GST has led to a paradigm shift in the way
businesses organised. Be it trading,
manufacturing, exports or service related
activities, they were brought under the ambit
of one tax. The policy makers of successive
governments and bureaucrats have strived for
several years to give a shape to this new wave
of taxes titled “One Nation & One Tax”.
The tax of merging all indirect taxes of central,
state, excise, customs and sales taxes followed
by various states , has stood the test of several
years of negotiations. Bringing the
complexities of various tax structures by
bringing a consensus to follow one tax for one
product by all states is not an ordinary task.
The companies, business houses, trading
houses, service organisations that used to
enjoy the patronage of various states in the
form of tax holidays, subsidies and
concessions, are now centralised with one
authority managed by GST Council
comprising of various state finance ministers.
In the course of implementation in the past
two years had passed through, struggles in
adopting and implementing two new laws and
structures.

The renewed GST has initially created a robust
system, which is not followed by many even
after two years of implementation. Yet there
are doubts persisting in the minds of these
business houses. Governments at State and
Central have conducted hundreds of training-
cum-awareness programs, and sessions to
educa te on th i s complex sys tem.
Nevertheless, many seem to have followed,
but in reality many have doubts in syncing
with this new system.
This seminar is an attempt to throw some light
on these trivial issues.
