Bishop Grandin High School is a three-storey concrete and concrete masonry block structure which includes a partialbasement level mechanical room and utility tunnels. The original portion of the building was constructed in 1966 andis comprised of general classrooms, science classrooms, home economics classroom and lab, beauty cultureclassroom, art room, communications classroom, A/V room, teaching theatre/classroom, cafeteria, cafeteria kitchen,library, chapel, gymnasium with stage and mezzanine level weight room, washrooms and change rooms, entrancevestibule, mechanical, storage and utility spaces, administrative offices and staff rooms, and corridors connecting thespaces. The west wing of the school houses the building construction, automotive, welding shops, and physics andmusic rooms. A Theatre Addition was constructed in 1989 at the southeast corner of the school. The TheatreAddition includes the theatre and stage, classroom, storage room and dressing rooms. The combined total floor areaof the facility is reported to be 19,805 square metres. The student capacity is understood to be approximately 1900 students.

General Summary:

Structural Summary:Standard foundations for the Bishop Grandin High School are understood to be comprised of cast-in-place grade beamssupported by concrete piles. The main floor of the building is constructed at-grade and has concrete slab-on-gradefloors. A slab-on-grade floor is also provided for the basement level mechanical room, which includes cast-in-placeconcrete and concrete masonry unit foundation walls. The floor structural frame of the building is comprised of precastand cast-in-place concrete beams and columns supporting suspended floor decks. Structural interior walls supportingfloors or roofs within the building are comprised of load-bearing concrete masonry units. The suspended floor decks areunderstood to be comprised primarily of precast concrete. The roof structural framework for the original building is understood to consist of concrete beams supporting a suspendedconcrete roof deck. The roof structural framework of the Theatre Addition is understood to be comprised of open websteel joists and beams supporting metal decking. Recommended work includes the following: - Investigate and repair moisture seepage through the Cafeteria and Storage Room ceilings - Conduct general mortar joint repair work throughout the building to address step-cracking Structural components were observed to be in acceptable condition overall.

Envelope Summary:The exterior walls of Bishop Grandin High School include a combination of precast concrete panels with cobblesurfacing and painted and unpainted clay brick veneer. Exterior glazing consists of windows with fixed insulatingglazing units set in aluminum upper sashes and frames with operable, awning-type lower sashes at all the classroomsand the cafeteria. Fixed insulating glazing units in aluminum frames, some of which incorporate awning-type partiallower sashes, are present in the cafeteria. Fixed windows with stained glazing are installed in the main entrancevestibule above the feature staircase landing. The main entrance doors at the east side of the school are comprisedof two sets of dual, painted and insulated metal pivot units with sidelights and transoms incorporating a horizontalwood rail throughout the assembly. Exterior entry and utility doors are generally comprised of single or dual, paintedand insulated metal pivot units, several with glazed inserts, set in metal frames, some with matching sidelights andtransoms. Overhead doors at the shop areas and Theatre Addition are comprised of sectional metal units with glazedinserts. The low-slope roofs on the school are covered with modified bituminous membrane assemblies.

Interior Summary:Interior finishes are primarily a combination of resilient sheet flooring, resilient tile flooring, ceramic floor tile, carpeting,and painted concrete. The gymnasium is finished with wood strip flooring and the building construction shop includesparquet flooring. Wall finishes generally include painted gypsum board, painted masonry block and ceramic tile.Acoustical wood wall finishes are provided in music and theatre rooms. Suspended T-bar grid ceilings with inlaidacoustic panels are generally provided throughout the classroom areas, Theatre Addition and corridors within thebuilding while gypsum board ceilings with a paint finish, some with spray-on ceiling texture, are provided in the library,change rooms and utility rooms. Precast concrete ceilings are exposed in the gymnasium and shop areas. Precastconcrete ceilings with a spray-on ceiling texture are provided in the cafeteria. Fabric-covered acoustical elements aresuspended from the ceiling in the music room. Interior swinging doors are a combination of solid core wood or paintedhollow metal pivot units set in painted metal or wood frames. Recommended work includes the following: - Replace damaged fire doors at vestibules throughout the facility - Re-finish parquet flooring in the Building Construction classroom - Replace damaged fixed multiple seating in the A/V room and teaching theatre/classroom - Refurbish and re-instate original passenger elevators, complete with appropriate barrier-free accessories - Replace Art Room casework with a more durable product to reduce the frequency of replacement from exposure tomoisture - Investigate and implement measures to re-instate a southwest boy's washroom that is prone to frequent damage andvandalism - Provide appropriate barrier-free parking stalls in the parking lot and near the building's main entrance - Install automated openers on the exterior and vestibule doors at the main entrance and near the parking area - Refurbish multi-user washrooms to accommodate handicapped users - Install tie-back anchors on the roof to facilitate repair and maintenance work in close proximity to roof edges Overall the building interior is in acceptable condition.

