i. geneRal pRovisions

1. ObjectivesoftheChampionshipareas

follows:

to strengthen military and techni-

cal-militarycooperationbetweenthecoun-

triesparticipatingintheChampionship;

to increase the prestige of service in

themilitary;

totestskillsoftankcrewsandtankunits

fromparticipatingstates;

to demonstrate combat capabilities

(performance)ofmoderntanks.

2. Those personnel to participate in the

Championshipshallmeetfollowingre-

quirements:

upto45yearsold

nohealthrestrictions

bestperformanceinspecialty.

3. Theemblemistheofficialsymbolofthe

Championship.

4. Russian and English are official lan-

guages of the Championship. Each

participating team will have an inter-

preterfrom/intonationallanguagefor

administrativepurposesduringprepa-

ration and course of the Champion-

ship.

ii. Championship’s authoRities

5. Interagency organizing committee

shallbeestablishedtosupportprepa-

rationfortheChampionship.Composi-

tionoftheCommitteeistobeapproved

bytheMinisterofDefenceoftheRus-

sianFederation.

6. General supervision of the Champi-

onship isentrustedto theFirstDeputy

MinisterofDefenceoftheRussianFed-

eration.

7. Direct supervision is entrusted to the

DirectoroftheMainCombatTraining

DirectorateoftheArmedForcesofthe

RussianFederation.

8. Under the decision of the Minister

of Defence, the Chief Judge shall be

appointed and Judicial Commission

in which representatives of all partic-

ipating countries are included (to be

discussed)istobeestablishedforcon-

ductionoftheChampionship.

9. TheMinistryofDefenceoftheRussian

Federation shall provide comprehen-

sivesupportoftheChampionship.

10. DirectoroftheMainCombatTraining

DirectorateoftheArmedForcesofthe

Russian Federation shall establish the

Administration(hereinafterreferredto

as theAdministration)of theChampi-

onship,whichisinchargeforcompre-

hensivesupportoftheChampionship.

iii. pRoCeduRes foR the

Championship

11. Thetimeforthepurposeoftheprepa-

ration of the Administration, Judicial

CommissionandCrewsshallbeenvis-

agedontheeveoftheChampionship.

12. The Championship begins with the

openingceremony.

13. TheChampionshipisheldinfourstages:

First—Individualrace;

Second—twotours:SprintandPur-

suitrace;

Third—Sportsstage;

Fourth—Relayrace.

Participantsoccupypositioninarank-

ingtabledependingonhowwelltheyper-

form upon completion of each stage. The

numberofpointsgainedinthecourseofthe

Championship determines position in the

table (forexample,bestcrewof those ten

participatingintheChampionshipwillhave

tenpoints,theworst—onepoint).

Upon completion of each stage, all

participants intheChampionshipProtocols

willreceiveaprotocolwiththeresults.

14. DirectoroftheMainCombatTrainingDi-

rectorateoftheArmedForcesoftheRus-

sianFederationwilldeterminethedura-

tionofeachstagedependingonnumber

ofparticipantsintheChampionship.

15. Therewillbe timeenvisaged tomake

equipment and armament ready and

calibratedpriortotheeachstage.

16. TheChampionshipendswith thewin-

ners’awardingandclosingceremony.

17. Scriptsof theceremonieswillbepre-

pared by the Main Combat Training

DirectorateoftheArmedForcesofthe

RussianFederation.

iv. Conditions of the

Championship

18. TheChampionshipwillbeheldinmil-

itary unit No. 23626 (Alabino, Na-

ro-Fominsk District, Moscow Oblast’)

(hereinafterreferredtoastheMilitary

Unit).

19. Nationalteamsareallowedtopartici-

pateintheChampionshipiftheircoun-

triesensuredreadinessandarrivalof

four tank crews, operating tanks that

areinservicewithinthearmedforces

ofparticipatingcountries,tothevenue

of the Championship in timeframe set

inpresentRegulations.

20. Preparationofthevehiclesandequip-

mentshallbemadeinaccordancewith

themaintenanceinstructionsforapar-

ticularmodelorpieceofequipment.

