Physical Site Characterization Background Information: The Stamina Mills Site (the Site) is located on School Street in North Smithfield, Providence County, Rhode Island. The 4.87-acre parcel is located in the Forestdale section of North Smithfield, Rhode Island. The site is identified by the Town of North Smithfield Tax Assessors Office as Parcel 005-033. The Site is bordered to the north by School Street and residential properties; to the east by wooded areas and residential properties; and to the south and west by wooded areas, commercial properties, and the Branch River. A dam immediately south of the Site forms the Forestdale Pond and the Site’s southern boundary. Two raceways passed beneath

the former mill buildings before reentering the Branch River downstream of the dam. The southeastern section of the Site includes an area in the 100-year floodplain. According to the EPA Region 1 ARCGIS mapping tool, 178 residents reside within a ¼-mile radius of the site. EJSCREEN, EPA’s Environmental Justice Screening tool, resulted in 0 out of 11 Environmental Justice Indices, exceeding the 80th percentile on a national basis, being met for the 1-radial mile area surrounding the site. Site operations date back to the early 1900s as a textile mill. In 1969, a solvent scouring system that used trichloroethylene (TCE) to remove oil and dirt from newly woven fabric was installed, and subsequently an unknown quantity of TCE was released. In 1975, the mill closed. In 1977, a fire destroyed the manufacturing complex, leaving the site vacant and unused. The mill office building, which was connected to the manufacturing complex via a bridge, was not impacted by the fire and currently remains as the only mill building which still exists at the Site. In 1981, in response to private drinking water well contamination, the Rhode Island Water Resources Board and the Town of North Smithfield installed a public waterline to some of the area residences; and by 1987, all residences impacted by the spill were connected to the public water supply. In 2000, construction of the site’s long-term remediation system was completed. Currently, groundwater treatment continues, while soil treatment was completed in the 2010s. A separate building (not part of the treatment process) containing confirmed asbestos-containing material (ACM) still stands adjacent to School Street, and has been deemed unsafe to enter. This building directly abuts a guardrail on School Street. The building appears to be a one-story wooden building, with a basement level in the rear as the ground slopes downward and away from the street. On 5 April 2019, Emery Environmental Associates conducted a limited asbestos inspection of the on-site building. A total of 20 representative samples of 12 separate suspect building materials were collected for asbestos analysis. In addition, one sample was collected from accessible interior and exterior construction materials (painted wood, plaster, clean wood, field stone, and roofing) for toxicity characteristic leaching procedure (TCLP) lead analysis. Analytical results of the asbestos samples indicated that chrysotile asbestos was detected in three of the 20 samples at up to 90%. Analytical results of the construction material sample indicated 6.0 milligrams per Liter (mg/L) for TCLP lead, which exceeded the current EPA standard of 5.0 mg/L. This indicated that the material must be disposed of as a hazardous material at a facility licensed to accept lead waste. Sampling Activities On 30 July 2020, EPA On-Scene Coordinator (OSC) Catherine Young and Weston Solutions, Inc. (WESTON) Superfund Technical Assessment and Response Team (START) V members Eric Ackerman and Bill Mahany met at the Site to conduct sampling activities. START member Ackerman conducted a safety and operations meeting but did not sign the Site-specific Health and Safety Plan (HASP) due to WESTON COVID-19 protocols. The Site HASP had been prepared as a separate document, entitled Weston Solutions, Inc., Region I START V Site Health And Safety Plan (HASP) for the Stamina Mills Site, North Smithfield, Rhode Island. START established a support zone and calibrated the air monitoring instruments, including a RAE Systems MultiRAE multi-gas meter and a Ludlum Model 19A gamma radiation meter (MicroR) [7; 8]. Background levels were recorded in the HASP as follows: volatile organic compounds (VOCs) = 0.0 parts per million (ppm); lower explosive limit (LEL) = 0%; oxygen (O2) = 20.9%; carbon monoxide (CO) = 0.0 ppm; and MicroR = 10-15 microRoentgens per hour (μR/hr). No readings above background were noted on the air monitoring instruments. START personnel collected a total of eight bulk/debris samples for asbestos analysis (see Appendix B, Table 1) [9]. All sample locations were recorded using a Global Positioning System (GPS) unit (see Appendix A, Figure 2) and were photodocumented (see Appendix C) [10]. Sampling activities were performed in accordance with the Site Sampling and Analysis Plan (SAP), which has been prepared as a separate document, entitled Sampling and Analysis Plan for the Stamina Mills Site, North Smithfield, Rhode Island. [11]. All samples were delivered and submitted to the EPA Laboratory Services and Applied Sciences Division (LSASD)/New England Regional Laboratory (NERL) for asbestos analysis. Analytical Data Summaries On 5 August 2020, START received the analytical data results from NERL [12]. These data are summarized in Appendix B, Table 2, and are included in Appendix D. Asbestos Samples Eight bulk asbestos samples were collected and delivered to NERL. The samples were analyzed for bulk asbestos using EPA Region 1 SOP EIASOP-INGASBSED2. Analytical results of the bulk asbestos samples indicated that two of the eight samples had at least one asbestos mineral present. Specifically, two of the six asbestos minerals were detected above the laboratory reporting limit (RL), including the following [maximum concentration, in percent (%), and sample number in parentheses]: amosite (5% in ACM-08) and chrysotile (60% in ACM-05). Actinolite, anthophylite, crocidolite, and tremolite were not detected above the laboratory RLs in any of the samples submitted for bulk asbestos analysis (see Appendix D, Analytical Data and Chain-of-Custody Records).
