MEETING ANNOUNCEMENT AMIDST COVID-19 PANDEMIC:
The SANDAG Regional Planning Technical Working Group (TWG) meeting scheduled for Thursday, May 14, 2020, will be conducted virtually in accordance
with Governor Newsom’s State of Emergency declaration regarding the COVID-19 outbreak, Executive Order N-29-20, and the Guidance for Gatherings issued by the California Department of Public Health. TWG Members will primarily participate in
the meeting virtually, while practicing social distancing, from individual remote locations. There are a few options for public participation:
- Listen to the meeting audio stream through sandag.org - Observe the meeting via GoToMeeting (registration required)
To register for the GoToMeeting webinar, follow the prompts to enter your name
and email address. Members of the public who prefer not to share their names with SANDAG may use initials or a pseudonym; however, to receive a confirmation

Discussion
An overview of a regional collaboration forming to accelerate the transition to electric vehicles (e.g., battery electric vehicles, hydrogen fuel cell electric vehicles) will be presented.

Information
An update on the requirement to analyze vehicle miles traveled in California Environmental Quality Act documents will be presented. TWG members will have an opportunity to discuss best practices for implementing the new analysis.

TWG members will provide brief updates on the latest planning projects occurring in their jurisdictions.
7. Future Meeting Topics Discussion
The TWG is asked to suggest topics for future meetings.

February 12, 2020, Meeting Minutes
Chair Karen Brindley, City of San Marcos, called the meeting of the Regional Planning Technical Working Group (TWG) to order at 1:16 p.m.
1. Welcome and Introductions
Self-introductions were made.
2. Approval of Meeting Minutes (Approve)
Action: Upon a motion by Jesse Brown (City of Coronado) and a second by Jeff Hunt (City of Oceanside), the TWG approved the minutes from the January 9, 2020, meeting. Yes: Jeff Murphy (City of Carlsbad), Kelly Broughton (City of Chula Vista), Jesse Brown, Joseph Smith (City of Del Mar), Tony Shute (City of El Cajon), Jennifer M. Gates (City of Encinitas), Tyler Foltz (City of Imperial Beach), Allyson Kinnard (City of La Mesa), Noah Alvey (City of Lemon Grove), Jeff Hunt, Scott Nesper (City of Poway), Mike Hansen (City of San Diego). No: None. Abstain: Joseph Lim (City of Solana Beach). Absent: City of Escondido, City of National City, City of Santee, City of Vista, and County of San Diego.

4. Updated Regional Planning Technical Working Group Roster and Form 700 Statement ofEconomic Interest (Information)
All TWG members and alternates listed on the roster are required to submit an Annual Form 700 – Statement of Economic Interest for calendar year 2020. Form 700 are now fully electronic. All persons holding a SANDAG position required to file an Annual Form 700 will receive an email from the County of San Diego with detailed instructions to file their form electronically. Members who have not filed a Form 700 were asked to see Seth Litchney (SANDAG).
5. 2020 Summary of Actions from Regional Planning Committee (Informational)
Chair Brindley reported the Regional Planning Committee (RPC) held a joint meeting with the SANDAG Board of Directors and Transportation Committee to discuss the regional economy and data. SANDAG provided an overview of industries driving the San Diego region’s economy and how they have evolved over time. Representatives from key employment sectors spoke about their transportation and housing needs and identified potential solutions to address the needs through San Diego Forward: The 2021 Regional Plan. SANDAG reported on its data-driven approach to help identify the appropriate transportation solutions to meet the region’s needs. Detailed trip information—average daily traffic, peak hour delay, and vehicle miles traveled on major corridors—will help inform decisions for network improvements to existing corridors in the 2021 Regional Plan. Future meetings will include a series of informational agenda items to bring to the Board over the next two months, leading up to a presentation on the 2021 Regional Plan in the spring.

6. Housing Legislative Update (Information)
Audrey Porcella, SANDAG, presented an overview of recent housing legislation.
7. Senate Bill 2 Planning Grant Application (Discussion)
Jeff Murphy, Shaun McMahon (City of Del Mar), Jennifer Gates, and Jeff Hunt shared the details of their applications and how they intend to encourage more housing development through plan amendments, approval process streamlining and other mechanism.
8. Member Communication (Information)
Tony Shute asked if there is an opportunity to use the funds SANDAG was awarded by the California Department of Housing and Community Development (HCD) to engage in other components of housing development. Seth Litchney mentioned that on March 27, 2020, at SANDAG’s Board of Directors meeting, SANDAG will provide an update on the 5 Big Moves and the 2021 Regional Plan. Chair Brindley welcomed Jeff Murphy back to the San Diego region and to the TWG.
9. Future Meeting Topics (Discussion)
Jeff Hunt suggested a future discussion of Senate Bill 743. Michael Coyne (City of Santee) suggested a future discussion of objective design standards to determine what jurisdictions have crafted.
10. Upcoming Meetings
The next TWG meeting is scheduled for Thursday, March 12, 2020, at the University of California San Diego. HCD will be present to provide a workshop on the Local Early Action Program.