21. Practicaltrainingsusingvehiclesonthe

routes of the Championship are held

withoutshooting.

22. Inorder tohit the targets,designated

underconditionsoftheChampionship

stages,acrewshouldcontinuefireun-

tiloutofammunitions.

23. It is forbidden to use radio networks

oftheJudgingCommitteeandtheAd-

ministration. It also concerns coach-

ing groups (support groups) of the

countriesparticipatingintheChampi-

onship.

24. Prior to start of each stage all partic-

ipants in the Championship will take

medicalexamination.

25. During the Championship (except the

Sports stage) crews of Championship

participantsshallperformcheckinspec-

tion of tanks. In the end of each day,

technicalmaintenanceandpreparation

forthenextdayshallbeperformed.

26. Loadingofammunitions in tanksshall

be performed in accordance with

maintenance instructions foracertain

modelofcannon,usedbytheteamsin

courseoftheChampionship.

27. In case of a tank breakdown, its re-

placementwithareservetankshallbe

performed under a command of the

Chief Judge by the evacuation team,

providedbytheAdministration.

28. Technicalmaintenance,repair(ifnec-

essary)andrefuelingofcombatvehi-

clesoftheparticipantsintheChampi-

onshipwillbeorganizedintheMilitary

Unit with the use of manpower and

resources of technical support teams

of the participating countries in an

amountofnotmorethan10persons.

29. All the issues regarding comprehen-

sive supportof foreignparticipants in

the Championship, and their respon-

sibilities so far it is relates damage

caused to health, infrastructure and

facilitiesaswellas reimbursement for

suchadamageshallbesettledbyne-

gotiations with states-participants in

theChampionship.

30. TheJudgehasarighttostopatankon

arouteduetosafetyreasonsduringthe

Championshipwitha timestop,count-

down resumes with the Judge’s com-

mandwhentankstartsmovingagain.

31. The Judicial Commission have a right

toexemptacrewfromastageof the

Championship in case of violation of

safetyrequirements.

v. pRe-Championship seRviCing

pRoCeduRes

32. Foreign delegations and participants

intheChampionshipshallarrivetothe

Military Unit seven days prior to the

commencementday.

33. Preparationofcrews for theChampi-

onshiplastsnotlessthanfivedays.

34. Day1:

Registration of participants in the

Championship;

Lecture on safety requirements for

crews and their coaching groups (support

teams);

Reviewing theproceduresandcondi-

tionsoftheworldChampionship;

Familiarizationwiththeroutes;

Firststage—familiarizationwithroutes

scheme(mock-up);

Second stage — in army trucks with

opentop;

Third stage — practicing tank driving

onroutes(withoutfiring);

Vehicles acceptance, preparation of

tanksforcannonalignmentandcalibration.

35. Days2and3:

Cannonalignmentandcalibration;

Dailymaintenanceoftanksandarma-

ment.

36. Day4:

Preparatory activities in accordance

withplansandundersupervisionofcoach-

inggroups;

Dailymaintenanceoftanksandarma-

ment.

37. Day5:

Submissionofapplicationsforpartici-

pationofthreecrewsintheChampionship;

The draw determines starting number

andnumberoftheroute.

TheJudicialCommitteeholdthedraw

in the presence of teams’ representatives.

Each crew commander pulls jetton from

opaquebag.Thejettondeterminesstarting

numberandnumberoftheroute.

Resultsofthedrawareformalizedby

theprotocol,whichissignedbytheJudicial

Committee and representatives of teams

participatingintheChampionship.

38. Day6:

Leisureactivitiesandculturalevents;

Preparationofteamsforthefirststage

oftheChampionship.

vi. sChedule of the

Championship

39. Days1-3oftheChampionship:

Openingceremony;

Firststage.Individualrace(determines

ratingplaceofeachcrew)

Route length — 7.1 km, each crew

doesthreelaps.

Each crew starts in accordance with

thedrawresultwithadelayof60seconds.