Mechanical Summary:Domestic water is supplied by the municipality. Domestic hot water is provided by two gas-fired tank type hot waterheaters. The plumbing piping within the building includes copper supply lines and a combination of copper and castiron waste piping. Plumbing fixtures include; porcelain lavatories with manual dual control faucets, Bradley washfountains in the shops, enamel sinks in the science rooms, floor mounted toilets with manual flush valves, floormounted urinals with flush tanks, wall mounted water fountains and cast-iron enamel slop sinks. The building isprimarily heated by a hydronic system. Heating water is supplied by two gas-fired hot water boilers and distributed toinduction terminal units in the classrooms , finned tub radiation units throughout the school, heating coils in the airhandling units, and to the shell tube heat exchanger to heat glycol. Air handling units provide ventilation, airconditioning, and general exhaust with local exhaust fans serving washrooms, labs, shops and service spaces. Acentral cooling plant, equipped with a centrifugal chiller and evaporative cooling tower, provide chilled water toinduction units in the classrooms and air handling unit cooling coils. A Mitsubishi Mr. Slim split DX system with a rooftop air cooled condenser provides air conditioning to the computer room in the library. HVAC control is provided by ahybrid pneumatic system with DDC Johnson Controls Metasys system. The building is unsprinklered but is equippedwith standpipe cabinets. Handheld fire extinguishers are provided in wall mounted brackets in various locationsthroughout the school. The kitchen range hood is equipped with a dry chemical fire suppression system.

Recommended work within the next five years includes: - Replace drinking fountains and water coolers. - Repair Bradley wash fountains. - Replace failed dishwasher domestic water heater. - Replace local exhaust fans. - Replace induction units. Overall, the mechanical systems appear to be in acceptable condition.

Electrical Summary:The main service to the building is fed underground to the main transformer and switchboard which is rated at 1,200A3 phase 4 wire 277/480v. The power is distributed from the main switchboard to two CDPs which distribute power tothe school. There are three motor controls centers in the building that operate and control various pieces ofmechanical equipment. Distribution panels for interior lights and receptacles were distributed throughout the building.The wiring in the building is standard wiring in conduit. Flexible conduit and cable are provided for final connections tomechanical equipment. The building is illuminated with mostly fluorescent lighting fixtures which are mixture of T8 withelectronic ballasts and T12 with magnetic ballasts. Within the building there are surface mount, pendant and inlayfixtures. Generally the classroom fixtures are pendant type units. Incandescent lighting is for directional lighting in theclassrooms, pot lights at the main entrance, Chapel, Theatre and lighting utility service rooms. The exterior lightingconsists of wall mounted high pressure sodium units and free standing light standards. The building is equipped with asingle stage GE Security fire alarm system. Detection and end devices include, smoke and heat detectors, bells andpull stations. The building is equipped with a security system that monitors door contacts and motion detectors.Emergency power for the building is provided by a natural gas powered 75kw Kohler generator. Emergency lighting isprovided by selected light fixtures powered by emergency power circuits. The exit lighting in the building consists ofincandescent units. The following are recommended actions for the next five years: - Replace the original secondary transformers. - Replace the main distribution board and CDP. - Replace the branch panelboards. - Add corridor lighting switches. - Repair exit signs - Conduct a study to replace the natural gas fired emergency generator. Overall the electrical components are in acceptable condition.

Since the cafeteria and storage room arelocated directly beneath the main entrance foyer, it is likely themoisture infiltration is occurring from snow and ice beingtracked in by individuals upon entering the building. The suspended floor decks of the facility are understood to be comprised of cast-in-place concrete.

A precast concrete balcony extends across the exterior east elevation outside the staff room.

The mechanical equipment mezzanines on either side of the gymnasium stage, as well as above the music room andbuilding construction area, welding, and automotive shop areas are comprised of cast-in-place concrete.

Exterior concrete stairs are situated at the main entrance along the east side of the building, and auxiliary entrancesalong the north side of the building. The exterior stairs feature painted metal pipe or rectangular tube handrails.

Penetrations through floor decks are generally expected to be sealed with a firestopping material where voids orseparations exist.

The 1966 original building roof is provided with a pre-cast concrete roof deck. The 1989 Theater roof is provided with ametal roof deck.

Canopies provided over building entrances are projections of the upper floors or roof levels. The cantilevered canopiesare constructed in a manner that is consistent with the building construction (i.e., concrete beams/columns and roof deckwith concrete topping).

A spray-on fireproofing material has been added to the underside of the metal roof deck in the 1989 Theatre Addition.

