Pinchin Environmental was retained by Kathleen Wilson on behalf of Toronto Catholic District School Board to inspect mould remediation work recommended in the previous report entitled Assessment of Mould Growth, Project 92372, dated April 7, 2014. Pinchin performed inspections and testing periodically throughout the process of I & I Construction Services Limited’s work as follows:

1. Perform the following work using Environmental Abatement Council of Ontario (EACO)Level 2 mould procedures and O. Reg 278/05 Type 2 asbestos procedures:

a. Remove and dispose of all wall finishes to a height of two feet in the staff room and computer lab.

2. Perform the following work using EACO Level 1 mould procedures and O. Reg 278/05 Type 2 asbestos procedures:

a. Remove and dispose of all wall finishes to a height of two feet in the lunchroom, Storage Room 106B, Office 106F and Computer Lab (North Wall & Northwest Corner).

Pinchin did not examine aspects of the work scheduled for completion after mould remediation. These might have included cleaning outside of the work area or reconstruction. Pinchin cannot comment on the work of the contractor outside of those observed at the time of the inspections.

TEST METHODSThe inspector collected tape lift samples using Pinchin Standard Operating Procedures to test for evidence of residual mould growth or settled spores. The inspector collected spore trap air samples using Allergenco-D impactor cassettes and a constant-flow pump. The inspectorcalibrated the pump before and after the sampling.

The inspector tested selected surfaces for sewage indicator bacteria, using 3M brand swabs usingPinchin Standard Operating Procedures.

SAMPLE ANALYSISThe mould analysis was performed at the Pinchin Environmental Microbiology Laboratory, located at the Mississauga head office. The laboratory is accredited for both mould and Legionella analysis by the American Industrial Hygiene Association (AIHA) Environmental Microbiology Laboratory Accreditation Program (Laboratory ID Number 158835) and participates in the AIHA Environmental Microbiology Proficiency Analytical Testing Program. The laboratory also participates in a Canadian Analytical Laboratory Association proficiency testing quality control program for the analysis of E. coli, total coliform and heterotrophic plate counts.

The spore trap mould air sample results include a report from the Pinchin Environmental Ambient Mould Index (PAMI) ©. PAMI is derived from over 12,000 outdoor mould spore trap air samples analysed over several years in the Pinchin Environmental Microbiology Laboratory. These outdoor air samples have been compiled and statistically analysed on a monthly basis and in 30 regions across Canada (minimum of 30 samples per region per month). As a measure of "typical" outdoor mould air quality, PAMI can assist in the interpretation of indoor mould air samples.

FINDINGS AND DISCUSSIONThe remediation work began on April 8, 2014 and was completed by April 10, 2014.

Pinchin completed an inspection report for each visit and a copy was emailed to the contractor and the client, noting any required actions. The inspection reports are attached. The major inspections are summarized below.

Milestone Inspection – Clean Site Preparation – Field Report No. 01 – April 8, 2014

Site isolation was properly constructed with all seals in good condition.

Milestone Inspection – Post-Abatement Visual Inspection – Field Report No. 02 – April 9, 2014

The Level 2/Type 2 work area between the computer room and staff room passed final visual inspection (Photo 1).

The west wall in the Computer Lab and east wall in the Lunchroom were inaccessible due to contents which needed to be moved out of the space. Additional mould growth was found in these areas which changed the removal from EACO Level 1/Type 1 to EACO Level 2/Type 2 abatement.

The Level 1 abatement in the Office 106F and the Lunchroom were completed (Photo 2).

Additional mould growth was identified on the west drywall wall in the Lunchroom and was removed following Level 1/Type 1 procedures.

The recommended work in the Storage Room 106B has not been completed. The client will leave the Storage Room 106B abatement work for another time.

Milestone Inspection – Post-Abatement Visual Inspection – Field Report No. 03 – April 10, 2014

Site isolation for the new EACO Level 2 abatement work was properly constructed with all seals in good condition. Mould growth on the drywall east of the southeast door in the Computer Lab was removed following Level 1/Type 1 procedures (Photo 3).