There only can be four tanks at the same

timeattheroute.

Therouteisequippedwithfrontiersstart

(withstartingplatform)andfinish(withhold-

ingsite);speedsection;twoshootingranges.

Obstacles: ford, track bridge mod-

el, obstruction and maneuvering section,

mound, scarp,anti-tankditch, comb, track

pathatmineexplosionarea,hillside.

Therearetargetsinstalledontheroute.

Fordetailedinformationabouttargets,see

theAddendumtothepresentRegulations.

The first shooting range is equipped

withinitialline,ammunitionrack,fireopen-

ing line, target field with targets No. 12

(Tank)atadistanceof1800,1700,1600

metersforregularartilleryround.

The second firing range is equipped

withammunitionrack,fireopeningline,tar-

get field with targets No. 25 (Helicopter)

atadistanceof900meterstohitthetarget

with anti-aircraft machine gun and target

No.9(Anti-tankgrenadelauncherunit)to

hititwithcoaxialmachinegunatadistance

of800,700,600meters.

Beforethestagestarts,tanksshalltake

positionatthestartingline.Thestartmoving

under receiving an established signal (this

signalisdoubledbythemeansofradiocom-

munication).Afterthestart,theyovercome

obstacles (obstruction and maneuvering

section) and go up to the shooting range.

Thenmoveontoaninitiallineoftheirown

directionswheretheyloadregularartillery

roundandproceedtoashootingrange.

Shootingisperformedfromstationary

position.

Targetisdisplayedafterthearrivalto

ashootingrange.Shootingfromcannonis

performedwhenthetargetisdetected.

Duringthesecondlap,crewsloadam-

munition for anti-aircraft machine gun at

thelineofopeningfire.TargetNo.25(He-

licopter).Numberofrounds—20.

At the third lap crews load ammuni-

tion forcoaxialmachinegunat theshoot-

ingrange.TargetNo.9(Anti-tankgrenade

launcherunit).Numberofrounds—15.

Ifthetargetismissed—penaltytimeis

addedtototaltime(60seconds).

After each shooting trail, tank com-

mander reports to the Judging Committee

aboutceasefireandweaponunload.

Examinationoftargetsisexecutedby

meansofvisualobservationandvideocam-

eras, placed on the target field. Examina-

tionoftargetsNo.9,No.25iscarriedout

bymeansofvisualobservationandvideo

camerasplacedon the target fieldaswell

asfromthedataobtainedfromsensorson

thetargets.

ArepresentativeoftheJudgingCom-

mitteewillannouncetheresultsofshooting

trialstothecrewsviaradiocommunication.

Afterfinishing, tanksshallmoveonto

theholdingsite.

Bythesignalof theChiefJudge,next

crewsmoveuptothestartinglineaccording

totheresultsofthedraw.

While overcoming obstruction and

maneuvering section — for each knocked

(touched)columnorbypassedobstacleto-

taltimeextendsby10seconds.

While overcoming track bridge mod-

elforstoppingorfloppingfromittotaltime

extendsby30seconds.

While overcoming track path at

mine explosion area, for running over the

«mine»,knocked (touched) restriction sign

seconds.

Whileovercoming scarp— for losing

speedorfloppingtotaltimeextendsby30

seconds.

40. Day4oftheChampionship:

Preparationofthevehiclesforthefirst

roundofthesecondstage—sprint,calibra-

tionofarmament;

Preparationofthevehiclesforthefirst

roundofthesecondstage—sprintinaccor-

dancewithplansofcoachingteams.

41. Day5and6oftheChampionship:

Firsttourofthesecondstage—sprint

(todeterminethestartorderandstarttime

delayforthepursuitrace).

This stage is held on a 3 kilometers

routewitha500meterspenaltyloop.

Eachcrewshalldotwolaps.

The start is successive at the interval

of60secondsinorder,determinedbythe

draft.Fourtanksonlycanbeontherouteat

thesametime.

The route is equipped with frontiers

start(withstartingplatform)andfinish(with

holding site); penalty loop; speed section;

shootingrange.

