The seventh, Walter liarshall, will be an Engineer III in the Unit II Operations Department. Brian Mehler currently holds an R0 License on Unit I. Charles Adams has had extensive startup and operating experience in the Navy Nuclear Program, at the General Electric and B&W Simulator Training Centers, and as a Control Room Operator (SRO License) at the Brunswick Nuclear Station. Richard Hutchison has had extensive startup and operating experience in the Navy Nuclear-

David Neumann has had extensive startup and operai;ing experience in the Navy Nuclear Program,as a Shift Supervisor (SRO License) at Connecticut Yankee Power Co. and at the B&W Simulator Training Center. These men will have completed the following Unit II training programs prior to taking their ' license examination:
A. One hundred (100) hours of Cross License Training which stressed Unit II Systems and differences between the Unit I and Unit II, NSSS, Secondary, and Balance of Plant Systems. Walter Marshall and Pat Lydon were hired after this training was completed. They received two hundred and eighty (280) hcurs of primary and secondary systems and reactor theory training instead.
B. Simulator Training (BLU Simulater Facility, Lynchburg, Va.)
1. Eight (8) week Cold License Certification Program - K.R. Hoyt, R.S. Hutchison
2. Two (2) week Startup Certification Program - C.D. Adams, P.M. Lydon, ,

The Company recognizes that f o r th e re n e'wal o f Mr. .'re de ri ck 's license, the NRC must consider his role in the recent accident at Three Mile Island, Unit II. This issue has also been the subject of discussion within the management of General Public Uti l i ti es . Based upon our inves tigation to date, we do not have cause to alter the Company's judgment that Mr. Frederick has:
1. a thorough knowledge of the plant syst. ems and procedures;
2. a high degree of. concern about nuclear and public safety, and;.
3. the mental atti tude and personal characteristics to per- mit him to utilize his knowledge to operate safely and competently.
While the Company clearly recognizes the threat to public health and safety posed by the accident, we have concluded that the failut of the operating personnel to fully understand the plant conditions during the accident was caused principally by training program 'and plant design features , which we re consis tent with industry practicr ar.c in conformance with NRC recuirements but, when evaluated with che insight provided by the accident, must be improved to provide assurance such an event will no t occur again.