The back side of the shelving/cabinetry unit in the Computer Lab was mouldy. The contractors cleaned and sealed the cabinetry. The post-abatement inspection confirmed that the scope of removal had been completed and that the work areas were acceptably clean.

Pinchin collected post-abatement air samples on April 11, 2014. The results of the post-abatement environmental samples are attached. The post-abatement environmental samples suggested that further cleaning was required. The mouldy cabinetry had been removed and disposed of. The contractor was instructed to re-clean the Computer Lab and Lunchroom.

Pinchin returned to collect a second round of post-abatement air samples on April 17, 2014. The results of the post-abatement environmental samples are attached. The post-abatement environmental samples had low levels of airborne Chaetomium and Stachybotrys spores in the Computer Lab. This is likely due to the mould growth still present in Storage Room 106B which is connected to the Computer Lab and has not yet been abated at this time (Photo 4).

CONCLUSIONSAs of April 17, 2014, the mould remediation in the work areas examined had been completed to current standards.

Pinchin recommends that the findings of this report be communicated to the occupants as recommended by current mould guidelines and required by provincial/federal occupational health and safety legislation. Furthermore, both federal and provincial occupational health and safety legislation require the employer to share this report with the health and safety committee or safety representative.

Pinchin offers the following recommendations to address unresolved issues:

1. Remove and dispose of all mouldy contents, sink and the mouldy drywall from Storage Room 106B. Perform a general cleaning of the room and remove peeling paint.

Pinchin did not attempt to identify locations of deposition of mould spores or particles, or minor mould growth that would not exhibit any signs of spotting/staining on building materials. The degree of mould growth noted in the report may change with time if water or humidity issues continue or develop after the assessment date(s). Any sources of water infiltration or high humidity must be corrected to prevent the continuation or occurrence of mould growth. Air sampling results (if any) will apply only to the time and conditions of the testing and may not be used to reliably predict conditions on other days.

The inspection evaluated work undertaken in the specific mould remediation work area(s) only. Other recommendations made as part of any investigation report which may have included but are not necessarily limited to cleaning outside of the work area, further investigation of building envelope issues, or HVAC system cleaning has not been commented on in this report.

9.2 Additional mould growth was identified on the west drywall wall in the Lunchroom between two doors. This mould growth was removed following O.Reg. 278/05 Type 1 asbestos precautions and EACO Level 1mould procedures.

9.3 The west wall in the Computer Lab consists of drywall and concrete, only the drywall sections behind the cabinetry, shelving and below electrical equipment will be removed, along with the adjacent east drywall wall in the Lunchroom following O.Reg. 278/05 Type 2 asbestos precautions and EACO Level 2 mould procedures.

9.4 The mouldy drywall section remains east of the southeast door in the Computer Lab. This drywall should be removed following .Reg. 278/05 Type 1 asbestos precautions and EACO Level 1 mould procedures.

9.5 Mould growth remains on the east drywall wall in Storage Room 106B, along with water damage in the closet and on concrete walls, various mouldy contents and plywood on the sink. The sink should be disconnected and disposed of. The work in this Storage Room will be performed at a later date.

9.6 Pinchin investigator observed water staining on concrete walls in the Lunchroom and missing or damaged ceramic tiles due to water infiltration.

9.7 Contact Pinchin to perform inspections of the remaining work.

9.0 The east drywall wall in the Computer Lab and the west drywall wall in the Lunchroom were removed to a height of four feet. These walls consisted of two layers of drywall.

9.1 The back side of the shelving/cabinetry unit in the Computer Lab is mouldy. The contractor cleaned the mould growth and sealed the cabinetry with polyethylene sheeting.

9.2 The scope of work has been completed and the work area passed the final visual inspection in the Lunchroom and Computer Lab. The enclosure can be dismantled.

9.3 Pinchin will return to collect post-occupancy air samples.