April 16, 2020, Meeting Minutes
Chair Karen Brindley, City of San Marcos, called the meeting of the Regional Planning Technical Working Group (TWG) to order at 2:02 p.m.
1. Welcome and Introductions
Chair Brindley welcomed everyone that joined the TWG virtually.
2. Public Comments/Communications/Member Comments
The Clerk of the Board read approximately 1 minute of the public comment by Eric Ruehr into the record and the full comment will be made part of the permanent record.
Coleen Clementson, SANDAG, thanked TWG members for joining remotely. The 5 Big Moves update will be given when meetings can be held in person—tentatively scheduled for June 5, 2020, and the SANDAG Board of Directors delayed Regional Housing Needs Assessment until that time.

3. Comprehensive Multimodal Corridor Plan (Discussion)
Richard Chavez, SANDAG, provided an overview of the Comprehensive Multimodal Corridor Plan process that is being used to refine and prioritize transportation solutions within 12 corridors throughout the San Diego region. The TWG was invited to discuss and provide feedback. The TWG will be asked in a future meeting to appoint 2 TWG members to the planning process.
4. 2020 Department of Finance Population Estimates (Discussion)
David Tedrow, SANDAG, provided the latest Department of Finance population estimates and what it means to SANDAG projects. Allison Wood, SANDAG, provided an update on the DOF population estimate on the 2021 Regional Plan.
5. Planning During COVID-19 (Discussion)
The TWG was invited to discuss the planning profession during the COVID-19 requirement. Members were invited to share what is making planning more difficult (e.g., public outreach), what could be improved, and long- and short-term concerns. TWG members shared best practices during COVID-19 as well as Housing Element updates and impacts. Some jurisdictions have sent letters to California Department of Housing and Community Development and the Office of the Governor for an extension on their Housing Element update.

7. Future Meeting Topics (Discussion)
Mike Strong, City of Escondido, mentioned a future discussion item of how jurisdictions are coping, economic development opportunities, etc.

ACCELERATE TO ZERO EMISSIONSA Regional Collaboration to Combat Air Pollution through Transportation Electrification
OUR VISION Meet and exceed ambitious state goals through EV adoption and infrastructure investments.
Together we can accomplish more, and position the San Diego region as the national leader in EV adoption.
The Accelerate to Zero Emissions Collaboration will:
• Develop and implement an EV Strategy
• Attract public and private investments to the region and maximize the effectiveness of regional charger deployments
• Develop programs that enable residents, businesses, and public agencies to purchase EVs and install chargers
• Encourage equitable access to EVs and charging infrastructure for allSan Diegans
OUR CHALLENGE Transportation is the leading cause of greenhouse gas (GHG) emissions and air pollution in the San Diego region.
• Electric vehicles (EV) produce no tail-pipe emissions and contribute to a clean transportation future
• We must accelerate EV adoption and infrastructure investments to support our climate change goals

About this joint effort
ACCELERATE TO ZERO EMISSIONS
THE SOLUTION The Accelerate to Zero Emissions Collaboration will develop and implement an EV Strategy that exceeds state goals and positions the region as the national leader on EVs by:
• Encompassing a holistic strategy that includes light duty, medium duty, and heavy duty EVs and infrastructure
• Evaluating existing conditions, and goals, and mapping out how best to leverage resources among participating agencies
• Preparing a Needs Assessment, which includes infrastructure and vehicles gap analysis and current challenges such as permit process, funding, etc.
• Establishing goals and metrics for 2025 and 2030
• Providing regional role recommendations and responsibilities
CALL TO ACTION Join the Accelerate to Zero Emissions Collaboration and be a part of the solution:
1. Collaborate with local jurisdictions, regional agencies, utilities, and other key stakeholders:
• Stakeholder commitment to support the Accelerate to Zero Emissions Collaboration
○ Establish a Steering Committee of active participants to driveEV Strategy development
○ Include broader participation from Accelerate to Zero Emissions champions and advisors that support regional transportation electrification goals
2. Create a unified vision for clean transportation in the San Diego region:
• Develop an EV Needs Assessment and EV Strategy
• Encourage programs and policies that support Climate Action Plans, general plans, and the Regional Plan
3. Connect outside public and private investment opportunities to accelerate regional clean transportation efforts:
• Engage state and federal agencies and industry on the Accelerate to Zero Emissions Collaboration
• Convene resources and expertise of a broad reach of stakeholders to create a comprehensive EV Strategy for the region