Obstacles: ford, track bridge mod-

el, obstruction and maneuvering section,

mound, scarp,anti-tankditch, comb, track

pathatmineexplosionarea,hillsideanda

lineoffire.

Shooting range is equipped with the

initial line, ammunition rack, fire opening

line,targetfieldwithtargetsNo.12(Tank)

atadistanceof1800,1700,1600meters

forregularartilleryround.

Before the competition starts, tanks

standatthestartlineandbegintheraceon

receivinganestablishedsignal(thissignalis

doubledviaradiocommunication).Firstlap

shallbecompletedwithoutfiring.

Duringthesecondlap,whileatthefire

opening line, thecrews load threeregular

artilleryrounds.

Shootingisperformedfromstationary

position.

Targetswillbedisplayedafterloading

of ammunition is finished and a report on

readinesstofirereceived.

Oncethetarget isdetected,shotsare

madewith tankcannon.Eachcrewshould

hit three targets on their own direction.

Ifacrewfailed tohit the targetwith three

rounds,anadditionalroundmaybeused.

Each missed target implies a penalty

loop.

Upon completion of each firing, tank

commanderreportstotheJudicialCommis-

siononceasefireandweaponunload

Examination of target No. 12 is exe-

cuted by means of visual observation and

videocameras,placedonthetargetfield.

ArepresentativeoftheJudgingCom-

mitteewillannouncetheresultsofshoot-

ingtrialstothecrewsviaradiocommuni-

cation.

On receiving the signal of the Chief

Judge,nextcrewsmoveuptothestarting

lineintheorderaccordingtothedrawre-

sults.

While overcoming obstruction and

maneuvering section — for each knocked

(touched)columnorbypassedobstacleto-

taltimeextendsby10seconds.

While overcoming track bridge mod-

elforstoppingorfloppingfromittotaltime

extendsby30seconds.

42. Day7oftheChampionship:

Leisureactivitiesandculturalevents,sight-

seeingtourstomemorialandhistoricalplaces;

Preparationofthecrewsforthesecond

roundofthesecondstage—pursuitrace—

inaccordancewithplansofcoachingteams.

43. Days 8 and 9 of the Championship:

second round of the second stage —

pursuitrace.

The competition is held on the route

with a distance of 4 km, with 500 meters

penaltyloop.

Eachcrewhastodothreelaps.

The start is successive at the interval

determinedbythesprintraceresults.

The route is equipped with start and

finishfrontiers(withastartingplatformand

aholdingsite);penaltyloop,speedsection,

twofiringranges.

Obstacles: ford, track bridge mod-

el, obstruction and maneuvering section,

mound, hillside, scarp, tank ditch, comb,

lineoffire,trackpathonaminefield.

The first firingrange isequippedwith

initialline,ammunitionrack,fireopeningline

andtargetfieldwithtargetsNo.12(Tank)

atthedistancesof1800,1700,1600me-

tersforfiringregularartilleryround.

The second firing range is equipped

withammunitionrack,fireopeninglineand

meters.

Before the competition starts, tanks

standatthestartlineandstarttheraceun-

derreceivinganestablishedsignal(thissig-

nal is doubled via radio communication).

Afterthestarttheyshallcrosstheobstacles

(obstructionandmaneuveringsection),and

thengouptothefiringrange,standonthe

initiallineontheirdirectionwheretheyload

oneregularartilleryroundandproceedto

thefireopeningline.

Shooting is performed from station-

aryposition.Targetswillbedisplayedafter

loadingofammunitionisfinishedandare-

portonreadinesstofirereceived.Oncethe

targetisdetected,crewshallopenfirewith

tankcannon.

During the second lap, on the fire

opening line, the crews load one regular

artilleryround.Oncethetargetisdetected,

shotsaremadewithtankcannon.

Duringthethirdlaponthefireopening

line the crews load ammunition for coaxi-

almachinegun(15rounds)andhit target

No.9(Anti-tankgrenadelauncherunit).

