REGIONAL TECHNOLOGY PLAN (1997-2000)
Castilla y León was one the eight European regions involved in the RTP pilot project of the
European Commission
Milestone in the reality of the Regional Innovation System in Castilla y León.
Strategy for optimising the R+D+i actions.
Key role of SMEs in the Plan.

Strengths
The regional economic context
High increasing rates in GAV non-agrarian, over 4% annual.
Favourable business dynamic:
- Foreign investment (170 Meuro in 1997 up to 200 Meuro in 1998).
- From 1997 to 1999, a number of 12.056 new business has been created (11.023 net).

Gross expenditure on R+D (GERD)
The R+D investment has been increased at an annual average rate of 8.7% between 1991 and 1999.
Third Spanish Objective 1 region in GERD, just behind Valencia and Andalucía.
The RTP initial effort on R&D investment has been sustained during the last three years
- GERD/GDP (1999): 0.62%
- GERD/GAV non-agrarian (1999): 0.75%
- Gross expenditure on R+D+I/GAV non-agrarian (1998): 1.6%
R+D investment distributed by sectors
Between 1997 and 1999 Administration and University investments have been increasing at an annual accumulative rate of 11.7% and of 8.8% respectively.
In the same period, entrepreneurial investment increased by 28.2%. As a consequence of this, in 1999, it accounted for 38% of the total GERD, in comparison with the average of 31% in the previous three years (1996-1999).
RTP implementation process
According to RTP, all Programmes, as well as their principal Instruments, have been put into action, in a higher or a shorter scope.Instruments included in RTP have been enhanced trough the different initiatives and help lines.Some of the main actions are shown in this graphic.

Support to Parque Tecnológico de Castilla y León
Outstanding increase. From 1997 to 2000 - Nº of industries got up from 43 to 77 - Employment: from 843 to 3.000 people - Turnover: from 39 Meuros to 170 Meuros.
Clear reference model in terms of innovation inside and outside the region.

INNOVATION PROGRAMME
- RDA has given to industries a suitable pack of helps.
-Increasing tendency of tech. development projects (28%) versus tech. services and equipment contracting.
- Higher proportion of approved projects (38%) and granted help (36%) for industries between 5 and 19 employees, followed by the group of industries from 20 to 49 employees.
INNOVATION PROGRAMME
RESULTS OF ATYCA, CDTI AND FRAMEWORK PROGRAMME
Framework Programme returns increase from 1.5% to 2% between III and IV Framework Programme, percentage which is maintained in the first phase of the V Framework Programme.

To carry out a set of actions to promote innovation demand in Castilla y León.

Concentration of innovation activities in some areas (Valladolid, Burgos)
As a consequence:
It is neccesary to set up a network which co-ordinates the group of intermediary organisations so that they can collaborate in the Innovation Policy diffusion, gather efforts and generate synergies among them and avoid the efforts dispersion.

STEPS
Definition of the Network Model.
Consensus about the Network Model (54 intermediary organisations interviewed).
Very first selection and justification of the pilot area: Avila, Zamora, Salamanca.
Constitution of the pilot co-ordination committe.
Consensus and implementation of the first awareness raising and communication actions
-Postal questionnaire to 278 firms-In-depth face to face interviews with 22 firms
Second working meetings of the pilot co-ordination committee in order to present results and decide about possible pilot actions.

NETWORK MODEL ARTICULATION
It is carried out through the provision of activities/services for SMEs (co-operation projects) with financial support.
To the extend that demand is articulated, services will be provided to cluster or networks of firms.
Services will be provided by groups of, at least, two intermediary organisations.
