedestrian crossing in Queens Park Road, Queens Park adjacent to Moriah College. Council’s Proposal: That: 1. The installation of a pedestrian crossing in Queens Park Road, Queens Park adjacent to the Moriah College be approved. 2. REPORT TO WAVERLEY TRAFFIC COMMITTEE Council at its meeting on 21 September 2010 considered the Committees decision and resolved as follows: 1009.13.2.1 Waverley Traffic Committee Meeting – 26 August 2010 – Clause WTC 1008.C5 – Queens Park Road, Queens Park – Pedestrian crossing adjacent to Moriah College MOTION / DECISION (Sloan / Kay): That: 1. The installation of a pedestrian crossing in Queens Park Road, Queens Park adjacent

to the Moriah College be approved. 2. The detailed design for the pedestrian crossing be submitted to the Waverley Traffic

Committee for approval. The detailed design shall include the pattern of pedestrian access and desire lines to and from the school, and a brief report from the Director, Planning & Environmental Services on the vehicular and pedestrian access points for the college and the parking restrictions in the streets around the college.

3. Council request the Member for Coogee, Paul Pearce, to write a letter of support on

the matter to the Roads and Traffic Authority. 4. Council officers investigate traffic calming measures near the proposed location of the

pedestrian crossing for incorporation into the detailed design. 5. Council officers investigate traffic calming and pedestrian safety measures in Queens

Park Road east of Newland Street to facilitate the use of the pedestrian refuge at that location and prepare a report for the Traffic Committee.

Introduction The main pedestrian entrance to Moriah College is situated on the south side of Queens Park Road, Queens Park between Alt and Denison Streets. Currently there are some ‘No Parking’ and ‘No Stopping’ arrangements for the morning and afternoon school times. In the vicinity of the College there is a marked pedestrian crossing with kerb blisters in Baronga Avenue, which gives safe access between the College and Queens Park and centre pedestrian refuge with kerb blister in York Road just south of Queens Park Road. An aerial map of Moriah College is attached showing entry gates. Technical Analysis - Moriah College Development Approval The Director, Planning & Environmental Services has advised as follows: I understand that part of Council's resolution required me to provide a short report on access to the College from Queens park Road and specifically any conditions of consent that might restrict that access. In that regard, I would advise as follows:-

1. The Department of Infrastructure Planning and Natural Resources granted development consent on October 21, 2004, to an application for the construction of new primary school classrooms, related buildings and ancillary activities including 19

playground areas, parking, access and landscaping on Lot 1 DP 701512, Corner York Road and Queens Park Road, Queens Park.

It was a condition of that consent (condition G5 - Site Access) that the access gate off Queens Park Road into the site shall be used for emergency purposes only.

That consent including the conditions relate to Lot 1 only and not the double entry gates further to the east within Lot 3.

2. Council on the 22nd May 2001, granted deferred commencement consent in relation to

Moriah College, Queens Park – Stage 1 – Expansion –Demolition, Construct new building, carparking, internal roadway and removal of remnant bushland.

Condition 3 of that consent provided “that the submitted Draft Plan of Management be implemented and that a joint Management Committee be established, represented by Moriah College, Waverley Council and Queens Park Precinct Committee”. I have reviewed the draft plan of Management and at Item 7. - Traffic Management, it requires that the College prepare and endorse a traffic policy covering the following issues:- Pedestrian Access Use of public transport Staff parking Student parking Parent conduct General Public use Major uses It also requires the College to prepare and endorse a Traffic Management Plan which provides management strategies to implement each aspect of the traffic policy. Further, the College is to submit the Traffic Management Plan and any proposed alteration to the plan, for review and concurrence by the Moriah College Communication Committee (MCCC). The College is also required to regularly review the effectiveness of the Traffic Management Plan initiatives with the MCCC. I have been unable to ascertain from Council’s records if the Traffic Management Plan was submitted to the MCCC but I believe it was. I am unable to determine whether the Traffic Management Plan required the cessation of use of the pedestrian access from Queens Park Road. However, I do note that as part of the assessment of that development application, a public meeting was held and the Precinct Ctee. posed a number of questions to the College in particular question 18 which asked “in moving their front door to York Road, will the College close the Queens Park Road gate to all vehicular and pedestrian traffic entering and leaving the campus at all times/hours except for emergency exits". The College in their response advised that they intended to retain the Queens Park Road carpark and the associated college entry gates with general on site parking, student pedestrian access and general parking for the “pool facility” but would give consideration to appropriate restrictions on the use of Queens Park Road gates to certain classes of persons entering and leaving the premises to avoid student and other street parking in Queens Park Road. 20

I understand that the school has initiated a pass system to limit student access via those gates to students with special needs, those with disabilities and kindergarten children accompanied by a parent.