Targets will be displayed after load-

ingofammunition is finishedanda report

onreadinesstofirereceived.Oncethetar-

getisdetected,shotsaremadewithcoaxial

machinegun.

Uponcompletioneachfiring,tankcrew

commanderreportstotheJudicialCommis-

siononceasefireandweaponunload.

Examinationoftargetsisexecutedby

meansofvisualobservationandvideocam-

eras, placed on the target field. Examina-

tionoftargetsNo.9iscarriedoutbymeans

44. Day10oftheChampionship:

Preparationofthevehiclesforthethird

stage — Sports, accordance with plans of

coachingteams;

Preparationofthevehiclesforthethird

stage—Sportsandcalibrationofarmament.

45. Day 11 of the Championship: third

stage—Sports.

The competition is held on equipped

sports ground and running tracks. Partici-

pantswearfielduniformforthisstage.

Exercisesforthesportsstageinclude:

push-ups;

sit-ups;

100-metersprint;

groupovercomingoflineofobstacles

withinthecrew.

Beforethecompetitionsstarttherewill

beadraw.Thedrawdeterminestheorder

of exercise performance on strength and

speedforcrewmembers,andcrewstarting

numberforgroupexercise.

Protocol on the results of the draw is

signedbytheJudicialCommitteeandrep-

resentativesoftheparticipatingteams.

Accordingtotheresultsofthedraw:

one member of the crew does push-

ups;

second member of the crew does sit-

ups;

thirdmemberofthecrewruns100-me-

tersprint.

Push-ups are performed in a prone

positionby raisingand lowering thebody

using the arms at flat area, body straight,

arms bent until body touches the ground.

Whileunbendingarms,oneshouldtakeini-

tialposition;

nostopsareallowed.

The winner is who made maximum

numberofpush-ups;placesfrom2upto10

dependonthenumberofperformedpush-

upsindecreasingorder.

Sit-ups are performed lying with the

backon the flatground,handsbehind the

head,legsfixed;

bending forward until elbow touches

knees, moving back to the initial position,

shoulderbladesshalltouchtheground;

exercisetimeframeis1minute;

slightbendingoflegsisallowed.

The winner is who made maximum

numberof sit-ups;places from2up to10

dependontheamountofperformedsit-ups

indecreasingorder.

The 100-meter sprint is performed

fromuprightposture.Therearetworunning

tracks.

The winner is who showed the best

time; places from 2 up 10 in accordance

withthetimeinincreasingorder.

Ifthecrewmemberfailstodotheex-

ercise,20secondsof timepenaltywillbe

implied.Thattimepenaltywillbeaddedto

thecrew’stotaltimeinthegroupexercise.

Group exercise is performed within

a crew. Terms of group exercise perfor-

mance:

thecrewisonthestartlinefacingtwo

directions;

upon start command run 100-meters

distance;

runthroughlabyrinth,

jumpoverfence,

overcome three sections of broken

ladder with two legs touching the ground

betweenstairs,rununderthefourthstair,

jumpoverawall,

jump into a well and run through a

communicationtrench,

getoutofatrench.

If a crewmember fails to overcome

someofobstacleelements itwill imply10

seconds penalty for him; time penalty will

beaddedtothecrew’stotaltime).

Run50-metersdistance;

Go 30 meters distance through a

climbing frame in “hang” position (there

are threesectionsof the implementand in

caseoffallingdownortouchingtheground,

participantsarepenalizedasfollows:

firstsection—20seconds,

secondsection—15seconds,

thirdsection—10seconds.

Time penalty will be added to the

crew’stotaltime.

Run50-metersdistance,thenrunona

pad,jumpintothewater,overcome15-me-

terslongwaterbarrierwiththedepthupto

1,5meter,getonapadandrun50meters

moretowardsgrenadethrowingsector;

eachparticipantthrowsa600-gramme

grenadetothecirclesof3metersdiameter,

located at the distance of 30 meters; for

eachgrenadethrownoutofthecircles,par-

ticipantsget10penaltyseconds,whichwill

beaddedtothetotaltimeofthecrew;

eachcrewtakestwoammunitionbox-

es(24kg)andrunsadistanceof100me-

tersuptothecrawlingsection;

cross25meterssectioncrawlingwith

ammunitionboxes;

cross25metersascendwithammu-

nition boxes, place boxes carefully on

special platforms, run around flags, run

downtheslope,thenrun100metersdis-

tancethroughrunningtracksuntilthefin-

ishline.

