controlled by people who use support services, including disabled people, mental health

Expanding the list of 'never events' The Department of Health has published
'Expanding the list of 'never events': policy proposals for engagement'. The
Government proposed in the recent White Paper to expand the current list of
incidents that are considered to be 'never events' and to allow cost recovery
when these 'never events' occur. The purpose of this paper is to engage external
partners and seek comments and suggestions on the draft list of events and on
the framework for recovering costs when they occur.

The NHS Constitution and whistleblowing – a paper for consultation. The
consultation is on amendments to be made around expectations that NHS staff
will raise concerns about safety, malpractice or wrong doing at work which may
affect patients, the public, other staff or the organisation itself as early as

Care Quality Commission (CQC)
A new system of regulation. A new system of regulation for adult social care and
independent health care providers came into being on 1 October 2010. People
who use NHS, adult social care or independent health care services can now
expect all registered providers to meet the same set of essential standards of
quality and safety. Providers will be monitored to ensure that they meet the new
standards. Where services are failing people, the CQC has a wide range of
enforcement powers that allow them to take swift, targeted action.

Annual Evidence Update on NHS service reconfiguration NHS Evidence,
Health Management has published the 2010 Annual Evidence Update on NHS
Service Reconfiguration. The first part of this update includes material bearing on
the general case for reconfiguration: the second on some of the drivers and
consequences of reconfiguration and the third contains evidence bearing on the
clinical case for change for some individual services where there has been
particular pressure to change the ways services are delivered in the expectation

10. There were 4,500 online and 292 telephone enquiries from health care
professionals related to mephedrone in the last year - up from none in 2008/9.

Review of medicines legislation: Informal consultation on the Medicines
Act 1968 exemptions for sale, supply and administration of medicines. As
part of this review, the MHRA are seeking views on the provisions which allow

Never events annual report 2009/10. This document provides an overview of
the Never Events reported to the NPSA by NHS organisations in England from 1
April 2009 to 31 March 2010. It describes how the objectives of the Never Event
policy have been met, the number of Never Events reported to the NPSA, and
the learning at national level. It highlights how commissioners and providers are
using the policy to promote patient safety.

In-patients formally detained in hospitals under the Mental Health Act 1983
and patients subject to supervised community treatment, Annual figures,
England 2009/10. Increasing numbers of people in England are being made
subject to restrictions under the Mental Health Act. The latest figures for 2009/10
show that 16,622 patients were detained in hospital at the end of the year, an

Shift: Mental health in the workplace: resource pack. A resource pack 'Working it
Out' has been produced by Shift - a Department of Health-funded initiative which aims to
tackle the stigma and discrimination surrounding mental health issues in England. The
resource pack is designed to help raise awareness of mental health conditions in the
workplace and provides employers with practical advice and guidance on how best to
support and manage a member of staff should they become unwell.

Cost of mental health problems The Centre for Mental Health has published a new
report 'The economic and social costs of mental health problems in 2009/10'. The report
indicates that the cost of mental ill health in England is now £105.2 billion a year. The
figure includes the costs of health and social care for people with mental health
problems, lost output in the economy, for example from sickness absence and
unemployment, and the human costs of reduced quality of life. The new calculation is an
