Executive Suiiiiimary

The 'Ilhir-d Educationi Sector Project supports the implementation of' tie second half of

the Education Policy 1988 -2003. As part of its investimient prograim to back up the

Master P'lan of action, Governmenlt received lfundinyg from developnient partners

includinig IDA, EU, DfID, UNESCO, OPEC and WFP to kick start the programme.

The lead donor was the IDA. Within the development credit agreement with the IDA,

effective dlonor coordination was one of the triggers for the second phase. The aninual

donor review is in responise to this coordination miechanism, whicil brings together

traditional and potential partners in education, both in-country and abroad.

The review has attempted to take stock of implementation progress, assess

achievemilenits against set targets, identif'y constraints and map out the way forward. In

the usual opening ceremoniies on such occasions, Governinent, throughi Her

Excellencv the Vice Presidenit and also the I-lon Secretary of State for Educationi,

ulider-scored its appreciationi of the invaluable inputs into the education sector by the

development partners. Governiment also reaffirmed its conmmitment to the attainment

of quality Education For All.

In presentitig an overview of the programine, it was highlighted that of the five

triggers agreed witil the lead donor, IDA, all four, namely effective donor

coordiniationi, increasing access to basic educationi, increasinig capacity at Gambia

College and budgetary allocation, had been attained. Hlowever, eveni thiough a

funictional textbook recycling and rental scheme is in place, tile target on rental

recovery and the pupil book ratio could not be reached. Meanwhile, much of the

activities on TVET had not been carried as the policy document awaits Cabinet and

National Assemiibly approval.

The programme was reported to still have some funding gaps and DOSE has been

searchiing for fundilng fri-om potential partners for inteiventioni in the area of

constructioni of classrooms and stafT quarters, teacher training, scholar-ships for girls,

adult literacy, quality assurance, science and techinology and sector mianagement

inclutdinig staff training.

On donor coordination, the DOSE acknowledged that the support received fi-om

partners both in terms of financial inputs and technical assistance and/or advice had

been responsive and rewardinig. Notwithstanding, much of the administrative and

procedural processes were reportedly cumbersome and time consumin£g and hence

tencdedl to impede or slow implemilenltationi pr-ogr-ess. It was argued that some of these

bottlenecks contribute negatively to what is generally regarded as low absorptive

capacity of the sector when it was indeed shiared responsibility on both parties. The

development pamtiners were invited to revisit some of these issues particularly at

programilme developimient stage.

The group discussions focused on programme componienits and attemilpted to assess

achievemilenits and shortcominigs made, constraints and bottlenecks encountered, and

to suggest strategies for the way forward. Recommendationis ranged fi-om more

capacity building efforts, access to resources, resource mobilisation and greater

commiiunity sensitisation and participationi.