Total time is determined with the last

crewmembercrossingthefinishline.

While performing the exercise coop-

eration isallowed,except for theclimbing

frame; handing over pieces of equipment

isprohibited.Additionalequipmentcanbe

used(gloves,kneepads,sunglasses).

If any crewmember drops out of the

race,thecrewwillgetthelastplace.

Ifthecreworthecrewmemberfailsto

dooneof theelementsof thegroupexer-

cise,thecrewwillget1-minutepenalty.

The Sports stage winner crew is de-

terminedbythelowestsumofplacestaken

bythecrewmembersduringallcompetition

stages.Placesfrom2to10aredistributed

correspondingly.

Ifthescoreiseven,thecrewswilldoan

additional stage of the competition where

onlyonecrewmemberofeachcrew takes

part. They perform exercises according to

theabove-mentionedrules (exceptammu-

nitionboxlift).

46. TheDraftwilldetermineroutenumbers

route.

Eachteam,composedof threecrews,

uses one tank with a crew change. Each

crew passes three laps. Start is simultane-

ous.

The route is equipped with start and

finishfrontiers(withastartingplatformand

a holding site); two penalty loops, speed

section, two firing ranges, obstacles: ford,

trackbridgemodel,obstructionandmaneu-

veringsection,mound,twohillsides,scarp,

tankditch,comb,lineoffire,trackpathon

aminefield.

The first firingrange isequippedwith

ammunition rack, fire-opening line; target

filedwith targetsNo.25 (Helicopter)ata

distanceof900meters tohitwithanti-air-

craftmachinegun.

The second firing range is equipped

withinitialline,ammunitionrack,ceasefire

line,unloadingplatform, fireopening line,

targetfieldwithtargetsNo.12(Tank)ata

distancesof1800,1700,1600meters to

hitwithregularartilleryround.

Firing on the first firing range is per-

formed in stationary position and on sec-

ond—onthemove.

Before the competition starts, the first

lapcrewsshouldstandatthestartlineand

begintheraceuponreceivingofanestab-

lishedsignal(thesignalisdoubledviaradio

communication).Thetankspassthefirstlap

oftheroutewithnofiring.

Duringthesecondlaptankcrewsload

anti-aircraftmachinegunammunitiononthe

fireopeningline(20rounds,plus5rounds

aspenaltyammunition).

Targets are displayed after the report

on loading ammunitions and readiness to

openfire.Whenthetargetisdetectedacrew

shallopenfirefromanti-aircraftmachinegun

andhittargetNo.25(Helicopter).

On the third lap, in the ammunition

loadingsection,crewsloadthreeregularar-

tilleryroundsforsidefiringwithtankcannon.

Targetsaredisplayedafterthereport

on loading ammunitions and readiness to

open fire. When the target is detected a

crewshallopenfirefromtankcannonand

hittargetNo.12(Tank).

Firing is performed consecutively at

threetargets.Missedtargetimpliesapen-

altyloop.

Upon completion of each firing, tank

crewcommanderreportstotheJudicialCom-

missiononceasefireandweaponunload.

Examination of targets is executed by

meansofvisualobservationandvideocam-

eras,placedonthetargetfield.Examination

of targets No. 25 is carried out by means

of visual observation and video cameras

placedonthetargetfieldaswellasfromthe

dataobtainedfromsensorsonthetargets.

ArepresentativeoftheJudgingCom-

mitteewillannouncetheresultsofshooting

trialstothecrewsviaradiocommunication.

Afterfinishing,thefirstcrewisreplaced

with the second one. Completing the tour,

secondcrewisreplacedwiththethirdcrew.