Other than the forgoing, I cannot find any other condition of consent that limits the Queens Park Road gates to emergency access only. - Moriah College gates access information Moriah College have supplied detailed information on students accessing the various gates around the College (attached). In summary, enrolment at the College in 2006 was 1341 and with the amalgamation of the infants school enrolment in 2010 increased to 1556 (a breakdown in student years is attached). In regard to the Queens Park Road gate approximately 150 students (10%) access this gate in the morning and 75 (5%) in the afternoon. These pedestrian numbers were confirmed when Council officers undertook counts at this location. Based on the information supplied by the Director, Planning & Environmental Services I do not foresee any changes to College numbers or accessing patterns. - Parking restrictions Parking restrictions generally apply in all residential streets north of Queens Park Road. These restrictions were introduced many years ago to protect the amenity of residents from the parking demands of the nearby Bondi Junction commercial centre, recreation areas and College. Current restrictions are 2P 8am – 6pm Monday to Saturday, permit holders excepted. - Detailed Design Detailed design of the proposed crossing is attached showing existing arrangements with signs and lines and proposed design layout and signs, with a separate plan showing proposed line marking. The proposal incorporates the following:

- From the pedestrian counts undertaken by Council, the highest desire line is just west of Alt Street. The proposed crossing has been positioned at this location. Also, this location maximises sight distances between pedestrians and vehicles.

- Kerb side blisters have been shown to improve pedestrian safety.

- Overall there is only a loss of four permanent parking spaces on the north side of

Queens Park Road adjacent to the households. The existing Disabled Parking space has been maintained with no changes.

- Bus Stops adjacent to the proposed crossing are generally only used by College

commuters. Applying school time restrictions should be reviewed with State Transit, this would reduce the loss of parking from four to one space.

- Bus Stops are located adjacent and on the approach side of the proposed crossing.

- High visibility line marking and signs.

- General Mr Paul Pearce, Member for Coogee has been requested to write a letter of support to the Roads and Traffic Authority. Additional traffic measurers near the proposed location of the pedestrian crossing are not considered necessary. However, the crossing will be monitored after installation to assess pedestrian safety and the need for additional measures. Investigate into traffic calming and pedestrian safety measures in Queens Park Road east of Newland Street to facilitate the use of the pedestrian refuge at that location will be commenced shortly and a report prepared for consideration of the Committee. Financial Information for Council’s Consideration The RTA Traffic Facilities fund will meet the cost for the installation of the line marking and signs. Council’s Proposal: That:

Council Meeting – 21st September 2010

Moriah College Gates TOTAL ENROLMENTS 2010 = 1556 2006 = 1341 In compliance with council regulations 90% of students and staff use Gates B, C, D, E & F to enter and exit the College. Approximately 10% use Gate A in the morning and less than 5% use it in the afternoon. During the day visitors access both Queens Park Gate A and 101 York Road Gate F. GATE A QUEENS PARK GATE – MAIN ENTRANCE Morning Vehicle access for 12 cars – 1 disabled, 2 visitors and 9 parking spaces for staff Pedestrian access: 150 students access this gate as the buses drop off in Queens Park Road in the morning.

Parents of T-2 students are allowed to park and walk their 5-7 year old children in through the

gate. When parents park they have to walk across Queens Park Road with a young child to access this gate.

Visitors access this gate as well as High School and Middle School students who arrive after

8.00am.

Children walking to the College can access this gate. Excursions which leave before 8.00am usually get picked up at Queens Park Gate A to

prevent delays with ‘go with the flow’ at Baronga Gate. Afternoon Pedestrian access Parents of T-2 students are allowed to park and walk in to collect their 5-7 year old children

and walk them through the gate to their car. Students exit only with a pass. Students who have passes are either physically disabled or

mentally delayed. There are occasions where children are allowed to leave via Gate A if they have a disability and it is only for a period of time eg broken leg or on crutches.

Students are collected by parents from Gate A when special afternoon classes finish after

4.00pm. The gate is also accessed by Mt Sinai and Emanuel students who catch the 660 or 659

buses. They meet their older brother or sister at Moriah and the parents pick up at the one place. It saves parents driving to two different locations and traffic congestion in the area. These children are dropped off on the opposite side of the road and have to cross Queens Park Road to meet their brother or sister.

GATE B FIRST BARONGA GATE Morning Pedestrian Access only Students dropped off in the morning from 7.00am to 8.00am – ‘Go With The Flow’.

Afternoon Pedestrian Access for buses only Students in Years T-5 (5-11 year olds) who are catching buses access this gate only –

3.20pm – 3.35pm. GATE C SECOND BARONGA GATE Morning No access. Afternoon Pedestrian Access for buses only Students in Years 6-12 who catch buses or walk home exit via this gate.

GATE F 101 YORK ROAD GATE – MAIN ENTRANCE FOR PRIMARY SCHOOL Morning Vehicle access Staff parking 83 car spaces and 8 bike spaces plus 2 disabled and 3 visitors’ spaces.

Students in Years T-5 are dropped off from 6.30am to 8.45am – ‘Go With The Flow’. Parents

drive into the School and follow King David Drive (internal ring road) and drop child off at the designated area and proceed to exit.

Pedestrian access: Visitors access this gate at any time during the day.

Excursions for students in Years T-2 use this exit to access the bus between 9.00am and

2.00pm. 8.45am to 2.45pm Trucks access this gate for deliveries during this time only.

Afternoon Vehicle access Parents of T-2 students and older siblings collect their children from the designated pick up

area (‘Go With The Flow’ – internal ring road) and exit. Staff cars exit after 3.40pm.

GATE G QUEENS PARK GATE – SECOND GATE Emergency use only – has never been opened.
