REPORT OF THE STUDENT REGENT ON THE 1290th BOR MEETING

On the Renaming of the UP Diliman CBA to Virata School of Business

In the previous meeting, the Board has decided to hold the decision of the renaming inabeyance. As this issue remains unresolved, we manifested during the Board that furtherinvestigation of this must be made the soonest possible time as the students of the Collegehave already registered their concern with regard to this matter. Due to a lack of comprehensive

consultation among its constituency, major technical illegalities, and in relation to extremehistorical insensitivity, we will continue with our appeal to the Board for it to immediately rescindits previous decision of approval.

This matter shall be taken up again in the September BOR meeting. Comprehensiveconsultations with the constituents of the CBA will begin anytime soon as the Board has alreadyapproved the minutes of the 1289th meeting.

The Student Regent calls on the UP community, especially the students, to become active intheir participation during these consultations, remain vigilant throughout the entire process, andstay true to the historical character of the Iskolar ng Bayan.

On the Anti-Poor Codal Provisions

In light of the different proposals coming from the Review Committee and the Justice for KristelAlliance, President Pascual mentioned that it will be difficult to resolve this issue especially withthe different views of the members of the Board. Despite this, we continue to push for possibleamendments, if not, for the repeal, of these codal provisions (Art. 330, 430, and 431 of the UPCode) which we deem necessary in order to genuinely promote the interest of the students.

With the Board of Regents adopting a policy stating that, No qualified UP student shall bedenied access in the University due to financial incapacity, we will remain firm in asserting for azero-interest student loan, the repeal of FLOA and other mechanisms that hinder the Iskolar ng

Bayan from pursuing studies, and a comprehensive financial assistance program that willguarantee financial support to all students.

With the semester about to end, there is an urgent need to study these provisions in the UPCode and institutionalize effective implementation guidelines and procedures that will truly servethe interest of every UP student. The Board decided to tackle this issue once again during theSeptember BOR meeting and finally come up with specific, pro-active resolutions.

On Reported Cases of Students Affected by the PGH Memo 2012-256

The Office of the Student Regent has been receiving reports coming from non-UPM studentswho have had troubles with the required down payment at the UP PGH infirmary before beingadmitted. Clearly, there seems to be discrimination among constituents of the University interms of providing sufficient health care. Moreover, this policy remains problematic as it

definitely puts the life of a patient at the least priority of the countrys leading public hospital.President Pascual commented that this issue has already been settled with the PGH

Administration when this matter has been brought to the attention of the Board.

Despite this claim, the Office still believes that such policy, when implemented, defeats the verypurpose of public service. With this, we are geared to conduct a separate investigation on thereported cases together with other offices concerned.