Hairline cracking is present in the lower level mechanical room at the northwest corner of the building along the interiorface of the west exterior wall. It was not confirmed if this wall was poured in place concrete or a precast concrete panel.Nevertheless, it was reported the cracking has existed at that location for more than 15 years. Construction drawings were not available for review as part of this assessment; therefore the existence of exterior wallvapor barriers and insulation was not confirmed. However, the presence of vapor retarders or air barriers within theexterior walls of the building is unlikely.

Parapet walls on the perimeter of the low-slope roof sections are comprised of a continuation of the exterior wallconstruction, clad on outer-facing surfaces with consistent exterior wall finishes, while inner-facing surfaces are clad witha modified bituminous membrane. The parapets above the majority of the building, including the 1989 Theatre addition,are capped with pre-finished metal copings. Parapets on the north and southwest wing (shop area) elevations are notcapped and include exposed precast concrete elements.

Pre-finished metal louvers are provided on the roof level and exterior walls outside the elevator shafts, shop area storagerooms and mechanical rooms to support air flow and ventilation.

The exterior balcony along the east elevation outside the staff room includes precast concrete railings.

Exterior soffits beneath canopies at recessed entrances are understood to be comprised of gypsum board sheathing witha cement-parged or painted exterior stucco finish. Soffits at shop areas along the building's west elevation are comprisedof the exposed precast structure.

Nine non-insulated, sectional metal overhead doors are located primarily in the automotive, welding and buildingconstruction shops & storage areas along the building's west elevation. Several doors include sealed glass inserts.

One metal overhead roll-up door is provided at the edge of the stage in the 1989 Theatre Addition.

Roofing assemblies for the Bishop Grandin High School are presumed to include a vapor retarder and insulation, likelyreplaced concurrent with the low-slope roofing assemblies.

The roof drains are fitted with debris screens and are incorporated into the roof system.

The main underground gas service enters the meter room adjacent the boiler room, at the southwest corner of thebuilding. The natural gas feeds the hot water boilers and domestic water heaters.

There are two Cleaver Brooks, gas fired, 3064kw input hot water boilers in the main mechanical room, located in thesouthwest corner of the building, supplies the building's hydronic heating system. Boiler # 1 was re-tubed in 2006 andBoiler #2 was retubed in 2005.

The boiler's insulated metal breeching is connected to a masonry stack.

Pot feeders for chemical treatment are connected to the boiler supply piping. A water treatment program serves theheating hot water system.

The chilled water distribution system is supplied by a McQuay chiller, model WSC087BAAA, with a capacity of 2100kW(600 tons) and Microtech controls. The chiller is charged with refrigerant R134A.

Heat is rejected from the chiller by a Baltimore Aircoil Company (BAC) cooling tower with its own water treatment. Theestimated cooling capacity is approximately 2400kW (685 ton). The cooling tower is located on the site in a fenced offarea to the southwest of the building, adjacent to the boiler room.

The three medium pressure, air handling units are located in the fan room, one serves the Gymnasium, another servesthe shop area and the third serves the classroom areas. The units serving the gymnasium and shop area have hot waterheating coils. The unit serving the classroom areas has a glycol heating coil and a chilled water cooling coil. Theestimated capacities of the units are approximately 20,000L/s each. These systems distribute conditioned air to theinduction units.

Two Haakon air handlers, which are located in the mechanical room adjacent the Theatre, provides HVAC to the Theatreand some classrooms. The units are equipped with hot water heating coils and chilled water cooling coils. The estimatedcapcity of each unit is approximately 10,000L/s.

Suspected asbestos-containing materials observed in the building include vinyl tile flooring in the school corridors,classrooms and utility areas, spray-on ceiling texture, piping insulation and laboratory counter tops. It is understood that asbestos-containing insulation historically affixed to the underside of the concrete ceilings in severalmechanical rooms has been removed. Widespread staining from the black mastic used to affix the insulation to theceiling exists throughout the areas formerly containing the insulation. The 2005 facility assessment noted the following: "gymnasium wallboard".

No PCBs were observed or reported in the building; however, the 2005 facility assessment noted the following: "PCB's inlighting ballasts". A review of product labels should be conducted when replacing aged lighting ballasts to confirm the presence or absenceof PCBs such that appropriate disposal practices may be utilized.

Excessive water damage or suspect microbial growth was not observed in the Bishop Grandin High School; however,water-stained ceiling panels were observed in several areas throughout the facility as a result of past or current leakagefrom roofs or plumbing piping. As recommended under component C3030.06 Acoustic Ceiling Treatment (Susp. T-Bar)**- 1966 Original Building Susp. T-Bar, replacement of the stained panels is recommended as part of routine maintenanceto minimize the risk of microbial growth.

No other hazardous materials were observed during the site visit. Chemical storage practices in-place at the siteappeared to be adequate.
